MINUTES
REGULAR VILLAGE BOARD MEETING
October 13, 2015
1. CALL TO ORDER- 7:14 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C.

2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Jintaek Chung, Northwest Filipino Baptist Church
Mayor Johnson welcomed representatives from Elk Grove Village Sister City Termini
Imerese and friends of Elk Grove Village from Zihuatanejo, Mexico that were present in the
audience.
3.APPROVAL OF MINUTES OF September 22, 2015 - Motion to approve the Minutes
of the Regular Village Board Meeting held on September 22, 2015 as submitted and
dispense with the reading.

4. MAYOR& BOARD OF TRUSTEES' REPORT -Trustee Petri met with the representatives
from Termini Imerese on Friday. They toured Village Hall, the Police Department and the
Fire Department. Trustee Petri then attended the senior volunteer meeting at the
Hattendorf Center and then had lunch with the Termini Imerese representatives. There
was a dinner on Saturday night at Antonio's with the delegation. Representatives from Elk
Grove Village, Bensenville and Wood Dale attended. Trustee Petri attended the
Manufacturing Expo on Monday.
Trustee Czarnik attended the Open House at the Fire Station on Sunday. The 9th Annual
Frank Czarnik Memorial Golf Outing was a great success. There were 110 golfers. Six Elk
Grove Village high school seniors will be awarded $1,000.00 scholarships from the
proceeds.
Trustee Lissner Trustee Petri and Trustee Czarnik attended the Newsmakers Forum
presented by the Daily Herald. There were five excellent speakers, including the Mayor.
TrusteQ Feichter and Trustee Czarnik attended the ribbon cutting today for the new
Verizon location across the street. Trustee Feichter attended the Business Expo yesterday.
The Governor and over one thousand people attended. The Governor gave a speech stating
that Mayor Johnson was the best Mayor in the State of Illinois. Mayor Johnson also
received an award from the U. S. Conference of Mayors for his outstanding leadership.
The Friends of Cycling participated in a competition from the Spring through Fall with
other cycling organizations throughout the State. The competition was based on who had
the most participants cycling every day and the total mileage they cycled. Elk Grove Village
came in second place in the State of Illinois. The City of Chicago was first.
Trustee Franke stated he attended several of the earlier mentioned events. Trustee Franke
welcomed the guests from Termini Imerese and Zihuatanejo, stating it was very nice
spending time with them and getting to know them.

Trustee Prochno announced Saturday, October 17, 2015 would be the last Farmer's Market
of the season. Trustee Prochno thanked the Groat family for organizing a wonderful
Farmer's Market. The Market will be celebrating Halloween this week.
The Kenneth Young Center Fashion Show and Luncheon, "A Sapphire Event" honoring 45
years of service to the community and looking ahead to the future, will take place on
Saturday, November 7, 2015 at Belvedere Banquets. Event sponsorships are still available.
Trustee Prochno attended the Open House at the Fire Department on Sunday, October 11,
2015. Trustee Feichter also attended. The Fire Department personnel were wearing pink
shirts in support of Breast Cancer Awareness Month.
Mayor Johnson announced Mr. Knickerbocker and Ms. Tromp have their annual Halloween
display at 288 Parkchester Road. Shows are on Thursday, Friday and Saturday nights at
7:00 p.m. and 8:00 p.m. through Halloween.
Trustee Prochno stated the Groat family thanks everyone for attending this year's Farmer's
Market and they look forward to seeing everyone next year on June 4, 2016.
Mayor Johnson attended the following meetings and events:
September 24 -Tollway Board meeting
October 1 - Newsmakers Forum at Avalon Banquets
October 2 - Elk Grove High School Homecoming Game. Mayor Johnson was honored to
provide the fireworks.
Mayor Johnson was interviewed on WIND, WGN and WLS radio about the Manufacturing
Expo. The Expo was held at Elk Grove High School this year. The high school offers classes
in Manufacturing. Mayor Johnson enjoyed the opportunity to talk with the Governor about
the program and other issues faced by local communities.
October 2 - Dinner with the Sister Cities guests. Elk Grove Village and Termini Imerese
have been Sister Cities for fifteen years.
Proclamations - Giovanni Gullo and Mariann Gullo joined Mayor Johnson at the podium.
Giovanni was very instrumental in bringing the Sister Cities Program to Elk Grove Village.
Mayor Johnson presented a Proclamation to Dr. Alfonso Cantu Reyes from Zihuatanejo,
Mexico reaffirming the friendship between Elk Grove Village and Zihuatanejo. Dr. Alfonso
Cantu Reyes in turn presented a Proclamation to Mayor Johnson. Dr. Reyes invited
everyone to visit Zihuatanejo and stated for the last three years they have received
certification from the United Nations for being a City of Peace.
Mayor Johnson presented a Proclamation to the delegates from Termini Imerese in
recognition of the fifteen year anniversary of the Sister City Agreement with Elk Grove
Village. Mayor Salvatore Burrafato from Termini Imerese stated he was very honored to be
in Elk Grove with Mayor Johnson. He is very proud of the fifteen year relationship and the
success of the Sister City program and the Student Exchange program. He looks forward to
many more years of success. Mayor Burrafato presented Mayor Johnson with a
Proclamation solidifying the fifteen year relationship between the two communities.
Mariann Gullo introduced the rest of the Delegation from Termini Imerese.
Mayor Johnson stated there was discussion at dinner last night about what is going on in
the two different cities. Just like the recession that Illinois has faced,Termini Imerese is
facing a bad recession right now. Mayor Johnson and Mayor Burrafato discussed different
ways to come out of the recession. Mayor Burrafato and one of the Business Delegates
from Termini Imerese had a debate about the affects of the recession and Mayor Johnson
interjected in the debate that the way to get out of the recession is to break through the
ceiling that government has established. Mayor Johnson presented a sledgehammer as a
symbol to break the barriers in an effort to improve the economy in Termini Imerese.

