KNICKERBOCKER Village Attorney Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on April 25, 2017, this Executive Session was called to consider a Land Acquisition matter. Number of pages attached: 1 Date(s) of review for release: November 2017 Date of approval for release: Date approved by Village Board: June 20, 2017 April 25, 2017 6:54 p.m. INII Land Acquisition & Disposition The Park Board received their appraisal of the property at Chelmsford, which came in at $1,300,000 for the site if treated as vacant land. The Park Board has offered to pay $900,000 for just the open land on the Chelmsford Property. The Park Board has offered to pay $2 million for the entire site. The Bulgarian School has been offered a price of $2,350,000 for the entire property. If split, the Bulgarian would pay $1,400,000 for just the school and the parking lot. The Park Board would prefer to purchase the entire property, but they understand that as a result of their delays, the Village has already begun negotiations with the Bulgarian School. The Village is continuing negotiations with the Bulgarian School as they do their due diligence. The terms of the sale will require that should they ever sell the property, the Park District gets first right of refusal. If the Bulgarian School chooses to only purchase the parking lot and building, the terms will also include a requirement of shared use of the parking lot with the Park District and the two parties would have to come to an agreement on joint maintenance of the parking lot. If the Bulgarians cut their price or balk at the terms, then the property can be sold to the Park District. The Township Board has committed to their interest in exchanging the Chelmsford property for the Landmeier Public Works facility. The Township Board understands that they will not be able to occupy the Landmeier facility until December, 2018 at the earliest. The Village will value the Landmeier property at $3,500,000. It will be an even, governmental land swap exchanging the Chelmsford Property and the Landmeier Public Works Facility. The contracts for the purchase of land along Devon for the new Public Works Facility are being finalized. The owners are reviewing the contract, there are still items such as updated environmental studies and remediation notices, soil borings to determine if the property can hold the proposed facility, and other necessary steps that need to be completed before it can be finalized. The Village is moving forward with these steps. The Mayor has indicated to the owner of the video repair shop (which is also his home), that if the sale closes by July 4, the Village will give him until July 14 to vacate the property. The Board discussed why the Township posted the property on Chelmsford for public bid if they intent to go forward with the land swap. The reason the Township posted the property for bid, is that the deal with the Village has not yet been finalized. The Township has a timeline required by the State and so they pursued the public sale in case the deal with the Village fell through. The consensus of the Board is for staff to continue moving forward with the land acquisition and disposition. The meeting was adjourned at 7:17 p.m.
