Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was present. Also present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker and Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF March 10, 2015 - Motion to approve the minutes of the Regular Village Board Meeting held on March 10, 2015 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR& BOARD OF TRUSTEES' REPORT- Mayor Johnson asked for Village Board concurrence to reappoint the following Board and Commission members: Youth Committee - Christine Kelley, William B. O'Malley, Bob Biedke Fire &Police Commission- Butch Ehrke Plan Commission -John Glass, Fred Geinosky Police Pension - Allan R. Ambrose Zoning Board of Appeals -Joseph C. Meister, Sr., Dion Zinnel Motion to concur with the reappointment of Board and Commission members. Moved by Trustee Czarnik Seconded by Trustee Franke VOICE VOTE MOTION CARRIED Mayor Johnson attended the following meetings and events: March 12, 2015 -Japanese Exchange Students met with the Mayor and toured Village Hall, the Police Department and Fire Department. March 17, 2015 - The Annual Budget Meeting. March 21, 2015 - Event held at Connor Sports, 1820 Howard Street. Connor Sports manufactures the floor for the NCAA Final Four. They also manufacture the floors for most major College basketball programs and many NBA teams. Mayor Johnson noted that the Village has saved over two hundred thousand dollars on snow removal and salting this year. Oath of Office - Mayor Johnson asked Kitty Weiner to join him at the podium. Ms. Weiner was appointed to the Plan Commission. Long time Plan Commissioner, John Meyers, retired from the Plan Commission and Ms.Weiner is filling the vacancy. Kitty Weiner is the daughter of Nand Vanderweel. Nanci was appointed to the Plan Commission in 1969 and served two years until she ran for Village Trustee. Nand served ten years as a Village Trustee. This is the first time in sixty years that a child from a former or current Commission member is going to be serving the community. Mayor Johnson administered the Oath of Office to Ms. Weiner. Ms.Weiner thanked the Mayor and Village Board for the opportunity to serve on the Plan Commission. Mayor Johnson asked that item 7c., Resolution No. 11-15 adopting the Elk Grove Village Bike Plan be removed from the Regular Agenda and voted upon at this time. Pagel of 7 Motion to remove item 7c. from the Regular Agenda and adopt Resolution No. 11-15 adopting the Elk Grove Village Bike Plan. Moved by Trustee Feichter Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, LissnerPetri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson thanked the Bicycle Plan Task Force and Trustee Feichter for all of the time and effort that was put into developing the Bicycle Plan. Trustee Feichter stated this was a very special night for the biking community of Elk Grove Village and the thousands of bikers that travel through Elk Grove Village every year. Trustee Feichter said he was very happy and proud to have played a small role in the whole process. Members of the Bicycle Task Force joined Mayor Johnson for a ceremonial signing of the Bike Plan. Dave Simmons, President of Friends of Cycling in Elk Grove, thanked the Mayor and Village Board for recognizing the importance of a Bike Plan and what it means for the future of transportation, recreation and exercise in Elk Grove Village. Mayor Johnson asked Chris Placek of the Daily Herald to join him on the dais to view a picture of the Mayor with Nat Caputo. Mayor Johnson met with Nat Caputo and confirmed that Caputo's is definitely coming to Elk Grove Village and will be opening by or before July 4, 2015. The delayed opening is because the whole cooling system for the store needed to be replaced. Trustee Petri attended the Tollway meeting in Elk Grove Village on March 12, 2015. An update on projects was given. The portion of the Elgin O'Hare from Lake Street to 290 will be finished this year and tolling will start in January, 2016. The portion from 290 to Route 83 will be worked on in 2016 and tolling will start in January, 2017. They are working nights and weekends to stay on schedule. There will be bridges built over all the cross streets and the current Thorndale Road will be a frontage road. It will be geared for short trips with several entrance and exit ramps. Tolling will all be done electronically. The toll is supposed to be $1.90 from Lake Street to Route 83. They are still