5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 13, 2015 Accounts Payable Warrant in the amount of
$2,568,256.57.

6. CONSENT AGENDA
a. Authorization to hold the Regular Village Board Meetings at 7:00 p.m. in 2016 on the
second and fourth Tuesday of the month with the following exceptions:
• March - add March 15, 2016 Budget Meeting for budget purposes at 6:00 p.m.;
• June - hold one Regular Village Board Meeting to convene on June 21, 2016;
• July - hold one Regular Village Board Meeting to convene at 5:00 p.m. on July 19,
2016;
• August - hold one Regular Village Board Meeting to convene on August 16, 2016;
• November- hold one Regular Village Board Meeting to convene on November
15, 2016; and
• December - hold one Regular Village Board Meeting to convene on December 13,
2016.
b. Authorization of a request from the Elk Grove Park District to waive building permit fees
in the amount of$4,635 to renovate their lobby and administrative offices at the Pavilion
at 1000 Wellington Avenue.
c. Authorization to award a purchase contract to TKB Associates of Mokena, IL for the
service installation and software purchase of the Laserfiche document management
system in an amount not to exceed $40,000.
d. Authorization to award a professional service contract to Rebechini Studios, Inc. of Elk
Grove Village, IL to manufacture two (2) LED illuminated signs in the amount of
$52,239 from the Capital Projects Fund.
e. Authorization to award a purchase contract to the lowest responsive and responsible
bidder, Clyde Armory of Bogart, GA for the purchase of fifty (50) Daniel Defense patrol
rifles affixed with Elcan Spector optics in the amount of$149,965 from the Federal Asset
Seizure Fund.
f Adopt Resolution No. 42-15 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 1590 TOUHY
AVENUE, ELK GROVE VILLAGE, ILLINOIS"
g. Adopt Resolution No. 43-15 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE ILLINOIS STATE TOLL HIGHWAY AUTHORITY
AND THE VILLAGE OF ELK GROVE VILLAGE"
h. Adopt Ordinance No. 3434 entitled, "AN ORDINANCE AMENDING CHAPTER 4,
SIGN REGULATIONS OF TITLE 8 ENGINEERING, BUILDING AND
COMMUNITY DEVELOPMENT OF THE VILLAGE CODE"
Mayor Johnson stated item a.was being amended to reflect a 7:00 p.m. start time for
the July 19, 2016 Village Board meeting.
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.
There were none.

7. REGULAR AGENDA
a. Adopt Ordinance No. 3435 entitled, "AN ORDINANCE AMENDING SECTION 4-2-2,
SPECIFIC NUISANCES ENUMERATED, OF TITLE 4, CHAPTER 2,NUISANCES
OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE AS IT
PERTAINS TO GROUND FEEDING"
Mayor Johnson stated this item was discussed at the last Committee of the Whole meeting.
The Judiciary Planning and Zoning Committee discussed removing the word "ground" from
the current Ordinance. This would still allow for elevated bird feeders. Removing the word
"ground" from the Ordinance would give staff more flexibility to enforce the intent of the
law when disputes occur between neighbors. Neighbor dispute resolution services are
available through the Northwest Municipal Conference but neighbors do not always agree
to use the services. There are approximately eight to twelve complaints per year from
residents about the feeding of wild animals.
Trustee Lissner confirmed what Mayor Johnson stated. The change in the Ordinance would
make it a little cleaner and easier on staff. Trustee Prochno stated she felt the wording
change is discriminatory. Feeding birds can also cause issues. Individual property owners
should have the right, unless it is a problem with their neighbor, to determine what they do
or do not do on their own property. Trustee Prochno is in favor of violations going to
adjudication rather than through the court system.
Mayor Johnson stated the Village does not have Police Officers driving around the Village
looking in yards to enforce this law. This law would be enforced on a complaint basis.
Mayor Johnson feels the change would give Village staff the ability to enforce the intent of
the law when there is a neighbor dispute.
Trustee Feichter stated he is not in favor of people feeding wild animals but he does not
feel it is necessary to change the Ordinance. He doesn't feel it will eliminate the number of
complaints or make it any easier on staff by changing it. Trustee Feichter stated he didn't
feel it was necessary to spend weeks on discussing such a minor change for so few
complaints that are received.
Trustee Lissner clarified that all Trustees read the Ordinance and then made their decision
to be for or against the change.
Trustee Franke stated the JPZ Committee did not spend weeks on the matter; it was
discussed for approximately twenty minutes. The intent of the change is to make things
easier on staff. There may be few complaints called into Village Hall but people have
complained directly to some of the Trustees also. A letter was received today from a
resident after he saw the discussion that took place at the Committee of the Whole meeting.
People have been complaining about the amount of skunks in the area, along with raccoons
and opossums. The food source needs to be cut off from the wild animals. The Ordinance
has been on the books for forty years and all that is being changed is the removal of the
word "ground."
Trustee Prochno stated there are several residents in the community that feed the feral
cats and are compassionate to them. They put the food out during the day and put it away
before it gets dark out. They are not providing a food source. Trustee Franke stated some
do and some don't.

