REGULAR VILLAGE BOARD MEETING
September 25, 2018
1. CALL TO ORDER - 7:31 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke,
Samuel L. Lissner, James P. Petri, and Christine K. Prochno
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker,
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
INVOCATION - PASTOR LEANDRO NOGUEIRA, ELK GROVE BAPTIST CHURCH
Elk Grove Cares Program - As of today, there are nine individuals that have sought help from the Elk
Grove Cares Program that helps many forms of addictions. Out of the nine, eight participants are current
Elk Grove residents and six people are still going through the treatment program. It was noted that the
average person takes at least 7 times to kick the habit. Mayor Johnson will be speaking at local churches
in the Village to make everyone aware of this program. We thank the community for the positive
feedback and support. We are working to make a difference and working to receive a Federal Grant.
The U.S. Department of Justice has asked the Village twice to send someone to speak at national
meetings comprised of other governmental entities with hopes to beat this problem across the nation.
This program is revolutionary and they are promoting it throughout the country. Addiction is a disease
that needs attention just like cancer and heart disease.
3. APPROVAL OF MINUTES OF SEPTEMBER 11, 2018 - Motion to approve the Minutes of the
Regular Village Board Meeting held on September 11, 2018 as submitted and dispensed with the
reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT -
Mayor Johnson - Mayor attended the following:
• September 13 - NARCAN Press Conference announcing NARCAN kits to be placed at local
businesses;
• September 20 - Tollway Meeting;
• September 20 -Eric Hyde, the new manager at Walmart;
• September 23 - Spoke at Shinnyo-en USA Temple on the Elk Grove Cares Program;
• September 25 - Toured the new District 59 Building location.
Labor Day Weekend - The State of Illinois gave the Police Department a grant to conduct roadside
checks during the holiday weekend. The roadside checks are very beneficial to everyone. There were
348 seat belt violations -185 front and 163 rear seat violations, 6 child restraint violations,1 DUI,1
suspended/revoked license, 5 uninsured motorists,10 hazardous moving violations, and 21 cell phone
violations. There were 5 drug arrests and 51 violations for equipment and registration problems.
Mayor noted that there will be an opportunity for public comment at the end of the meeting.
Proclamation - Mayor Johnson asked Ross Rowe and staff from EGTV to join him at the podium. Mayor
spoke about the history of EGTV and the numerous awards that they have received throughout the
years. Tonight's proclamation is honoring them for an award equivalent to an Academy Award for cable
television. Mayor stated that EGTV has been very innovative through the years to enhance the
programming for the Village and they work many hours including weekends to cover the events in Elk
Grove. Mayor Johnson read a proclamation honoring EGTV for earning the prestigious award from the
Alliance for Community Media as the 2018 winner of the Hometown Video Awards Overall Excellence
in Government Access. Ross Rowe thanked his team for the hard work and effort they provide to EGTV

on a daily basis. Ross thanked the Village Board for their continued support as well as the audience for
continuing to watch which helps to boost the ratings. EGTV works hard for the residents of Elk Grove so
they are informed of everything going on in the Village.
TRUSTEE REPORTS -
Trustee Franke - The Oktoberfest event went well last weekend with an increase of approximately
25% in ticket sales from the previous year. Thank you to the Rotary Club for selling the alcohol that
evening and a special thanks to staff for coordinating this event and for those that volunteered their time
throughout the evening. This was a great family event for the community.
Trustee Prochno - The Farmers Market continues to run every Saturday on the Village Green from 7:30
a.m. to 1:00 p.m. through the end of October. The Village has agreed to support a Winter Market that will
begin in November at Christus Victor on the 1st and 3rd Saturday of the Month for six months.
Trustee Lissner - No Report.
Trustee Feichter - Attended the regular meeting of our tourist organization at Meet Chicago Northwest.
After the meeting they gave a tour of the new facility which is located behind the Embassy Suites Hotel
on Meacham Road in Schaumburg. Meet Chicago Northwest gave a presentation at the Committee of the
Whole meeting tonight to show the Village Board how they are working with the Elk Grove hotels and
restaurants.
Met with the Friends of Cycling in Elk Grove to provide an update on the work that is going on in the
Village for the cyclists. We discussed things that were accomplished this year, things that will be
accomplished by the end of the year, and also new projects that are planned for next year. There are
currently 71 members in Friends of Cycling in Elk Grove.

