REGULAR VILLAGE BOARD MEETING
September 11, 2018
1. CALL TO ORDER - 7:16 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke,
Samuel L. Lissner, James P. Petri, and Christine K. Prochno
ABSENT: None
A Quorum was present.

2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES OF AUGUST 14, 2018 - Motion to approve the Minutes of the Regular
Village Board Meeting held on July 17, 2018 as submitted and dispensed with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT -
Mayor Johnson - Attended the following:
• August 15, August 23 and August 29-Tollway Meetings;
• August 25 - America Has No Place For Hate Rally with Chief Walsh at Rotary Green;
• August 30 - Fastest Labs Ribbon Cutting, 1701 Howard with Trustees Czarnik & Lissner;
• August 31- Mayor's Cup Trophy presented at the Elk Grove vs. Conant football game;
• September 1- Coffee with Village Board at the Farmers Market.
Elk Grove Village Cares Program - There will be a press conference on Thursday at 10:00 a.m., to
announce that NARCAN will be placed in public places in Elk Grove to counteract overdoses from opioid
addictions.
Elk Grove Schools and Test Scores - People talk about lower test scores in the local school system but
there have been many awards given out to the schools. For example, Elk Grove High School had the
Illinois Teacher of the Year award one and a half years ago, this past year we had the Principal of the
Year and the Superintendent of the Year. In fact, the Superintendent was also the National
Superintendent of the Year one and a half years ago. This year we will find out in October if the Principal
at Elk Grove High School is the National Principal of the Year. Elk Grove High School has a score of 10
out of 10 and our west side school, Conant has an 8 out of 10 score. People talk about the grade schools
and in Monday's paper there is an article listing a teacher from Byrd School as one of the top five finalists
for Illinois Teacher of the Year Award. Byrd School has one of the lowest ratings but somehow, they
have a potential Illinois Teacher of the Year. Many of the students in District 59 start with English as a
second language and the teachers in that District do a phenomenal job with these students to get them
caught up to be ready at the level that they need to be in high school. I applaud the teachers for doing
such a great job.
Makers Wanted Bahamas Bowl - A presentation was shown to display the results from the media
coverage in the first 24 hours after the Makers Wanted Bahamas Bowl rollout on July 31 that was
beyond expectations. The immediate hits through social media avenues such as ESPN, Forbes, Crain's,
Twitter, television coverage, newspapers, and other forms spread like wildfire with an estimated
marketing value of $3.6 million in just the first 24 hours.
Trustee James Petri - Trustee Petri stated that he has had the honor and privilege to serve Elk Grove
Village for 42 years and quoted former president Lyndon B. Johnson, "I will not seek nor will I accept
another term as a Trustee in Elk Grove Village." He thanked the people of Elk Grove for electing him all
these years. We have an excellent Board with a lot of projects going on and he will stay as a Trustee until

May 1, 2019 but will step down at the end of this term. The announcement was made now, even though
the election isn't until April, because petitions for the new election will be circulating starting September
18 with the filing on December 10th. This gives everyone a chance and to know what they are up against.

