REGULAR VILLAGE BOARD MEETING
January 22, 2019
1. CALL TO ORDER - 7:20 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel

A Quorum was present.

2. PLEDGE OF ALLEGIANCE
INVOCATION - Led by Pastor Leandro Nogueira from Elk Grove Baptist Church
3. APPROVAL OF MINUTES OF JANUARY 8, 2019 - Motion to approve the Minutes of the Regular
Village Board Meeting held on January 8, 2019 as submitted and dispense with the reading.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson - Attended a ribbon cutting at the new Public Works Facility, 450 E. Devon Avenue, on
January 12 and a ribbon cutting at the new McDonald's, 947 Meacham Road.
The Open House at the new Public Works Facility went well. Trustee Prochno complimented Rebechini
Studios, Inc. at 680 Fargo for creating the metal sculpture made from old tools from the Village that is
mounted on the wall.
The Village Board received a list of reappointments for Boards and Commissions members prior to the
board meeting.

Thank you for all those that volunteer their time to help make the Village so successful.
Elk Grove Cares Program - The State of Illinois awarded the Village a $46,000 grant for the Elk Grove
Cares Program to assist those with opioid and alcohol addictions.
Bahamas Bowl Update - The Village is waiting for results from the Bahamas Bowl Sponsorship. The
contract allows the Village to sponsor the Bowl for a second year at the same price. The details will be
presented to the Village Board at the February 12, 2019 meeting and a decision will be made by the
February 26, 2019 meeting.
Solicitors - The Village allows private businesses to sell door-to-door. ComEd delivers electricity but
consumers can buy their electric source from any number of private businesses. Inspire is a clean energy

company that has a permit with the Village and is selling electricity using wind and solar power. The
salespeople can be intimidating at times but residents are encouraged to call 9-1-1 if they are
uncomfortable. They should also notify the Village Clerk's Office if someone does not have a permit or is
not following the Village policy.
Coffee with the Board - The next Coffee with the Board is scheduled for Saturday, February 2, from
9:00 a.m. to 11:00 a.m. Residents are encouraged to visit with the Village Board and ask questions in a
casual atmosphere. Coffee and doughnuts will be available.
PRESENTATIONS:
Proclamations - Senator Laura Murphy presented a proclamation to Fire Chief Rich Mikel for achieving
the 2018 Illinois Fire Chief of the Year designation from the Illinois Fire Chiefs Association and having
been recognized on behalf of the 100th General Assembly, Senator Laura Murphy, John J. Cullerton as
President of the Senate, and Timothy Anderson as Secretary of the Senate.
Senator Laura Murphy also presented a proclamation to Trustee James Paul Petri to be one of the first to
recognize him on the forty years of public service that he has given to the community. The amount of
time and dedication that is required to fulfill the duties of the job is very much appreciated as often times
it draws you away from family events and activities. As the longest serving elected official having a long
and successful career is being recognized on behalf of the 100th General Assembly, Senator Laura Murphy,
John J. Cullerton as President of the Senate, and Timothy Anderson as Secretary of the Senate. Thank you
for your years of service and the best of health and happiness for the future.
Trustee Petri thanked Senator Murphy and thanked the Village for the honor of having the new Public
Works facility dedicated in his name on January 12, 2019. It was the greatest honor and a very humbling
experience. Trustee Petri is grateful for all the recognition and stated that he has enjoyed serving the
community.
Mayor Johnson thanked Senator Murphy for her continued support for the community throughout the
years.
Holiday House Decorating Winners - On behalf of the Lions Club and the Leos Club, Trustee Chris
Prochno joined Mayor Johnson to present the awards from the 2018 Holiday House Decorating Contest.
The Jaycees started this contest over thirty years ago and disbanded approximately seven years ago. The
Lioness Club of Elk Grove took it over and recently disbanded but the Lions Club and the Leos Club have
offered to keep up with the tradition. A special thank you to Beth Kaim for coordinating this event.
The following winners were present to receive their plaque:

Trustee Reports
Trustee Prochno - The Winter Farmers Market is at Christus Victor Church on the 1st and 3rd Saturday of
the month. The February dates are February 2nd and February 16th and the hours are 8:00 a.m. to 1:00
p.m.
The Sister City students at Elk Grove High School are organizing their half of the exchange program to
allow them to experience the culture of Termini Imerese the last week in March. This is the 9th year for
the students participating in the exchange and the program has been a wonderful opportunity for the
students.
Trustee Feichter - The Carnival of Exceptional Character is scheduled for Saturday, February 23 from
5:00 p.m. to 7:30 p.m. at the Pavilion. This is a family event and admission is free.
Thank you to the Friends of Cycling for the Advocate of the Year Award. It was an honor to receive this
award presented by Dave Simmons, President of Friends of Cycling in Elk Grove Village.
Trustee Czarnik - There was an Ambassador visit on January 16th at Balanstar, 170 S. Lively Boulevard,
which is an automated balancing systems manufacturer and industrial balancing services provider. On
January 11th Trustee Czarnik attended another 100th birthday for Millie Trippoli at Alexian Village.
Scholarship applications are now available at czarnikgolf.com for the Frank J. Czarnik Memorial
Scholarships. This year there will be six (6) $1,000 scholarship awards and the applications must be
received by May 3.