working on a way to accommodate rental cars and visitors from out of town. Hopefully the interchange at Elmhurst Road and 90 will be completed in 2016. Trustee Lissner attended the Maker Movie on March 19, 2015 at the Schaumburg Arts Centre. It was a very interesting movie promoting creativity in both young and old people using 3D printers and other resources. Trustee Lissner recommended the movie be shown in Elk Grove Village, Trustee Franke stated a CERT (Community Emergency Response Team) class will be starting on April 7, 2015. Trustee Czarnik stated the Frank J. Czarnik Memorial Scholarship applications are available at the high schools and the Park District. Six one thousand dollar scholarships will be awarded. Applications are due April 24, 2015 and recipients will be announced in May. Trustee Feichter attended the Meet Chicago Northwest meeting last week. The Meet Chicago Northwest Board had to vote to cut their budget by one hundred fifty thousand dollars. The reduced budget was necessary due to cutbacks made by the State of Illinois. The organization depends on getting a monthly grant payment from the State. The State advised that the grant payments have been suspended. As part of the cutbacks, Dave Parulo, President of Meet Chicago Northwest is cutting his own salary and Trustee Feichter believes other employees will be cutting their salaries also. There have been people working in Springfield to try and get some of the money restored. The annual meeting of Meet Chicago Northwest is going to take place on May 6, 2015 at a new Pac-Man Restaurant facility at Woodfield Mall. Trustee Prochno announced that EGTV won two awards in the Best of the Midwest Video Fest 2015. The competition was held by Wisconsin Community Media and featured two hundred entries from community media centers in Wisconsin, Illinois, Iowa, North Dakota and Minnesota. The EGTV documentary series "The Exceptional Journey", produced by Page 2 of 7 Debbi Dennison, was awarded the Excellence Award in the Documentary Category for its look at the development of Elk Grove Village in the 1970's. EGTV's children's/comedy series "The New Ralph the Robot Show", produced by Ross Rowe, Debbi Dennison and Marc Jolley, won an Achievement Award in the Entertainment Category for an episode called "The Award" about what can happen if kids wander off without telling a parent where they are going. Trustee Prochno congratulated and thanked EGTV. The Elk Grove Lioness Club will be awarding two one thousand dollar Betty Erickson Memorial Scholarships this year. Applications are due April 1, 2015. Trustee Prochno reported the Italian exchange students from Elk Grove High School are in Termini Imerese. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 24, 2015 Accounts Payable Warrant in the amount of $895,267.35. Authorization of a request from Village CycleSport, located at 45 S. Arlington Heights Road, to section off a twenty feet by forty feet (20' x 40) area in front of the store for a tent along with a test ride corral to host their annual outdoor bicycle tent sale on April 10- 12, 2015. b. Authorization to renew a professional service contract to Lauterbach& Amen, LLP of Warrenville, IL to perform the Village's annual audit of financial statements in a total contract amount not to exceed $33,450. c. Authorization to award a contract with Crystal Maintenance Services Corp. of Mount Prospect, IL for the Cleaning and Custodial Services contract in the amount of$35,760 from the General Fund. d. Authorization to commit to the purchase of bulk rock salt through the State of Illinois Joint Purchasing Contract in the amount of 3,500 tons for the FY 2015-16 winter season. e. Authorization of a request to award a purchase contract to Steel-Fab, Inc. of West Fitchburg, MA to manufacture hinged crest gates required for the Busse Woods Dam Modification Project in the amount of$481,510 from the Water/Sewer Fund. f. Authorization to award a professional service contract with Municipal GIS Partners of Des Plaines, IL for support services in connection with Elk Grove Village's Geographic Information Systems (GIS) in an amount not to exceed $150,795 from the Industrial/Commercial Revitalization Fund. g. Adopt Resolution No. 10-15 entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 321 BOND STREET, ELK GROVE VILLAGE, ILLINOIS" h. Adopt Ordinance No. 3410 entitled, "AN ORDINANCE AMENDING SECTION 8-8A-3-A- 1, SECTION 