REGULAR VILLAGE BOARD MEETING
September 22, 2015
1. CALL TO ORDER-7:13 p.m.
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Michael Myers, Elk Grove Baptist Church
3.APPROVAL OF MINUTES OF September 8, 2015 - Motion to approve the Minutes of
the Regular Village Board Meeting held on September 8, 2015 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson reported work on the
Busse Dam is moving along. There was some vandalism at the site which caused the loss of
one days' work.
The Fire Department will be hosting their annual Open House on Sunday, October 11, 2015.
On Monday, September 14, 2015 Mayor Johnson participated in honoring the Tollway
Customer Service Committee. Discussion took place at the meeting about all of the toll
monitors that will be on the Elgin O'Hare when it is fully opened. There are many toll
monitors within a very short span of highway. It is going to be recommended to the
Tollway Board that the amount of each fine, if you miss a toll, be cut in half. The new
program will monitor missed tolls by license plate number which will make it easier for
people to look up and pay the tolls they have missed.
Mayor Johnson was interviewed by School District 59 on Friday, September 18, 2015 for a
District wide magazine that will be distributed to residents and businesses within the
District. The Mayor was chosen for the interview because he was raised in Elk Grove and
attended schools in District 59.
Mayor Johnson extended condolences to the family of Dr. Alan Shapiro. Funeral services
were held for Dr. Shapiro on September 18, 2015. Dr. Shapiro was the Chairman of the Fire
& Police Commission.
Proclamation- Mayor Johnson presented a Proclamation to the Lions Club in recognition of
Lions Candy Days in October. Elk Grove Lions Club President, Wayne Deasy, accepted the
Proclamation, introduced fellow Lions Club members and thanked the Mayor and Board.
Trustee Feichter attended Pioneer Days at the Historical Museum and the Car Rally at
Christus Victor Lutheran Church this past Sunday. Trustee Prochno and her husband were
also at both events.
On Wednesday Trustee Feichter attended a Meet Chicago Northwest meeting. The
organization is still struggling with budget cuts. One of their younger staff members
resigned from the organization in anticipation that they would be losing their job due to the
turmoil in Springfield,which has prevented the issuance of grant money. Many solutions to
resolve budgeting issues were discussed at the meeting. There are rumors that once the
State budget is approved that some grant money will be received. Not as much as in the
past. Nothing will be known for sure until the State budget is approved. The new manager
of the Elk Grove Holiday Inn is now a member of the Board of Meet Chicago Northwest.

Trustee Petri and Village Manager Rummel attended the Northwest Municipal Conference
on September 9, 2015. They are still fighting with Illinois Legislators, with limited success.
On September 14, 2015 Trustee Petri attended a Tollway meeting specifically about the
Elgin/O'Hare. They are looking for a location for their maintenance facility and for salt
storage. Trustee Petri recommended they take a look at the Village's salt storage facility.
There was a 60th Anniversary meeting on September 21, 2015. All Trustees and several
members of the Committee attended. Two major items were discussed, the picnic on July
17, 2016 and the Oktoberfest.
Trustee Petri stated his grandson returned home from the Marines on September 14, 2015,
after being gone for six years. He was met by the Honor Guard and escorted home to
Streamwood.
Trustee Prochno reported she attended Pioneer Days at the Historical Museum. In addition
to the Village celebrating their 601h Anniversary next year, the Park District will be
celebrating their 50th Anniversary. The Director of the Historical Society asked Trustee
Prochno about sharing in the Village's celebration by doing a display to honor the Village.
The Park District is also teaming with the Village for the hometown picnic on July 17, 2016.
The Library will be hosting an Ice Cream Social on July 17, 2016 in conjunction with the
picnic.
Trustee Prochno attended the Car Rally and the Rotary Club was there selling raffle tickets
for the Chevy Camaro being raffled for the 60th Anniversary.
The Farmer's Market takes place every Saturday from 7:30 a.m. to 1:00 p.m. through mid-
October.
Sister Cities met last night. The Committee that conducts the interviews and selects
students for the exchange program completed the interviews and they have the most
students participating this year. Fifteen students are participating. Paul Kelly, Principal of
Elk Grove High School, and his wife will be chaperones for the trip this year.
Cook County Commissioner, Tim Schneider, is hosting his annual fishing derby on Sunday,
September 27, 2015.
Trustee Czarnik announced the 9th annual Frank J. Czarnik Memorial Golf Outing will be
taking place on Saturday, October 3, 2015 at Fox Run Golf Course. Proceeds will provide
scholarships for Elk Grove resident students.
Trustee Franke stated the 601h Anniversary Oktoberfest will be taking place. The dates
have yet to be decided. It will be a two day event held sometime between the middle of
September and the middle of October 2016.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the September 22, 2015 Accounts Payable Warrant in the amount of
$82,773.63.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Village Public Library, 1001 Wellington
Avenue, to waive building permit fees in the amount of$180 for its security camera
proj ect.
b. Authorization of a request to award a construction contract to the lowest responsive and
responsible bidder Orange Crush, LLC of Hillside, IL for the James P. Petri Public
Works Facility parking lot resurfacing project in the amount of$90,555 from the Capital
Projects Fund.

c. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Landmark Contractors of Huntley, IL for the Biesterfield and Wellington
Streetscape Project in the amount of$684,931.60 from the Capitals Projects Fund.
d. Authorization of a request to award a construction contract to the lowest responsive and
responsible bidder Martam Construction, Inc., of Elgin, IL for the Median Enhancement -
Busse Road project in the amount of$1,952,991 from the BLF Fund.
e. Adopt Ordinance No. 3433 entitled, "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE
(DEPUTY DIRECTOR OF OPERATIONS-PUBLIC WORKS DEPARTMENT;
DEPUTY DIRECTOR OF INFRASTRUCTURE-PUBLIC WORKS DEPARTMENT;
DEPUTY DIRECTOR OF PUBLIC WORKS-PUBLIC WORKS DEPARTMENT;

7. REGULAR AGENDA
a. Authorization to approve sign variations for Hamilton Partners, Inc. at 1090 Thorndale
Avenue, 2700 Lively Boulevard and 851 Devon Avenue.
A representative from Hamilton Partners was present in the audience. Mayor Johnson
asked if there were any questions or comments. Trustee Franke asked if the petitioner was
okay with the wording changes that were made. The petitioner advised they were fine with
it.
Motion to approve the sign variations.

8. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - No Report
9.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- Ground feeding
of wild animals was discussed at the Committee of the Whole meeting and the consensus
was to make a slight change to the existing Ordinance. Basically the word ground is being
removed from the Ordinance. There will be an exemption for typical birdfeeders. The
Village Attorney is going to work on having any violations of the Ordinance be handled in
Adjudication at the Village level rather than at the Cook County Courthouse.
10. PERSONNEL COMMITTEE - Trustee Franke - The Personnel Committee will be
meeting in Executive Session on October 2, 2015 at 9:30 a.m. for the purpose of an exit
interview.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- The Police Department will be
collecting any unused medications this Saturday for proper disposal. Drug bottles do not
need to be labeled.
Yard waste and branch pickup will continue through December 15, 2015. The leaf
collection program will begin October 5, 2015 and run through November 22, 2015.
Information is provided in the Village Newsletter. The holiday light recycling program will
begin November 1, 2015.
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Trustee Lissner stated
Comcast installed an X1 box at his house. There are new digital adaptors that allow you to

transfer programming from your DVR to another television. The X1 box allows you to
record more programs.
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - The Manufacturing Expo will
be taking place on October 12, 2015 at Elk Grove High School. There are over 80 displays
registered and more than one thousand people have registered to attend.
The Daily Herald is hosting a Manufacturing Forum on October 1, 2015 at the Avalon.
The Business Leaders Forum met at the Oakton Street Fire Station for a presentation on
September 10, 2015. Trustee Lissner complimented Fire Chief Mikel on a wonderful
presentation.
15. YOUTH COMMITTEE - Trustee Franke - No Report
16. PARADE COMMITTEE - Trustee Czarnik- The "60th Anniversary' parade will take
place on Saturday, June 18, 2016. The next Committee meeting is Monday, October 5, 2015
at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik- No Report
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next event is the Tree Lighting
Ceremony. Lee DeWyze will perform at 4:30 p.m.; the tree lighting will take place at 5:30
p.m., followed by fireworks and the arrival of Santa.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - No update at
this time.
21. AIRPORT UPDATE - The ONCC has announced two members of SOC to serve on their
Committee to work on sound mitigation. SOC is hoping to have JDA's report by mid-
October.
22. PLAN COMMISSION - Village Manager Rummel - No Report
23. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report
