REGULAR VILLAGE BOARD MEETING
September 8, 2015
1.CALL TO ORDER- 7.23 p.m.
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor David Straub, Queen of the Rosary Church
3.APPROVAL OF MINUTES OF August 18, 2015 - Motion to approve the Minutes of
the Regular Village Board Meeting held on August 18,2015 as submitted and
dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
meetings and events:
August 27 - Tollway Board meeting-The Board is committed to having the Jane Addams
Tollway completed on time in 2016. The project is a three to four billion dollar project and
only 4/10 of 1% of the contingency fund has been utilized.
August 29 - John McDonough brought the Stanley Cup to Elk Grove Village
September 1 - Trustee Prochno hosted a Ribbon Cutting for the new grand opening of
Curves at 776 Arlington Heights Road.
September 4 - Turf Dedication Ceremony at Elk Grove High School
September 8 - Honored Trustee Petri by naming the Public Works facility on Landmeier
Road after him. Trustee Petri is the longest serving Village Trustee. He has served over
thirty-six years.
Mayor Johnson commented about Village street lights being out. The photo cells on the
lights have been failing. The Village is working with a new company to get the issue taken
care of. Eighty-five new photo cells are being installed this week.
Trustee Petri expressed how surprised and appreciative he was of the honor of having the
Public Works facility named after him.
Mayor Johnson stated an expert from the Illinois Department of Natural Resources did an
analysis in multiple locations within the Village of the sticky substance that residents are
finding on their vehicles,windows, outdoor furniture, etc. The substance is Lecanium
Scale from trees. It is not jet fuel and it is not harmful.
The Mayor announced Joe Caputo &Sons have been advertising on their website that they
are now hiring for the Elk Grove Village location. The Village has not had any recent
discussions with Caputo's and is not aware of any opening date.
Announcements: Tom Busby, Executive Director of the Elk Grove Park District joined
Mayor Johnson at the podium. The Elk Grove Park District submitted an application to
KaBoom, sponsored by the Humana Foundation, to be recognized as a National Playful City
USA. Mayor Johnson, Friends of Cycling and Community Character Coalition all wrote
letters to be submitted with the application. Elk Grove Village was one of three
communities in the State of Illinois to be recognized as a Playful City. Mr. Busby presented
a letter and plaque to the Mayor and Board in recognition of being named a Playful City.
There are only 241 Cities in the Country that have been recognized as a Playful City. Mayor
Johnson thanked Mr. Busby and expressed the pride the Village has in the Park District.
Mayor Johnson invited members of the Elk Grove Library Board to join him at the podium.
Library Trustee, Don Henderson, introduced newly appointed Library Director, Debbie
Pagel of 5
Nelson. Ms. Nelson was previously on staff at the Library in charge of Circulation. Ms.
Nelson expressed her gratitude and excitement on being named the new Director of the
Library and she looks forward to serving the Elk Grove Community.
Oath of Office - Fire Chief Rich Mikel and Fire Lieutenant Joe McEnery joined Mayor
Johnson at the podium. Fire Chief Mikel gave an education and career history and Mayor
Johnson administered the Oath of Office to newly promoted Fire Lieutenant McEnery.
Lieutenant McEnery expressed his gratitude and introduced his family.
Trustee Prochno thanked everyone that attended and contributed to the Kenneth Young
Center golf outing in the beginning of August. Over $48,000.00 was raised. All funds will
be used for programming and helping people within the community.
The VFW will be hosting a chicken dinner on September 19, 2015.
The Rotary Club will be hosting their 3rd Annual Rotary Golf Outing on October 1, 2015 at
Bloomingdale Golf Club. Proceeds benefit the Elk Grove Rotary scholarship program.
Castle Chevrolet in Elk Grove Village has donated a Chevy Camaro to be raffled off next year
on July 17, 2016 at the Village Anniversary Celebration. Six semi-finalists will be drawn at
the 2016 41h of July Celebration. Each semi-finalist will win $600.00 and they will have a
chance on July 17, 2016 to try a provided key to see if they are the winner of the Camaro.
Approximately $12,000.00 has been raised to date. Raffle tickets will be sold at several
future events in the community.
The Elk Grove Farmer's Market continues every Saturday from 7:30 a.m. to 1:00 p.m. The
Market takes place rain or shine. The 3rd Annual Corn Boil will take place on September 19,
2015 from 10:00 a.m. to 1:00 p.m. Everyone is welcome to attend and receive a free ear of
corn.
Trustee Czarnik announced the 9d,Annual Frank J. Czarnik Memorial Golf Outing will be
taking place on Saturday, October 3, 2015 at Fox Run Golf Links. Proceeds provide
scholarships for Elk Grove students.
Trustee Petri reported tomorrow evening he will be attending the Northwest Municipal
Conference meeting with Village Manager Rummel.
Trustee Lissner attended the JAWA (Joint Action Water Agency) meeting on behalf of
Mayor Johnson on August 26, 2015. The Agenda was pretty typical but there was some
discussion about alternative sources for Lake Michigan water other than through the City
of Chicago. The options are being studied but the one thing they all have in common is that
they are all very expensive. Chicago has proposed extending the Agreement for at least
another ten years with a set price limit.
The Knights of Columbus will be conducting their Annual Tootsie Roll Days fundraiser on
September 18 and 19, 2015.
Mayor Johnson referenced a Chicago Tribune article which featured the City of Chicago tax
and fees increase and the water rate fees were increased by one half billion dollars. The
water rates are the biggest source of new income for the City. The suburbs are paying for
the City of Chicago's shortfalls.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the August 31, 2015 Accounts Payable Warrant in the amount of
$943,907.12.

