REGULAR VILLAGE BOARD MEETING
November 13, 2018
1. CALL TO ORDER - 7:18 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke,
Samuel L. Lissner, James P. Petri, and Christine K. Prochno
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker,
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE / INVOCATION - PASTOR MIKE GATES, LIVING HOPE CHURCH
Mayor thanked Pastor Gates for allowing him to speak at two services about the Elk Grove Village
Cares Program. As of today, there have been eleven people that have signed up for assistance
through the program. The Mayor has gone to all the different places of worship in the Village to
speak about the Program and he stated that it has been a learning experience as well as an
emotional one at times. The Community has been receptive about the program and he has been
approached by several people that have been personally affected by this epidemic and are very
appreciative. Mayor thanked Pastor Gates for his leadership and support for helping to get the
word out to the different congregations through the Interfaith Council.
3. APPROVAL OF MINUTES OF OCTOBER 23, 2018 - Motion to approve the Minutes of the Regular
Village Board Meeting held on October 23, 2018 as submitted and dispense with the reading.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson - A delegation from the Republic of Bulgaria was present to sign a Friendship
Agreement between Elk Grove Village and the City of Pernik. The Village Board had an opportunity to
meet the delegation at dinner prior to the board meeting. The City of Pernik is working to build an
industrial manufacturing base similar to Elk Grove Village and is interested in learning and sharing
cultural exchanges. A presentation will be given later to sign the Agreement.
Leaf Collection Extended - The Village will be extending the leaf collection pickup to Monday, November
26. This will be a one day only pick up for leaves throughout the entire Village. After November 26th,
they will have two dumpsters placed at the Public Works locations to allow residents to drop off their
bagged leaves until December 7, 2018.
Mayor Johnson attended the following meetings:
➢ October 24 - McDonald's Grand Reopening at 1450 Busse Road;
➢ October 25 - Tollway Board Meeting;
➢ October 25 - Progressive Rail, the owner of the railroad tracks in the business park;
➢ October 28 - Elk Grove Cares speech at St. Nicholas;
➢ November 3 - Coffee with the Village Board;
➢ November 4 - Elk Grove Cares speech at Living Hope Church & Christus Victor Church;
➢ November 6 - Tour of Business Park for the Head of Bahamas Bowl; and
➢ November 8 - Took a Train Ride in Business Park to discuss future improvements with
Progressive Rail.
Tree Lighting Ceremony -The Annual Tree Lighting Ceremony will be on November 23, 2018 featuring
Gary Puckett and the Union Gap at 4:30 p.m., lights and fireworks at 5:30 p.m., followed by a visit from
Santa. Hot chocolate and cookies will be served by the Lions Club with assistance from the Lionesses.
Presentations:
2019 Mid -Summer Classics Summer Concert Series - The summer concerts are hosted by the Village and

the Elk Grove Park District. The following bands are confirmed for 2019:
➢ July 4 - Melissa Etheridge (Rotary Green)
➢ July 9 - Boz Scaggs (Town Center)
➢ July 16 - The Commodores (Town Center)
➢ July 23 - Wynona and The Big Noise (Town Center)
July 30 - Night Ranger (Town Center)
Consent Agenda Item 6-c - Mayor announced that item c on the Consent Agenda references the property
taxes. For the 12th year we are not raising our general property taxes and for the first time in a long time
we are not raising property taxes for pensions or debt service. There is a zero dollar or zero percent
change in the property taxes this year.
City of Pernik Friendship Agreement - Ivan Anchev, Bulgarian Consul General for Chicago and Mayor
Vyara Tserovska of the City of Pernik joined Mayor Johnson at the podium. Ivan Anchev reached out to
the Village to discuss working together with the City of Pernik. Mayor Tserovska thanked the Mayor and
the Village Board for the opportunity and thanked all the Bulgarians that have contributed to make this
historical event. The City of Pernik is looking to rebuild their community into an industrial
manufacturing city and move away from the former coal mining industry. The City of Pernik is close to
the Capital of Bulgaria, Sofia, which is similar to Elk Grove being close to the City of Chicago. Since
Pernik is the same size and population as Elk Grove Village, they thought it would be a good connection.
This area of Chicago has the second largest concentration of Bulgarians outside the Capital of Bulgaria.
Mayor Tserovska plans to take Elk Grove Village as a model for Pernik and use this friendship to help
model the city. Pernik would like to introduce Elk Grove Village to the Bulgarian culture and provide the
knowledge of history and extend an invitation to meet more people from the City of Pernik.
Ivan Anchev stated that this is a historical moment this evening for the dual relationship. There are not
many Sister Cities between Bulgaria and the United States. Ivan represents a great part of the Bulgarian
community not only in Elk Grove but also in the northern suburbs. Elk Grove Village has the biggest
Bulgarian Saturday/Sunday school with over 600 students attending to study Bulgarian language,
history and the culture. They are looking to enhance the educational and cultural experiences between
countries. Mayor Johnson presented the Proclamation honoring the Friendship Agreement and Mayor
Tserovska joined him in front of the dais to formally sign the Agreement.
There was a recess at 8:00 p.m. to take photos with the Delegation prior to them leaving the meeting.
The meeting reconvened at 8:20 p.m.