Trustee Petri - No Report.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
September 25, 2018 Accounts Payable Warrant in the amount of $1,873,853.01.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Park District to waive permit fees in the amount of $60.00
for parking lot improvements at 709 Chelmsford Lane.
b. Authorization to hold the regular Village Board Meetings at 7:00 p.m. in 2019 on the second and fourth
Tuesday of the month with the following exceptions:
• March - add March 19, 2019 Budget Meeting for budget purposes at 6:00 p.m.;
• June - hold one regular Village Board Meeting to convene on June 18, 2019 at 7:00 p.m.;
• July - hold one regular Village Board Meeting to convene on July 16, 2019 at 5:00 p.m.;
• August - hold one regular Village Board Meeting to convene on August 13, 2019 at 7:00 p.m.;
• November - hold one regular Village Board Meeting to convene on November 19, 2019 at
7:00 p.m.; and
• December - hold one regular Village Board Meeting to convene on December 17, 2019 at 7:00 p.m.
c. Authorization to adopt Ordinance No. 3573 entitled, "AN ORDINANCE AMENDING SECTION 3-3-6
OF TITLE 3, LIQUOR CONTROL OF THE VILLAGE CODE BY INCREASING THE AMOUNT OF
ON -SITE CONSUMPTION OF BEER OR ALE TO SIXTY (60) OUNCES."
d. Authorization to adopt Ordinance No. 3574 entitled, "AN ORDINANCE TO GRANT AN
ADMINISTRATIVE SPECIAL USE TO THE VILLAGE TO PERMIT THE INSTALLATION OF A
NINETY -FOOT (90') HIGH COMMUNICATIONS MONOPOLE AT THE DEVON AVENUE
PUBLIC WORKS FACILITY, 450 E. DEVON AVENUE."
e. Authorization to adopt Resolution No. 41-18 entitled, "A RESOLUTION AUTHORIZING THE
VILLAGE MANAGER TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT
AUTHORIZING MEMBERSHIP IN THE SUBURBAN LIABILITY INSURANCE POOL."
f. Authorization to adopt Resolution No. 42-18 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN
AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY
TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY

g. Authorization to award a professional service contract to the lowest responsive and responsible bidder
Independent Mechanical Industries, Inc. of Chicago, IL for the Elk Grove Boulevard Residential Lift
Station Rehabilitation project in the amount of $433,152 from the Water & Sewer Fund.
h. Authorization to award a professional service contract to HR Green, Inc. of McHenry, IL for
construction engineering services for the Residential Lift Station Rehabilitation project in the amount of
$30,080 from the Water & Sewer Fund.
Mayor Johnson asked if anyone had any questions on the Consent Agenda prior to voting. See none.

7. REGULAR AGENDA -
a. Consideration to approve a sign variation for the new Planet Fitness located at 980 Elk Grove Town
Center. The Village Board received information prior to this evening.
Mayor Johnson asked if anyone had any questions on the item under the Regular Agenda prior to
voting. See none.

8. PLAN COMMISSION - Village Manager Rummel - There are no items for consideration this evening.
9. ZONING BOARD OF APPEALS - Village Manager Rummel -
a. ZBA Docket 18-7 - A Public Hearing for a fence variation of the Elk Grove Zoning Ordinance No.
2410 as it pertains to permitted locations for fences in residential zoning districts for property
located at 1101 Cypress Lane.
The Village Manager stated that a petition was submitted for a fence variation at 1101 Cypress Lane to
replace the existing 5 foot (5') wooden fence with a 4 foot (4') chain link fence. The Zoning Board of
Appeals did hear the presentation on September 13, 2018 and by a vote of 4-1 made a recommendation
to grant the variation to the homeowners. Mayor noted that a quorum was present at the Plan
Commission meeting even though some of the members were missing. The petitioner is present if
anyone has questions regarding this variation. See none.
Motion to direct the Village Attorney to prepare the necessary paperwork for the fence
variation at 1101 Cypress Lane.

