REGULAR VILLAGE BOARD MEETING
August 18, 2015
1. CALL TO ORDER - 7:09 p.m.
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Linda Thurston, Christus Victor Lutheran Church
3. APPROVAL OF MINUTES OF July 14, 2015 - Motion to approve the Minutes of the
Regular Village Board Meeting held on July 14, 2015 as submitted and dispense with
the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
meeting and events:
July 15 - Doughboy's Restaurant Ribbon Cutting
July 16 - Friends of Cycling in Elk Grove meeting to discuss signage for the Salt Creek Bike
Trail
uJ ly 20 - Buffalo Wild Wings Ribbon Cutting
July 20 and JulL31 - FAA meetings about the airport. Almost two thousand comment cards
were turned in to the FAA at the meeting held at Belvedere Banquets last Thursday. SOC is
communicating with the Chicago Aviation Department and a flight rotation system is being
looked at. A package is expected by September 15 from the JDA experts with suggestions
on how to mitigate the impact of the expanded airport.
uJ ly 23 - Tollway Board meeting- the Mayor attended a ribbon cutting of the Elgin O'Hare
connection to 1-290. Mayor Johnson advised no tolls are being collected on the Elgin
O'Hare until July of 2016.
August 11 - SOC Board Meeting
August 12 - Busse Woods Reservoir South Dam Ribbon Cutting Ceremony. Construction is
starting now and the project should be complete by Thanksgiving. The dam will not lower
the level of the lake, but when there are heavy rains the dam will open and keep the lake
constant. The creek will fill up during heavy rain but not go over its banks. The dam would
have prevented thirty-seven out of the last forty flooding events in the Village. Mayor
Johnson commended the Trustees for approving an increase in funding when the estimated
cost of the project came in higher than anticipated. Cook County Board President
Preckwinkle, DuPage County Board Chairman Dan Cronin, Metropolitan Water Reclamation
President Mariyana Spyropoulos, local Mayors and Township Officials attended the ribbon
cutting. This project is a prime example of Government working together.
August 18 - FAA Public Hearing at Belvedere Banquets
Mayor Johnson stated this year's summer concerts were by far the best concerts the Village
has had to date. Over 75,000 people attended the five concerts. There were over 17,000
people in attendance at the last concert featuring Christopher Cross and Air Supply. The
lead singer from Air Supply complimented Elk Grove on hosting such a great event. Mayor
Johnson stated the concerts for next year will be announced in November. The 4th of July
concert next year will be held near the high school again, the second concert will be held in
the Town Center,the third concert on July 17th will be the 60th Anniversary concert, which
will be held by the high school and the last concert will be in the Town Center.

Mayor Johnson announced the Stanley Cup will be coming to Elk Grove Village for a Public
Rally on August 29, 2015. The Rally will take place at 10:45 a.m. at the soccer fields behind
the Park District Pavilion. Jim Cornelison, Blackhawks Anthem singer.will be there to sing
the National Anthem and Blackhawks Announcer, Gene Honda, will be there to emcee the
event. August 29, 2015 is being proclaimed "John McDonough Day" in Elk Grove Village. If
it rains that day, the Rally will be held in the gymnasium at the Pavilion.
Proclamation - Trustee Lissner joined Mayor Johnson at the podium. Trustee Lissner
invited members of the Knights of Columbus,Albert Cardinal Meyer Council 5751,with
members from Queen of the Rosary and St. Julian Catholic Churches to the podium. Mayor
Johnson read and presented a Proclamation honoring the Council's 50th Anniversary in Elk
Grove Village. The Knights of Columbus will be celebrating their Anniversary at a Dinner
Dance on August 29, 2015.
Oath of Office - Mayor Johnson introduced Mary Ellen Larson. Mary Ellen was appointed to
the Zoning Board of Appeals. Mary Ellen works for Alexian Brothers Hospital. Mary Ellen's
Father served on the Zoning Board for several years. Mayor Johnson administered the Oath
of Office to Mary Ellen. Mary Ellen thanked the Mayor and Village Board for the
opportunity to serve on the Zoning Board of Appeals.
Awards - Trustee Czarnik joined Mayor Johnson at the podium. Trustee Czarnik presented
the following awards to participants of the 2015 Hometown Parade:
Spirit Award - Girl Scout Service Unit#406
Most Creative - Queen of the Rosary School
Best Theme - Cub Scouts Pack 495
Trustee Czarnik announced the theme for next year's parade is "60th Anniversary."
Deputy Fire Chief Lance Harris joined Mayor Johnson at the podium. Deputy Chief Harris
presented four Fire Chiefs Awards. Fire Chiefs Awards are bestowed upon citizens, civic
groups or employees for distinguished acts of meritorious service to their fellow citizens
and to their community, acts which promote the message of fire protection, fire prevention
and life safety.
Awards were presented to Mr. Nate Ryan and Mr. Bob Ryan for their bravery and
immediate response performing CPR on their work partner, Mr. Jim Liss, who came in
contact with live electrical equipment and went into cardiac arrest.
Awards were also presented to Mr. Roy Mabus and Ms. Cindee Martoano who administered
CPR to Mr. Patrick Machroli, a victim of sudden cardiac arrest while walking to his
residence.
The efforts of all four recipients led to the successful outcomes of both incidents.
Oaths of Office - Deputy Fire Chief Lance Harris thanked the Village Manager, Mayor and
Board of Trustees for their continued support of the Fire Department. Deputy Chief Harris
gave educational and employment backgrounds about each individual and Mayor Johnson
administered Oaths of Office to the following: Firefighter Brian Johnson, Firefighter
Zachary Schlott, Firefighter Mauricio Galarza and Firefighter Michael Beyer and newly
promoted Battalion Chief Nathan Gac.
Trustee Prochno announced the Rotary Club is sponsoring their 3rd Annual Rotary Golf
Outing on Thursday, October 1, 2015 at the Bloomingdale Golf Club. Proceeds benefit the
Elk Grove Rotary Scholarship Program.
The Farmer's Market continues every Saturday morning from 7:30 a.m. to 1:00 p.m. in the
Village Hall parking lot. The 2nd Annual Corn Roast will take place on September 19, 2015.
Everyone gets a free ear of.corn.

