MINUTES
REGULAR VILLAGE BOARD MEETING
March 10, 2015
1. CALL TO ORDER- 7:20 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C.
Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno
A Quorum was present.
Also present: Village Manager Raymond R. Rummel,Village Attorney George B.

2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES OF February 24, 2015 - Motion to approve the minutes of
the Regular Village Board Meeting held on February 24, 2015 as submitted and
dispense with the reading.

4.MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson reported the following:
The Suburban O'Hare Commission (SOC) met on February 24, 2015. Two expert
consultants were hired that day. The first team is JDA, led by Joe Del Balzo, former Acting
Aviation Director of the FAA. The second team is LGN. LGN does lobbying and promoting.
SOC is hoping that the experts will have their information and game plan put together by
early fall. The goal is to not hurt the airport but to find ways for the airport to operate with
minimum impact on surrounding communities. There will be a meeting on April 1, 2015 in
Elk Grove Village to introduce the experts to the SOC Board members that were not at the
February 241h meeting and also to the FAIR group and other communities that are not
members of SOC.
The 41h of July fireworks display is going to be the largest display that the Village has ever
had. The Kenny Rogers concert will take place that evening, followed by the fireworks.
Castle Chevrolet is purchasing Hoskins Chevrolet. They will be opening in a few weeks.
There is an Ordinance on the Agenda this evening that will prohibit smoking at Rotaryfest.
Long-standing Plan Commission Member, John Meyers, recently resigned from his position.
Mayor Johnson thanked John for his many years of service to the community. Mayor
Johnson asked for a motion to appoint Kitty Weiner to the Plan Commission.

Elk Grove Village received its 301h Tree City Award and also received the top designation
for growth award this year from the Illinois Department of Natural Resources and the
Arbor Day Foundation for the Village's Emerald Ash Borer Program.
The Village has used approximately 4,000 tons of salt this year. There is still a reserve of
2,600 tons if there are any late winter or early spring storms.

Tom Robb of the Elk Grove Journal, advised Mayor Johnson that Nate Caputo told him
Caputo's is targeting an April opening in Elk Grove Village.
Construction season will be starting soon. The Village has nearly$17,000,000 in projects
occurring in the Village this season. The following projects will be taking place:
• Reconstruction of Biesterfield Road from Jersey Lane to Gibson Drive and Gibson
Drive from Biesterfield Road to Meacham Road. The deteriorated pavement will be
completely removed and replaced with a smooth riding roadway.
• Reconstruction of water main along Crest Avenue from Landmeier Road to
Ridgewood Road; and Wisconsin Lane from Nerge Road to Michigan Lane.
• New sewer lining for the area bounded by Salt Creek, Devon Avenue, Interstate 290
and the Forest Preserve, and portions of the area from Rohlwing Road, the Village
limits on the south, Meacham Road and Biesterfield Road.
• Construction will resume on box culvert improvements at Howard Street and Louis
Avenue west of Busse Road.
Information will be posted on the Village website. Some of the work will begin in about
two weeks.
Several communities have been passing Resolutions regarding the taxes Governor Rauner
has been speaking about withholding from communities. Elk Grove Village is going to wait
to hear details about what the Governor is proposing before making any decisions.
Something needs to be done to fix the State.
On March 5, 2015 Mayor Johnson and several Trustees attended the Chamber wine and
beer tasting event at the Avalon. The event was very well attended.
Mayor Johnson stated the Board will be going into Executive Session following the Board
meeting.
Trustee Prochno stated nine students from Elk Grove High School will be participating in
the Sister Cities Student Exchange Program. They will be going to stay with students in
Termini Imerese at the end of March.
The VFW will be hosting a St. Patrick's Day dinner on Saturday, March 14, 2015. The VFW
continues to have a fish fry every Friday evening.
The Elk Grove Lioness Club will be awarding two one thousand dollar Betty Erickson
Memorial Scholarships this year. High School graduates that will be continuing their
education are eligible to apply. Applications are available at Elk Grove High School, Conant
High School, St. Viator High School or by contacting Trustee Prochno. Applications are due
April 1, 2015 and recipients will be notified by May 1, 2015.
Trustee Franke announced there will be a CERT (Community Emergency Response Team)
class starting on April 7, 2015.
Trustee Czarnik stated the Frank J. Czarnik Memorial Scholarship applications are available
at Elk Grove High School, Conant High School, St. Viator High School, the Elk Grove Park
District and St. Julian Church. Six one thousand dollar scholarships will be awarded.
Applications are due April 24, 2015 and recipients will be announced in May.
Trustee Feichter stated the proposed Elk Grove Village Bike Plan was discussed at the
Committee of the Whole meeting this evening. The Village Board agreed to support the
Bike Plan and intends to formally vote to adopt the Plan at the March 24, 2015 Village
Board meeting.
Trustee Lissner attended the Joint Action Water Agency (JAWA) meeting. The Budget was
accepted. Highlights from the Budget show that water usage continues to trend downward
and is expected to be about three percent less this coming fiscal year. There is another
fifteen percent increase for water from the City of Chicago. This is the last fifteen percent
increase for now. Energy costs are increasing approximately seven percent and the overall
Budget is increasing approximately eleven percent. Al Larson, Mayor of Schaumburg,was

