HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 12/17/2013 - FIRE & POLICE COMMISSION MINUTES c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON DECEMBER 17, 2013 Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, Commissioner Michael Kontek. It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of November 19, 2013 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Invoice #3971 dated 11/20/2013 for $252.00 from Theodore Polygraph Service for polygraph examination of two police officer candidates. 2. Invoice#3974 dated 11/22/2013 from Theodore Polygraph Service in the amount of $135.00 for polygraph examination of one police officer candidate. 3. Invoice#3985 dated 12/4/2013 from Theodore Polygraph Service in the amount of $945.00 for polygraph examination of seven firefighter candidates. CORRESPONDENCE Memo dated 12/09/13 from Chief Schmidt regarding the performance of Probationary Police Officer Kevin Wsol. Email dated 12/06/2013 from Chief Schmidt advising that the Village Manager has authorized two additional police officers to be hired for the January 2014 police academy, increasing sworn strength to 90. Letter of Retirement from Deputy Chief Scott Miller effective 12/17/2013 after 27+years of service to the Elk Grove Village community. Letter to Police Officer Randal Schumacher appointing him to the rank of Police Sergeant effective 11/15/13. Memo from Chief Schmidt dated 11/20/13 announcing the appointment of Sergeant James Lancaster to the rank of Police Commander. Copy of memo from Chief Schmidt to Sergeant Michael Garrison dated 11/20/13 announcing his reassignment to the Criminal Investigations/ID Sections. Minutes of the Regular Meeting December 17,2013 Page 1 of 2 Memo from Chief Schmidt regarding the performance of Probationary Police Officers Daniel S. Johnson, Juan Andrade, Matthew Stencel. His recommendation is to grant permanent employee status to all three. Memo from Chief Schmidt regarding the six month performance of Probationary Police Officer Kevin Wsol. OLD BUSINESS 1. Discussed Police Officer hiring process. Meeting with Chief Schmidt to discuss staffing and the police officer testing process. 2. Discussed Firefighter hiring process. Meeting with Chief Mikel to discuss staffing and the hiring process. NEW BUSINESS 1. Meeting with Probationary Police Officers Daniel Johnson, Juan Andrade and Matthew Stencel. The Commission concurs with Chief Schmidt's recommendations and will submit paperwork to Human Resources granting permanent employee status to all three effective December 21, 2013. ELIGIBILITY LIST/HIIZING STATUS 1. Police Officer—Three names remain on the final eligibility list published on June 24, 2013. Processing last three candidates for three open positions. The preliminary eligibility list will expire on January 16, 2014. 2. Firefighter—Thirty five names remain on the eligibility list scheduled to expire on September 20, 2015. Currently processing candidates for four openings. 3. Police Sergeant— Two names appear on the eligibility list which will expire on April 20, 2015. 4. Fire Lieutenant— Seven names appear on the eligibility list which will expire on May 6, 2015. ADJOURNMENT It was moved by Commissioner Ehrke and seconded Chairman Shapiro that the meeting be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried.
