Chairman Glass called the meeting to order at 7:02 p.m.
Item 1: April 29, 2015 Meeting Minutes
Chairman Glass asked if there were any changes to the April 29, 2015 meeting minutes: Commissioner
Morrill moved to approve the minutes. Commissioner Hauser seconded the motion. Upon voting
(Geinosky, Glass, Hauser, Henrici, Morrill, Thompson, Weiner AYES) the motion carried.
Item 2: PC Docket # 15-3: Petition to rezone 2750 Touhy Ave from t-1 Restricted Industrial
District to B-3 Business District (Automotive)— Faysha Enterprise,Inc.
P. Pacione stated that the petitioner is requesting a rezoning from I-1 to B-3. The site is currently
underutilized and an eyesore due to the restrictions of the I-lzoning, which is inappropriate for the site.
The purpose of the B-3 zoning district is to serve the motoring community, and at the corner of Touhy
and Elmhurst, the heavy traffic makes this site ideal for that purpose. The proposed Dunkin Donuts
with a drive-through would fit this purpose.
P. Pacione stated that the petitioner is also seeking a variation on required parking from 27 to 16 spots
and on required stacking spaces from 12 to 10, as well as asking approval for outdoor seating.
P. Pacione stated that this rezoning, in addition to allowing the best possible use of this site, could also
spur development of vacant and underutilized lots nearby. The landscaping and building materials will
be of high quality and will provide enhanced aesthetics to the community.
J. Morrill asked whether the traffic flow would be right-in and right-out only and how signage would
work. P. Pacione confirmed it would be right-in and right-out only for traffic. S. Corcoran stated that
barrier curbs on Elmhurst and Touhy prevent any other type of traffic. There is no intention to do a
porkchop island at this time, but there will be signage.
J. Morrill asked about turnover in the drive through line, given that the tenth stacking space appears to
overhang into the parking lot. S. Corcoran stated that the average transaction time per vehicle is 2
minutes and most sales are coffee. S. Corcoran stated that the industry projection for cars in the drive
thru is a maximum of 6-7 during peak hours.
J. Morrill asked if the current building would be demolished. S. Corcoran stated that it would be
demolished.
K. Weiner asked about the traffic count at the intersection. S. Corcoran stated that while a traffic count
has not been done on this intersection, surveys of other locations on high volume roads show typical 6-7
stacking at peak times.
K. Weiner commented that the McDonalds on Biesterfield has doable lanes for the drive through. S.
Corcoran replied that McDonalds also serves more food and has slower turn-around of vehicles. K.
Weiner stated that there is still hot food service at Dunkin Donuts. P. Pacione replied that Dunkin
Donuts also does not generate the amount of traffic that McDonalds does.
Commissioner Hauser asked what the hours of operation would be. F. Gillani stated that he intends to
operate 24 homy. Commissioner Hauser asked if volume would be lower on the weekend. F. Gillani
stated that at night employees bake for the following day, clean, and do other necessary tasks as well as
taking in the few customers that come through.
Commissioner Hauser asked what the planned opening date would be. A. Tipnis replied that the
estimated opening date would be Spring of 2016.
Commissioner Flenrici asked about a monitoring well on Touhy Avenue showed on the Plat of Survey. P.
Pacione stated that the well is beyond the site's property line and they had no additional information on
it. Commissioner Henrici asked if the petitioner knew what was being monitored or if there was ever a
gas station on the property. P. Pacione stated he did not know what the well was for and had no
knowledge of a gas station on the property.
Commissioner Geinosky asked about staff comments from Community Development. P. Pacione
stated that the comments had all been responded to. Commissioner Geinosky asked why they didn't
see all the reponses. M. Jablonski stated that some of the comments were there as notes for variations
and other stipulations that staff recommends be included as conditions of the variation.
Commissioner Geinosky asked about lighting standards. S. Trudan stated that all lighting standards
would be handled by staff as they are part of the building code. Commissioner Geinosky asked if the

lot would be repaved. P. Pacione slated that it would. Commissioner Geinosky asked if a Plat of
Subdivision was being prepared. P. Pacione stated that the applicant was working with Village Staff
and hoping to have the plat submitted shortly.
