REGULAR VILLAGE BOARD MEETING
December 16, 2014
1. CALL TO ORDER- 7:14 p.m.

3.APPROVAL OF MINUTES OF November 18, 2014- Motion to approve the Minutes of
the Regular Village Board Meeting held on November 18, 2014 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
events:
November 25, 2014 - DARE graduation at Queen of the Rosary School.
November 28; 2014 - 171h Annual Tree Lighting Ceremony- The event was very well,
attended. Johnny Rockets apologized for the mechanical malfunction with the fireworks
display and has promised that it will not happen again.
December 2, 2014 - Community Character Coalition Toys for Tots distribution day.
December 5, 2014- Elk Grove Chamber/Greater O'Hare Association holiday luncheon.
December 15, 2014 - Shinnyo-en Group from San Francisco visited and toured the .
Municipal Complex. The Shinnyo-en Temple in Elk Grove Village wants to expand and
work with the community more. One of the options discussed at length was expanding the
DARE program to the high school.
Mayor Johnson commented on an article in the newspaper about a neighboring community
that recently had six liquor establishment violations. The Village used to have several
violations per year until an Ordinance was adopted in 2000 requiring mandatory carding
for the sale of packaged liquor. Since then, there have been very few violations. The Police
Department recently conducted a check and there were no violations. Tennessee recently
passed a mandatory carding law for the whole state.
The building activity in the Village through the month of November is up compared to this
time last year. Last year there was 55 million dollars in value of work for both residential
and businesses,which amounted to about $950,000 in fees. This year there is over 140
million dollars in value of work with 1.8 million dollars in fees.
Mayor Johnson advised that the Village Property Tax Levy is going to be approved tonight.
For the eighth year, on the general fund side, there has been no increase. Mayor Johnson
discussed changes needed in the pension system to get out of the pension crisis faced by
not only the Village, but all government bodies. Village pensions used to be 100% funded,
but due to changes made by legislature and the recession, pensions are only 65% funded.
This year approximately 45% of the Village property taxes collected are to finance
pensions. The Mayor and Board want to have the pensions fully funded again. Earlier this
year the Board approved an electric tax. It was the largest tax increase in the history-of the
Village. The tax will generate approximate 4.5 million dollars per year. Elk Grove Village
was the last town in the area to pass an electric tax. That tax will be used to fund the.
pensions. In fifteen years the pensions should be fully funded.

Mayor Johnson thanked Village employees for the great job they do. The Mayor
commented that he is tired of listening to Mayors from around the country criticizing their
Police Departments. The Village Police Officers do a great job and put their lives on the line
for the community every day.
Proclamation - Mayor Johnson asked Paul Petzold to join him at the podium. Mayor
Johnson read and presented Paul with a proclamation honoring him for his dedicated
service, commitment and friendship to the Village. Fire Chief Mikel presented Paul with a
lifetime membership certificate, fire helmet and challenge coin from the Elk Grove Village
Fire Department. Police Chief Schmidt presented Paul with an Elk Grove Police
Department jacket. Paul thanked everyone and stated Elk Grove Village has the best Police
and Fire Departments in the United States.
Oaths of Office - Fire Chief Mikel introduced Lieutenant Clint Cunz and gave an overview of
his education and career history. Mayor Johnson administered the Oath of Office to
Lieutenant Cunz. Lieutenant Cunz introduced his family and expressed his appreciation to
the Mayor, Village Board, Fire personnel and family.
Fire Chief Mikel introduced Deputy Fire Chief Lance Harris and gave an overview of his
education and career history. Mayor Johnson administered the Oath of Office to Deputy
Fire Chief Harris. Deputy Chief Harris introduced his family and expressed his appreciation
to the Mayor,Village Board, Fire personnel and family.
Trustee Prochno wished everyone a Happy Hanukkah. Trustee Prochno thanked Blooming
Flowers for donating the reindeer that are on display in the Village Hall atrium. On
Tuesday, December 3, 2014,Trustee Prochno, Trustee Lissner and Trustee Czarnik
attended the DARE graduation at Link School.
Trustee Prochno spoke about a new class offered at Elk Grove High School this year. The
class is Introduction to Engineering and it was only offered to female students. The class is
for girls interested in STEM (Science,Technology, Engineering and Math). Sixteen of the
girls formed a robotics team and will be competing in a competition at Elk Grove High
School on February 27 and 28, 2015. Two companies donated one thousand dollars to the
team for purchasing materials to compete.
Trustee Prochno stated nine exchange students from Termini Imerese were here from
November 21, 2014 to December 2, 2014. This was the fifth Sister Cities student exchange
program to take place.
Trustee Feichter stated a Bicycle Plan has been drafted, reviewed and edited by everyone
on the Task Force. A copy of the draft has been give to all of the Village Trustees for review.
After the Trustees have reviewed the Plan and offered comments, the public will be asked
for their input. Information will be available in the Village Newsletter and the Friends of
Cycling will also be providing information. When all the steps are completed there will be a
final adoption of the Plan. Trustee Feichter thanked Assistant Village Manager Maggie
Jablonski for all of her hard work on the Plan.
Trustee Czarnik stated the Sister Cities holiday luncheon was held on December 11, 2014.
The luncheon was a fundraiser to help with the expenses of the student exchange program.
Trustee Franke stated the Police Department will be hosting a Citizens Police Academy in
2015. The first class will begin on January 28, 2015. Classes are two hours long and will be
held for eight consecutive weeks.
Trustee ,issner stated Trustee Czarnik did a great job filling in for Mayor Johnson at the
Link School DARE graduation on December 3, 2014. Meet Chicago Northwest hosted their
annual Open House on December 3, 2014. Meet Chicago Northwest was a sponsor for the
Bike Race and is a sponsor for the summer concert series.
Trustee Lissner attended the JAWA (Joint Action Water Agency) meeting on the evening of
December 3, 2014. The current Executive Director of JAWA, Joseph Fennel, announced his

retirement at the meeting. The current Deputy Director, Kevin Lockhart,was chosen by the
Executive Committee to replace Mr. Fennel. Trustee Lissner stated the City of Chicago will
be passing on another 1S% water fee increase in 2015. The Agency is still looking into
alternative water sources.
Trustee Petri attended several Sister City events with the exchange students.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the November 30, 2014 Accounts Payable Warrant in the amount of
$1,084,034.23.