Trustee Reports
Trustee Franke - No report.
Trustee Lissner - Attended the Veterans Day Ceremony on November 11th at the VFW.
There will not be a class at Enclave this Wednesday because of Thanksgiving but there will be a class in
December.
Trustee Petri - No report.
Trustee Czarnik - Attended the Veterans Day Ceremony on November 11th at the VFW and also attended
the Veterans Day Ceremony at Elk Grove High School on Friday, November 9th honoring heroes past and
present.
Trustee Feichter - The Community Character Coalition recognized two people, Brett Tanner and Jim
McEnroe, for their heroic actions for notifying and assisting a neighbor to safety for a house fire on Crest
Avenue.
The Community Character Coalition is collecting Toys for Tots for the Marine Corps. Boxes are placed
around the community to collect new, unwrapped gifts.
The Elk Grove Police Department is participating in the annual Cops for Kids Program on December 8th
to help families in need.
Trustee Prochno - The Farmers Market has moved indoors for the winter to Christus Victor Lutheran
Church, 1045 S. Arlington Heights Road. The December dates for the Winter Market are on Saturday,
December 1st and Saturday, December 15th. The hours are from 8:00 a.m. until 1:00 p.m. during the
winter months.
The Sister Cities Exchange Students from Termini Imerese will arrive this Saturday and stay with their
counterpart student from Elk Grove High School. The Exchange Students will trail an Elk Grove High
School student and stay with a family. They will participate in an assortment of cultural and educational
events that will include the annual Tree Lighting Ceremony. The Elk Grove High School students will

