REGULAR VILLAGE BOARD MEETING
October 27, 2015
1. CALL TO ORDER- 7:12 p.m.

2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Ed McCutchan, Prince of Peace(United Methodist Church
3. APPROVAL OF MINUTES OF OCTOBER 13, 2015 - Motion to approve the Minutes of
the Regular Village Board Meeting held on October 131, 2015 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT -Trick or i reat hours on Saturday, October
31, 2015 are from 1:00 p.m. to 8:00 p.m.
Mayor Johnson attended the following events and meetings:
October 16, 2015 - Artist's Association viewing at the Library with Maggie Jablonski,
Assistant Village Manager. Two paintings were chosen for display in the atrium.
October 20, 2015 - SOC Board Meeting- JDA presented their proposal. They highlighted
twenty changes that can be made at the airport to modify the impact of the airport to
surrounding communities. There is no cost involved to make these twenty changes and it
will not reduce the capacity. The changes are operational
October 22, 2015 - Tollway Board Meeting- The Budget for the upcoming year was
discussed. The Tollway continues to grow and the Governor is expecting 1.3 billion dollars
to continue the ongoing work. The Tollway is about the only Agency in the State that is
doing a significant amount of work.
October 24, 2015 - Dedication of the J.M. Heffern Park (formerly Bartrum Park).
October 27, 2015 - State of the Village Address at the Senior Center.
The last quarter vacancy rate in the Industrial Park was at 5.6%, down from 6%. In
2008/2009 the rate was up to 13%.
Coffee with the Mayor and Board will take place on Saturday, November 7, 2015 from 9:00
a.m. to 11:00 a.m. in the Village Hall atrium.
The 18th Annual Tree Lighting Ceremony will take place on Friday, November 27, 2015.
The Lee DeWyze concert will begin at 4:30 p.m. with the Tree Lighting Ceremony at 5:30
p.m. followed by fireworks and a visit from Santa.
Oath of Office - Chief Schmidt gave a brief educational and employment background and
Mayor Johnson administered the Oath of Office to Officer I homas Kure.
Award - Fire Chief Mikel presented a Fire Department Life Saving Award to off duty
Bensenville Firefighter Bob Locascio. The Elk Grove Fire Department recognized
Firefighter Locascio for saving the life of six year old Noah Ury at Rainbow Falls this
summer. Noah and his family were in attendance to thank Firefighter Locascio.

Presentation - Mayor Johnson gave a presentation about government employee pensions.
Government cannot continue to sustain the funding of pensions the way the current law
requires. Post 9/11 changes were made to the pension programs for Police and Fire
personnel which has made the funding of pensions unrealistic. Mayor Johnson stated Elk
Grove Village has excellent employees that provide excellent service and the Village will
honor their commitment to current employees but something needs to be done for the
future. Mayor Johnson asked people to please contact their Legislatures and ask that they
fix the pension system. Mayor Johnson has expressed his opinion and ideas to the
Governor and Legislatures. Elk Grove Village is going to see its highest tax increase this
year in order to fund the pensions. The Comprehensive Annual Financial Report which
addresses the tax increase appears on the Consent Agenda for approval.
Trustee Petri attended the Rotary Club meeting on OctobeIr 22, 2015. Police Chief Schmidt
was honored and received an award for all of his work.with the Boy Scouts.
Trustee Czarnik and Trustee Feichter also attended the R Itary Club meeting honoring Chief
Schmidt. It was a lovely and well deserved tribute. Trustee Czarnik stated the dedication
of the J.M. Heffern Park was a wonderful event. Mr. HefferIn is still very active in the Village
and is instrumental in helping with the Frank J. Czarnik Memorial Scholarship Fund. It was
Mr. Heffern's idea to start the Fund to honor Frank.
Trustee Feichter participated in the "Pack Your Pantry" event after attending the J.M.
Heffern Park dedication. The event was sponsored by the Community Character Coalition.
Volunteers were at the Jewel collecting white goods. People were very generous with their
contributions. Trustee Feichter expressed his disappointment with Walgreens and
Walmart. Both will no longer allow Community Character Coalition to solicit donations at
their stores.
Maggie Jablonski and Trustee Feichter were asked to look at a proposal from Itasca and
Hamilton Partners about starting a bike sharing/rental program in Elk Grove Village.
Itasca and Hamilton Partners are starting a program. They are going to have three stations
in Itasca for bike rental. Maggie and Trustee Feichter met+with two representatives from
Hamilton Partners and the Economic Development Coordinator of Itasca to hear about the
program they are developing. They also spoke with Vince, the owner of the Elk Grove
Village Bike Shop and met with Zagster, the company which will be providing the service to
Itasca and Hamilton Partners. It was determined that Elk lGrove should hold off on starting
a program at this time. It may be feasible sometime in the future when a lot of the road
construction is completed.
Trustee Prochno attended the Sister City monthly meeting on October 19, 2015. The
sixteen Elk Grove High School students that will be participating in the student exchange
program were at the meeting. The exchange students from Termini Imerese will be coming
to Elk Grove Village the week of Thanksgiving and the Elk Grove Village students will be
going there during spring break. Elk Grove High School Principal Paul Kelly and his wife
will be chaperoning the trip this year.
The Kenneth Young Fashion Show and Luncheon will be taking place on November 7, 2015
from 11:00 a.m. to 3:00 p.m. at Belvedere Banquets.
October 24, 2015 was the last Farmer's Market of the season. Halloween was celebrated at
the Market. Vendors dressed in costume and passed out candy to the children. Trustee
Prochno thanked the Elk Grove Journal for the coverage they provided for the event. Next
years' Farmer's Market will begin on June 4, 2016.
The Elk Grove High School Booster Club is sponsoring their annual Elk Grove High School
Sampler Craft Show on Sunday, November 1, 2015 from 110:00 a.m. to 4:00 p.m.