6. CONSENT AGENDA
a. Authorization of a request from WINGS, 1265 Oakton Street, to waive permit fees in the
amount of$130 to construct an interior storage room and infill two (2) overhead doors.
b. Authorization to award a professional services contract to Accela, Inc. of San Ramon,
CA for software, programming and implementation of a Health Module for Accela Land
Management and Accela Mobile Office, in an amount not to exceed $77,177.60 from the
Capital Replacement Fund.
C. Authorization to award a professional service contract to Gary R. Weber Associates,
Inc. of Wheaton, IL for the design of the Village's proposed gateway signs in the amount
of$79,351.60 from the Capital Projects Fund and the ICRC fund.
d. Authorization to award a professional service contract to Civiltech Engineering of
Itasca, IL for construction engineering on Lively Boulevard Project from Devon Avenue
to Thorndale Avenue in the amount of$396,493 from the ICRC Account.
e. Concur with prior Village Board authorization and award a professional services contract
to Entertainment Management Group of Elk Grove Village, IL to manage and operate the
2015 Mid-Summer Classics Concert Series in an amount not to exceed $360,000, of
which $50,000 will be reimbursed back to the Village by the Elk Grove Park District.

10. PERSONNEL COMMITTEE - Trustee Franke - The Personnel Committee will be
scheduling a date to conduct an exit interview.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Unwanted Christmas lights
and cords can be recycled at Village Hall. Christmas trees will be collected by Waste
Management the first two weeks of January.
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri -Trustee Lissner advised
that he received his Comcast bill and the service and pricing changes for 2015 were
included. Most of the products listed didn't have any changes. One of the changes however,
is the fee for a digital adaptor. The cost is increasing from $1.95 to $2.95.
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
No Report
15.YOUTH COMMITTEE - Trustee Franke - Scholarship information will be available in
January.
16. PARADE COMMITTEE - Trustee Czarnik- The theme of the 2015 Hometown Parade
will be "Mardi Gras." The next Parade Committee meeting will take place on Monday,
February 2, 2015 at 5:30 p.m. in Room E of the Zettek Municipal Complex.
17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- The Elk Grove Food Pantry
assisted 58 families for the Thanksgiving Holiday. Donations from local churches and
individual donations made it possible to provide each family with a turkey and a pie. The
Christmas Adopt-A-Family program will serve 17 local families this year. The program is
supported by local families, businesses and service organizations. In addition, there are
special programs that support some of the senior population.
There were 40 donors at the last Blood Drive. The next Blood Drive will be held on
Saturday,January 10, 2015 from 8:00 a.m. to noon in rooms A, B and C of Village Hall.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the
Memorial Day Observation. There will be a meeting in January to discuss the Village's 60th
Anniversary. There are going to be three events to celebrate the Anniversary, a Kick-Off
Dinner, a Birthday Bash and an Oktoberfest.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The 2015
concert line-up is as follows:

21. AIRPORT UPDATE - Mayors will be meeting on January 13, 2014 at 8:00 a.m. at the
Elk Grove Village Hall to hopefully finalize a contract with technical advisors to assist with
issues about the airport. The Tribune published an interview with Congressman Quigley
who stated that maybe a mistake was made and too much money is being spent on O'Hare
expansion. He also stated that noise from the airport should have been taken into
consideration. Mayor Johnson commented that all of that information was told to
Congressman Quigley when he was a Cook County Commissioner.
22. PLAN COMMISSION -Village Manager Rummel - There is one item under the Plan
Commission which is a request for a Special Use Permit to operate an automotive repair
facility on property at 101 Kelly Street. An automotive repair facility previously occupied
the same space. The Plan Commission held a public hearing and unanimously
recommended the granting of the Special Use Permit. The Petitioners were present in the
audience.
Mayor Johnson stated the Plan Commission had one stipulation. They want a.final
inspection prior to commencement of any operations at the facility. The petitioners said
they were aware of that. The Mayor also stated that the Special Use Permit would be
confined to the Petitioner as owners of the business and is not transferable to any other

owners. The Mayor asked if any of the Trustees had any questions or comments. There
were none.

24. REPORT FROM VILLAGE MANAGER-Village Manager Rummel wished everyone
Happy Holidays.

Trustee Lissner commented about a newspaper article about Trustee Feichter. Trustee
Feichter received an award from the Illinois Center for Civic Education in recognition of
over twenty years of dedication to civic education.
28. PUBLIC COMMENT - 8:30 p.m. Helen Leski, 1490 Hodlmair Lane, addressed the
Mayor and Board about not being able to view Channel 6 on AT&T cable television. Mayor
Johnson and Village Manager Rummel reiterated to Mrs. Leski that until AT&T follows the
letter of the law, the Village will not do business with them. EGTV Channel 6 can also be
viewed live on the Village website.
Mrs. Leski also stated that she has called Representative Moylan and the City of Chicago to
express her opinion about O'Hare Airport issues.
