Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting
of the Village President and Board of Trustees on March 14, 2017, this Executive Session was called
to consider a Land Acquisition matter.

~" Land Acquisition
The Board discussed the Park District's desire to pay less than the appraised value for the land on
Chelmsford. The Park District Board does not envision a future use for the building and wants to
pay as if the land is vacant. The Village Board has committed to trying to keep a daycare open on
that site, at least initially, and has been considering selling the park land to the Park District and
the daycare to a Bulgarian school who would work with the Township to operate a daycare.
Another option would be to sell the entire property to the Bulgarian school, or to sell the property
to a developer of single-family homes. The Park District has referred to an earlier staff estimate for
the value of the Chelmsford property, but this was not a formal appraisal and is not binding. The
Park District plans to call for a special meeting to make a decision on this matter. The Park
District believes they have the ability to condemn the land for their use if the Village sells to
another user. The Village Attorney is looking into this.