5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 27, 2015 Accounts Payable Warrant in the amount of
$2,273,794.79.

6. CONSENT AGENDA
a. Authorization of a request from the Schaumburg Township Elementary School
Foundation to waive permit fees in the amount of$200 associated with a holiday tree
sale commencing on November 27, 2015 at Mallard Crossing located at 855 Meacham
Road.
b. Authorization of a request from the Elk Grove High School Instrumental Music
Association to waive permit fees in the amount of$200 for a holiday tree and wreath sale
commencing on November 27, 2015 at Elk Grove High School located at 500 W. Elk
Grove Boulevard.
c. Authorization of a request from the Children's Advocacy Center of Northwest Cook
County for payment of dues in the amount of$4,000.
d. Authorization to award a professional service contract to Swanson Contracting Co., Inc.
of Alsip, IL for the two (2) railroad crossing improvements located at Arthur Avenue and
Chase Avenue in the amount of$141,857.54 from the BLF Fund.
e. Authorization to award a professional service contract to Civiltech Engineering of Itasca,
IL for Phase I and Phase II Engineering Services for the Lively Boulevard (Landmeier
Road to Higgins Road), John F. Kennedy Boulevard (Creighton Avenue and Elk Grove
Boulevard) and Elk Grove Boulevard (Arlington Heights Road to Victoria Lane)
resurfacing project in the amount of$169,863.31 from the Capital Projects and BLF
Funds.
£ Authorization to award a professional service contract to Civiltech Engineering of Itasca,
IL for Phase I and Phase II Engineering Services for the Biesterfield Road (Rohlwing
Road to Meacham Road) and Oakton Street (Higgins Road to Shadywood Lane)
resurfacing projects in the amount of$172,336.85 from the Capital Projects and BLF
Funds.
g. Authorization to accept the Comprehensive Annual Financial Report (CAFR) for the
Fiscal Year ended April 30, 2015.
h. Adopt Resolution No. 44-15 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN
THE ILLINOIS STATE TOLL HIGHWAY AUTHORITY, COUNTY OF DUPAGE,
THE VILLAGE OF ELK GROVE VILLAGE AND THE CITY OF WOOD DALE"
i. Adopt Resolution No. 45-15 entitled, "A RESOLUTION APPROPRIATING A FUND
INCREASE IN THE AMOUNT OF $68,725.00 FOR THE CONSTRUCTION LOCAL
MATCH AND AUTHORIZING THE MAYOR TO EXECUTE A LOCAL PUBLIC
AGENCY AMENDMENT 41 FOR FEDERAL PARTICIPATION BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND THE ILLINOIS DEPARTMENT OF
TRANSPORTATION"
j. Adopt Resolution No. 46-15 entitled, "A RESOLUTION ACCEPTING A
CERTIFICATE OF APPROVAL AND INITIAL ACCEPTANCE AND DEED OF
CONVEYANCE/BILL OF SALE AND REDUCING A CASH BOND TO A NEW
AMOUNT OF $14,687.75 TO BE HELD UNTIL OCTOBER 31, 2017,
GUARANTEEING THE MAINTENANCE OF THE PUBLIC WATERMAIN AT 2200