elected Chairman. Mount Prospect Mayor,Arlene Juracek, was elected Vice-Chairman.
Executive Director Joe Fennell is retiring April 1, 2015 and Kevin Lockhart will be taking
his place.
Trustee Petri stated Japanese exchange students are visiting Elk Grove Village. This is the
27th year that they have come to Elk Grove. Eleven students and two chaperones will be
meeting with the Mayor on Thursday afternoon and then touring the Fire Department and
Police Department.
S.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 2B, 2015 Accounts Payable Warrant in the amount of
$349,430.80.

6. CONSENT AGENDA- Mayor Johnson advised that Item H. prohibits smoking at
Rotaryfest. The Ordinance that was removed from the Agenda at the last Village Board
meeting allowed the Rotary Club to decide whether smoking would be allowed but that
decision should be under the auspices of the Village Board. The event is held on Village
property and is a Village sponsored event.
a. Authorization of a request from Brentwood Baptist Manor, 231 Shadywood Lane, to
waive permit fees in the amount of$2,948 to re-roof the building.
b. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Concrete Etc, Inc. of Glenview, IL for the 2015(A) Residential
Drainage Improvements Project in the amount of$168,219 from the Capital Projects
Fund.
c. Authorization to award a professional service contract with Civiltech Engineering of
Itasca, IL to provide the necessary construction engineering services for various
drainage improvements throughout the Business Park for the 2015 construction season
in the amount of$260,466 from the Water/Sewer Fund.

d. Authorization to make payment to the Suburban O'Hare Commission (SOC) in the
amount of$50,000 to be utilized to assist with the funding of aircraft noise reduction
studies and strategies contracts as approved by the SOC Board of Directors on February
25, 2015. ,
e. Authorization to award a contract with Lechner and Sons Inc. of Mount Prospect, IL for
the Uniform, Linen, Floor Mat Services Contract in the amount$52,284.96.
f. Adopt Resolution No. 8-15 entitled, "A RESOLUTION AUTHORIZfNG THE
MAYOR AND VILLAGE CLERK TO EXECUTE A RECIPROCAL AGREEMENT
ON EXCHANGE OF INFORMATION BETWEEN THE VILLAGE OF ELK GROVE
VILLAGE AND THE ILLINOIS DEPARTMENT OF REVENUE AND
ATTACHMENT "A" MINIMUM STANDARDS REQUIRED TO SAFEGUARD

10. PERSONNEL COMMITTEE - Trustee Franke -The Village will be hiring college
students for summer work. Anyone interested should contact the Human Resource
Department.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter- No Report
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri - No Report
14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - BUSINESS LEADERS
FORUM -Trustees Lissner/Petri - There will be a meeting on Thursday, March 26, 2015 at
11:30 a.m. at the Holiday Inn, at which time the Commission will then become the Business
Leaders Forum.
15.YOUTH COMMITTEE - Trustee Franke - Youth Committee scholarship application
forms are available on the Village website and at the high schools. There are going to be
three one thousand dollar scholarships awarded. Applications are due by May 1, 2015.
16. PARADE COMMITTEE -Trustee Czarnik- The annual Hometown Parade is Saturday,
June 20, 2015 at 5:00 p.m. The theme is Mardi Gras. Trustee Czarnik thanked the following
donors: Graham's Pet Depot, The Sign Centre, Grove Memorial Chapel and Crosstown
Electric. The Grand Marshals for the parade are Tom, Larry and Kevin Walter. The next
meeting of the Parade Committee is Monday, April 6, 2015 at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik- The next community Blood
Drive will take place on Saturday, April 11, 2015 from 8:00 a.m. to 12:00 p.m. in the lower
level of the Zettek Municipal Building.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE- Mayor Johnson - The next special event is the
Memorial Day Observation being held indoors at the Pavilion.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The 2015
concert line-up is as follows:
July 4 - Kenny Rogers along with a spectacular fireworks display

28. PUBLIC COMMENT - 7:53 p.m. - Susan Brady, 887 Cass Lane addressed the Mayor
and Village Board regarding concerns she has about the health and safety of an abandoned
house at 884 Cass Lane. Mayor Johnson assured Ms. Brady that the Village is aware of the
situation and have been diligently working to resolve the issues.
Village Manager Rummel announced the Village Board had recessed from Executive
Session and will be reconvening into Executive Session.
