REGULAR VILLAGE BOARD MEETING
February 12, 2019
1. CALL TO ORDER - 7:12 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, and
Christine K. Prochno
ABSENT: Trustees Nancy J. Czarnik, Patton L. Feichter
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker,
Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
INVOCATION - Pastor Cerna Castro Rand, Prince of Peace United Methodist Church
3. APPROVAL OF MINUTES OF JANUARY 22, 2019 - Motion to approve the Minutes of the Regular
Village Board Meeting held on January 22, 2019 as submitted and dispense with the reading.

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Swearing In - Roberto Serrano, Jr. was sworn in as a new commissioner for the Zoning Board of Appeals.
Mayor Johnson - Attended the following meetings:
• January 31- Commissioner Kevin Morrison;
• February 1- Suburban O'Hare Commission Meeting;
• February 2 - Coffee with the Village Board;
• February 7 - Forum hosted by the League of Women Voters; and
• February 12 - Ribbon Cutting at Planet Fitness, Elk Grove Town Center
Airport Update - The Suburban O'Hare Commission (SOC) had a critical meeting to discuss setting the
headings for the new airport after the last runways are built. The northern runway is coming in and it is
critical of these headings which will tell us how much impact will occur on our Village. We worked
together and came up with a unanimous consensus of the SOC communities and will work with the ONCC
to make sure that it gets implemented. After the headings get approved by the ONCC, the next plan is to
work on the Rotation Plan which is for the Fly Quiet time during the overnight hours (11:00 p.m. to 5:00
a.m.).
Coffee with the Board - It was a nice turnout at the Coffee with the Board on February 2. There were
quite a few people which is indicative of an upcoming election.
League of Women Voters - The League of Women Voters coordinated an event with Mayor Johnson and
Mount Prospect Mayor Juracek with the main discussion on "How to interact with local government
officials".
Public Works Crews - Mayor thanked the Public Works Department for the fantastic job they did with the
plowing and salting operations from recent snow and ice weather events which included a few pothole
repairs in the Village.
Facebook - Complaints have appeared on Facebook that this Board works too well together. The Village
Board has accomplished many things together compared to what is happening on the news lately. Elk
Grove Village has the lowest vacancy rate in the history of the business park, property taxes have been
frozen which included pensions this year, general property taxes have not been raised in twelve years,
residential vehicle stickers are no longer required, and we have the new Technology Park being built. We
have been working together for the betterment of the people that we serve. This town should be proud of
not only the Village Board but also the Library and Park Boards as we all work very well together. This

Board is here to represent you, is proud to represent you and wants to continue to represent you in the
way that government should be run.
Bahamas Bowl Update- A slide presentation was given that included the marketing results from the 2018
Makers Wanted Bahamas Bowl Sponsorship. The news of the Business Park sponsoring the Makers
Wanted Bahamas Bowl appeared on radio, television, newspapers and blogs with local, national, and
international audiences that brought Elk Grove Village's name all over the world. This sponsorship has
strengthened the Village's reputation for being innovative, thinking outside the box and being unique. As
part of the contract for sponsoring the 2018 Makers Wanted Bahamas Bowl, Elk Grove Village has the
option to sponsor for an additional year at the same cost. This information will be discussed with the
Village Board and a decision will be made at the February 26, 2019 Village Board Meeting.
Mayor Johnson noted that the Village Board needed to go back into Executive Session after the meeting
for a brief discussion on a litigation case.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
January 31, 2019 Accounts Payable Warrant in the amount of $2,915,741.09.