Adopt Resolution No. 47-15 entitled, "A RESOLUTION AUTHORIZING THE

Mayor Johnson asked if there were any questions or comments about the Consent Agenda.
There were none.
Mayor Johnson stated the Auditor is in the audience tonight if anyone has any questions
regarding item g., the approval of the Comprehensive Annual Financial Report (CAFR) for the
Fiscal Year ended April 30, 2015.

8. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - No Report
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report
10. PERSONNEL COMMITTEE - Trustee Franke- The Personnel Committee will be
meeting in Executive Session on Thursday, October 29, 2015 at 11:00 a.m. to conduct an
exit interview.
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter-Yard Waste pick up will
continue through December 15, 2015. The last day of leaf collection is November 22, 2015.
The holiday light recycling program will begin on November 1, 2015. Lights can be turned
in at the Community Development Department.
Mayor Johnson asked Vito Sammarco, Director of Public Works, how the new leaf collecting
machine is working. Mr. Sammarco stated the new machine did great and is operating
better than the old machines. Trustee Franke questioned whether the new machine will
work on large piles of leaves. Trustee Franke stated his pickup was Monday and it didn't
look like it was picking up a lot of leaves in the curbs. Mr. Sammarco confirmed that the
machine can handle the pickup of large piles. Discussion pursued about lawn services
dumping leaves in the street the day after pick up. It could cause flooding if there are heavy
rains. Staff will look into a solution.
12. INFORMATION COMMITTEE - Trustee Prochno displayed a flier advertising the
Village's 601h Anniversary Car Raffle. Castle Chevrolet donated a Chevy Camaro to be
raffled off for the Anniversary. The Village, in conjunction with the Park District, who is
celebrating their 50th Anniversary, will be hosting several events throughout next year.
The Rotary Club is facilitating the sale of the raffle tickets. Tickets went on sale this

summer and have been sold at several community events. Tickets can now be purchased
on-line. All the proceeds from the raffle will be given to community organizations that
serve the residents of Elk Grove Village. The organizations that will receive proceeds are A
Caring Place-Community Respite Program, Community Character Coalition of Elk Grove
Village, the Elk Grove Jaycees, the Elk Grove Youth Committee, the Lions Club of Elk Grove
Village, Rotary Club of Elk Grove Village and the Sheila Ray Advisory Council. On July 4,
2016, six finalists will receive six hundred dollars and a key. One of the keys will start the
car to determine the winner of the Camaro. The car will be awarded between the concert
and the fireworks.

14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - Part of item a. Railroad
Crossings is being addressed on item d. of the Consent Agenda.
15.YOUTH COMMITTEE - Trustee Franke - No Report
16. PARADE COMMITTEE -Trustee Czarnik- The 2016 Hometown Parade will take place
on Saturday, June 18, 2016 at 5:00 p.m. The theme is "Elk Grove Village 60 years -
Celebrating Yesterday, Today and Tomorrow." The Village is inviting couples that are
currently living in Elk Grove Village that were married in 1956 to ride in the parade as
Grand Marshals. The next meeting of the Parade Committee is Monday, November 2, 2015
at 5:30 p.m.
17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik- The
Community Blood Drive will take place on Saturday, November 7, 2015 from 8:00 a.m. to
12:30 p.m. in the lower level of the Zettek Municipal Building.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event is the Tree
Lighting Ceremony. Details were given under the Mayor's Report.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson hopes to
announce the line up for the 2016 concert series at the November Village Board meeting.
21.AIRPORT UPDATE -An update was given under the Mayor's Report.
