JABLONSKI Assistant Village Manager Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on January 24, 2017 this Executive Session was called to consider a Land Acquisition matter. Land Acquisition The Board discussed a long-term Capital Planning & Reinvestment project, which hinges on the acquisition and disposition of a number of properties throughout the Village. The Village will look to sell the abandoned well site at 931 Mississippi in order to be developed as residential. The Village is finalizing the transfer of land with the Park District to give them Hansen Park at 971 Rohlwing Road, and allow the Village to take possession of the Park District's 17% ownership of the Biesterfield Fleet Garage. With full control of this land, the Village can invest in this facility, with an upgraded fagade, additional storage, new salt storage for the west side of the Village, as well as other maintenance areas and a small nursery. Meacham Fire Station 10 was built in 1977. There is currently over $300,000 of work that needs to be completed on Meacham just to keep it operational. Rather than invest money into this 40-year- old building, the proposal is to build a new 3-bay station, approximately 10,000 square feet, in conjunction with the work on the west side garage. The current Clearmont Pedestrian Bridge restricts water flow during rain events. The Village will look to get grant funding to help reconstruct this bridge on piers outside of the flood plain to remove this bottleneck. The James Petri Public Works Facility at 600 Landmeier is functionally obsolete. Elk Grove Township has looked at the site and the building and likes the property and is interested in obtaining the facility from the Village. If the Township does take over this site, they would have to use our salt storage. To make this work, the plan would be to complete a land exchange with Elk Grove Township, where the Village give them 600 Landmeier in exchange for their property at 711 Chelmsford. If Elk Grove Township takes the facility at 600 Landmeier, the Village would need a new Public Works facility. The Village would like to build a new state of the art facility on 8 acres of land from the Busse Farm property. Greenleaf Fire Station was built in 1971 and is at the end of its useful life. The developer of Busse Farm is interested in acquiring the property where the Oakton Fire Station is located to add to their development. A new Fire Station could be located more centrally to combine the operations of the fire stations at Oakton and Greenleaf. A proposed location has been identified on Howard, near Busse, for the new station, which is centrally located between Stations 8 & 9. The new station would include a new training tower as well. The Village would need to negotiate with the Fire Union on this issue, as we have committed not to close a fire station until 2019. The Village would guarantee no reduction in staffing, only consolidation of operations. �. As part of the infrastructure project, the Village is also planning to undertake several major road improvements, including reconstruction, rehabilitation and intersection improvements. On Arlington Heights Road, the Village is looking to work with the County to add left turn lanes at several locations from Devon to Brantwood. Also included would be aesthetic residential corridor improvements, bicycle/pedestrian crossings into Busse Woods, a continuation of the rear -year drainage program, the addition of a sidewalk drainage program, and new street lighting on Nerge, Meacham and Higgins. In terms of funding, the Capital Projects Fund is currently down to $800,000 and needs an additional funding source. The following is the proposal for funding the necessary land acquisition and construction: • One -Time transfer of $7 million from the General Fund into the Capital Projects Fund; • $30 million Capital Bond Issue - property taxes ($1 OM), and $0.03/therm increase to Natural Gas Use Tax ($20M); • 1% increase to Simplified Telecommunications Tax to act as dedicated funding source for the Capital Projects Fund will generate $800,000 annually • $.01/therm increase to act as dedicated funding source for the Business Leaders Fund will generate $500,000 annually; �.,, • Reallocation of 60% of Red Light camera program to act as dedicated funding source for the Residential Enhancement Fund will generate $330,000 annually; • TIF Increment — Where feasible, TIF revenue stream will be used to offset costs for PW Facility and Fire Station construction; and • Grant Funding — Staff to pursue grant funding to offset funding for various projects The Mayor stated that another one-time transfer of $2 million would go to start increasing the Village's reserve to a 5-month reserve instead of a 4-month reserve. The cost of this project to an average homeowner would be approximately $96.20 per year: Property tax - $36/year; $.04/therm natural gas tax increase - $53/year; Telecommunications tax increase - $7.20. A survey of comparable communities shows that even with all proposed increases, EGV will be the most cost-effective town in the area to live in. The Village Board agreed to review the information and the Mayor would follow up individually for further discussions. The meeting was adjourned at 6:10 p.m.
