REGULAR VILLAGE BOARD MEETING
May 12, 2015
1. CALL TO ORDER - 7:15 PM

2. PLEDGE OF ALLEGIANCE

3. APPROVAL OF MINUTES - Motion to approve the Minutes of the Regular Village
Board Meeting held on April 28, 2015 as submitted and dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
events:
April 30, 2015 - Elk Grove Chamber Business Expo
May 1, 2015 - Mitch Bruski retirement party at the Kenneth Young Center
May 2, 2015 - Coffee with the Mayor and Village Board
May 7, 2015- State of the Village Address to the Elk Grove Chamber of Commerce
Mayor Johnson highlighted information presented in his State of the Village Address and
gave a presentation showcasing an aggressive ad campaign being implemented by the
Village to promote business growth in the Village Business Park. The ad campaign will
utilize billboards, news print, radio and television. "Makers Wanted" is the promotional
slogan that is going to be used.
The Memorial Day Ceremony will take place May 25, 2015 at 10:45 a.m. at the Pavilion.
Mayor Johnson deviated from the Agenda to address two Public Hearings held before the
Zoning Board of Appeals.
ZBA Docket 15-5 is for a variation at the old farmhouse located at 401 Charles Drive. The
home is considered legal non-conforming due to the age of the home. The homeowner is
seeking a variation to put on a front porch that would extend eleven feet six inches into the
required front yard setback. In order to install the front porch deck and roof, it would
require two zoning variations. The Zoning Board of Appeals held a Public Hearing and
voted unanimously to recommend to the Village Board to grant the variation. The
Petitioner was present in the audience. The Village Board did not have any questions for
the Petitioner.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson advised the Petitioner that the variation would be formally adopted at the
next Village Board meeting. The Petitioner can begin work once proper permits are
obtained.

ZBA Docket 15-4 pertains to a home at 1210 Diane Lane. Village Manager Rummel
advised there were three residents in the audience that would like to address the Village
Board, depending upon how the discussion about the variation goes. The Zoning Board of
Appeals held a Public Hearing on the petition of the homeowner to construct a thirty-two
foot by thirty-two foot garage. A number of neighbors attended the Public Hearing and
presented testimony. The Zoning Board of Appeals recommended unanimously to deny the
variation because of insufficient hardship. The Petitioner was present in the audience.
Mayor Johnson advised the Petitioner, Mr. Shellman, that the Village Board puts a lot of
credence behind the Zoning Boards decisions. Mayor Johnson is not aware of the Village
Board ever overturning a unanimous decision by the Zoning Board.
Mr. Shellman stated he felt the problem of the eye-sore issues currently on his property
was more the focus of the Hearing than the variance request for the garage. Mr. Shellman
also stated there was very little discussion about the size of the requested garage.
Mr. Shellman advised he wanted the garage to store several vehicles that he owns. He has
vehicles that he does not drive and they are getting weathered from sitting in the driveway.
The purpose of the garage is to get everything moved from the front of the property and
into a garage to make the property look nicer for the neighbors.
Mayor Johnson asked Mr. Shellman if he would be comfortable if some of his neighbors
were asked to speak. Mr. Shellman stated he was fine with it. Mayor Johnson advised the
neighbors that the issue of the garage should be addressed and that the purpose was not to
beat up on Mr. Shellman. Mr. Shellman commented that he could build a six hundred foot
garage without a variation but it would not be large enough to house all of his vehicles.
The following residents expressed their concerns if the variation for the garage is
approved: Joe Chittenden, 1209 Helen Lane and Keith Urban, 1232 Diane Lane. A big
concern is the size of the structure.
Mayor Johnson stated he read all the testimony from the Hearing and that he also drove by
the property. The Mayor stated that right now the property is an eye sore and that a garage
in the back of the property would alleviate that issue. One of the neighbors expressed at
the Hearing that it would be nice to get all of the junk in the front yard cleaned up.
Mayor Johnson stated he hopes there can be a solution that will make the neighbors and
Mr. Shellman happy. Mayor Johnson asked Mr. Shellman if he would be willing to withdraw
his petition for the variance and meet with the Community Development Department to see
if a compromise can be made to meet his storage needs and keep the neighbors happy. Mr.
Shellman withdrew his petition.
Relay for Life - Rita Sayer, representative of Relay for Life, spoke about the 2015 Elk
Grove event which is being held at Elk Grove High School on Saturday, May 16 from 11:00
a.m. to 11:00 p.m. It is a free community event to raise funds for the American Cancer
Society. Everyone is welcome to attend.
Community Character Coalition - Pastor Curt Hansen, Team Leader of the Community
Character Coalition Scholarship Team presented the following$1,000 Fallen Soldier
Memorial Scholarships:

A Representative from each group spoke about what their organization had done for the
community over the past year.
Trustee Prochno announced three Betty Erickson Memorial Scholarships were presented
by the Lioness Club. The recipients of the scholarships are Taylor Waidanz - Conant High
School, Autumn Carney- Elk Grove High School, and Chase Dorn- Conant High School.
The Elk Grove Village Italian Sister Cities Organization will be hosting a Candlelite Bowling
fundraiser for the student exchange program on Saturday, May 30, 2015 at 7:00 p.m. at Elk
Grove Bowl.
The Kenneth Young Center"Walk for the Health of It" took place on Saturday at Busse
Woods. With the retirement of Mitch Bruski, Susan Cohen has been named the new
Executive Director of the Kenneth Young Center.
The 1811,Annual Memorial Day Observation will take place on Monday, May 25, 2015 at
10:45 a.m. indoors at the Pavilion. The Observation is sponsored by VFW Post 9284 and
the Ladies Auxiliary.
Trustee Feichter stated Elk Grove Village will be recognizing Bike Safety Week from May 17
to May 23,2015. The following is a list of events that will be taking place:
May 20, 2015 - "Ride of Silence" from 6:40 p.m. to 8:00 p.m., leaving from the Hattendorf
Center.
May 23, 2015 - "Bike with the Mayor" at 3:00 p.m., leaving from the Historical Society.
May 15, 2015 - Elk Grove High School "Bike to School Day."
May 16, 2015 - Elk Grove Park District traffic skills program and bike park to park
challenge.
A bike safety quiz is available on line at www.bikesafetyquiz.com. You can test your
knowledge of bike safety. Trustee Feichter said it was a very challenging quiz.
Trustee Petri attended the following events:
May 6, 2015 - Chicago On the Edge annual meeting with Trustee Feichter. Trustee Feichter
is Vice President of the Executive Board.
May 7, 2015 - Trustees Petri, Prochno, Feichter and Lissner attended the Prayer Breakfast
at Lutheran Church of the Holy Spirit.
May 11, 2015 - The Tollway meeting. A lot of progress is being made. The tollway from
Lake Street to 290 should be open in 2016. Gantries for the tolls will be installed in the
next couple of weeks. Tolls will not be collected until mid-summer of 2016. They are
testing a gantry on 294 at Touhy Avenue. Several states are looking into new methods for
tolling. The bridge at Elmhurst Road should be completed in 2017.
May 12, 2015 - Rolling Meadows High School for "On the Table." There was great
discussion on how to get kids involved in philanthropic causes. They also discussed how
many children in the district are living at poverty level.
Trustee Lissner attended the DuPage Convention &Visitors Bureau Tourism Week event
on May 5, 2015 at the Morton Arboretum.