Mayor Johnson stated that the petitioner does not need to be present at the next meeting and can
begin with the permit process through Community Development.
10. YOUTH COMMITTEE - Trustee Franke - The Youth Committee will be sponsoring the 3rd annual
bon fire with the Park District on Saturday, October 20th from 8:00 p.m. to 10:00 p.m. at Lions Park. This
event is open to students ages 11-16. Refreshments and glow sticks will be available. Police and Fire
will be present.
11. BUSINESS LEADERS FORUM - Trustee Lissner - The BLF had a meeting at Enclave with John Dallas
and David Morrison speaking on Advanced Thinking for Advanced Manufacturing. Trustee Czarnik
noted that it was a great exercise on "Out of the Box" thinking.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No report.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Interfaith Council is holding their
annual food drive to benefit the Elk Grove Presbyterian Church Food Pantry starting on October 1st
through October 26th. Churches will be asking for participation and posters will be out advertising for
this event. The pick-up date is Monday, October 29th.
The Fall Cleanup Program for seniors and those with disabilities is taking place on Friday, November 2nd.
All 24 slots have been filled and the Elk Grove High School Leadership Class is doing the work for this
program.

The Thanksgiving Adopt -a -Family program is just around the corner and a list has been started for
anyone that would like to donate to this cause. Please call the Community Services at 847-357-4120 for
more information.
14. INFORMATION COMMITTEE - Trustee Lissner - September is National Preparedness Awareness
month. A link is on the website to sign up for alerts through the Emergency Notification System or you
can call 847-357-4010.
CPR and First Aid classes are available on October 17th at 6:00 PM. You can sign up online or call the Fire
Department at 847-734-8000.
The Fire Department Open House is scheduled for Saturday, October 13, at Station 7 from 12:00 p.m. to
3:00 p.m.
The Made in Elk Grove Manufacturing and Technology Expo is scheduled for Monday, October 15, from
1:00 p.m. to 4:30 p.m. at Elk Grove High School.
The Police Department is participating in a national event called Coffee with a Cop and Chief Walsh will
be at Panera Bread on Wednesday, October 3, from 9:00 a.m. to 11:00 a.m.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Committee had a meeting to receive
information about a new business called "Green Dirt" that specializes in composting vegetable food
scraps to be converted into fertilizer. The Village is not endorsing this company but will post
information so residents that may be interested can contact the company directly. They also have a
website at www.greendirt.com for more information.
16. PARADE COMMITTEE - Trustee Czarnik - Posters were at Oktoberfest announcing a new date for
the Hometown Parade that will take place next year on Saturday, September 21, 2019 and run in
conjunction with the Oktoberfest activities. The next Parade meeting will be on January 7, 2019 at 5:30
p.m. in Room E of the Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - The Beisner Right of Way Storm Sewer
Improvement - AT&T continues to relocate their facility. Construction is anticipated to start back up the
week of October 1st. The pavement milling on JFK Blvd. and Elk Grove Blvd. was delayed until next week
due to weather effecting the landscape work.
The contractor has painted 520 streetlights. They are currently working south of Biesterfield Road and
West of Arlington Heights Road.
The contractor continues to install the water main on Willow Lane. They are currently working on the
intersection of Willow and Ridgewood. This will continue from the Ridgewood Road intersection
working south on Willow towards Germaine Place.
The Resurfacing Street project is doing the pavement mill and paving of Revere Lane, Pebble Beach
Circle and Greensboro Court that began on September 24th. Surface paving is scheduled for Wednesday
and Fresh Oil signs with dates will be posted in advance.
Mayor Johnson mentioned that the street lights will be done this year but the street signs will be done
next year. Please do not tape signs on the street light poles and street signs.
20. AIRPORT UPDATE - Mayor Johnson - The Suburban O'Hare Commission will be having a few
meetings coming up. This is the most critical time and SOC is working on new layout plans as far as
flights go for when the new runway opens up in 2020. That runway is going straight down Devon and
we want to make sure that we minimize the impact on the community. We are working with Chicago
and neighboring towns to try and make a fair approach where everyone around the airport gets the
benefit and everyone around the airport gets some of the negative.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No report
22. SPECIAL EVENTS - Mayor Johnson - The next special event is the Tree Lighting Ceremony on the
day after Thanksgiving which will be November 23rd. Gary Puckett and the Union Gap will start playing
at 4:30 p.m. playing some of their hits and also holiday music, 5:30 p.m. will be the tree lighting followed
by fireworks and Santa. It will be a great day and we look forward to everyone joining us.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER - No Report.
25. REPORT FROM VILLAGE CLERK - Early Voting will begin on October 22, 2018 through November
5, 2018 and you can register to vote and cast your ballot at the same time. The Village Clerk's Office can
assist with voter registrations until October 9th or you can register online at the Cook County website
until October 21st. Cook County can no longer use the day care facility at 711 Chelmsford as a polling
place so Precincts #9 and #51 have been moved to the Garden Terrace for the November 6, 2018