visit Termini Imerese in the Spring and stay with their families to share in the cultural experience.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
October 31, 2018 Accounts Payable Warrant in the amount of $2,711,540.37.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Township to waive permit fees in the amount of $42.00 for a
storm sewer connection near Laurel Street.
b. Authorization of a request from Christus Victor Lutheran Church, 1045 S. Arlington Heights Road, to
waive permit fees in the amount of $769.60 for a roof replacement project.
C. Authorization to concur with the 2018 combined Village and Library property tax levy determination of
$30,496,383 less the proposed abatement of $6,358,395 for a net levy $24,137,988.
d. Authorization to award a contract to AVI Systems of Arlington Heights, IL, the low bidder for the
purchase of a PTZ Camera Package in an amount not to exceed $27,947.00 from the Cable Television
Fund.
e. Authorization to award a professional service contract to Engineering Resource Associates of
Warrenville, IL for Phase II Engineering Services for the water main replacement on Tanglewood
Drive from Greenbriar Street to Ridgewood Road including Tanglewood Court in the amount of
$28,875.16 from the Water and Sewer Fund.
£ Authorization to award a purchase contract through the Houston -Galveston Area Council (HGAC) joint
purchasing cooperative to Equipment Management Company of Channahon, IL for the purchase of
Genesis Rescue Systems battery -operated extrication tools in the amount of $37,408 from the General
Fund.
g. Authorization to award a purchase contract through the Suburban Purchasing Cooperative to Sutton Ford
of Matteson, IL for the purchase of one Ford F-150 Police Responder in the amount of $41,375.
h. Authorization of a balancing change order for the following items related to budgeted fire station
construction and improvement projects within the Capital Projects Fund:
• To award a contract to Lyons Pinner Electric of LaGrange, IL for the relocation and installation
of streetlights on Meacham Road in front of Fire Station 10 in the amount of $27,300; and
• To increase a contract with House of Doors of Brookfield, IL for the purchase of three (3)
additional overhead doors for Fire Station 7 in the amount of $33,305.
i. Authorization to award a purchase contract to Corporate Concepts of Lombard, IL for the purchase,
delivery, and installation of furniture, fixtures, and equipment (FF&E) for Fire Stations 8 and 10 in the
amount of $177,539.44 from the Capital Projects Fund.
j Authorization to waive formal bidding procedures and award a purchase contract to Energenecs, Inc. of
Saukville, WI to design and furnish two replacement SCADA and Motor Control Centers for two water
booster pump station control panels in the amount of $295,480 from the Water & Sewer Fund.
k. Authorization to award a professional service contract to Entertainment Management Group of Elk
Grove Village, IL to manage and operate the 2019 Mid -Summer Classics Concert Series in an amount
not to exceed $435,000, of which $50,000 will be reimbursed back to the Village by the Elk Grove Park
District.
1. Authorization to approve the first quarter financial report ending July 31, 2018.

DES PLAINES, IL FOR SUPPORT SERVICES IN CONNECTION WITH ELK GROVE VILLAGE'S
GEOGRAPHIC INFORMATION SYSTEMS (GIS) IN AN AMOUNT NOT TO EXCEED $162,892.20
FROM THE BUSINESS LEADERS FUND."

13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - There were 38 donors that participated in
the November 3rd blood drive. Your donation is greatly appreciated. The next blood drive will be held in
January.
14. INFORMATION COMMITTEE - Trustee Franke - Applications are due on January 26 for the 2019
Citizens Police Academy beginning on February 6 from 6:30 p.m. to 8:30 p.m. on Wednesday evenings
through March 27. Please contact Officer Dave Johnson at davejohnson@elkgrove.org for more
information. Applications are available on the website at www.elkgrove.org.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Holiday lights, batteries and CFL lightbulbs
can be recycled at the Community Development Department at the Village Hall.
16. PARADE COMMITTEE - Trustee Czarnik - Saturday, September 21, 2019 is the new date for the
Hometown Parade that will be held in conjunction with the Elk Grove Village annual Oktoberfest. The
next Parade meeting will be on Monday, January 7, 2019 at 5:30 p.m. in Room E of the Zettek Municipal
Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik
Beisner Road Right of Way Storm Sewer Improvement - Due to the wet weather conditions, the
contractor will continue with the placement of top soil and laying sod. In addition, the roadway
restoration work was pushed back.
Elk Grove Boulevard / JFK Boulevard - Construction will continue and crews will continue to work on
the general clean and punch list items. Daily lane closures may occur during completion of the work.
20. AIRPORT UPDATE - Mayor Johnson - They are working on the long term plan for flight rotations
for Fly Quiet. A meeting is scheduled on Thursday to set the criteria.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No additional report.

24. REPORT FROM VILLAGE MANAGER - Congratulations to Village Manager Rummel on his 29th
Anniversary with the Village of Elk Grove.
25. REPORT FROM VILLAGE CLERK - The turnout for Early Voting was impressive with a record
number of 4, 323 ballots cast during Early Voting at the Village. The last Gubernatorial Election in 2014
had 2,150 ballots cast and the last Presidential Election had 4,752 ballots cast.

28. PUBLIC COMMENT - 8:45 P.M. - Mayor asked if anyone else would like to address the Village Board
this evening. Paul Petzold thanked the Village for the program where high school students assisted
with raking the leaves. They did a great job.