6. CONSENT AGENDA
a. Authorization of a request from Sterling Education, 408 E. Devon Avenue, to waive permit fees in the
amount of $50.00 for a fence installation.
b. Authorization to award a purchase contract to Kunes Country Ford of Antioch, IL for the purchase of one (1)
Ford Expedition in the amount of $37,653 from the General Fund.
c. Authorization to award a professional services contract to GOVTEMPUSA, LLC of Northbrook, IL for office
support services for the period from January 1, 2019 through December 31, 2019 in an amount not to exceed
$44,100.
d. Authorization of a request to waive the formal bidding process and award purchase contract to Agilent
Technologies of Wilmington, DE for the purchase of a Cobalt Resolve handheld chemical detection device in
the amount of $57,917 from the General Fund and Foreign Fire Fund.
e. Authorization of a request to award a sole source purchase contract to Air One Equipment, Inc. of South
Elgin, IL for the purchase of two (2) Mako breathing air compressors in the amount of $93,145 from the
Capital Projects Fund.
f. Authorization to award a purchase contract utilizing the City of Chicago Contract #66932 to Standard
Equipment Company of Chicago, IL for the purchase of two (2) Tennant M20 Sweeper -Scrubbers, in the
amount of $122,864.00 from the Capital Projects Fund.
g. Authorization of a request to waive the formal bidding process and award a contract to Rustic American
Ddcor of Buffalo Grove, IL for the purchase of new custom kitchen tables for all fire stations in the amount
of $29,998 from the Foreign Fire Fund.
h. Authorization of the following:
• to increase the Capital Replacement Fund in the amount of $510,000; and
• to award a purchase contract to Henderson Products of Huntley, IL in the amount of $509,343 for the
purchase of three (3) Freightliner single axle dump trucks with plow and spreader.
i. Authorization to adopt Ordinance No. 3587 entitled, "AN ORDINANCE APPROVING THE PLAT OF
SUBDIVISION IDENTIFIED AS FINAL PLAT OF SUBDIVISION, HOME DEPOT - ELK GROVE
VILLAGE RESUBDIVISION NO. 1 AND GRANTING A VARIATION FROM THE PARKING PLAN
PREVIOUSLY APPROVED AT 600 MEACHAM ROAD. "
j. Authorization to adopt Resolution No. 9-19 entitled, "A RESOLUTION AMENDING RESOLUTION NO.
40-18 AND AUTHORIZING THE MAYOR TO EXECUTE A FIRST AMENDMENT TO
MEMORANDUM OF UNDERSTANDING AND ADDENDUM TO AGREEMENT BETWEEN THE ELK
GROVE VILLAGE POLICE DEPARTMENT AND GATEWAY FOUNDATION, INC."
k. Authorization to adopt Resolution No. 10-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR

TO EXECUTE A JOINT AGREEMENT BETWEEN THE METROPOLITAN WATER RECLAMATION
DISTRICT OF GREATER CHICAGO AND THE VILLAGE OF ELK GROVE VILLAGE FOR DESIGN,
CONSTRUCTION, OPERATION AND MAINTENANCE OF CULVERT IMPROVEMENT ALONG
LOUIS AVENUE."
1. Authorization to adopt Resolution No. 11-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE A JOINT AGREEMENT BETWEEN THE ILLINOIS DEPARTMENT OF
TRANSPORTATION (IDOT) AND THE VILLAGE OF ELK GROVE VILLAGE, AND
APPROPRIATE FUNDS FOR CONSTRUCTION ENGINEERING AND CONSTRUCTION MATCH FOR
THE RESURFACING OF LIVELY BOULEVARD FROM DEVON AVENUE TO LANDMEIER ROAD";
and
Authorization to award a professional service contract to Hampton, Lenzini and Renwick, Inc. of Elgin, IL
for the construction engineering services for the resurfacing project on Lively Boulevard from Devon Avenue
to Landmeier Road in the amount to not exceed $157,726.21 from the BLF Fund.
m. Authorization to adopt Resolution No. 12-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN
APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS
AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 820 NICHOLAS
BLVD."
n. Authorization to adopt Resolution No. 13-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE A MASTER POLE ATTACHMENT AGREEMENT BETWEEN CHICAGO SMSA
LIMITED PARTNERSHIP D/B/A VERIZON WIRELESS AND THE VILLAGE OF ELK GROVE
VILLAGE."
o. Authorization to adopt Resolution No. 14-19 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
TO EXECUTE A MASTER POLE ATTACHMENT AGREEMENT WITH NEW CINGULAR WIRELESS
PCS, LLC AND THE VILLAGE OF ELK GROVE VILLAGE.
Mayor asked if there were any questions or comments from the Village Board or audience on the Consent
Agenda items.

7. REGULAR AGENDA -
a. Consideration to adopt Ordinance No. 3588 entitled, "AN ORDINANCE ANNEXING CERTAIN
PROPERTY TO THE VILLAGE OF ELK GROVE VILLAGE AND REZONING SAME IN
ACCORDANCE WITH THE VILLAGE'S COMPREHENSIVE PLAN AND ZONING MAP
(PROPERTY ALONG HIGGINS ROAD).
The Village Board held a first reading at this meeting and continued to the February 26, 2019 Village
Board Agenda.
b. Authorization to adopt Ordinance No. 3589 entitled, "AN ORDINANCE ANNEXING CERTAIN
PROPERTY TO THE VILLAGE OF ELK GROVE VILLAGE AND REZONING SAME IN
ACCORDANCE WITH THE VILLAGE'S COMPREHENSIVE PLAN AND ZONING MAP (TONNE
ROAD PROPERTY)."
Motion to approve Ordinance No. 3589 annexing certain property to the Village of Elk Grove
Village and rezoning same in accordance with the Village's Comprehensive Plan and Zoning Map
(Tonne Road Property).

