MINUTES
REGULAR VILLAGE BOARD MEETING
January 27, 2015
1. CALL TO ORDER- 7:07 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Jeffrey C. Franke, Patton L.
Feichter, Samuel L. Lissner, James P. Petri, Christine K. Prochno
A Quorum was present
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker and Village Clerk Judith M. Keegan.
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Curt Hansen, Elk Grove Baptist Church
3.APPROVAL OF MINUTES OF January 13, 2015 - Motion to approve the Minutes of
the Regular Village Board Meeting held on January 13, 2015 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - On January 20, 2015, Mayor Johnson and
Village staff attended a wrap-up meeting with Village manufacturers that attended the
Manufacturing Expo.
On January 22, 2015 Mayor Johnson attended a meeting with Tollway Authorities and
representatives from Itasca. The Elgin O'Hare Tollway was discussed. The Village is
concerned with the twenty-five cent entrance ramp fee. Hopefully the fee will be
reconsidered so that people will be encouraged to use the Tollway instead of Village streets
which would increase traffic and wear and tear on Village roads.
Mayor Johnson referenced a news story about an incident that took place at a Village Hall in
Minnesota. The Mayor had just sworn in two new police officers at their Board meeting
and someone came into the Village Hall and shot the two new officers. The Mayor stated
when tragic events like that occur it makes you appreciate the dedication of Village staff
and what they do on the community's behalf.
Relay for Life - Mayor Johnson asked Kerry Butz, representative from the American Cancer
Society, and Rita Sayer, co-chairman for the Elk Grove 2015 Relay for Life Committee, to
join him at the podium. Ms. Sayer advised that the 2015 Relay for Life is going to take place
on Saturday, May 16, 2015. Over fifty-eight thousand dollars was raised at last year's Relay
event. Funds are used for cancer research and services to cancer patients. The money
raised stays in the Chicagoland area and is used to service local patients. Ms. Butz stated
last year was the first time Relay for Life in Elk Grove was held during the day time and it
was very successful. Over eight hundred people attended the event last year. The event
will run from 11:00 a.m. to 11:00 p.m.
Award - Police Chief Schmidt joined Mayor Johnson at the podium. Mayor Johnson asked
Sam Watkins, Manager of Jersey Mikes, to join them. Chief Schmidt presented Mr.Watkins
with an award for apprehending an armed robber on November 26, 2014 at Jersey Mikes.
Chief Schmidt and Mayor Johnson both thanked and commended Mr. Watkins for his brave
actions.
Oaths of Office - Mayor Johnson administered Oaths of Office to Firefighter Brian
McConville, Police Officer Michael Machnik, Police Officer Thomas Molloy, Police Officer
Steven Guther and Police Officer Mark Johnson.

Trustee Prochno thanked everyone for shoveling their sidewalks and helping their
neighbors.
The Kenneth Young Center will be hosting its first volunteer recruitment event on February
25, 2015 from 5:30 p.m. to 7:30 p.m.at Belvedere Banquets.
The Elk Grove Lioness Club will be awarding two one thousand dollar Betty Erickson
Memorial Scholarships this year. Applications are available at Elk Grove High School,
Conant High School, and St. Viator's High School or by contacting Trustee Prochno.
Applications are due by April 1, 2015 and recipients will be notified by May 1, 2015.
Trustee Feichter stated the proposed Bike Plan is posted on the Village website for review.
Public comment about the Plan will be accepted through February 15, 2015.•
Trustee Czarnik announced the Frank J. Czarnik Memorial Scholarship applications are
available at Elk Grove High School, Conant High School, St.Viator's High School, the Elk
Grove Park District and St. Julian Church. Six one thousand dollar scholarships will be
awarded. Applications are due by April 24, 2015 and recipients will be announced in May.
Trustee Petri attended the Northwest Municipal Conference Legislative Brunch on
Saturday, January 24, 2015 with Assistant Village Manager, Maggie Jablonski. There were
several local, state and federal officials in attendance. Governor Bruce Rauner gave a very
nice presentation about his plans and outlined all the things that need to be done and
should be done in the State of Illinois.
Two weeks ago Trustee Petri and Maggie Jablonski attended a Tollway meeting. There is a
schedule for the completion of 1-390 (formerly Elgin/O'Hare). The portion from Lake
Street to 1-290 is scheduled to be completed by the end of 2015 and start tolling in 2016.
The portion from 1-290 east to Route 83 is going to be completed in 2016 and start tolling
in 2017. Trustee Petri has concerns that the project is going to cause more traffic on Route
83 and Busse Road until the project is completed. The toll from Lake street to Route 83 is
anticipated to be $1.90 for passenger cars and trucks are anticipated to be higher than that.
The tolling is going to be all electronic. There are still issues.on figuring out how tolls are
going to be handled for rental vehicles and visitors.
Trustee Lissner attended the Boys to Men Banquet at the Elk Grove Baptist Church.
Trustee Lissner had the pleasure of meeting the main speaker at the event, Don Beebe. Don
Beebe was a football player who played in six Super Bowls. He was an excellent speaker.

