MAYOR&BOARD OF TRUSTEES' REPORT 5.ACCOUNTS PAYABLE WARRANT: March 24, 2015 $895,267.35 6. CONSENT AGENDA a. Consideration of a request from Village CycleSport, located at 45 S. Arlington Heights Road, to section off a twenty feet by forty feet(20' x 40') area in front of the store for a tent along with a test ride corral to host their annual outdoor bicycle tent sale on April 10- 12, 2015. (The event will be located in the parking lot outside of their tenant space and will include the installation of a 20'x40' tent along with a fenced off"test ride corral" area. (The dates for the event are April 10-12, 2015. (The Village has occasionally permitted similar requests for outdoor events at the Elk Wood's Shopping Center. (A report from the Director of Community Development, recommending approval, is attached.) b. Consideration to renew a professional service contract to Lauterbach & Amen, LLP of Warrenville, IL to perform the Village's annual audit of financial statements in a total contract amount not to exceed $33,450. (The Village issued a Request for Proposals to audit the financial statements for the fiscal year ending April 30, 2012 with the option to renew for four(4) subsequent fiscal years. (Lauterbach & Amen, LLP was deemed to be the most responsive and responsible bidder. Page 1 of 6 (Lauterbach &Amen, LLP audits many municipalities with personnel specializing in government accounting. They have demonstrated their commitment by providing quality service with technically competent personnel. (Adequate funds are budgeted in the FY 2015-16 budget. (The Library will retain the same auditor as the Village under a separate contract. (A report from the Director of Finance, recommending approval, is attached.) c. Consideration to award a contract with Crystal Maintenance Services Corp. of Mount Prospect, IL for the Cleaning and Custodial Services contract in the amount of$35,760 from the General Fund. (On Thursday, March 12, 2015, the Village opened sealed bids for Custodial Services at various Village facilities. Six (6) contractors obtained bids and four(4) bids were submitted. (This contract provides for routine cleaning services including the supply of products. (The initial term of the contract is from May 1, 2015 through April 2016, with the option of four(4) annual renewals in one-year increments through April 30, 2020. (The lowest responsive and responsible bid was received from Crystal Maintenance Services Corporation of Mount Prospect, IL in the amount $35,760. (Funds for the project have been allocated in the Public Works General Fund. (A report from the Director of Public Works, recommending approval, is attached.) d. Consideration to commit to the purchase of bulk rock salt through the State of Illinois Joint Purchasing Contract in the amount of 3,500 tons for the FY 2015-16 winter season. (The Village Board on September 9, 2014 authorized the purchase of 3,360 tons of bulk rock salt through the Illinois Central Management Services (CMS) Joint Purchasing Program. (We have purchased 100% of this awarded amount as well as an additional 2,200 tons early in the year from private supply. (The Illinois CMS Joint Purchasing Agreement gives the Village the ability to purchase up to an additional twenty (20) percent or 670 tons through June 2015, as needed. (The 2014/2015 winter season had twenty-seven (27) salt operations, using 3,300 tons of salt to date. (Illinois (CMS) is currently preparing bids for the FY 2015-16 Bulk Rock Salt Joint Purchasing Program. (The Village intends to purchase 3,500 tons of Bulk Road Salt in FY 2016. (The contract allows for the purchase of a minimum of 80% and a maximum of 120%of the awarded amount. (This purchase option provides flexibility in the rare event that snowfall totals were below average and provides sufficient quantity to ensure safe roadways during a severe winter. (Adequate funds have been budgeted for this project in the FY 2016 budget. (A report from the Director of Public Works, recommending approval, is attached.) e. Consideration of a request to award a purchase contract to Steel-Fab, Inc.of West Fitchburg, MA to manufacture hinged crest gates required for the Busse Woods Dam Page 2 of 6 Modification Project in the amount of$481,510 from the WaterlSewer Fund. (The design engineer recommends that the Village advance purchase the hinged crest gates as the manufacturing process of the gates takes 18-22 weeks. (A ten (10) percent payment is required upon Village approval of the construction drawings of the gate which is expected 4-5 weeks after receipt of the Village's purchase order. (We anticipate that all permits and the Intergovernmental Agreement will be finalized prior to authorizing the fabrication of the gates. (An email from the Village's engineering consultant recommending