REGULAR VILLAGE BOARD MEETING
October 9, 2018
1. CALL TO ORDER - 6:16 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke,
Samuel L. Lissner, James P. Petri, and Christine K. Prochno
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker,
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
INVOCATION - PASTOR JINTAEK CHUNG, TRINITY GOSPEL CHURCH
A Sister Cities delegation from Termini Imerese, Sicily and Ixtapa Zihuatanejo, Mexico was present at
the Village Board Meeting. Father Antonio Todaro delivered an invocation in Italian.
3. APPROVAL OF MINUTES OF SEPTEMBER 25, 2018 - Motion to approve the Minutes of the
Regular Village Board Meeting held on September 25, 2018 as submitted and dispensed with the
reading.

MOTION CARRIED
Mayor Johnson welcomed the guests from Italy and Mexico this evening and stated that he will introduce
the delegation towards the end of the meeting to allow time for photos.
4. MAYOR AND BOARD OF TRUSTEES' REPORT -
Mayor Johnson - Attended the following meetings:
- September 27, Tollway Board Meeting
- September 28, Elk Grove High School Homecoming Game.
Trustee Franke - No Report.
Trustee Lissner - Attended the Prince of Peace fundraiser with Trustee Czarnik and Trustee Petri on
September 30. Also attended the Sister City reception on September 30 with Trustees Feichter, Petri and
Prochno.
Trustee Petri - Attended a 100th Birthday Party with Trustee Czarnik for Josie Acino on September 30
before attending the Prince of Peace event.
Trustee Czarnik - Josie Acino's birthday party was a lovely event. They introduced all of her children,
grandchildren, great grandchildren, and great -great grandchildren with each of them handing her a white
rose that ultimately formed a bouquet of about 50 white roses. It was a very touching event.
Trustee Feichter - No Report.
Trustee Prochno - Birthday Greetings to Village Attorney George Knickerbocker. Just a reminder that
the Farmers Market is every Saturday from 7:30 a.m. to 1:00 p.m. In November, the Winter Market will
begin inside Christus Victor Lutheran Church on the 1st and 3rd Saturdays of the month.
Also on Saturday, the Fire Department Open House will be from 12:00 p.m. to 3:00 p.m. and the Police
Chief will host a Coffee with the Chief outside at 9:00 a.m. during the Farmers Market.
S. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
September 30, 2018 Accounts Payable Warrant in the amount of $1,366,818.46.

6. CONSENT AGENDA
a. Authorization of a request from the Lutheran Church of The Holy Spirit to waive permit fees in the amount
of $165.00 for parking lot improvements at 150 Lions Drive.
b. Authorization of a request from Community Consolidated School District 59 to waive permit fees in the
amount of $315.00 for storm sewer work at Clearmont Elementary School, 280 Clearmont Drive.
c. Authorization of a request from Amita Health to waive permit fees in the amount of $3,297.00 for expansion
of the Day Rehabilitation Program at 701 Biesterfield Road.
d. Authorization of a request from Queen of the Rosary Parish located at 750 Elk Grove Boulevard to waive
fees for a temporary Class A Liquor License and a Food Caterer's License in the amount of $3,000 for their
annual Fall Fest on Sunday, October 21, 2018.
e. Authorization of a request to increase the contract with Americana Landscape Group, Inc. of Elgin, IL for
the 2018 Parkway Restoration contract in a total amount of $80,000.00, of which $20,000 is from the
General Fund and $65,000 from the Water & Sewer Fund.
£ Authorization to adopt Ordinance No. 3575 entitled, "AN ORDINANCE GRANTING A VARIATION OF
SECTION 3-7:13 (3) OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF A FOUR
FOOT (4') HIGH FENCE EXTENDING APPROXIMATELY FORTY NINE FEET (49') BEYOND A
LINE EXTENDED FROM THE NEAREST FRONT CORNER OF THE PRINCIPAL BUILDING
LOCATED ON AN ADJACENT SINGLE-FAMILY RESIDENTIAL LOT FOR PROPERTY LOCATED
AT 1101 CYPRESS LANE, ELK GROVE VILLAGE."
g. Authorization to formally approve a sign variation for two (2) gateway entry signs at the Elk Grove
Technology Park as previously reviewed and approved by the Plan Commission and Village Board.
h. Authorization to award a professional service contract to Avery Dennison Corporation, of Niles, IL to
furnish and deliver a traffic sign manufacturing system in the amount of $52,549 from the BLF and
Corporate Funds.
i. Authorization to waive formal bidding requirements and confirm an emergency authorization by the Village
Manager to award a professional service contract to Grundfos Water Utility, Inc. of Aurora, IL to
furnish one replacement pump and accessories for the Residential Lift Station in the amount of $30,838
from the Water & Sewer Fund.
j. Authorization to adopt Resolution No.43-18 entitled, "A RESOLUTION AMENDING RESOLUTION 36-
05, AND RESOLUTION 33-15 AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO
EXECUTE A SECOND AMENDMENT TO THE GROUND LEASE AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND NCWPCS MPL-32, LLC AT PROPERTY LOCATED AT
600 LANDMEIER."
k. Authorization to adopt Resolution No. 44-18 entitled, "A RESOLUTION AMENDING RESOLUTION 36-
06 AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A FIRST
AMENDMENT TO THE GROUND LEASE AGREEMENT BETWEEN THE VILLAGE OF ELK
GROVE VILLAGE AND CHICAGO SMSA LIMITED PARTNERSHIP D/B/A VERIZON WIRELESS
("TENANT") FOR PROPERTY LOCATED AT 676 MEACHAM."

