Chairman Glass called the meeting to order at 7:04 p.m.
Item 1: June 4, 2018 Meeting Minutes
Commissioner Geinosky moved to approve the meeting minutes of June 4, 2018, with minor
corrections to spelling errors. Commissioner Schumm seconded the motion. Upon voting (Carlson,
Geinosky, Schumm, Weiner, Morril, Glass, AYES, the motion passed.
Chairman Glass moves motion for correction and motion carries.
Item 2: June 18, 2018 Meeting Minutes
Commissioner Geinosky moved to approve the meeting minutes of June 18, 2018 with minor
corrections to spelling errors. Commissioner Carlson seconded the motion. Upon voting (Carlson,
Geinosky, Schumm, Weiner, Morril, Glass, AYES, the motion passed.

Item 3: PC Docket 18-4 - Petition for Special Use- Automotive repair center at
850 Elmhurst Road
Chairman Glass read the legal notice into the record and asked the Petitioner to explain his purpose
before the Plan Commission.
V. Barbudov stated that he started his trucking business at the age of 21, and is now running his
own business. He stated that when a space opened up in the building her was running his trucking
businesses in, he decided it was an opportunity to start a repairs operation in addition to the existing
business.
Chairman Glass stated asked the petitioner to explain more about his business and what he
proposed to do.
V. Barbudov stated that DARS Holdings is seeking approval to run an automotive repair/quick
Tube shop at 850 Elmhurt Road. He stated that they would work on oil changes, alignments, and
brakes for their trucks, and wanted to also be able to service other trucks. He stated that it is
expensive to repair his own trucks elsewhere, and this is also a great location to bring in business
from other companies.
Chairman Glass stated that 850 Elmhurst seemed to be primarily an office building with trucks in
the back, and asked what the building was used for. V. Barbudov stated it is a multi -tenant
building. The other businesses include a casket company and a pallet company.
Chairman Glass asked where his business was in the building. V. Barbudov stated his offices are
located on the second floor. He stated there are three offices on the second floor, and DARS
Logistics is one of *ahem
Chairman Glass asked what the yellow building in the back of the property was used for. V.
Barbudov explained that is the location for their proposed repair facility. It was previously a repair
facility for a bus company which repaired their own fleet.
Chairman Glass asked when the bus company moved out of the property. V. Barbudov stated the
company closed down on January 1, 2018.
Chairman Glass asked how many trucks DARS Logistics owns. V. Barbudov stated that the
company owns thirty (30) trucks.
Chairman Glass stated he saw a couple trucks in the front parking lot and asked what those were
for. V. Barbudov stated that they probably belong to the pallet company, which has a semi -truck
and a box truck.
Chairman Glass asked if the Petitioner stores property in the building. V. Barbudov stated that he
does not currently, but is planning to start once they get approval and have the bay. They would
be storing truck tires for sale.

Chairman Glass inquired about storage space. V. Barbudov stated there was 12,000 square feet
between three (3) bays and only one (1) is vacant.
Chairman Glass asked how trucks will enter and leave the facility, if they will use the main parking
lot for cars. V. Barbudov stated that they will enter through a private street at the back entrance.
Chairman Glass inquired about how the pallet company loads their trucks. V. Barbudov stated
there are two (2) loading docks, one (1) of the loading docks belong to DARS and the other loading
dock is used by the whole warehouse.
Chairman Glass asked where the loading docks were. V. Barbudok stated they are on the south
side of the building passing the parking lot.
Chairman Glass asked how many employees will work at the proposed facility. V. Barbudov stated
that 5 employees will work there. One (1) manager and four (4) mechanics. They will be doing oil
changes and changing brakes.
Chairman Glass asked if they would be doing engine overhauls. V. Barbudov stated that it would
just be quick service, with nothing bigger like engine overhauls or transmission work.
Chairman Glass asked if there will be signage on Elmhurst. V. Barbudov stated he would like to
have signage there if possible.
Chairman Glass asked where customers will come from. V. Barbudov stated that he has friends in
the trucking business. He stated that there is a Groot facility next door, and while working on
permission for adding privacy screens to a fence, Groot mentioned they would give him a chance
to service their trucks.
Chairman Glass stated that he thought Groot had its own repair facility. V. Babudov stated that
he was told they didn't have one anymore.
Chairman Glass asked Village staff if they knew what was happening at the Groot Facility, and if
there was a special use granted for the Groot facility on Landmeier facility. M. Jablonski stated
they would look into whether there was a special use and what the property was currently being
used for.
Commissioner Morrill asked how many vehicles DARS Holdings plans to servicing per day. V.
Barbudov stated that they have the ability to repair six at a time.
Commissioner Morrill asked where the vehicles will be kept when awaiting service. V. Barbudov
stated that the parking lot is big enough to store any vehicles not being serviced right away.
Commissioner Morrill asked if there would be any overflow into the parking lot for other
businesses. V. Barbudov stated that there would not be.