27. NEW BUSINESS - No Report.
28. PUBLIC COMMENT - 8:29 PM - Mayor Johnson stated that several people have contacted the board
in advance on a topic that they want to bring up this evening. We appreciate the heads up and will let
everyone that came this evening have a chance to speak to the Village Board. Please understand that the
Village has no jurisdiction or control over School District 59. They have their own duly elected board
that are there to make decisions and implement policy. If we don't like their curriculum there is
absolutely nothing that this board can do. If you do not like their tax rate, there is absolutely nothing
that this board can do. As much as they are located in Elk Grove, we have no jurisdictional control over
the schools and that is why they have their own duly elected board.
If you are here to complain about the board or discuss board members, this is not the proper forum to
do that. The same goes for the park district, the library or even the federal government, this is not the
forum to do that.
Some people have mentioned that they were coming to the Village meeting because it is on television
and they want more people to see them because they do not televise the District 59 meetings. This is not
the forum to do that.
Some people are upset claiming that their house prices are deflated because of the school district.
Mayor stated that houses have been selling quickly. They've slowed down some but not because of
District 59 but because of the interest rates. Whether you are on the east side or west side, they sell fine.
If you have a problem with District 59, talk with them about it and work with them. There are elections
coming up. If you want to change the direction of a board, run in the election and get new people on the
board to make changes.
Mayor stated that District 59 has a large population of students that come into the school system with
English as a Second Language. I commend the teachers in District 59 because they are doing a great job
with these kids to prepare them for high school. I respect that you may not be happy with some of the
things that are going on in District 59 but please look at the big picture of things. If you are frustrated, I
respect that. That's why we have elections. I believe that there are three seats open on the school board,
there are three seats open here, there are two seats open on the park district, and there are two seats
open on the library board. Get involved and run for office to make changes. Please be respectful of the
people that are doing the hard work and trying to make things better.
I know that there are several people that would like to speak tonight. We do not have a 3 minute rule
but please be courteous and don't go on for 30 minutes. If you have something that you want to say, we
want to hear it but please don't be repetitive and ask the same questions over and over.
Joan Burke - Resident of Arlington Heights expressed concerns about the value of her house declining
due to the ratings of the Elk Grove schools. Joan stated that she was appealing to the residents to come
to the school board meetings to make changes. Mayor stated that this is not the forum. Your opinion is
respected but should be brought to the Arlington Heights Village Board Meetings since you live in
Arlington Heights.
Daniel Ruiz - I had a question for Police Chief Walsh and we actually talked before the meeting tonight
and I am satisfied with the result of our conversation.
Ms. Vickers and Lynn Oberg - We are appealing to you and the Trustees as leaders of Elk Grove Village to
reach out to the school officials to make a change. You are the ones that the people of Elk Grove have
entrusted to run their government. I know that you want to promote Elk Grove Village and I agree with
you in that way. Ms. Vickers stated that she has taught school for 40 years and has also taught ESL
students. She is aware of the challenges and knows that the schools can do better by changing the
curriculum. She has met with administrators and teachers and is now appealing to the leaders of this
community to get involved and do something about the schools. The teachers are excellent and the
schools are excellent. They are doing a great job but they have to teach the curriculum that is provided
by the District. Mayor stated that he is willing to talk to Ms. Vickers after the meeting since this is not the
proper venue to address these issues.
