Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting
of the Village President and Board of Trustees on May 9, 2017, this Executive Session was called
to consider a Land Acquisition matter.

Land Acquisition
The Bulgarian School came in to meet with the Mayor and staff about their proposed acquisition
of the Township's property on Chelmsford. The Bulgarian school has agreed to the plan of
dividing the land so that the Park District will pay $900,000 for the park land and the Bulgarian
School will pay $1,400,000 for the building and the parking lot. The Bulgarians know the price
is firm and they are waiting for the Village to get a Plat of Survey and Resubdivision completed
to line up their financing. The financing is not expected to be a problem. The Bulgarian School
has agreed to keep the daycare and preschool going.
In terms of timing, the plan is to do the land swap with the Township on the same day that the
Village sells the land to the Bulgarian School and the Park District.
The Mayor has requested something in writing from the Park District to confirm their
willingness to purchase the park land on the Chelmsford site for $900,000.
The Bulgarian School has requested the first Right of Refusal should the Park District sell their
parcel, just as the Park District will get the first right of refusal for the Bulgarian School parcel.
Village staff has indicated that the existing Bulgarian pre-school is one of the best run in the
Village.
The consensus of the Board is for staff to prepare the necessary documents of the land
acquisition and disposition.