Commissioner Morrill asked if they expect any noise complaints. V. Barbudov stated they do not
expect noise issues, as they will operate during regular office hours of 9am — 6pm, and all work
will be done inside.
Commissioner Schumm asked why in the transmittal that V. Barbudov was stated as the Vice
President and not the President of DARS Holdings and if there was a role switch. Barbudov stated
that there must have been an error because he is the President.
Commissioner Schumm asked who the officers of business corporation stock are. V. Barbudov
explained there is a 50150 split between him and his partner Peter Strinsky.
Commissioner Geinosky inquired about the memo from Village staff regarding ADA parking area
requirements. I. Zenkich stated he will most definitely provide those.
Commissioner Geinosky asks if all emissions, material storage, and other requirements have been
approved by the Fire Department. V. Barbudov explained that everything is compliant except for
a comment from the Fire Department to install two manual pull stations, which will be done once
a permit is approved by the Village.
Commissioner Geinosky asked if the Petitioner had passed emission control tests. V . Barbudov
stated that is the only thing they need to get done and that the Village will receive public emission
reports.
Commissioner Geinosky asked if the Petitioner will follow all state laws regarding the
transportation of liquids, etc. V. Barbudov stated he absolutely will.
CG1i1TiilSSloner Geinosky asked if the petitioner has five (5) or six (6) repair bays. V. Bar budo v
explained that they have six (6) repair bays. M. Jablonski approached the board to show where the
sixth bay was in the site layout.
RECCOMENDATION
Commissioner Morrill moved to recommend approval of the Special Use to operate an automotive
repair facility at 850 Elmhurst Road subject to the following condition:
The property owners shall restripe the existing parking lot to provide a minimum of four (4) ADA
parking stalls. The ADA parking stalls shall be sixteen (16') feet wide with eight (8') foot striped
aisle to the passenger side of the vehicle. ADA signage including a $250 FINE sign are required
for each stall.
Commissioner Geinosky seconded the motion. Upon voting (Carlson, Geinosky, Glass, Morrill,
Schumm, Weiner AYES) the motion carried unanimously.

Item 4: PC Docket # 18-5 - Petition for Special Use permit to allow food processing at
2575 American Lane and a Special Location Parking Plan to allow required
parking spaces to be shared among 2575 American Lane, 2601 American
Lane, and 2600 Delta Lane.
Chairman Glass read the legal notice into the record and asked the Petitioner to explain his purpose
before the Plan Commission.
T. Budzik explained that he was the architect for the project and that the Petitioner had come to
the Plan Commission to request a special use of a property in the I-2 Zoning District as well as a
special location parking plan related to the special use.
T. Budzik stated the owner of the property is North Star Foods, who produces smoked meats,
sausages, and other such products. He stated that their main production facility is located at 2600
Delta Lane, and they also own the property at 2575 American Lane and 2601 American Lane —
the properties to the South and to the East of the subject property.
T. Budzik stated North Star Foods is looking to remodel the building at 2575 American Lane to
move raw meat processing there. T. Budzik stated there is a physical connection between the
buildings at 2600 Delta Lane and 2575 American Lane that will be used to move product and
employees back and forth between the buildings.
T. Budzik stated the purpose of the project is to create a more efficient product flow and to
eliminate cross -traffic between raw product and cooked product. He went on to say North Star
Foods is experiencing some growth and they want to plan for the future to continue to grow in Elk
Grove Village.
T. Budzik stated the building at 2601 American Lane is used solely for storage at the moment.
T. Budzik stated that with regards to the special location parking plan, North Star Foods anticipates
that with the work at 2575 American Lane they will hire up to five (5) additional employees,
raising their total employee count to sixty (60) employees. Based on the Zoning Ordinance, they
are required to provide one space for every two employees. However, North Star Foods is
providing 36 total spaces plus 4 additional spaces with ADA compliance. T. Budzik went on to
say that the increase in the number of employees is not that substantial and that current parking
configuration will be sufficient to accommodate the new employees.
T. Budzik stated North Star Foods is providing the 36 spaces divided into two areas, 10 parking
spaces plus 1 ADA space at 2600 Delta Lane used primarily by staff, managers, visitors, USDA
inspectors and the like. T. Budzik stated the other parking location is located to the south at 2601
American Lane and will be used primarily for employees.
T. Budzik stated there is an existing pedestrian access from the parking lot at 2601 American Lane
that goes to the entrance at 2600 Delta Lane. He went on to say that for production and control
purposes North Star Foods will have employees enter through the 2600 Delta Lane location.

