6. CONSENT AGENDA
a. Consideration of a request from Brentwood Baptist Manor, 231 Shadywood Lane, to
waive permit fees in the amount of$2,948 to re-roof the building.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(A report from the Director of Community Development, recommending approval, is
attached.)
b. Consideration to award a professional service contract to the lowest responsive and
responsible bidder Concrete Etc, Inc. of Glenview, IL for the 2015(A) Residential
Drainage Improvements Project in the amount of$168,219 from the Capital Projects
Fund.
(On Tuesday, February 24, 2015, the Village opened sealed bids for the 2015(A)
Residential Drainage Improvements Project. A total of four(4)contractors obtained bid
documents, with four (4) submitting bids on the project.
(The lowest responsive and responsible bid was received from Concrete Etc, Inc. of
Glenview, IL.
(Adequate funds are available in the Capital Projects Fund.
(A report from the Director of Public Works, recommending approval, is attached.)
c. Consideration to award a professional service contract with Civiltech Engineering of
Itasca, IL to provide the necessary construction engineering services for various drainage
improvements throughout the Business Park for the 2015 construction season in
the amount of$260,466 from the Water/Sewer Fund.

(Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction
engineering services for various drainage improvements throughout the Business Park
for the 2015 construction season.
(These improvements include ten (10) culvert replacements located on Greenleaf Ave,
Lunt Ave, Morse Ave, Pratt Blvd, Estes Ave and railway crossings along with ditch
restoration.
(This project is being funded through the 2013 GO bond issuance.
(A report from the Director of Public Works, recommending approval, is attached.)
d. Consideration to make payment to the Suburban O'Hare Commission (SOC) in the
amount of$50,000 to be utilized to assist with the funding of aircraft noise reduction
studies and strategies contracts as approved by the SOC Board of Directors on February
25, 2015.
(The Board of Directors of the Suburban O'Hare Commission (SOC) approved a contract
with JDA Aviation Consultants as well as LGN Aviation on February 25, 2015 to
perform a comprehensive study of aircraft noise on the region, to determine effective
strategies for reducing aircraft noise, and for advocating the implementation of those
noise reduction strategies.
(SOC will be utilizing the balance of a grant to fund the studies along with contributions
each of$50,000 from Elk Grove Village and Bensenville.
(The studies will take approximately 6 months to complete.)
e. Consideration to award a contract with Lechner and Sons Inc. of Mount Prospect, IL for
the Uniform, Linen, Floor Mat Services Contract in the amount $52,284.96.
(On Tuesday February 24, 2015, the Village opened sealed bids for the Uniform, Linen
and Floor Mat Services Contract. Three (3) contractors obtained bid documents and one
(1) contractor submitted a bid.
(The contract provides uniforms for Public Works Department staff and linen and floor
mat services at the Charles J. Zettek Municipal Complex, two Public Works Department
sites, and the four Fire Stations.
(Funds for the project have been allocated in the General Fund.
(A report from the Director of Public Works, recommending approval is attached.)
f. Consideration to adopt Resolution No. 8-15 (attached) authorizing the Mayor and
Village Clerk to execute the Reciprocal Agreement on Exchange of Information
(Telecommunications Tax) and Attachment "A" between the Village of Elk Grove
Village and the Illinois Department of Revenue.
(The attached Agreement and Attachment "A" authorize the Village to receive
information identifying telecommunication companies and the amount of
telecommunications tax submitted to the State for subsequent distribution to the Village.
(The Village currently receives the information in total without any identification by
company.
(The information received will allow the Village to forecast and track any trends as
necessary for budgeting purposes.

g. Consideration to adopt Resolution No. 9-15 (attached) authorizing the Mayor to execute
a Letter of Receipt stipulating the terms of an agreement for an application seeking a
Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real
Property Classification Ordinance as amended February 15, 2006 for certain real estate
located at 1221 Landmeier Road.
(The Law Offices of Sarnoff& Baccash, on behalf of 1221 Landmeier, LLC (Applicant)
doing business as Trimaco LLC, is seeking a Cook County Class 6B Property Tax
Exemption for 1221 Landmeier Road.
(The Applicant intends on purchasing the building and using it for their business of
manufacturing and distribution of papers, cloths, towels, rags and protective material for
the building construction industry.
(The Applicant currently leases 55,000 square feet of space in Itasca. Due to business
expansion Trimaco intends to relocate its entire operation to Elk Grove Village bringing
thirty-nine (39)jobs with the intent to hire up to an additional fifteen (15) employees.
(The subject property consists of an approximately 118,388 square foot building that has
been 100% vacant since October of 2013.
(The Applicant intends on spending$395,400 to refurbish both the interior and exterior
of the building. Including: Install new signage, update the facade, replace windows,
update and improve landscaping, sealcoat and stripe parking lot, update and improve
office area, and add new rest rooms among other things.
(The goal of Class 6B is to attract new industry, stimulate expansion and retention of
existing industry and increase employment opportunities. The eligibility requirements for
6B status are new construction, substantial renovation or buildings that have been vacant
for a period of time.
(This site qualifies as it involves occupation of an abandoned building for less than
twenty-four (24) months continuous vacancy with a purchase for value, special
circumstances and significant rehabilitation.
(Property approved for Class 613 status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10%
of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth
year. Industrial property is currently assessed at 25%of fair market value in Cook
County.
(A report from the Director of Business Development andMarketing, recommending
issuing a Letter of Receipt, is attached.
