ACCOUNTS PAYABLE WARRANT: DECEMBER 31, 2018 $10,777,273.03 JANUARY 8, 2019 $852,516.27 6. CONSENT AGENDA a. Consideration of a request to increase the contract with Davis Tree Care and Landscape Inc. of Forest Park, IL for the Parkway Tree Maintenance Program in a total amount of $35,000, for a total contract amount not to exceed $146,856. (On April 25, 2018, the Village Board awarded a contract to Davis Tree Care and Landscape, Inc. of Forest Park, IL to provide for annual parkway tree trimming and pruning, tree and stump removal, stump grinding, and wood chip disposal. (The contract was awarded in the amount of $111,856.00. (Due to the extensive damage sustained by the trees during an early winter storm, a large number of trees required emergency removal. (It is recommended to increase the awarded contract for the Parkway Tree Maintenance Program to Davis Tree Care and Landscape, Inc. to the amount of $146,856. (Funds for this contract are budgeted in the Public Works Land & Forestry accounts. (The Director of Public Works recommends approval.) b. Consideration to award a professional service contract to Burns & McDonnell Engineering Company Inc. of Downers Grove, IL for construction engineering services for the rehabilitation of Pump Station 2 and Pump Station 6 in the amount of $60,500 from the Water & Sewer Fund. (A proposal was solicited from Burns & McDonnell Engineering Company, Inc. of Downers Grove, IL for construction engineering services related to the rehabilitation of Page 1 of 5 Pump Station 2 (1231 Busse Road) and Pump Station 6 (1751 Greenleaf Avenue). (The professional service contract includes project management and inspection services. (The Director of Public Works recommends approval.) c. Consideration to award a professional service contract to the lowest responsive and responsible bidder AMS Mechanical Systems, Inc. of Woodridge, IL for the Busse & Greenleaf Pump Stations Rehabilitation Project in the amount of $1,055,250 from the Water & Sewer Fund. (On Tuesday, December 18, 2018, the Village opened sealed bids for the Busse & Greenleaf Pump Station Rehabilitation project. (The project consists of removing and replacing the existing Commonwealth Edison power facilities, Motor Control Centers, SCADA Panel, booster pumps & motors, stand-by generator and select process piping & valves, and all incidental and collateral work necessary to complete the project. (A total of twelve (12) contractors obtained contract documents, with three (3) submitting bids on the project. (The lowest responsive and responsible bid was received from AMS Mechanical Systems, Inc. of Chicago, Illinois in the amount of $433,152. (Adequate funds are available in the Water and Sewer Fund. (The Director of Public Works recommends approval.) d. Consideration to award a professional service contract to the most responsive and responsible bidder Valor Technologies, Inc. of Bolingbrook, IL for the pre -demolition asbestos and universal waste/hazardous building components abatement of the former Elk Grove Motel property located at 1600 Oakton Avenue in the amount of $46,300 from the Busse -Elmhurst TIF District. (On Thursday, December 19, 2018, the Village opened sealed bids for the pre -demolition asbestos and universal waste/hazardous building components abatement of the former Elk Grove Motel. (A total of four (4) contractors submitted bids on the work. (Valor Technologies was deemed to be the most responsive and responsible bidder. (The Village is pursuing the environmental remediation in an effort the expedite any potential redevelopment of the site. (The Deputy Village Manager recommends approval.) e. Consideration to adopt Ordinance No. 3581 granting a Special Use Permit to Yamazen, Inc. to permit warehousing, distribution and light assembly in the Office Park Conditional Use District and also granting a variation of the 40% maximum floor area use for warehousing to permit warehousing use of 45.31% for property located at I I I Northwest Point Boulevard, Elk Grove Village. (This item was discussed at the Village Board Meeting on December 11, 2018 and currently appears under Unfinished Business.) Consideration to adopt Resolution No. I-19 (attached) authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Page 2 of 5 Property Classification Ordinance as amended February 15, 2006 for certain real estate located at Lot 1 in the Metropolitan -Northwest Subdivision in the Park at Northwest Point (Yamazen Inc.). (Yamazen Inc. (Applicant), is seeking a Cook County Class 6B Property Tax Exemption for a development at Lot 1 in the Metropolitan -Northwest Subdivision in the Park at Northwest Point. (Yamazen is a global industry leader in the sale and distribution of machine tool equipment, small tools and accessories, plastic injection molding equipment, automation and other high performance manufacturing equipment. Yamazen supports industries such as automotive, medical, aerospace, energy and construction. (The Applicant intends on purchasing the approximately seven acre site and construct a state-of-the-art 128,000 square foot building. The building would consist of corporate office space, product demonstration area, parts center, and warehouse with a total cost of approximately $16 million. (Yamazen is currently located in Schaumburg. Yamazen intends to relocate its entire operation to Elk Grove Village transferring approximately 60 jobs and creating an additional 20 jobs. (The Class 6B classification is designed to encourage industrial development throughout Cook County by offering a real estate tax incentive for the development of new industrial facilities, the rehabilitation of existing industrial structures, and the industrial reutilization of abandoned buildings. The goal of Class 6B is to attract new industry, stimulate expansion and retention of existing industry and increase employment opportunities. The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. This site qualifies as it involves new construction. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10% of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25% of fair market value in Cook County. (The Director of Business Development and Marketing recommends issuing a Letter of Receipt.) 7. REGULAR AGENDA 8. Consideration to adopt Ordinance No. 3582 declaring the necessity and convenience of the conveyance of certain property located at 600 Landmeier Road in Elk Grove Village from the Elk Grove Park District to the Village of Elk Grove Village (Village Public Works Facility). (The Elk Grove Park District is the owner of a parcel of land located at 600 Landmeier Road for which it has no further use. (It is necessary and convenient for the property to be conveyed to the Village of Elk Grove Village for use in connection with owning and operating the existing Public Works Facility located at 600 Landmeier Road.) h. Consideration to adopt Ordinance No. 3583 declaring ineffective the Village of Elk Grove Village's prior annexation of certain property pursuant to Ordinance No. 3560 (Metropolitan Water Reclamation District of Greater Chicago Property). (This Ordinance is declaring Ordinance No. 3560 a nullity once it was determined that the necessary notice required to adopt the Ordinance was not given.) i. Consideration to adopt Ordinance No. 3584 annexing certain property to the Village of Elk Grove Village and to zone said property in accordance with the Village's Zoning Ordinance (Metropolitan Water Reclamation District of Greater Chicago Property). (With Ordinance 3560 being declared a nullity, this Ordinance will again annex that property to the Village. (Upon annexation, the Subject Property shall be zoned to the I-1 Industrial District in the Village of Elk Grove Village, in accordance with Chapter 6, Section 64A, of the Zoning Code of the Village of Elk Grove Village.) j. Consideration to adopt Ordinance No. 3585 Repealing Ordinance No. 3566 entitled "An Ordinance Annexing Certain Property to the Village of Elk Grove Village and Rezoning Same in Accordance with the Village's Comprehensive Plan and Zoning Map. (Subsequent to the passage of Ordinance 3566, the Village discovered that the property subject to annexation was not "wholly bounded" as required by State Statute. Pagel of 2 (This Ordinance is declaring that the attempted annexation of that certain property subject to and legally described in Ordinance No. 3566 is ineffective and a nullity and is hereby repealed.)
