Sach, Watermark Engineering Chairman Glass called the meeting to order at 7:00 p.m. Item 1: July 30, 2018 Meeting Minutes Commissioner Geinosky moved to approve the minutes of the July 30, 2018 meeting minutes. Commissioner Carlson seconded the motion. Upon voting (Carlson, Geinosky, Glass, Schumm, Weiner, Morrill, AYES, DeFrenza, Rettberg ABSTAIN), the motion passed. Item 2: Proposed Landscape Plan for the McDonalds Drive-Thru Restaurant at 947 Meacham Road Chairman Glass explained that back in June, the Plan Commission recommended approval of a Special Use Petition for the McDonalds drive-thru at 947 Meacham Road. As one of the conditions of the recommended approval, the Petitioner was required to present a final landscape plan to the Plan Commission for approval. Chairman Glass invited the Petitioner to present the final landscape plan. J. Olguin stated that the petitioner heard the requests and comments made by the Plan Commission at the hearing in June and had made the necessary adjustments to the landscape plan to address these issues. He further explained that staff had enforce additional landscaping and screening requirements, which the Petitioner also complied with in the final landscape plan. Chairman Glass asked M. Jablonski whether staff had approved the landscape plan. 1 M. Jablonski stated that staff had approved the plan as being in compliance with the requirements of the Village Code. She further stated that one of the concerns expressed at the hearing in June was in regard to screening noise from the drive-thru speaker, and the plan included heavy shrubbery between the speaker and the road to shield this noise. Commissioner Rettberg asked if the new restaurant would be open in December. J. Olguin stated that they were hoping to open this year if they stayed on track with the construction schedule. Commissioner Rettberg asked whether all of the landscaping features shown in the plan would be in place as of their planned opening in Decemeber. J. Olguin stated that the landscaping would be installed based on best practices to ensure landscape materials will survive. He stated they would rely on experts, and as a result some plantings might be delayed until spring K. Sach stated that the intention is to install the plants this fall, but some plantings may need to be delayed based on availability from nurseries of the need for some landscape materials to be installed in the spring to ensure survival. Commissioner Rettberg asked if the existing McDonalds on Meacham would close when the new McDonalds opens. J. Olguin stated it was their intention to have a seamless transitions between the two locations, but that the timing might vary based on construction progress. Commissioner Geinosky stated that some of the concerns brought up in the hearing in June were the glare of headlights in cars going into homes on the west side of Meacham and the south side of Nerge. He asked how this had been addressed in the landscape plan and whether there was any additional berming planned. J. Olguin stated that no additional berming was planned, but landscape materials were placed to provide a shield from headlights in the drive-thru. Additionally, he explained that the way the site sits, Meacham Road is higher than the site, which itself provides shielding from headlights shining into homes across the road. Commissioner DeFrenza asked what will happened to the current McDonalds on Meacham Road. J. Olguin stated that the site is not owned by McDonalds, but is being leased. He explained that the lease is up in December and that the property will be turned over to the landlord to pursue any actions he feel is appropriate. Chairman Glass stated that he always felt a mistake has been made due to the cross -traffic at that shopping center, and expressed hope that a new tenant might provide the Plan Commission an opportunity to correct this issue. RECOMMENDATION Commissioner Rettberg moved to recommend approval of the Proposed Landscape Plan for the McDonalds Drive-Thru Restaurant at 947 Meacham Road. Commissioner Schumm seconded the motion. Upon voting (Carlson, DeFrenza, Geinosky, Glass, Morrill, Rettberg, Schumm, Weiner AYES) the motion carried unanimously. Item 3: Adjournment Commissioner Weiner motioned to adjourn the meeting and Commissioner Carlson seconded the motion. Upon voting (Carlson, DeFrenza, Geinosky, Glass, Morrill, Rettberg, Schumm, Weiner AYES) the motion carried unanimously.