8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - The Northwest Council of
Mayors selected Elk Grove Village under their Surface Transportation Funding as number
one for the repaving of Biesterfield Road from Rohlwing Road to Meacham Road and also
Oakton Street from Shadywood Lane to Higgins Road. Both are on the 2016 plan. There
are others that appear on the B list if other projects fall through. Mayor Johnson asked

what the value of the projects are. Trustee Petri advised the Biesterfield Road project is
One million six thousand dollars and the Oakton Street project is seven hundred thirty five
thousand.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- Trustee Lissner
asked that a moratorium on self storage facilities be added to the next JPZ Agenda.
10. PERSONNEL COMMITTEE - Trustee Franke - The Personnel Committee met on
October 2, 2015 in executive session to conduct an exit interview. Mayor Johnson inquired
if anything was going to be brought to the Board as a whole about the interview. Trustee
Franke advised no there would not.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter - Leaf collection has begun.
Dates for collection are listed in the Village Newsletter and on the Village website.
Discussion pursued about the leaves falling very late this year.
12. INFORMATION COMMITTEE - Trustee Prochno - Trick or Treat hours will be 1:00
p.m. to 8:00 p.m. on Saturday, October 31, 2015.
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri -The Manufacturing Expo was
very successful. Trustee Lissner expressed sympathy at the passing of former Industrial
Commercial Revitalization member, Ed Ruszkowski. He was very involved with the
community and will be deeply missed.
15. YOUTH COMMITTEE - Trustee Franke - No Report
16. PARADE COMMITTEE - Trustee Czarnik- The 2016 Hometown Parade will take place
on Saturday, June 18, 2016 at 5:00 p.m. The theme is "Elk Grove Village 60 years -
Celebrating Yesterday,Today and Tomorrow." The Village is inviting couples that are
currently living in Elk Grove Village that were married in 1956 to ride in the parade as
Grand Marshals. The next meeting of the Parade Committee is Monday, November 2, 2015
at 5:30 p.m.
17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik-There were 130 Blood Drive
participants in 2014 and 119 participants in 2013. That equates to a 9.2% increase in
participants. The next Blood Drive will take place the first Saturday in November.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The Tree Lighting Ceremony will
take place the Friday after Thanksgiving. Lee DeWyze will be performing at 4:30 p.m.
followed by the tree lighting, fireworks and a visit from Santa.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Mayor
Johnson is hoping to have the line up for the 2016 concert series by the November Board
meeting. The new runway is scheduled to open on Thursday.
21.AIRPORT UPDATE - JDA should be submitting a full report in the next few days. A SOC
meeting will take place October 20, 2015 at 8:00 a.m. to review the report.
22. PLAN COMMISSION - Village Manager Rummel
a. PC Docket 15-4 - Public Hearing to consider a petition for resubdivision, special use
permit to permit warehousing, distribution, and light assembly in the O-P Office Park
Conditional Use Zoning District and a variation from Zoning Ordinance 2410 to omit the
bulk requirement of a one hundred (100) foot minimum front yard line on property
located at 85 Northwest Point Boulevard. (PH 10-7-2015)
The Plan Commission made a unanimous recommendation to approve the petition
submitted by MC Machinery to locate to 85 Northwest Point Boulevard. MC Machinery
plans on building a 175,000 square foot facility with corporate headquarters,warehousing,
showroom and a distribution and refurbishing center. Attorney David Alexander was
present in the audience representing MC Machinery. Mr.Alexander introduced other
representatives in attendance. Mayor Johnson expressed his concerns about the trees at
the location. Trustee Czarnik questioned the landscape plans. It was stated that the
landscaping will exceed all Village requirements.

23.ZONING BOARD OF APPEALS -Village Manager Rummel
a. ZBA Docket 15-6 - Public Hearing to consider a petition for a variation from the
provisions of Zoning Ordinance 2410 as it pertains to front yard setbacks in residential
zoning districts on property located at 299 Laurel Street. (PH 9-24-2015)
The homeowners at 299 Laurel Street are seeking to extend their garage three feet with an
extended overhang. The Zoning Board of Appeals recommended unanimously to approve
the variation. Petitioners were present in the audience.
Motion to direct the Village Attorney to prepare the necessary documents.

28. PUBLIC COMMENT- 8:37 p.m. - No comment- Discussion pursued on the status of
the Busse Dam Project. The project is still on schedule.