Commissioner Geinosky asked if there were any plans to bring in a Baskin Robbins. F. Gillani stated
that he would like to, but currently the site is located too close to an existing Basking Robbins and so it
is not permitted in the existing franchise agreement.
Commissioner Geinosky asked the applicant to describe the traffic flow. S. Corcoran described the
traffic flow, stating that due to median barriers on the street, driveways will be right-in, right-out. He
stated that the plans have been discussed with MOT and were designed to accommodate [DOT's future
right of way needs. The traffic flow Touhy goes counterclockwise around the building.
Commissioner Geinosky asked about the loading dock, which blocks some parking spaces. .F. Gillani
stated that for operations purposes, deliveries are received in the middle of the night when traffic is at
the lowest, around 3-4 a.m., so there should be no issue with parking. Commissioner Geinosky asked
how they would get into and out of the trash with all the landscaping. A. Tipnis replied that their
sidewalk is 3 feet wide north of the trash enclosure and they will have a rolling cart. Trash pickup will
take place also during off-peak hours, around 3-4 p.m. in the afternoon. Commissioner Geinosky
repeated his concerns about the blocking of parking spaces. F. Gillani stated the same loading area will
be used for trash pick-up and it will not be a parking concern, as 60% of business occurs between 6am
and 9am.
Commissioner Geinosky asked how many employees there would be per shift. A. Tipnis replied 3
employees in the morning, 2 in the afternoon and I overnight. The two employee parking spots are just
designated not for customer use, any additional employees could use other spots.
Commissioner Geinosky asked why there is a need for an outdoor patio and whether it could be replaced
with additional parking. P. Pacione stated that the patio is an amenity, and that it provides a nicer
visual. The petitioner wants to avoid putting down more blacktop that doesn't get used. F. Gillani
stated that Dunkin Donuts is trying to enhance their brand image and a lot of new stores will have
outdoor seating.
Commissioner Geinosky asked how snow removal would be handled. A. Tipnis stated that one of the
parking spaces would be used to gather snow for removal, or the landscape areas.
Chairman Glass asked how they could justify the reduction in parking spaces given the additional
outdoor seating. F. Fillani replied that 65-70% of business is done in the drive-through. This proposed
site plan has more parking that at any other location he operates. The typical customer spends 3-4
minutes inside, and the maximum number of customers expected inside at one time would be 10.
Chairman Glass asked how many stores the petitioner currently owns. F. Gillani stated that he owns 10
stores, 5 fine-standing with drive-throughs.

RECOMMENDATION
Commissioner Geinosky moved to recommend approval of the Rezoning of the property at 2750 Touthy
Avenue from 1-1 Restricted Industrial District to B-3 Business District (automotive) subject to the
following conditions and zoning variations:
I. Lots must be re-subdivided into one-lot and plat of vacation is required to vacate public right of
way. Plat must be approved by the Elk Grove Village Department of Conurumity
Development.
2. Granting a parking variation to permit 16 parking stalls instead of the 27 required by code.
3. Granting a variation for 2 stacking spaces, to permit 10 stacking spaces instead of the 12
required by code.
4. The petitioner has one year from the date of Village Board Approval of their rezoning request to
secure the necessary permits and begin construction on the project or the rezoning and variations
will be rescinded.
and moved to recommend approval of the site plan subject to the following condition:
1. Approval of outdoor seating plan by the Village Board.
Commissioner Hauser seconded the motion. Upon voting (Geinosky, Glass, Hauser, Henrici, Morrill,
Thompson, Weiner AYES) the motion carried.
Chairman Glass directed the applicant that someone from their business should be in attendance at the
Village Board Meeting on July 14, 2015, to answer possible questions from the Village Board.
Item 3: Adjournment
Commissioner Hauser motioned to adjourn the meeting and Commissioner Morrill seconded the motion.
Upon voting (Geinosky, Glass, Hauser, Henrici, Morrill, Thompson, Weiner AYES) the motion carried.
The meeting adjourned at 8:00 p.m.
