MINUTES
REGULAR VILLAGE BOARD MEETING
June 16, 2015
1. CALL TO ORDER- 7:10 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.
Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno
A Quorum was present
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker,Village Clerk Judith M. Keegan
Mayor Johnson advised there will only be one Board meeting per month in June, July and
August. The July meeting will be held at 5:00 p.m. prior to the evening concert. There will
be no public comment allowed that evening.
Mayor Johnson introduced Luke Bonacci, Assistant Mayor for the evening. Luke attends
Queen of the Rosary school.

3.APPROVAL OF MINUTES OF May 26, 2015 - Motion to approve the Minutes of the
Regular Village Board Meeting held on May 26, 2015 as submitted and dispense with
the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Mayor Johnson stated that long time
Chairman of the Fire & Police Commission, Doc Shapiro, recently stepped down from the
Commission after serving the Village for close to forty-five years. The Fire & Police
Commission hire the Firefighters and Police Officers for the community. Mayor Johnson
asked for a motion to appoint Burch Ehrke Chairman of the Fire & Police Commission.

Mayor Johnson stated retired Deputy Police Chief, Dion Zinnel, has agreed to join the Fire &
Police Commission. Mayor Johnson administered the Oath of Office to Dion Zinnel. Mr.
Zinnel stated he is honored to have the opportunity to serve on the Commission.
Mayor Johnson announced that at this time there are no plans for the Stanley Cup to come
to Elk Grove. An announcement will be made if information is received that the Cup will be
coming to the Village.
Mayor Johnson announced the Police Department recently conducted a tobacco sting and
there was one hundred percent compliance by all Village establishments.
Mayor Johnson expressed his frustration with the opening of Caputo's and advised that
they are still having issues with their cooling system. The Village looks forward to Caputo's
opening but will no longer speculate when the opening will take place.
Buffalo Wild Wings will be opening on Monday, July 20, 2015. The Mayor stated Buffalo
Wild Wings is looking for employees and are now hiring.

Mayor Johnson noted there have been rumors going around the Village about the High
School Choirs not performing at this year's Tree Lighting Ceremony. The Elk Grove High
School and Conant High School Choirs have performed at past Tree Lighting Ceremonies.
This year the Village hired Lee DeWyze to perform at the Tree Lighting to kick-off the
Village's 60th Anniversary. The Mayor advised after last year's Tree Lighting,the Elk Grove
High School Choir advised the Village that they no longer wanted to participate in the Tree
Lighting. The Village respects their decision and thanks the Choir for their past
participation.
Meetings and Events - Mayor Johnson attended the following meetings and events:
May 28 - Illinois State Toll Highway Board Meeting. Mayor Johnson thanked Governor
Rauner for appointing him to the Board. Mayor Johnson stated it will be nice to have input
since the Village is surrounded by several tollways.
tune 1 - Byrd School 3rd grade student visit. Seventy-five students toured Village Hall and
the Police and Fire Departments.
lune 3 - SOC meeting- The experts unveiled some opportunities to help minimize the
impact of the O'Hare Airport expansion and sound impact. An interesting fact revealed that
if there are no more runways added to O'Hare, there is enough capacity to handle flights
through 2035 and beyond. The problem at O'Hare is that there is not enough terminal
space to handle the flights they have. Right now they are short twenty terminals to handle
the present capacity of flights. O'Hare does not need more runways, it needs more ground
facilities. Information was also provided on how to minimize the noise impact from the
airplanes. The team of experts is compiling a report and SOC is hopeful to meet with the
City of Chicago and the FAA in the near future to discuss operational changes to minimize
the impact of the airport.
lune 8 - DARE Graduation at Grove Jr. High. The DARE program continues to thrive and
expand. Officer Johnson recently met with Elk Grove High School students. Mayor Johnson
thanked Trustee Lissner for his persistence in expanding the program to the high school
level.
lune 9 - State of the Village Address at the Senior Center.
lune 9 - Dedication of open space by Fox Run Golf Club to John Glass, Chairman of the Plan
Commission. John has been the Chairman of the Plan Commission for thirty-two of the last
thirty-five years. John was instrumental in getting Centex to dedicate the land to the Village
for open space. Trustee Petri recommended that a dedication be made to Mr. Glass.
tune 11 - Presented a Proclamation to Des Plaines Office Supply honoring their 601h
Anniversary.
lune 12 - Event at Stern Pinball with Governor Rauner. Stern Pinball recently moved to the
Village from Melrose Park. Mr. Stern chose to move his company to Elk Grove despite
receiving several requests and offers to move out of State.
lune 10 -Attended the wake of Matthew Skowronski, son of Elk Grove
Firefighter/Paramedic Mark Skowronski. Mayor Johnson expressed condolences on the
loss of a member of the Elk Grove Village family.
Oaths of Office - Mayor Johnson administered an Oath of Office to Luke Bonacci, naming
him Deputy Mayor for the evening.
Fire Chief Mikel joined Mayor Johnson at the podium. Chief Mikel gave brief employment
histories and Mayor Johnson administered Oaths of Office to Battalion Chief Mark
Percudani and Lieutenant James Derma, Jr.
Scholarships - Trustee Franke asked fellow Youth Committee members to join him at the
podium. Trustee Prochno, Bill O'Malley, Bob Biedke and Christine Kelley joined Trustee
Franke. Barb Lahtinen was not present. Twenty-two applications were received this year.
The Committee reviews the applications and awards three scholarships. Trustee Franke
stated each application was excellent and he wished he could award a scholarship to each.
Three one thousand dollar scholarships are awarded, two from the Village and one from
the Parks Foundation. Scholarships were presented to Autumn Carney, Chase Dorn and
Gretchen Schneider. Chase Dorn was unable to attend the meeting and her father, Karl
Dorn, accepted the scholarship on her behalf. Trustee Franke thanked the Youth
Committee members for their hard work and dedication.