Trustee Petri - Attended the Ribbon Cutting and Dedication for the new Public Works facility, 450 Devon
Avenue. There was also a NWMC meeting at Oakton Community College on January 9 where the
Legislative Program was discussed. On January 14, there was a kickoff meeting for the Tollway and 490
project in Franklin Park. On January 26, Trustee Petri will attend the Legislative Brunch in Northbrook.
Trustee Lissner - Attended the Open House for Arrow Road Construction and Healey Asphalt,1445
Oakton on January 10th.
Trustee Franke - The new Public Works building is a wonderful building that should prove to be much
more efficient and better operational for the staff.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
January 22, 2019 Accounts Payable Warrant in the amount of $4,852,347.32.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Park District to waive the 2019 Alarm License Fees in the
amount of $175.
b. Authorization of a request from the Community Consolidated School District 59, located at 1001
Leicester Road, to waive the FY 2018/19 vehicle sticker fees in the amount of $1,325.
C. Authorization to award a professional services contract to Tyler Technologies of Yarmouth, ME for
support and maintenance of our business software applications in the amount of $57,632.59.
d. Authorization to concur with prior Village Board authorization to award a construction contract to
Tower Works, Inc., of Maple Park, IL for the construction of a communications monopole at Fire
Station #8 in the amount of $74,900 from the Capital Projects Fund.
e. Authorization to adopt Resolution No. 2-19 entitled, "A RESOLUTION AUTHORIZING THE
MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER THE
ILLINOIS HIGHWAY CODE AND APPROPRIATING $933,100 FROM THE MOTOR FUEL TAX
FUNDS (MFT) FOR THE 2019 STREET MAINTENANCE PROGRAM."
f. Authorization to adopt Resolution No. 3-19 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT TO CONTINUE PARTICIPATION IN THE
NORTHERN ILLINOIS MUNICIPAL ELECTRIC COOPERATIVE (NIMEC) AND
AUTHORIZING THE VILLAGE MANAGER TO APPROVE A CONTRACT WITH THE LOWEST
COST ELECTRICITY PROVIDER."
g. Authorization to adopt Resolution No. 4-19 entitled, "A RESOLUTION AUTHORIZING
RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK
GROVE VILLAGE FROM JANUARY 2017 THROUGH JUNE 2017."
h. Authorization to adopt Resolution No. 5-19 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN
AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY
TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY
CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL
ESTATE LOCATED AT 700 TOUHY AVE."

j. Authorization to award a purchase contract through the Suburban Purchasing Cooperative (SPC) Joint
Purchasing Contract to Sutton Ford of Matteson, IL for the purchase of one (1) Ford F59 Chassis with
Utilimaster body in the amount of $140,000 from the Water/Sewer Fund.
k. Authorization to adopt Ordinance No. 3586 entitled, "AN ORDINANCE GRANTING A VARIATION
OF SECTION 3-7:1) (1) OF THE ZONING ORDINANCE PERTAINING TO STRUCTURES IN
THE REAR YARD SETBACK AREA AND A VARIATION OF SECTION 7-1 OF THE ZONING
ORDINANCE PERTAINING TO THE FLOOR AREA RATIO REQUIREMENT IN A
RESIDENTIAL ZONED DISTRICT TO SCHOOL DISTRICT 54 TO PERMIT THE
CONSTRUCTION OF AN ADDITION WHICH WOULD ENCROACH APPROXIMATELY NINE
FEET, TEN INCHES (9'-10") INTO THE REQUIRED REAR YARD SETBACK AREA AND

M. Authorization to adopt Resolution No. 8-19 entitled, "A RESOLUTION AUTHORIZING VILLAGE
OFFICIALS TO SIGN A WORK PERMIT FROM THE DEPARTMENT OF TRANSPORTATION
OF THE STATE OF ILLINOIS ON BEHALF OF THE VILLAGE OF ELK GROVE VILLAGE."