On January 19, 2015 Trustee Lissner,Trustee Czarnik and several staff members attended
a tour of Equinox. The company is the world's largest data center,with locations in five
continents, fifteen countries and thirty-two metropolitan areas. In addition to their Elk
Grove facility they have a location in downtown Chicago.
Trustee Franke stated the 2015 Citizens Police Academy is starting tomorrow evening.
Classes are two hours long and will be held for eight consecutive weeks.
A new CERT (Community Emergency Response Team) class is being offered in 2015. There
are five classes starting on April 7, 2015 and ending April 25, 2015 with a disaster
simulation. Applications to join the class are available on the Village website.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the January 27, 2015 Accounts Payable Warrant in the amount of
$926,063.58.

6. CONSENT AGENDA
a. Authorization of a request from WINGS, 1265 Oakton Street, to waive permit fees
to construct an interior stair and ramp in the amount of$262.

b. Authorization of a request to award a sole source purchase contract to Air One
Equipment, Inc. of South Elgin, IL for the purchase of sixty (60) MSA High Pressure
SCBA Carbon Cylinders in an amount not to exceed $45,000 from the General Fund.
c. Authorization to award a professional service contract to Civiltech Engineering, Inc. of
Itasca, IL for the design of the Village's proposed Business Park Gateway Signs and
median landscaping enhancements in the amount of$77,812.80 from the ICRC fund.
d. Authorization to award a professional service contract to Civiltech Engineering, Inc. of
Itasca, IL to provide the necessary construction engineering services for various capital
roadway improvements for the 2015 construction season in the amount of$178,687 from
the Capital Projects Fund.
e. Authorization of a request to hold a Public Hearing before the Plan Commission to
consider the petition submitted by Elk Grove Truck Sales for a Special Use at 2500
Devon Avenue.
f. Adopt Resolution No. 2-15 entitled, `,`A RESOLUTION ADOPTING THE OFFICIAL
ZONING MAP OF THE VILLAGE OF ELK GROVE VILLAGE AS OF DECEMBER
31, 2014"
g. Adopt Resolution No. 3-15, entitled "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGCLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT
BETWEEN THE ILLINOIS STATE TOLL HIGHWAY AUTHORITY AND THE
VILLAGE OF ELK GROVE VILLAGE"
h. Adopt Resolution No. 4-15 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 613 STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY

Trustee Prochno asked if unwanted Christmas lights and cords were still being recycled at
Village Hall. It was confirmed that they are still being accepted at the Community
Development counter.

13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - Trustees Lissner/Petri
A plan was presented at the Committee of the Whole meeting to change the Industrial/Commercial
Revitalization Commission to a business advisory group. This change will allow for more input
from business owners and tenants in the Business Park.
Trustee Petri asked that the Village Clerk remove item a. Master Plan to Revitalize the Business
Park from the Agenda.
15. YOUTH COMMITTEE - Trustee Franke -The Youth Committee Scholarship forms are
available on the Village website and at the high schools. There are going to be three one
thousand dollar scholarships awarded. One from the Parks Foundation and two from the
Village. Applications are due by May 1, 2015 and the scholarships will be awarded at the
June Village Board meeting.

16. PARADE COMMITTEE - Trustee Czarnik- The 2015 Hometown Parade theme is Mardi
Gras. The Grand Marshals for the parade are Tom, Larry and Kevin Walter. The Walter
brothers have supported many activities and events in the Village. The parade is on
Saturday, June 20, 2015. The next meeting of the Parade Committee is Monday, February 2,
2015 at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place' is the
official name of the Community Respite Program. The program takes place on Mondays,
Wednesdays and Fridays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. The
program is organized and supervised by trained and caring staff.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms
are available on the Village website, at Village Hall, the Library and the Pavilion.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the
Memorial Day Observation which will be held indoors at the Pavilion.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The 2015
concert line-up is as follows:
July 4 - Kenny Rogers along with a spectacular fireworks display
July 7 - Kansas
July 14 - 38 Special
July 21 - Travis Tritt
July 28 - Christopher Cross and Air Supply

26, UNFINISHED BUSINESS - No Unfinished Business
27. NEW BUSINESS - Trustee Prochno reported that yesterday evening she took a girl
scout troop from Clearmont School on a walking field trip to the Veteran's Memorial Park,
the Field of Blue statue at the Pavilion and the statue dedicated to four Village soldiers in
the Village Green. The troop has been studying patriotism to earn a badge. Trustee
Feichter added that Trustee Prochno used her CERT training to safely cross the girls across
Biesterfield Road.
28. PUBLIC COMMENT- 8:00 p.m. - Mr. Sean Patridge, 2993 Curtis Street, Lot A29, Des
Plaines, a bus driver for School District 59 addressed the Village Board about his concerns
for traffic safety in school zones. Mayor Johnson thanked Mr. Patridge for reporting his
concerns and stated the Police Department will continue to patrol the areas and take
appropriate action when necessary.
Trustee Lissner inquired about a new law which allows cameras on school buses to be
turned on when they put their stop sign out. Village Manager Rummel stated the law is in
effect now but there is only one bus company that is using the cameras at this time.