Awards - Mayor Johnson asked Trustee Petri, Chairman of the 60th Anniversary Committee,
to join him at the podium. The Village recently sponsored two contests for the 60th
Anniversary. One contest was for grade school children to design the 2016/17 Village
Vehicle Sticker and the other was open to everyone to design the 60th Anniversary Logo.
Trustee Petri announced the following winners:
Vehicle Sticker Winners -Veda Shukla, Honorable Mention, $50 Visa Gift Card; Angelica
Baehr, Honorable Mention, $50 Visa Gift Card; Daphne Johnson, 2nd Place, $100 Visa Gift
Card and Quentin Woehler, 1st Place, $200 Visa Gift Card.
Logo Competition Winners - Marcy Somenek, Honorable Mention, $100 Visa Gift Card;
Thomas Modrich, Honorable Mention, $100 Visa Gift Card; Renee Tanner, 2nd Place, $250
Visa Gift Card and Dave Hartmann, 1st Place, $500 Visa Gift Card.
Trustee Prochno announced the Kenneth Young Center will be hosting their 28th Annual
Golf Outing and Luncheon on Thursday, August 6, 2015, at the Bloomingdale Golf Club.
Over two dozen volunteers attended the annual Elk Grove Village Salt Creek cleanup
coordinated by Nick Nikola. Boy Scout Troop 95, two CERT members and several residents
contributed.
The VFW will be hosting a BBQ rib dinner on Saturday, July 11, 2015 from 5:00 p.m. to 8:30
p.m.
Trustee Feichter asked that everyone please remember the meaning of the 4th of July. The
41h of July is a celebration of the signing of the Declaration of Independence. The
Declaration of Independence is America's birth certificate that made us what we are as a
nation. The Declaration of Independence was primarily written by Thomas Jefferson. It is
a beautiful document that everyone should take the time to read.
Trustee Petri attended a ribbon cutting at Midwest Siding, 41 Lively Boulevard, on June 4,
2015. On June 9, 2015 Trustee Petri attended the John Glass dedication. Trustee Petri
attended a birthday party today at Alexian Village for Eva Krist who turned 104.
Mayor Johnson stated there is an opening on the Zoning Board of Appeals now that Dion
Zinnel moved to the Fire & Police Commission. Mayor Johnson asked for a motion to
appoint Mary Ellen Larson to the Zoning Board of Appeals.