Trustee Prochno asked that everyone respect the properties of residents that live adjacent
to parks and schools. She has received several complaints that people are cutting across
private property to access the parks and schools. Trustee Prochno also asked that people
not block private driveways with their vehicles while dropping and/or picking up their
children from school.
Trustee Czarnik stated the 9th Annual Frank J. Czarnik Memorial Golf Outing will be held on
Saturday, October 3, 2015. Proceeds fund scholarships for Elk Grove residents.
On July 19, 2015 Trustee Czarnik represented the Mayor and Board at the Eagle Scout
Court of Honor Ceremony for Benjamin Faughn. It was a very moving ceremony. The US
Marine League presented a KA-bar knife to cut a cake they also presented. The oldest and
youngest scout was asked to cut and eat the first piece of cake, signifying the ongoing
length of scouting. Ben paid great honor to his father by choosing him as his greatest role
model.
Trustee Feichter attended the Executive Committee meeting of Meet Chicago Northwest
last week. There is going to be a reorganization of Meet Chicago Northwest. Members of
the Board told the President that they felt the organization was overstaffed and they need
to cut back on positions and reorganize the roles of some positions. A study on personnel
usage was initiated and conducted by the Chairman of the Board. State funding cuts have
also contributed to some of the difficulties. The changes will probably take place within the
next two months.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the July 31, 2015 Accounts Payable Warrant in the amount of
$1,974,017.62.

6. CONSENT AGENDA
a. Authorization of a request from Queen of the Rosary School, located at 690 Elk Grove
Blvd., to waive FY 2015-16 business license fees in the amount of$50.
b. Authorization of a request from the Elk Grove Park District to waive building permit fees
in the amount of$89 to install electrical circuits & LED lighting in the Carousel Room of
the Pavilion at 1000 Wellington Avenue.
c. Authorization to award a service contract with J.G. Uniforms of Chicago, IL for the
purchase of Police Officer uniforms in an amount not to exceed $40,000.
d. Authorization to award a professional service contract to Wills Burke Kelsey Associates,
Ltd. of St. Charles, IL, to provide staff assistance with gate operations at the Busse
Woods Dam, in an amount not to exceed $44,480 from the Water/Sewer Fund.
e. Authorization to increase a professional services contract with Hampton, Lenzini and
Renwick, Inc. of Elgin, IL for civil engineering design services related storm water
mitigation as part of the Busse Woods Bike Path Connections project in the amount of
$25,392, for a total contract amount not to exceed $97,981 from the BLF Fund.
f. Authorization to reject all bids for the Sanitary Lift Stations - Replacing Fittings & Piping
at Nerge & Rohlwing.
g. Authorization to award a professional service contract to Rebechini Studios, Inc. of Elk
Grove Village, IL to build two (2) LED illuminated signs with built in electronic message
boards in the amount of$236,476 from the Capital Projects Fund.