6. CONSENT AGENDA
a. Authorization of a request from the Prince of Peace United Methodist Church, located at
1400 Arlington Heights Road, to waive FY 2015-16 business license fees in the amount
of$200.
b. Concur with prior authorization of a request from Queen of the Rosary located at 750 Elk
Grove Boulevard, to waive fees for a temporary Class A Liquor License and a Food
Caterer's License in the amount of$3,000 for the Parents Club Fall Fest on September 13,
2015.
c. Concur with prior authorization and waive the formal bidding procedures and award. a
professional service contract to Swallow Construction Corporation of Downers Grove, IL
for emergency sanitary sewer repairs at Wellington & Chelmsford in the amount of
$39,445.60 from the Water& Sewer Fund.
d. Authorization to award a professional services contract to Microsystems, Inc. of
Northbrook, IL for the conversion of historical microfiche files to electronic forind in an
amount not to exceed $39,686.
e. Authorization to increase a professional services contract with Wills Burke Kelsey
Associates, Ltd. of St. Charles, IL for civil engineering design services related to the
Busse Woods Dam Modification Project in the amount of$60,940, for a total contract
amount not to exceed $256,840 from the Water & Sewer Fund.
f Authorization to increase a construction contract with Orange Crush, LLC for the
Biesterfield Road and Gibson Drive Rehabilitation Project in the amount of$77,000, for
total contract not to exceed $1,271,000 from the Capital Projects Fund.
g. Authorization of the following:
• to award a construction contract to Campton Construction Inc. of Elburn, IL for
the 164 Lions Drive Field Restoration, in an amount not to exceed $212,371.55
from the Capital Projects Fund; and
• to increase the Fiscal Year 2016 Capital Projects Fund budget in the amount of
$213,100 to cover current and future expenses related to 164 Lions Drive Field
Restoration.
h. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Prime Construction, Inc. of Hampshire, IL for the 2015 (B) Residential
Drainage Improvements in the amount of$215,650 from the Capital Projects Fund.
i. Authorization to award a purchase contract through the Illinois Department of Central
Management Services to Cargill Incorporated Salt Division of North Olmsted, OH for the
delivery of 4,200 tons of bulk rock salt at $65.71 per ton in the amount of$275,982.
j. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Swallow Construction Corporation, Downers Grove, IL for the Water
Main Relocation - Arthur Avenue project in the amount of$612,486 from the 2013 Go
Bond Account.
k. Authorization of the following:
• to award a professional services contract to Civiltech Engineering of Itasca, IL
for Preliminary Engineering for the Brickvale Drive Culvert Improvement over
Willow Creek in the amount of$79,440.79 from the 2013 Go Bond Account; and
• to adopt Resolution No. 41-15 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A LOCAL PUBLIC AGENCY AGREEMENT FOR
FEDERAL PARTICIPATION BETWEEN THE VILLAGE OF ELK GROVE
VILLAGE AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION"

1. Adopt Ordinance No. 3432 entitled, "AN ORDINANCE AMENDING TITLE 3,
CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE
OF THE VILLAGE OF ELK GROVE VILLAGE BY INCREASING THE NUMBER
OF CLASS "H" LIQUOR LICENSES (TRUE WORLD FOODS CHICAGO LLC)"
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.