8-8A-3-A-2, SECTION 8-8A-3-A-4 AND SECTION 8-8A-5 OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE AND ADDING THERETO A SECTION 8-8A-6 AS THEY PERTAIN TO DRIVEWAY AND APRON WIDTH REQUIREMENTS" i. Authorization of a request to hold a Public Hearing before the Plan Commission to consider the petition submitted by Chicagoland Medical Portfolio DST for a Rezoning from B1 to B2 General Business at 120 E. Authorization of a sign variation per Village Code Section 8-4-3-3 H to install a monument sign for Groot Industries located at 2500 Landmeier Road. A representative from Groot Industries was present in the audience. Mayor Johnson asked if there were any questions or comments. Trustee Czarnik commented that the sign is very nice. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Judiciary, Planning and Zoning Committee has been asked to look into the ground feeding of wild animals. A problem has been reported to the Village. A meeting of the JPZ Committee will be scheduled in the near future. The item will be added to the Agenda. Mayor Johnson stated the resident who reported the problem should be advised. Village Attorney Knickerbocker stated he would advise the resident. 10. PERSONNEL COMMITTEE - Trustee Franke - No Report 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- There is an average of 356 tons of household material recycled by Elk Grove Village residents each month. That amount represents an 8% increase from last year. It represents a 115% increase over 1989, the first year of recycling. The Village will be hosting a document destruction and electronic recycling event in the near future. Trustee Feichter will announce the date when it is available. 12. INFORMATION COMMITTEE - Trustee Prochno - No Report 13. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri - No Report 14. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - BUSINESS LEADERS FORUM - Trustees Lissner/Petri - The Business Leaders Forum will have a kickoff meeting at the Holiday Inn on Thursday, March 26, 2015 at 11:30 a.m. 15.YOUTH COMMITTEE - Trustee Franke -Youth Committee scholarship application forms are available on the Village website and at the high schools. There are going to be three one thousand dollar scholarships awarded. Applications are due May 1, 2015. 16. PARADE COMMITTEE- Trustee Czarnik- The 2015 annual Hometown Parade will take place on Saturday, June 20, 2015 at 5:00 p.m. The theme is Mardi Gras. Trustee Czarnik thanked the following donors: Chicago Offset, Elk Grove Chamber of Commerce, Fastmore Logistics LLC,Graham's Pet Depot,The Sign Centre, Grove Memorial Chapel and Crosstown Electric. The parade Grand Marshals are Larry, Tom and Kevin Walter. The next meeting of the Parade Committee is Monday,April 6, 2015 at 5:30 p.m. 17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- The next Community Blood Drive will be held on Saturday,April 11, 2015 from 8:00 a.m. to 12:00 p.m. 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Memorial Day Observation on May 25, 2015 at 10:45 a.m. inside at the Pavilion. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The Concert Series will start on July 41h with Kenny Rogers at 8:00 p.m.,with fireworks following. The July 7 concert will feature Kansas, July 14 features 38 Special, July 21 features Travis Tritt and July 28 will feature Christopher Cross and Air Supply. 21.AIRPORT UPDATE - On April 1, 2015 at 7:00 p.m. Channel 6 will air a live presentation being given about the Airport by JDA. Seven experts from throughout the country will be presenting information. They are top experts who are very knowledgeable about sound impact, sound quality and improving the quality of life around airports. Page 6 of 7 22. PLAN COMMISSION - Village Manager Rummel - On March 18, 2015 the Plan Commission held a Public Hearing to consider a request for a Special Use Permit to offer internet truck sales at 2500 Devon Avenue. The Plan Commission recommended approval of the Special Use with two conditions. The first being the Special Use would only apply to that particular business and would expire if the business goes out of business or relocates. The second condition is the Special Use is subject to final inspection of the location by Village staff. The Petitioner was present in the audience. Mayor Johnson asked if there were any questions or comments. No Response. Motion to direct the Village Attorney to prepare the necessary documents.