h. Concur with prior authorization to allow the installation of temporary signs for
Doughboy's Pizza located at 784 Arlington Heights Road.
i. Authorization of a request to hold a Public Hearing before the Plan Commission to
consider the petition submitted by Black Horse Enterprise, LLC for a Special Use to
operate an automotive repair center at 660 Fargo Avenue in the I-I Industrial District.
j. Authorization of a request to hold a Public Hearing before the Plan Commission to
consider the petition submitted by MC Machinery System, Inc. for Resubdivision and a
Special Use permit for warehousing, distribution and light assembly at 85 Northwest
Point Road in the 0-P Office Park Zoning District.
k. Adopt Ordinance No. 3428 entitled, "AN ORDINANCE REZONING PROPERTY
LOCATED AT 2750 TOUHY AVENUE FROM I-1 RESTRICTED INDUSTRIAL

Item r. is a request from the new owners of Curves located at 776 Arlington Heights Road
for a temporary sign for the September 1, 2015 grand opening. Trustee Prochno has
ownership in the business and is recusing herself from the issue.

8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report
9.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Committee
met today to discuss ground feeding of wild animals. The Committee will review the
Minutes from the meeting and make a recommendation to the Village Board at the next
meeting.
10. PERSONNEL COMMITTEE - Trustee Franke stated the employees are very happy.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Residents received an email
from Waste Management stating that harmful materials should not be put in the garbage.
There have been over 150 fires across the country from harmful materials being put in the
garbage.
There were 22,040 pounds documents shredded and 21,900 pounds of electronics recycled
at the last recycling event. Trustee Feichter thanked Maggie Jablonski for coordinating the
event.
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - Trustee Lissner stated there
will be a meeting on September 10, 2015 at 11:30 a.m. at the Oakton Fire Station. Trustee
Petri, Trustee Lissner, Alan Avitia and Josh Grodzin have been visiting members of the
Business Leaders Forum. The meetings have been very interesting. Several businesses
have received telephone calls from out of state economic development representatives
trying to lure their business out of Elk Grove Village and Illinois. Trustee Lissner
commented that Trustee Petri is so knowledgeable of the Business Park that he is telling
business owners things that they don't even know about their business.
Trustee Petri commented it is amazing the things that go on in the Business Park. Today
there was a meeting with a company that is very interested in airplanes being modified
because they make all the equipment for the insides of the planes. Most of the businesses
are very positive, there are a few things they would like to see changed and done
differently in the Village. Josh Grodzin is addressing their concerns directly.
Trustee Petri stated the businesses have been very complimentary of the Elk Grove High
School Workforce Program. The businesses are having a tough time finding qualified
employees.
Mayor Johnson commented on Trustee Lissner's earlier comment about businesses
receiving phone calls trying to lure their business from the Village. Stern Pinball is being
featured in one of the Village's commercials and Mr. Stern told Mayor Johnson that he was
approached by several states about moving his business out of Illinois.
15.YOUTH COMMITTEE - Trustee Franke -The second Splash Party was held on August
14, 2015. One hundred sixty children attended. Unfortunately, the Splash Party had to be
cancelled twenty minutes into the party due to the weather.
Scholarship information will be announced after the first of the year.
16. PARADE COMMITTEE - Trustee Czarnik- Awards were presented earlier in the
meeting. Trustee Czarnik thanked everyone that participated and helped with the parade.

Trustee Czarnik thanked the sponsors and the Grand Marshals, the Walter brothers.
Next year's parade will take place on June 18, 2016 and the parade will be celebrating Elk
Grove's 60th anniversary.
The next Parade Committee meeting will take place on Monday, September 14, 2015 at
5:30 p.m.
17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- There were twenty-nine
donors at the August 1, 2015 Blood Drive.
18. LIQUOR COMMISSION - Mayor Johnson - There was a Hearing scheduled earlier this
evening but the party did not show up. There will be discussion on Thursday on how
things will be handled. The Mayor stated this is the first time since he has been Mayor that
no one has shown up for a Hearing.
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Tree
Lighting Ceremony on the Friday after Thanksgiving. Lee DeWyze will be singing that
evening.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - This year's
concert series was a great success.
21.AIRPORT UPDATE -An update was given under the Mayor's Report.
22. PLAN COMMISSION - Village Manager Rummel - No Report
23. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report
24. REPORT FROM VILLAGE MANAGER- No Report

and can be removed from the Agenda.

28. PUBLIC COMMENT - 8:42 p.m. - There was no public comment. Some discussion
ensued about next year's concert series and stage layout.
