MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JULY 24, 2014
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke and
Commissioner Michael Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of June 17, 2014 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Theodore Polygraph Service Invoice 44356 dated 7/16/2014 in the amount of$270.00
for polygraph evaluation of two firefighter candidates.
2. Theodore Polygraph Service Invoice 44350 dated 7/10/2014 in the amount of$135.00
for polygraph evaluation of one firefighter candidate.
3. Stanard and Associates, Inc., Invoice SA000025552 dated 5/23/2014 in the amount of
$395.00 for personality evaluation of firefighter candidate.
4. Advocate Occupational Health Invoice 4526867 dated 6/3/2014 in the amount of
$475.00 for medical evaluation of firefighter candidate.
5. Advocate Occupational Health Invoice #529257 dated 6/3/2014 in the amount of
$475.00 for medical evaluation for firefighter candidate.
It was moved by Commissioner Fluke and seconded by Commissioner Kontek that the
Board authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Letter to Director of Human Resources advising that Police Officer Wsol has
satisfactorily completed his probationary period and should be granted permanent
employee status effective 6/28/2014.
2. Order of Suspension dated 6/23/2014 from Chief Schmidt to Police Sergeant for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1 A, Rules of Conduct, Rule 02 (Any action of conduct which impeded the
Department's efforts to achieve its goals or brings discredit upon the Department);
Rule 05 (Failure to perform a duty); Rule 09 (Inattention to duty);

Rule 11 (Incompetence or inefficiency in the performance of a duty); Rule 26 (Failure
to report to the Department, any violation of the rules and regulations or any improper
conduct). Forty-two (42) day suspension to be served September 8, 2014 through
October 19, 2014.
3. Written Reprimand dated 06/23/2014 to Police Officer for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.1.1 A, Rules of
Conduct, Rule 02 (Any action of conduct which impeded the Department's efforts to
achieve its goals or brings discredit upon the Department).
4. Meeting Notice from Village Clerk dated 7/2/14 giving public notice that the
regularly scheduled meeting of the EGV Board of Fire & Police Commissioners to be
held on 7/15/14 has been cancelled and rescheduled to 7/24/14.
OLD BUSINESS
I. Discussed Police Officer hiring process.
2. Discussed Firefighter hiring process.
NEW BUSINESS
1. Meeting with Firefighter John Lodewyck, President of Fire Local Union 2340, to
discuss the union's request to extend the Fire Lieutenant Eligibility List. Secretary
Ehrke moved and it was seconded to table this item until a future meeting; motion
carried unanimously.
ELIGIBILITY LIST /HIRING STATUS
1. Police Officer—New final eligibility list containing forty-eight names will expire on
June 27, 2016. Seventy five names remain on the Preliminary List.
2. Firefighter—Twenty-six names remain on the eligibility list scheduled to expire on
September 20, 2015.
3. Police Sergeant—Two names remain on the eligibility list which will expire on
April 20, 2015.
4. Fire Lieutenant—Six names remain on the eligibility list which will expire on May
6, 2015.
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the
Commission adjourn to Executive Session to discuss personnel matter. The motion was voted
upon by acclamation whereupon Chairman Shapiro declared the motion carried.
EXECUTIVE SESSION
Conducted reviews for Probationary Police Officers.

ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the executive
session and regular meeting be adjourned. The motion was voted upon by acclamation
whereupon Chairman Shapiro declared the motion carried. Meeting adjourned 7:00 p.m.