7. REGULAR AGENDA - Living Hope Church at 777 Meacham Road is requesting a
variation for a monument sign to replace an existing free standing sign. The Village Board
received a report from the Director of Community Development recommending approval of
the sign. Representatives from the Church were present in the audience. The Trustees had
no questions. Trustee Petri commented he is all for monument signs over free standing
signs. Mayor Johnson advised the petitioner that on September 22, 2015 the Board will be
reviewing the Village sign Ordinance and may allow electronic signs on a limited basis,
which may include Churches. The Church plans on installing a sign which can be retrofitted
to become electronic if approved by the Village Board.

8. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Committee
met on August 18, 2015 to discuss some minor wording changes to the Village Ordinance
on the ground feeding of wild animals. This will be discussed at the September 22, 2015
Committee of the Whole meeting.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- No Report
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - The Business Leaders Forum
will be meeting on Thursday at 11:30 a.m. at the Oakton Street Fire Station for a Fire
Department demonstration. Trustee Lissner and Trustee Petri continue to visit businesses.
One of the businesses they visited was featured in the Daily Herald this week.
Trustee Lissner commented on the Mayor always referring to him and Trustee Petri as the
Dynamic Duo, stating there would not be a Duo without him but there would not be a
Dynamic without Trustee Petri. Trustee Lissner congratulated Trustee Petri on having the
Public Works Facility dedicated in his name.
15.YOUTH COMMITTEE - Trustee Franke - The Youth Committee will be meeting in the
near future to discuss restructuring of the Committee.
16. PARADE COMMITTEE - Trustee Czarnik - The 2016 parade will take place on June 18,
2016. The theme is the 601h Anniversary of the Village. The next meeting of the Parade
Committee will take place on Monday, September 14, 2015 at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - Acknowledge a good deed by
nominating someone for the Community Spirit Award. Forms are available on the Village
website.
"The Caring Place" is the name of the Community Respite Program. The program is
available at Christus Victor Church from 9:30 a.m. to 3:30 p.m. on Mondays, Wednesdays
and Thursdays. The program is organized and supervised by trained and caring staff.

19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Tree
Lighting Ceremony. Lee DeWyze will be performing that evening, followed by fireworks
and the arrival of Santa. Mayor Johnson thanked Hamilton Partners for being a supporter
of the event.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- Next year's
lineup will be announced at a future Board meeting.

24. REPORT FROM VILLAGE MANAGER-Village Manager Rummel congratulated Trustee
Petri on having the Public Works facility renamed in his honor! Village Manager Rummel
has worked with Trustee Petri for the past twenty-six years and the honor is well deserved.

28. PUBLIC COMMENT- 8:15 p.m. - Mr. Chuck Henrici, 1812 Fox Run Drive, Unit Q
President and CEO of the Fox Run Manor Homes Association addressed the Mayor and
Village Board regarding a letter the Association received from the Community
Development Department. The letter dated August 9, 2015 indicated that they had thirteen
trees and five bushes that are missing from the original landscape plan that was submitted
by Centex when they built the development. The letter also stated the Association has to
replace the trees and bushes by September 30, 2015. Mr. Henrici feels that is unacceptable
because the funds are not available at this time. The Association is working with the
Community Development Department to identify which trees and bushes the letter is
referencing. The Association needs more time to make the replacements.
Mr. Henrici stated the Village has removed eighty-six trees out of the area parkways and
have not replaced any of them. The Association would like to know what is going to
happen in the parkways. Public Works Director, Vito Sammarco, stated they have replaced
trees but then they die. The parkways are very narrow in that area and during heavy
snowfalls the snow gets piled very high causing the success rate to be very poor in getting
those trees to live. Public Works is looking into several other options to work in the area.
Mary Jo Pye, Director of Community Development, stated they could meet with the
Association to identify the location of the missing trees and bushes and certainly give them
more time for replacement. Mayor Johnson suggested looking at a comprehensive plan
that will include the parkways and the trees and bushes from the landscape plan.
Community Development, Public Works and the Association will work together on coming
up with a plan. No planting will be done this year.