purchase of the gates from Steel-Bar, Inc. is attached. (A memo from the Director of Community Development, recommending approval, is attached.) f. Consideration to award a professional service contract with Municipal GIS Partners of Des Plaines, IL for support services in connection with Elk Grove Village's Geographic Information Systems (GIS) in an amount not to exceed $150,795 from the Industriat/Commercial Revitalization Fund. (In April of 2008, the Village Board entered into an agreement to join the GIS Consortium (GISC), which is a group of twenty-eight(28) local communities that work together to develop a cost-effective solution for implementing Geographic Information Systems (GIS) and related technologies. (By collaborating, communities create GIS opportunities otherwise unavailable because of complexity and cost. The mission of the Consortium is to create value by managing cost and risk in a cooperative environment. (The foundation of the Consortium is its innovative staffing approach. To address this issue, the Consortium outsources staffing and shares these resources among its members. (The GIS Consortium's contracted service provider is Municipal GIS Partners (MGP). (Elk Grove Village is an 80%allocation member for support services. This provides for an in-house GIS Specialist 4 days a week. (In addition to the Specialist, Elk Grove Village shares the services and receives the benefits of seven (7) other GIS staff members who are located off site. (The Village's contract with MGP will run from May 1, 2015 to April 30, 2016. (A report from the Deputy Village Manager, recommending approval, is attached.) g. Consideration to adopt Resolution No. 10-15 (attached) approving a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 321 Bond Street. (Hoogland Properties, LLC(Applicant) doing business as Diamond Screen Press Inc., is seeking a Cook County Class 6B Property Tax Exemption for 321 Bond Street. (The Applicant intends on purchasing the building and using it for their business of commercial screen printing. (The Applicant is currently located at 225 Bond Street in Elk Grove Village, Page 3 of 6 (Due to business expansion the Applicant will utilize the new space for additional production. (The Applicant estimates that the expansion will create ten (10) new full timejobs. (The subject property consists of an approximately 25,673 square foot building situated on approximately 1.92 acres of land. (The building has been 100% vacant for over two years, and the Applicant intends on spending$363,515 to refurbish the building. (The goal of Class 6B is to attract new industry, stimulate expansion and retention of existing industry and increase employment opportunities. (The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves occupation of an abandoned building for more than twenty-four (24) months continuous vacancy with a purchase for value and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25%of fair market value in Cook County. (A report from the Director of Business Development and Marketing, recommending approval is attached.) h. Consideration to adopt Ordinance No. 3410 (attached) amending Section 8-8A-3-A-1, Section 8-8A-3-A-2, Section 8-8A-3-A-4 and Section 8-8A-5 of the Municipal Code of the Village of Elk Grove Village and adding thereto a Section 8-8A-6 as they pertain to driveway and apron width requirements. (This Ordinance amends the maximum widths of driveways and driveway aprons and requires driveway replacements to be in compliance with the current code.) 7. (A variation is necessary to allow a nineteen foot(19') tall monument sign with a total sign area of one hundred and two (102) square feet. (A report from the Director of Community Development, recommending approval, is attached.) b. Consideration to approve sign permits for Buffalo Wild Wings located at 944 Elk Grove Town Center. (Section 713-5-8 of the Elk Grove Zoning Ordinance requires all applications for sign permits in the B-5 Town Center Shopping District to be reviewed and approved by the Mayor and Board of Trustees. (Buffalo Wild Wings submitted a comprehensive sign package consisting of two (2) wall Page 4 of 6 mounted signs, new identification panel signs in the existing Town Center monument signs and four(4) "takeout" parking signs. (The permanent building signage will total one hundred and nine (109) square feet in area, which meets the allowable area permitted by the Village's sign regulations. (A report from the Director of Community Development, recommending approval, is attached.) c. Consideration to approve Resolution No. I I-15 adopting the Elk Grove Village Bike Plan. (This item was discussed at the March 10 Committee of the Whole meeting and the consensus of the Committee was to recommend adoption of the Bike Plan as proposed.
