CALL TO.ORDER - 7:28 p.m. Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L Lissner,James P. Petri, Christine K. Prochno A Quorum was present Also present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker and Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Cerna Castro Rand, Prince of Peace United Methodist Church 3 APPROVAL OF MINUTES OF February 10, 2015 - Motion to approve the Minutes of the Regular Village Board Meeting held on February 10, 2015 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT- On February 12, 2015 Mayor Johnson attended a meeting hosted by Representative Moylan at the Park Ridge Village Hall about O'Hare Airport. Proclamation- Mayor Johnson read and presented a Proclamation to Mike Brottman, Executive Director of the Elk Grove Park District, honoring him on his retirement. Mr. Brottman thanked Mayor Johnson and the Board and stated the relationship and friendship between the Village and Park District over the years has been very positive and both have provided the community with excellent services and events. He has appreciated the support given to the Park District from Mayor Johnson, the Village Board and Village staff. Mayor Johnson recognized Boy Scout Troop 95 from Christus Victor Church in the audience. The Troop was in attendance to earn a "Citizenship in the Community' badge. Trustee Prochno thanked everyone for shoveling their sidewalks and asked everyone to consider assisting elderly and handicap neighbors that are unable to do their own shoveling. In addition, consider clearing the snow from fire hydrants and sewer grates. AARP Tax Aide is offering free tax services to all taxpayers, with special attention to those age sixty and older or with moderate to low income. Services are being provided at the Sheila Ray Adult Center, by appointment, on Wednesdays and Fridays from February 4, 2015 through April 10, 2015. The Elk Grove Lioness Club will be awarding two one thousand dollar Betty Erickson Memorial Scholarships this year. High School graduates that will be continuing their education are eligible to apply. Applications are available at Elk Grove High School, Conant High School, St. Viator High School or by contacting Trustee Prochno. Applications are due April 1, 2015 and recipients will be notified by May 1, 2015. Nine students from Elk Grove High School attended the Sister Cities meeting last night. The students will be traveling to Termini Imerese, Italy in March as part of the student exchange program. Page 1 of 4 Mayor Johnson requested a motion to enter into Executive Session at the conclusion of the Village Board meeting to discuss Litigation. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Trustee Feichter stated the public comment time about the Bike Plan ended on February 15, 2015. The public comments are posted on the Village website and the Village Board has received copies of all the comments. The Bike Plan1will be discussed at the March 10, 2015 Committee of the Whole meeting and then formally adopted at a later date. Trustee Czarnik attended the Hearts of Valor Ball hosted by the Heart of A Marine Foundation on Saturday, February 21, 2015. Trustees Petri, Prochno and Franke also attended. It was a very memorable evening which honored the brave men and women who serve to safeguard the freedom we hold so dear. The Frank 1. Czarnik Memorial Scholarship applications are available at Elk Grove High School, Conant High School, St. Viator High School, the Elk Grove Park District and St.Julian Church. Six one thousand dollar scholarships will be awarded to Elk Grove Village resident students graduating this year and continuing their education. Applications are due April 24, 2015 and recipients will be announced in May. Frank Czarnik was very involved with the Park District. Trustee Czarnik thanked Mike Brbttman and the Park District Board for all of the help and support they have provided overthe past years since the Scholarship Fund was developed. Trustee Petri stated the Hearts of Valor Ball was very moving: All the Patriots were lined up in the hallway of the Marriott holding their flags. There were over four hundred people in attendance. All of the conflicts were represented', including two people from World War Il. A 60th Anniversary meeting was held last Tuesday and another meeting is scheduled for March 23, 2015 at 6:00 p.m. in Room E. Mayor Johnson announced there are going to be two contests. One for Elk Grove Village students in elementary school and junior high school to design the 2016 Village vehicle sticker in honor of the Village's 601h Anniversary. First place will win $200, second place $100 and two $50 honorable mentions will be