a. Consideration to hold the Regular Village Board Meetings at 7:00 p.m. in 2016 on the
second and fourth Tuesday of the month with the following exceptions:
• March - add March 15, 2016 Budget Meeting for budget purposes at 6:00 p.m.;
• June - hold one Regular Village Board Meeting to convene on June 21, 2016;
• July- hold one Regular Village Board Meeting to convene atm p.m. on July 19,
2016; 1 b
• August - hold one Regular Village Board Meeting to convene on August 16, 2016;
• November- hold one Regular Village Board Meeting to convene on November
15, 2016; and
• December - hold one Regular Village Board Meeting to convene on December 13,
2016.
(Start times may be adjusted due to elections or special events such as the Mid-Summer
Classics Concert Series.
(This schedule follows the past practice of the Village Board to hold only one meeting
during the months of June, July, August, November and December.)
b. Consideration of a request from the Elk Grove Park District to waive building permit fees
in the amount of$4,635 to renovate their lobby and administrative offices at the Pavilion
at 1000 Wellington Avenue.

(it has been past practice of the Village Board to waive permit fees for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
c. Consideration to award a purchase contract to TKB Associates of Mokena, IL for the
service installation and software purchase of the Laserfiche document management
system in an amount not to exceed $40,000.
(The Village's current document management system is thirteen years old and over the
years has grown increasingly more cumbersome to manage and use.
(Due to its age it possesses only limited ability to easily link with other applications.
(Sufficient funds have been budgeted for this purchase.
(The Director of Information Technology recommends approval.)
d. Consideration to award a professional service contract to Rebechini Studios, Inc. of Elk
Grove Village, IL to manufacture two (2) LED illuminated signs in the amount of
$52,239 from the Capital Projects Fund.
(A proposal was received from Rebechini Studios to manufacture two LED illuminated
signs associated with the Biesterfield and Wellington Streetscape Project.
(The two (2) sign locations are the Park District Pavilion sign at the corner of Biesterfield
Road and Wellington Avenue and a gateway feature arch to be located near the new
electronic message boardjust west of the Biesterfield Road and Wellington Avenue
intersection.
(To ensure sign uniformity, standardization, and quality control of these signs the Village
has selected Rebechini Studios as the sole source to design and build the LED illuminated
signs.
(The Director of Community Development recommends approval.)
e. Consideration to award a purchase contract to the lowest responsive and responsible
bidder, Clyde Armory of Bogart, GA for the purchase of fifty(50) Daniel Defense patrol
rifles affixed with Elcan Spector optics in the amount of$149,965 from the Federal Asset
Seizure Fund.
(The current police Federal Asset Seizure Fund budget contains sufficient funding for the
purchase of fifty (50) patrol rifles. The existing rifles are 20 years old with many rounds
through them and are wearing out.
(On Friday, August 21, 2015 the Village opened sealed bids for the purchase of Daniel
Defense patrol rifles.
(Four bids were received and publicly opened.
(The lowest responsive and responsible bid was received from Clyde Armory of Bogart,
GA in the amount of$149,965.
(Clyde Armory has been serving law enforcement agencies since 1993 and is Daniel
Defense's largest law enforcement distributor in the nation.
(Adequate funds are available in the Federal Asset Seizure Fund.
(The Police Chief recommends approval.)

f. Consideration to adopt Resolution No. 42-15 (attached) authorizing the Mayor to execute
a Letter of Receipt stipulating the terms of an agreement for an application seeking a
Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real
Property Classification Ordinance as amended February 15, 2006 for certain real estate
located at 1590 Touhy Avenue.
(The Law Offices of Sarnoff& Baccash, on behalf of Cortney Wascher(Applicant) is
seeking a Cook County Class 6B Property Tax Exemption for 1590 Touhy Avenue.
(The Applicant intends on purchasing the building and it will be occupied by a related
entity called Anderson Lock Company, LTD. Anderson intends to use the building for
the fabrication, pre-installation, warehousing, and distribution of doors, frames, and locks.
(Founded in 1960, Anderson Lock is a leader in the lock industry.
(The Applicant intends to invest $1,769,900 to refurbish the building including: facade
enhancements, new windows, new doors and frames, new exterior lighting, a new
monument sign, new landscaping, removal of dead landscaping, new parking lot,
including seal coating and striping, repair storm structure, and interior renovations.
(The subject property consists of an approximately 67,811 square foot building, which has
been vacant since August of 2015.
(Anderson Lock Company, LTD currently has operations in Des Plaines and
Schaumburg. Due to business expansion, Anderson Lock Company, LTD will be
relocating its entire Schaumburg operations to Elk Grove Village. This includes thirty full
time jobs with ten to thirty new Rill time jobs created over the next five years.
(The goal of Class 6B is to attract new industry, stimulate expansion and retention of
existing industry and increase employment opportunities. The eligibility requirements for
6B status are new construction, substantial renovation or buildings that have been vacant
for a period of time.
(This site qualities as it involves occupation of an abandoned building for less than
twenty-four(24) months continuous vacancy with a purchase for value, special
circumstances and significant rehabilitation.
(Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10%of
fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year.
Industrial property is currently assessed at 25% of fair market value in Cook County.
(The Director of Business Development and Marketing recommends issuing a Letter of
Receipt.)
g. Consideration to adopt Resolution No. 43-15 authorizing the Mayor and Village Clerk to
execute an Intergovernmental Agreement between the Village of Elk Grove Village and
the Illinois Tollway for the sharing of construction expenditures associated with the I-90
Bridge Enhancements.
(The Intergovernmental Agreement provides for the sharing of construction expenditures
and future maintenance provisions for the proposed 1-90 Bridge Enhancements.
(The Village is funding the aesthetic enhancements to the 1-90 bridges over Arlington
Heights Road, Busse Road, and Oakton Street in an amount of$410,404.75.
(The enhancements include "Welcome to Elk Grove Village" lettering, use of the

Village's elk logo and a stone wall appearance similar to the Devon Avenue Bridge over
1-290.
(The Director of Community Development recommends approval.)
h. Consideration to adopt Ordinance No. 3434 amending Chapter 4, Sign Regulations, of
Title 8 Engineering, Building and Community Development of the Village Code as it
pertains to electronic signs.
(This item was discussed at the September 22, 2015 Committee of the Whole Meeting.
(The amendment to the Village Code pertains to allowing the installation of electronic
signs subject to specific criteria.)