T. Budzik stated they do not anticipate employees entering through the main entrance at 2575
American Lane.
T. Budzik stated they have worked with plan with Village staff and reviewed their comments. T.
Budzik stated Village staff requested an additional ADA compliant parking space be provided as
close as possible to 2575 American Lane. He went on to say that North Star Foods has made that
accommodation.
T. Budzik stated they have identified an additional sixteen (16) parking spaces that can be added
between the properties should their employees stop car-pooling or taking public transportation to
the site. These spaces could be provided with minimal site improvements.
T. Budzik stated that the property directly to the south of 2575 American Lane had striped spaces
at some point in time and that those spaces would be non -conforming to aisle width and therefore
they are not showing parking spaces at that location.
Commissioner Carlson asked M. Jablonski what happens if the petition is approved and one of the
properties gets sold. M. Jablonski stated the special use permit and the special location parking
plan would only be valid for the user for whom it was approved.
Commissioner Geinosky asked the petitioner if they owned the 2575 American Lane building now,
and what use that building had before the proposed use. J. Nowobilski stated that before he bought
the property it was used as a trucking company. He went on to explain that after he bought it the
building remained empty.
Commissioner Geinosky stated the parking lot seemed to be in a state of disrepair. Commissioner
Geinosky asked the petitioner if he planned to make repairs. J. Nowobilski stated the whole
parking would be redone at 2575 American Lane and 2601 American Lane, including restriping.
Commissioner Morrill asked the petitioner if employees would have to walk from one building to
the next outside. J. Nowobilski stated no, they will enter through 2600 Delta Lane and go through
the tunnel to 2575 American Lane.
Commissioner Schumm asked if J. Nowobliski was the sole member of the North Star Foods LLC.
J. Nowobliski stated he is fifty percent owner with his business partner.
Chairman Glass asked what the petitioner does at 2601 American Lane. J. Nowobliski stated it is
a warehouse to keep boxes.
Chairman Glass asked the petitioner how they move things into 2600 Delta Lane. J. Nowobliski
stated trucks go around the block onto Pan Am turn to Delta and bring it in. He went on to explain
that during the winter months it is hard to unload those trucks.
Chairman Glass stated that he visited the property and that it needs a lot of work. J. Nowobliski
concurred and he stated they have to redo the front and driveway and he agrees the building needs
a lot of work.

Chairman Glass stated that logically the next step would be to connect 2601 American Lane to
2600 Delta Lane. J. Nowobliski stated he would likely be back again before the Plan Commission
for that project.
Chairman Glass stated that it would be easier to connect all lots in the future to make it easier on
everyone. J. Nowobliski stated he would plan to do that in the future.
Chairman Glass inquired about three trucks parked outside the property, he asked the petitioner if
he used common courier to ship product. J. Nowobliski stated they use a private contractor to ship
products on the weekends to the East Coast. To places like Connecticut and California. He went
on to say that he has four box trucks who deliver product locally.
RECOMMENDATION
Commissioner Geinosky moved to recommend approval of the following:
• Special Use permit to operate a food processing facility in the I-2 Industrial Zoning District
at 2575 American Lane; and
• Special Location Parking Plans to allow required parking spaces to be shared among the
three properties 2575 American Lane, 2601 American Lane, and 2600 Delta Lane.
Commissioner Schumm seconded the motion. Upon voting (Carlson, Geinosky, Glass, Morrill,
Schumm, Weiner AYES) the motion carried unanimously.
Item 5: Adjournment
Commissioner Weiner motioned to adjourn the meeting and Commissioner Carlson seconded the
motion. Upon voting (Carlson, Geinosky, Glass, Morrill, Schumm, Weiner AYES) the motion
carried unanimously.
The meeting adjourned at 7:54 p.m.