6. CONSENT AGENDA
a. Authorization to approve a temporary sign permit for Buffalo Wild Wings located at 944
Elk Grove Town Center.
b. Authorization of a request from the Elk Grove Village Lions Club, located at 1645 Von
Braun Trail, to waive the FY 2015-16 business license and permit fees associated with the
Kelly Miller Circus in the amount of$175.
c. Authorization of a request from the Elk Grove Lions Club, located at 1645 Von Braun
Trail, to waive the FY 2015-16 business license fee and temporary water connection
permit fee, for the use of a fire hydrant for non-firefighting purposes for the July 4
Fireworks Celebration in the amount of$175.
d. Authorization of a request from Prince of Peace United Methodist Church, located at
1400 Arlington Heights Road, to waive the FY 2015-16 business license fees in the
amount of$325.
e. Authorization of a request from Golden Corridor Advanced Manufacturing Partnership
for 2015 sponsorship dues in the amount of$10,000.
f. Authorization of a request from Meet Chicago Northwest Convention Bureau for payment
of annual dues for FY 2015-16 in the amount of$104,201.53.
g. Authorization to award a purchasing contract with Henderson Truck Equipment of
Gilberts, IL to furnish and install polyethylene tanks and liquid dispensing systems on
two (2) Village plow trucks, in an amount not to exceed $18,606.46 as budgeted in the
General Fund.
h. Authorization to award a professional services contract to Entertainment Management
Group of Elk Grove Village, IL to manage and operate a concert as part of the Village's
annual Holiday Tree Lighting Ceremony in an amount not to exceed $26,500.
i. Authorization to award a professional service contract with Safeguard Waterproofing -
Ram Jack of Franklin Park, IL for the 2015 Sidewalk Slab Jacking Contract in the amount
of$39,188.25 from the General Fund.
j. Authorization to award a sole source contract to Fire Service, Inc. of St. John, IN for the
purchase of 25 sets of custom turnout gear in the amount of$46,387.50 from the General
Fund.
k. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to Old Dominion Brush Company, Inc. of
Richmond, VA for the purchase of one (1) Leaf Vacuum Collector with accessories in the
amount of$52,370.48 from the Capital Replacement Fund.

11. RECYCLING &WASTE COMMITTEE -Trustee Feichter-The electronic recycling and
document destruction event was very successful. Approximately six hundred cars
participated between 9:00 a.m. and noon. Trustee Feichter thanked Assistant Village
Manager Maggie Jablonski for supervising the entire event. Trustee Feichter also thanked
CERT volunteers, the Public Works Department, SWANCC and the Police Department for
their contributions to the event.

13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - There will be a meeting on
Thursday, June 25, 2015 at 11:30 a.m. at Village Hall.
15.YOUTH COMMITTEE - Trustee Franke -The Youth Committee will be sponsoring a
Splash Party for Junior High through High School age children on July 10, 2015 from 8:00
P.M. to 10:00 P.M.
Mayor Johnson stated Rotaryfest will be taking place Wednesday, June 171h through
Sunday, June 21s'.
16. PARADE COMMITTEE -Trustee Czarnik- The Mardi Gras Parade will take place on
Saturday,June 20, 2015 at 5:00 p.m. Trustee Czarnik thanked all the donors that
contribute to making the parade special. Grand Marshals for the parade are Tom, Larry and
Kevin Walter. The Parade Committee will have their wrap-up meeting on Monday,June 22,
2015 at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik-Acknowledge a good deed by
nominating someone for the Community Spirit Award. Forms are available at Village Hall,
the Library, the Pavilion and on the Village website.
"The Caring Place" is the name of the Community Respite Program. The program is
available from 9:30 a.m. to 3:30 p.m. on Mondays,Wednesdays and Thursdays at Christus
Victor Church. The program is organized and supervised by trained and caring staff.

20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Kenny Rogers
will perform on July 41h at 8:00 p.m. followed by fireworks. Kansas will perform on July 7,
38 Special on July 14, Travis Tritt on July 21 and Christopher Cross and Air Supply on July
28.

Mayor Johnson presented Luke with a Certificate for acting as Assistant Mayor for the
evening.
28. PUBLIC COMMENT- 8:28 p.m. - Monika Montemayer, 1345 Cumberland Circle East,
PTO President at Byrd School and PTO Secretary at Grove Jr. High, addressed the Village
Board about installing digital signs at both schools. Mayor Johnson advised that the Village
already met with the PTO members and the request is under review by Village Staff. The
Village has always limited the amount of electronic signs allowed within the Village
because of the numerous amounts of businesses, churches and schools within the
community. If everyone had electronic signs the Village could end up looking like Las
Vegas. Staff is conducting an in-depth review of the policy and gathering information from
other communities to see what their policies allow. Once staff has gathered all the
necessary data, they will present the information to the Village Board for review. The
information will be discussed at a future Committee of the Whole meeting. Updates will be
provided to the PTO members as they become available.