7. REGULAR AGENDA - No items under Regular Agenda.
8. PLAN COMMISSION - Village Manager Rummel - There are no items for discussion under the Plan
Commission this evening.
9. ZONING BOARD OF APPEALS - Village Manager Rummel - The public hearing for the fence variation
at 932 Victoria Lane was recessed and will be reconvened at a later date.
10. YOUTH COMMITTEE - Trustee Franke - The Youth Committee will be sponsoring a bon fire with the
Park District on Saturday, October 20 from 8:00 p.m. to 10:00 p.m. at Lions Park for students ages 11-16.
Refreshments and glow sticks will be available. The Fire Department will be present.
11. BUSINESS LEADERS FORUM - Trustee Petri - No Report. Trustee Czarnik added that she attended
along with Trustees Lissner and Petri the Daily Herald Entrepreneurial Excellence Awards on September
27. Awards were given to Jim Feltner at FPM Heat Treating for Growth, Cody Snick of Central Signs

received an award for Young Entrepreneurs, Innovation awards went to Kirby Corkill of Jarvis Lighting,
Andre Janus of Cristaux International and the Employee Owners of Crafts Technology. Congratulations to
them all.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No report.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Interfaith Council's annual Food drive to
benefit the Elk Grove Presbyterian Church Food Pantry began on October 1. Churches are asking for
participation and the pick-up date is on Monday, October 29.
The Thanksgiving Adopt -a -Family program is just around the corner and a list has been started for
donors who want to donate for this cause. If you'd like to help out, please contact the Community Service
office at 847-357-4120.
14. INFORMATION COMMITTEE - Trustee Lissner - The Fire Department Open House is scheduled for
Saturday, October 13, at Station 7 from 12:00 p.m. to 3:00 p.m. and the new Illinois Fire Chief of the Year
Rich Mikel will be there.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - No Report.
16. PARADE COMMITTEE - Trustee Czarnik - The new date for our 2019 Hometown Parade is Saturday,
September 21, 2019. It will be in conjunction with Elk Grove Village's Oktoberfest. The next Parade
meeting will be on January 7, 2019 at 5:30 p.m. in Room E of the Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report.
20. AIRPORT UPDATE - Mayor Johnson - The Suburban O'Hare Commission will be meeting on
Thursday as we formulate the game plan for the next rotation after the full build out in 2020.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No report.
22. SPECIAL EVENTS - Mayor Johnson - The next special event is the Tree Lighting Ceremony on the day
after Thanksgiving which will be November 23. The Sister City students from Termini Imerese are
planning to be at this event.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER - No Report.
25. REPORT FROM VILLAGE CLERK - Early Voting begins on October 22, 2018 through November 5,
2018. The hours are posted on the website under the Village Clerk's Department. Feel free to call the
Village Clerk's Office at 847-357-4042 if you have any questions. Early Voting will be seven days a week.

28. PUBLIC COMMENT - 6:37 PM - Mayor asked if anyone in the audience would like to address the
Village Board prior to introducing the Sister City delegation. See none.
Sister Cities Program - Giovanni Gullo, Mariann Gullo, and Sister City President Steve Schmidt joined
Mayor Johnson at the podium to introduce the delegation from Termini, Imerese, Sicily and Ixtapa
Zihuatanejo, Mexico with whom Elk Grove Village has a Friendship Agreement. The delegation traveled
with their band to participate in the 66th Annual Columbus Day Parade where Mariann Gullo was the
Chairwoman. Elk Grove Village had a large presence in the parade.
The delegation met with Cook County Board President Toni Preckwinkle and Cook County Commissioner
Tim Schneider. They met with some of the doctors and John Werrbach, CEO of Amita Health Alexian
Brothers Medical Center, to tour the hospital. The University of Palermo Hospital would like to have
some exchanges with doctors visiting the hospitals. The delegation toured the business park, Northwest
Point, the Elk Grove Technology Park, and the new Fire and Public Works facilities ending with a
presentation by John Dallas at Enclave.
Mariann Gullo thanked Mayor Johnson and the Board of Trustees for their continued support in the Sister
Cities Program. Guests present were: Father Antonio Todaro, Head Priest in Termini Imerese; Nicola Di
Grigoli, Vice Mayor, Messojuso, Sicily; Fabrizio Ferrara, Trustee of the City of Palermo, Sicily; Luigi
Candioto, Executive Director of Sister Cities, Termini; Saulo Cabrera Barrientos, Attorney and Chairman
Zihuatanejo Sister Cities; Marcellina Sanchez -Ayala, Entrepreneur and Vice President Zihuatanejo Sister
Cities; Dr. Alfonso Cantu, President of Zihuatanejo Sister Cities; Wendy Fernandez representing her
husband Eric Fernandez who started the Friendship with the Village a few years back but recently passed

away from a tragic car accident; Giuseppe Milazzo, Representative of Parliament, Sicily; Maria Gullo;
Astrid Vasuez-Sanchez, Professor of University of Zihuatanejo; Vincenzo Zaffuto, Director of Sister Cities,
Termini and Photographer; Dr. Salvatore Novo, Director of Policlinico Hospital; and Dr. Michele Farinella,
Surgeon Cardiologist.
Members of the delegation thanked Elk Grove Village for hosting and presented the Village with some
historical renderings from the City of Palermo and beautiful artwork from Zihuatanejo, Mexico to be
displayed at Village Hall. Mariann read a letter from Mayor Francesco Gunta who was not able to be a
part of this delegation but thanked the Mayor and Board of Trustees for the warm reception given to the
delegation from Termini.