Mayor Johnson stated that the petitions start next week and there are three Board Members that are up
for re-election - Nancy Czarnik, Jim Petri and Sam Lissner. When you think about Jim, local government
is the purest form of government with the time commitment and the work that goes into being a Trustee.
When Jim became a Trustee in Elk Grove, Mayor Johnson stated he was a Freshman in College. Today,
the Mayor has 7 grandchildren. That is the kind of time span and commitment that Jim has put in for 42
years. Two years as a Plan Commission member and 40 years as a Trustee. Jim ran for Trustee first and
lost but Mayor Zettek was so impressed with his efforts coming to the meetings that he appointed him to
the Plan Commission. That's how we see people that want to be involved in the community and want to
be a part of the community. That's a good way to start. The next time he ran he was successful and won
every election since. I encourage people to come out and be part of the community.
We enjoy the benefits today from the hard work that Jim has put in over the years. Nobody knows the
community better than Jim. For example, you would not be watching this right now if it wasn't for cable
television. Jim helped to bring the local community access channel to Elk Grove. Not many communities
have a number that low for their cable channel. Jim tells us every time the franchise agreement comes
up to not give up Channel 6. Jim was also instrumental in bringing Lake Michigan water into Elk Grove
Village. Residents were rationing water to retain the supply and Elk Grove Village was one of the first
suburbs to bring in Lake Michigan water. Jim knows every inch of our roads, sewer lines, water mains
and drives the roads every weekend. Jim has the knowledge and has seen it all. He is still our liaison to
Northwest Municipal Conference and the Solid Waste Agency of Northern Cook County and still goes to
all of those meetings today. There are 50 governments in the Northwest Municipal Conference and Jim
knows them all. I have relied on Jim a lot over the years. There will never be anyone elected to serve 40
years again in Elk Grove.
We commend Jim Petri on behalf of everyone here in Elk Grove. You've made a difference and made it
better. You will not be going away for a while and even after May we know that you are still a phone call
away. You have always been my right-hand man after all these years and we thank you and God Bless
for everything you have done for Elk Grove.
This April will be the first time in 22 years that there will be an open seat on this Board for an election.
This board is committed and encourages anyone that wants to run for the seat to seek it out or at least
inquire about it. Other Mayors are shocked that we've had the same board for the past 22 years. The
reason the Village has been supportive is the way this government works. Local government is the last
true form of government. We are non -partisan and don't care about political parties. We talk, discuss,
debate, argue some, but then we make a vote and majority wins. What is unique about this town is after
the decision is made, we reunite behind the vote whether you win or lose. We implement our decision.
We are all truly here to serve for what is best for Elk Grove Village. Jim has taught us that. Nancy has
been on this board for a long time and she has taught us that. Mayor stated that when he was first on the
Board he was taken aside and told to wear a suit to every board meeting. Show the respect to the
community every time that you represent them. You have to have that mindset and I hope that whoever
decides to run has the same respect for the Village as Jim. Bring new ideas to help the Village become
even better. My hope is that people that want to run want to run for the right reasons. Do what is best
for the community. This board is changing. We need people to get involved and be a part of the
community. Do not campaign by Facebook. Do it the old-fashioned way and meet the people face-to-
face. Introduce yourself and hear their concerns. They appreciate when you take the time to meet them.
Carry on the proud tradition of Elk Grove and serve the community not yourself. Make sure the people
have TRUST in you.
TRUSTEE REPORTS -
Trustee Franke - Oktoberfest is on 9/21 from 6:00 p.m. to 11:00 PM and 9/22 from 5:00 p.m. to 11:00
p.m. at Rotary Green. Tickets are available on the website for 20% off a book of 10 tickets for the price
of 8. The tickets are non-refundable and the event will be held rain or shine. There will be good German
food and music and our local brewery, Mikerphone Brewery, made a special beer this year.
Trustee Lissner - Attended the JAWA Meeting on August 22nd. I-190 is the extension into the airport
and they will be widening the road. A 90" watermain will need to be removed that should be completed
in 2020. The cost is on Chicago for this project. Toured the new Public Works building on Devon and
the construction is coming along.
Trustee Feichter - The Friends of Cycling Committee had their 41h annual evening bike ride at Busse
Woods followed by a bon fire and refreshments. There were 247 cyclists that participated. Every year

the event gets bigger and better.
Trustee Czarnik - The Frank Czarnik Golf Outing was on August 17th and was a great success. Thank
you to all that attended. There will be six (6) $1,000 scholarships available in 2019.
Trustee Prochno - The Farmers Market is every Saturday on the Village Green from 7:30 a.m. to 1:00
p.m. A build a scarecrow event will take place this coming Saturday.
Trustee Petri - In light of the Mayor's comments about running for office, Trustee Petri added a famous
quote from John F. Kennedy: "Ask not what your Village can do for you - Ask what you can do for your
Village." If you are going to run, do something positive for the Village.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
August 31, 2018 Accounts Payable Warrant in the amount of $3,336,600.43.

6. CONSENT AGENDA
a. Authorization of a request from Christus Victor Lutheran Church to waive fees for a temporary Class D
liquor license to allow the sale of beer at an Oktoberfest event on Sunday, September 16 at 1045 S.
Arlington Heights Road in the amount of $2,100.
b. Authorization of a request from Saint Julian Eymard Church to waive fees for a temporary Class D
liquor license for hosting their annual picnic on Sunday, September 16, 2018 at 601 Biesterfield Road in
the amount of $2,100.
c. Authorization of a request from the Prince of Peace United Methodist Church, located at 1400 Arlington
Heights Road, to waive FY 2018-19 business license fees in the amount of $100.
d. Authorization of a request from the Elk Grove Park District to waive permit fees for parking lot
improvements at St. Julian Eymard Church, 601 Biesterfield Road in the amount of $750.
e. Authorization of a request from Community Consolidated School District 59 to waive permit fees
for grass paver sidewalk at Admiral Byrd Elementary School, 265 Wellington Avenue in the amount of
$25.
f. Authorization to concur with prior authorization of a request from Planet Fitness to install a temporary
banner at 980 Elk Grove Town Center.
g. Authorization of a request to hold a Public Hearing before the Plan Commission to consider a petition
submitted by Yamazen, Inc. for a Special Use Permit for development in the Metropolitan -Northwest
Subdivision in Northwest Point, Elk Grove Village.
h. Authorization to increase the FY 2018-19 Busse -Elmhurst TIF Fund budget in the amount of
$3,500,000.
i. Authorization to adopt Ordinance No. 3568 entitled, "AN ORDINANCE AUTHORIZING CERTAIN