awarded. The second contest is open to any age for designing the overall logo for the 601h Anniversary. First place will win $500, second place $250 and two $100 honorable mentions will be awarded. Details will be available in an upcoming newsletter and letters will be sent to the local schools. Trustee Lissner will be attending the joint Action Water Agency ()AWA) meeting tomorrow evening in Schaumburg. There isn't anything special on the Agenda but Trustee Lissner is hoping to get an update on extending or changing the agreement with the City of Chicago. Trustee Lissner advised Mayor Johnson that the election of officers will also take place tomorrow evening. Trustee Franke announced there will be a CERT (Community Emergency Response Team) class starting on April 7, 2015. Applications are available on the Village website. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the February 24, 2015 Accounts Payable Warrant in the amount of $1,020,403.18. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization to award a sole source purchase contract to Motorola Solutions, Inc. of Schaumburg, IL for the purchase of five (5) digital radios in the amount of $24,143.25 from the Emergency Management Fund. Authorization to award a contract with Fleck's Landscaping, Inc. of Wheeling, IL for the Turf and Landscape Bed Maintenance- Business Park Contract in the amount of$80,005 from the Industrial/Commercial Revitalization Fund. c. Authorization to award a contract with Sebert Landscaping of Elk Grove Village, IL for the Turf and Landscape Bed Maintenance-Residential Area contract in the amount of $156,376 from the Land & Forestry and Residential Enhancement Funds. d. Authorization to award a professional service contract to the lowest responsive and responsible bidder Michels Pipe Services, a division of Michels Corporation, Inc. of Brownsville, WI for Business Park Basin 18 CIPP (Cured In Place Pipe) Sanitary Sewer Rehabilitation in the amount of$950,234.50 from the Water/Sewer Fund. e. Concur with prior authorization to award a construction contract for the installation of 3 residential street lights in the amount of$21,478 to Lyons & Pinner Electric Companies. f. Adopt Ordinance No. 3408 entitled, "AN ORDINANCE GRANTING A VARIATION OF SECTION 3-7:1)(3) OF THE ZONING ORDINANNCE TO PERMIT THE CONSTRUCTION OF A SIX (6) FOOT HIGH FENCE EXTENDING APPROXIMATELY THIRTEEN (13') FEET BEYOND A LINE EXTENDED FROM THE NEAREST FRONT CORNER OF THE PRINCIPAL BUILDING LOCATED ON AN ADJACENT SINGLE FAMILY RESIDENTIAL LOT FOR PROPERTY LOCATED AT 212 BRIGHTON ROAD, ELK GROVE VILLAGE" g. A representative from Cypress Place Apartments was present in the audience. Mayor Johnson asked if any of the Trustees had any questions. No response. RECYCLING &WASTE COMMITTEE - Trustee Feichter - On February 5, 2015 there were 1,788 pounds of Christmas lights and cords recycled. A total of 2,744 pounds have been recycled so far this year. The last day to turn in the unwanted lights and cords for recycling is March 31, 2015. 12. INFORMATION COMMITTEE - Trustee Prochno - No Report 13. PARADE COMMITTEE- Trustee Czarnik- The theme for the 2015 annual Hometown Parade is Mardi Gras. The parade will take place on Saturday, June 20, 2015 at 5:00 p.m. The Grand Marshals for the parade are Tom, Larry and Kevin Walter. The next meeting of the Parade Committee is Monday, March 1, 2015 at 5:30 p.m. in Room E of the Zettek Municipal Complex. 17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik- No Report 18. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No Report 21.AIRPORT UPDATE - SOC has had numerous meetings and hopefully a team of experts will be hired soon.to start working on O'Hare noise issues. 22. REPORT FROM VILLAGE CLERK-The last day of voter registration prior to the April 7, 2015 Consolidated Election is March 10, 2015. Early voting will be taking place in Room D of Village Hall from March 23, 2015 through April 4, 2015. Hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m. Grace period voter registration will be available during early voting. 26.UNFINISHED BUSINESS-The Unfinished Business appears on the Consent Agenda and can be removed from the Agenda. 27.NEW BUSINESS - No New Business 28. PUBLIC COMMENT- 8:00 p.m. - No comment. Mayor Johnson asked questions of the Scouts in the audience. The Troop Leader asked Mayor Johnson if there was any news on Caputo's. The Mayor stated he has been campaigning in the Village and the most frequent question asked on the west side of the Village is about what is going to be done about airplane noise and the most frequent question on the east side of the Village is when is Caputo's going to open.