REGULAR AGENDA - There were no items under the Regular Agenda.
8. PLAN COMMISSION - Village Manager Rummel - PC Docket 19-1 pertains to the Home Depot Shopping
Center, 600 Meacham Road and the representatives for the petitioner, CLK Management Corp., are
present. The Plan Commission held a public hearing on January 14, 2019 to consider the petition for the
purpose of constructing two additional out -lots in the shopping center with one on Biesterfield Road and
one on Meacham Road. The Plan Commission reviewed the petition and provided the Village Board with
a unanimous recommendation to grant the two additional out -lots with two conditions. One is that the
building designs, site plans, landscape plans, parking plans and cross access easements for the new out -
lots come back to the Plan Commission for review prior to any building permits being issued. The second
is to provide the Village with some funding to install a future widened bicycle pedestrian path along
Biesterfield Road.
Mayor asked if there were any questions from staff or the Village Board for the petitioner.
Motion to direct the Village Attorney to prepare the necessary documents.

The petitioner does not need to be present at the next meeting for final approval. Mayor Johnson did ask
the owners of Home Depot to be cognizant of the truck idling situation that was discussed at the Plan
Commission Hearing.
PC Docket 19-2 pertains to a petition received for the annexation and rezoning of property at 1500 and 1510
Midway Court that is currently unincorporated. To annex the property into Elk Grove Village they would
need a rezoning classification of I-1 to permit the construction of an Electric Substation. There was a
unanimous recommendation from the Plan Commission to move forward on that petition. The Plan
Commission's recommendations will be incorporated into an annexation agreement to be presented to the
Village Board within the next couple of months.
9. ZONING BOARD OF APPEALS - Village Manager Rummel - There were no items for discussion under
the Zoning Board of Appeals.
10. YOUTH COMMITTEE - Trustee Franke - The 2019 Scholarship Applications are now available at the
high schools and on the Village and Park District websites. There are seven (7) $1,000 scholarship
awards available to high school seniors that are Elk Grove residents and are moving on to a college or
trade school. The deadline to submit the applications is May 3, 2019.
11. BUSINESS LEADERS FORUM - Trustee Lissner - On Wednesday, January 23, Enclave will have their
Wednesday Conversation segment featuring guest speaker Rocky Clancy entitled Metrics with Meaning
Beyond Measurement.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No Report.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - Thank you to the 34 donors that participated
in Saturday's Blood Drive on January 12. Please mark your calendars for the next Community Blood Drive
on April 6.
14. INFORMATION COMMITTEE - Trustee Lissner - The newsletter was mailed out today and is posted
on the website. The Village Clerk's Office has No Solicitors Invited decals if anyone needs a sticker for
their door. Stop at the Village Clerk's Office to pick one up or call 847-357-4040 to have one mailed out.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - There was a Recycling Committee Meeting
on January 18 at 11:00 a.m. to discuss composting with regards to a company called Green Earth that
came to the Village a few months ago. Village staff has reviewed the ordinances to see if we could expand
on our composting information. The Village ordinance was somewhat restrictive for composting
compared to surrounding communities. It was the consensus of the Recycling and Waste Committee to

recommend that the Village amend the current composting regulations to allow the inclusion of materials
such as fruits, vegetables, breads, grains, coffee grounds and egg shells.
Motion to have the attorney prepare the necessary documents.

16. PARADE COMMITTEE - Trustee Czarnik - The next Parade Meeting will be on April 1 at 5:30 p.m. in
Room E of the Charles J. Zettek Municipal Building. The Parade will be on Saturday, September 21, in
conjunction with the Elk Grove Oktoberfest.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - The 2019 Street Maintenance Program
was approved this evening for resurfacing 9 miles of residential and 2 miles of business streets as well as
other concrete and curb work to be done.
20. AIRPORT UPDATE - Mayor Johnson - There is a SOC meeting scheduled for February 1 and there
will be a joint meeting scheduled in the future inviting community and board members including FAiR.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -

22. SPECIAL EVENTS - Mayor Johnson - The next event will be Memorial Day held inside the Pavilion.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER - Congratulations to Public Works on the Open House at the
new location on Devon Avenue. The event was a 1st class operation and everyone at Public Works has
expressed their appreciation for the Village Board allowing them to build a new building that is much
more efficient to run their daily operations. Congratulations to Jim Petri for having the building named in
his honor. We look forward to the new Fire Station to be opened up on May 1st.
25. REPORT FROM VILLAGE CLERK - Early Voting for the Consolidated General Election will be at the
Village Hall from March 18 through April 1. The hours are posted on the website but the first week will
be from 9:00 a.m. to 5:00 p.m.
26. UNFINISHED BUSINESS - No Report.
27. NEW BUSINESS - Trustee Prochno reminded the residents of the importance to keep the sidewalks
shoveled and salted so the residents can walk safely in the community.
28. PUBLIC COMMENT - 8:35 P.M. - Paul Petzold congratulated Trustee Petri and Fire Chief Mikel on
their awards from Senator Murphy and also complimented the Public Works Department on the new
building.