9. ZONING BOARD OF APPEALS - Village Manager Rummel - No items to report.
10. YOUTH COMMITTEE - Trustee Franke - The 3rd annual bon fire will take place on October 20th
outside Rainbow Falls at Lions Park from 8:00 p.m. to 10:00 p.m. This event is open to students ages 11-
16. Refreshments and glow sticks will be available. Police and Fire will be present.
11. BUSINESS LEADERS FORUM - Trustee Lissner - There were several Ambassador visits in August at
the following locations: Lawrence Foods - makes products for local bakeries; Cury on Landmeier
manufactures many innovative items that interact with a smart phone to help locate items; Engelhardt
Gear Company is located in a portion of Elk Grove in DuPage County that makes huge gears.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No report
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Caring Place is a respite program
available from 9:30 a.m. to 3:00 p.m. on Mondays, Wednesdays, and Thursdays at Christus Victor
Church. This is a great socialization program for adults. A Caring Place has partnered with Intouch
Home Care to offer a full day of care services at an affordable rate. Intouch can provide services
including transportation to/from A Caring Place as well as assistance in dressing and preparing for the
day. The program is organized and supervised by trained and caring staff. Please call 847-437-2666
x24 for more information.
14. INFORMATION COMMITTEE - Trustee Lissner - On 9/21 and 9/22 the Knights of Columbus will
have their annual Tootsie Roll drive collecting money at intersections for the mentally challenged.
Please be careful and watch for people walking at the intersections.
Elk Grove High School is offering a Fall Cleanup Assistance Program to assist the elderly or disabled
residents. Residents can contact Community Services to sign up at 847-357-4120.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - On Tuesday at 10:00 a.m. in the Chernick
Conference Room the Recycling Committee will have a meeting to discuss Composting and meet with an
organization called Green Dirt. The company was formed by five graduates from Conant High School.
Green Dirt turns food scraps into a fertile "green" dirt that is recycled through a worm processing
system to create fertilizer.
16. PARADE COMMITTEE - Trustee Czarnik - The date for the parade next year has changed to
Saturday, September 21, 2019 as part of the Oktoberfest activities. The next meeting will be on January
7, 2019 at 5:30 p.m. in Room E of the Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - No report
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Please remove the Asphalt
Preservation Product from the agenda for this committee.
The Beisner Right of Way storm sewer improvements between the Clover Hill Condominiums and the
Cheltenham Road homes as progressed and the new 54" concrete storm sewer pipe is installed and
functioning. This week the patching operations on Elk Grove Boulevard were completed. Work
continues on the framing and pouring of the bridge sidewalk. Maple and Armstrong Lanes water main

improvements are now at final landscape restoration. This is anticipated to begin mid -September,
weather permitting. The Willow Lane water main improvement projected started this week.
20. AIRPORT UPDATE - Mayor Johnson - JDA is doing a phenomenal job with the Runway Rotation
Plan for when the airport is completely built out in about 3 years. Our hope is to have Chicago continue
to work with us to minimize the amount of traffic on Devon Avenue from that runway. We need to make
sure that the noise is distributed fairly amongst all the communities.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No report.
22. SPECIAL EVENTS - Mayor Johnson - The next special event is the Tree Lighting Ceremony featuring
Gary Puckett and the Union Gap, Santa, Fireworks and music.
23. LIQUOR COMMISSION - Mayor Johnson - No report.
24. REPORT FROM VILLAGE MANAGER - Thank you to Trustee Petri. In light of your surprise
announcement this evening Congratulations. You have my own personal gratitude for the exemplary
leadership, the mentorship, and the friendship that you have extended to me over the past thirty years
that I've worked here.
25. REPORT FROM VILLAGE CLERK - Anyone looking to register to vote can do so at the Village Hall
until October 9th. You can also register online at the State Board of Elections website and during Early
Voting. Early Voting will begin on October 22, 2018 through November 5, 2018 and you can register to
vote and cast your ballot at the same time.