Motion to approve Ordinance No. 3590 annexing certain property to the Village of Elk Grove
Village and rezoning same in accordance with the Village's Comprehensive Plan and Zoning Map
(ComEd Property).

8. PLAN COMMISSION - Village Manager Rummel - PC Docket 19-1 pertains to the petition submitted by
Gerber Collision and Glass for a special use permit to operate an automotive repair center at 2450 S. Elmhurst
Road. The Plan Commission held a public hearing on the request and voted unanimously to recommend
approval by the Village Board for a special use permit at 2450 S. Elmhurst Road with a couple conditions that
pertain to review and approval of the site plan as well as building and fire code approval by municipal staff.
The petitioner is in agreement with the recommendations from the Plan Commission. There were no
additional questions or comments from staff or the Village Board.
Motion to direct the Village Attorney to prepare the necessary documents.

9. ZONING BOARD OF APPEALS - Village Manager Rummel - ZBA Docket 18-8 pertains to a public
hearing that was originally held in 2018 with a follow-up hearing at the end of January. The Zoning Board
of Appeals came to a consensus by a vote of 4-1 recommending the authorization for construction of a
750 square foot garage at 932 Victoria Lane. A condition for this variation is to remove the existing shed
from the property once the garage is constructed. The petitioner is in agreement with the requirements
and there were no additional questions or concerns from the Village Board.
Motion to direct the Village Attorney to prepare the necessary documents.

Petitioner can go ahead and work with the Community Development Department on the permitting
process when they are ready. Petitioner does not need to be present at the next meeting.
ZBA Docket 19-1 pertains to a four -foot -high open style fence at 106 Garlisch Drive in the Industrial Park.
The Zoning Board of Appeals held a public hearing on this item and with unanimous approval,
recommends the Village Board to grant the variation request. There were no additional comments or
concerns from staff or the Village Board.
Motion to direct the Village Attorney to prepare the necessary documents.

10. YOUTH COMMITTEE - Trustee Franke - The Youth Committee met on Monday to go over future
plans for 2019 that included teen dances, splash parties and a teen bon fire. The scholarship applications
are available on the Village and Park District websites and at local high schools. This year there are seven
(7) $1,000 scholarship awards available to high school seniors that are Elk Grove residents and are
moving on to a college or trade school. The deadline to submit the applications is May 3, 2019.
Trustee Prochno added that the Committee is always looking to add new ideas to the program because
teen interests change through the years. This year the Youth Committee is considering a Fortnite gaming
competition as a possible activity.
11. BUSINESS LEADERS FORUM - Trustee Lissner - Visited Prag International on Wednesday, February
6. They are a wholesaler and importer on goods from India. On February 13, there is a meeting at Atlas
SN Logistics located at 2500 E. Devon Avenue.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - There is a Cable Franchise Agreement Meeting
scheduled for February 20 at 10:00 a.m.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report.
14. INFORMATION COMMITTEE - Trustee Lissner - "Who are these Fraudsters Stalking Entrepreneurs
and Investors" is the topic for the next Wednesday Conversation meeting at Enclave on February 20 at
5:30 p.m. It was recommended that John Dallas provide an update to the Village Board at an upcoming
Committee of the Whole meeting.
15. RECYCLING & WASTE COMMITTEE - Trustee Prochno - Christmas lights for recycling are still being
accepted at the Community Development counter during regular business hours.
16. PARADE COMMITTEE - Mayor Johnson - The Parade will be on Saturday, September 21, 2019 in
conjunction with the Elk Grove Oktoberfest.

18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report.
Mayor Johnson - The Open Houses for the Meacham and Fargo Fire Stations as well as the Public Works
Facility on Meacham and Biesterfield are planned for Saturday, May 18.
20. AIRPORT UPDATE - Mayor Johnson - No additional report.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -

25. REPORT FROM VILLAGE CLERK - Early Voting will take place at the Village Hall from March 18
through April 1. The hours are posted on the website or you can call the Village Clerk's Office with
questions.

28. PUBLIC COMMENT - 8:17 P.M. - Helen Leski asked to remind residents to please keep the sidewalks
shoveled and salted so the neighbors can walk down the sidewalks.