a. Authorization of a request from Northwest Presbyterian Church, located at 301
Ridge Avenue, to waive FY 2015-16 vehicle sticker fees in the amount of$50.
b. Authorization of a request from the Fraternal Order of Police Elk Grove Village
Lodge No. 35, to waive FY 2015-16 business license fees in the amount of$50.
c. Authorization of a request from the Elk Grove Township Community Day Care
Center, located at 711 Chelmsford Lane, to waive FY 2015-16 business license fees
in the amount of$475.
d. Authorization of a request from the Elk Grove Park District, located at 499
Biesterfield Road, to waive FY 2015-16 vehicle sticker fees in the amount of$2,300.
e. Authorization of a request from the Elk Grove Park District, located at 499
Biesterfield Road, to waive FY 2015-16 business license fees in the amount of
$3,135.
f. Authorization to award a contract with Koz Trucking, Inc. of Medinah, IL to Furnish
and Deliver Sand and Gravel for $3,429 from the General Fund and $29,067 from the
Water-Sewer Fund for a total amount not to exceed $32,496.
g. Authorization to award a professional services contract to Robert Half Technology
of Chicago, IL for PC technical support services for the period from May 1, 2015

8. CAPITAL IMPROVEMENTS COMMITTEE - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - The JPZ Committee reviewed a
Plat of Resubdivision for 2200 Arthur. The Resubdivision is to combine six lots into one lot.
The Committee recommends approval of the Resubdivision.
Motion to direct the Village Attorney to prepare the necessary documents.

11. RECYCLING &WASTE COMMITTEE - The Village will be hosting an Electronics
Recycling and Document Destruction event on June 13, 2015 from 9:00 a.m. to 12:00 p.m.
at the Oakton Street Fire Station.

13. CABLE TELEVISION COMMITTEE - No Report
14. BUSINESS LEADERS FORUM - No Report
15.YOUTH COMMITTEE -The Youth Committee will be meeting in Executive Session on
May 16, 2015 at 10:30 a.m. to review scholarship applications. Twenty-two applications
were received.
16. PARADE COMMITTEE - The parade will take place on June 20, 2015 at 5:00 p.m. The
Theme is Mardi Gras. Trustee Czarnik thanked the following donors: Chicago Offset, Elk
Grove Chamber of Commerce, Fastmore Logistics LLC, Graham's Pet Depot,The Sign
Centre, Grove Memorial Chapel, Crosstown Electric and Jerry Castle &Son Hi-Lift Inc. The
Grand Marshals are Tom, Larry and Kevin Walter. The next meeting of the Parade
Committee is Monday, June 1, 2015 at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Community Services and Elk Grove High School

Service Learning Program are sponsoring a "Spring Clean Up." The program is to help those
who are not able to do it themselves. Yard work, leaf raking, bush trimming, flower planting and
first level window washing is being offered on Monday, May 18, 2015.
"The Caring Place" is the official name of the Community Respite Program. The Program takes
place on Mondays, Wednesdays and Thursdays from 9:30 a.m. to 3:30 p.m. at Christus Victor
Church.
18. LIQUOR COMMISSION - No Report
19. SPECIAL EVENTS COMMITTEE - The Memorial Day Ceremony will take place on May
25, 2015 at 10:45 a.m. at the Pavilion.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE- Concerts will feature Kenny
Rogers on July 4, Kansas on July 7, 38 Special on July 14, Travis Tritt on July 21 and
Christopher Cross and Air Supply on July 28.
21.AIRPORT UPDATE- No information at this time. Information from JDA should be
available in the near future.
22. PLAN COMMISSION - The Finding of Fact was not distributed to all Village Trustees.
The Petitioner was not in the audience. The Plan Commission voted unanimously to
recommend approval of the rezone of 120 E. Higgins Road. The Finding of Fact will be
distributed to the Village Board and documents for the rezone can be prepared and
discussion will take place at the next Village Board meeting.
Motion to direct the Village Attorney to prepare the necessary documents.

Mayor Johnson announced Oaths of Office are going to be administered to the Village
Trustees and Library Board Trustees at the May 26, 2015 Village Board meeting and there
will be no Public Comment that evening.

Mayor Johnson announced the Village Board will be returning to Executive Session after
adjournment of the Village Board meeting.