RESOLUTION NO.
A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED
AT 1590 TOUHY AVENUE, ELK GROVE VILLAGE, ILLINOIS
WHEREAS,the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 17, 2013, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook County Real
Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board
of Trustees, finds that special circumstances justify finding that the property is "abandoned" for
purpose of Class 613, even though it has been vacant and unused for less than 24 months, that
finding, along with the specification of the circumstances, shall be included in the resolution or
ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance
shall be filed with the eligibility application. If the ordinance or resolution is that of a
municipality, the approval of the Board of Commissioners of Cook County is required to validate
such shortened period of qualifying abandonment, and a resolution to that effect shall be
included with the Class 6B eligibility application filed with the Assessor; and
WHEREAS, the Petitioner has applied for or is applying for Class 6B property status
pursuant to said aforementioned ordinance for certain real estate located at 1590 Touhy Avenue,
in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-
27-402-015-0000, and has proven to this Board that such incentive provided for in said
ordinance is necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1. That the request of the Petitioner to have certain real estate located at 1590
Touhy Avenue, Elk Grove Village, Cook County, Illinois, identified by Property Index Number
08-27-402-015-0000, declared eligible for Class 6B special circumstances status pursuant to the
Cook County Real Property Classification Ordinance as amended July 17, 2013, is hereby
granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the

incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said
development to occur on the subject property, legally described as follows:
LOT 132 IN CENTEX INDUSTRIAL PARK UNIT 97, A SUBDIVISION 1N
SECTIONS 27 AND 34, TOWNSHIP 41 NORTH, RANGE 11 EAST OF THE THIRD
PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS
Section 2: That the Special Circumstances as outlined by the petitioner are attached hereto
as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-
27-402-015-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
a. FaFade enhancements; new windows; new doors and frames
b. New exterior lighting; new monument sign
c. New landscaping; removal of dead landscaping; new parking lot including seal coating
and striping; repair storm structure
d. Interior renovations
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE ILLINOIS
STATE TOLL HIGHWAY AUTHORITY AND THE VILLAGE OF ELK GROVE
VILLAGE
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows:
Section 1: That the Mayor be and is hereby authorized to sign the attached documents
marked:
AN INTERGOVERNMENTAL AGREEMENT BETWEEN

AN ORDINANCE AMENDING CHAPTER 4, SIGN REGULATIONS OF TITLE 8
ENGINEERING,BUILDING AND COMMUNITY DEVELOPMENT OF THE
VILLAGE CODE
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That Section 8-4-I, Rules and Definitions of Chapter 4 Sign Regulations of
Title 8 Engineering, Building and Community Development be amended by adding thereto the
following definition:
ELECTRONIC SIGN: Any sign which uses changing (also known as traveling) lights to
form a sign message or messages, wherein the sequence of the message and the rate of
change is electronically, electrically or automatically programmed and may be modified
by electronic, electric or automatic processes.
Section 2: That the introductory paragraph of Section 8-4-3-1 be amended to read as
follows:
8-4-3-1 Residential and Office-Transitional Districts: In residential and office-transitional
use districts no signs shall be erected except the following nonflashing signs and, with the
exception of those signs permitted in subsection E and sections 8-4-3-5 and 8-4-3-6 of
this Chapter, nonilluminated signs:
Section 3: That the introductory paragraph of Section 8-4-3-2-C be amended to read as
follows:
C. Freestanding Signs in other than Shopping Centers: One freestanding identification
sign shall be permitted in locations other than shopping centers or in shopping centers
having an aggregate floor area less than ten thousand (10,000) square feet, subject to
the following criteria and conditions:
Section 4: That Section 8-4-3 Permitted Signs of Chapter 4 Sign Regulations of Title 8 of
the Village Code be amended as set forth on Exhibit A., attached hereto, and by this reference,
incorporated herein.
Section 5: That the Village Clerk is hereby authorized to publish this Ordinance in
pamphlet form.
Section 6: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication according to law.

ENUMERATED, OF TITLE 4, CHAPTER 2, NUISANCES OF THE VILLAGE CODE
OF THE VILLAGE OF ELK GROVE VILLAGE AS IT PERTAINS TO GROUND
FEEDING
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That Title 4, Chapter 2, Subparagraph J, be fully amended to read as follows:
J. Feeding of Wildlife: It shall be unlawful for any person to knowingly or intentionally
place or leave food of any kind outdoors or in a container placed outdoors in such a
manner as to create offensive odors or for the purpose of feeding wildlife or to become
an attractant to rodents, nuisance birds, wild animals, vermin or insects. Elevated bird
feeders are allowed as long as all feed is placed in a container or feeder designed for the
specific purpose of feeding birds.
Section2: That the Village Clerk is hereby authorized to publish this Ordinance in
pamphlet form.
Section 3: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication according to law.
