PLEDGE OF ALLEGIANCE INVOCATION (PASTOR STEVE OKPISZ, LUTHERAN CHURCH OF THE HOLY SPIRIT) 3. APPROVAL OF MINUTES OF FEBRUARY 12, 2019 4. MAYOR & BOARD OF TRUSTEES' REPORT S. ACCOUNTS PAYABLE WARRANT: FEBRUARY 26, 2019 $1,734,293.57 6. CONSENT AGENDA a. Consideration to award a purchase contract to CDW, Inc. of Vernon Hills, IL to provide the Village Microsoft Windows Server Data Center Licenses in an amount not to exceed $26,656.70. (The most recent Server Data Center licenses obtained by the Village were purchased in 2014 and only allow the IT staff to load Windows 2012 versions of the Microsoft Server software. (Since that time Microsoft has released two new versions of Server Data Center licenses, the most recent of which would allow the Village to load the 2019 Windows server software onto our hardware. (Our cost from the recommended vendor reflects the discount available to the Village by virtue of Microsoft's contract with the State of Illinois (Contract # CMS6945110). (The Director of Information Technology recommends approval.) b. Consideration to renew a professional service contract to Lauterbach & Amen, LLP of Naperville, IL to perform the Village's annual audit in an amount not to exceed $35,400. (This renewal extends the contract with Lauterbach & Amen, LLP to audit the financial statements for the fiscal year ending April 30, 2019 with the option to renew for two subsequent years. (This third year represents a 1.9% increase from the previous year. (Lauterbach & Amen, LLP audits many municipalities with personnel specializing in governmental accounting. They have demonstrated their commitment by providing a high Pagel of S level of quality service with technically competent personnel. (Their expertise is critical for the adoption of new accounting pronouncements issued by the Governmental Accounting Standards Board (GASB). (Adequate funds are budgeted in the FY 2019-20 budget. (The Library will retain the same auditor as the Village under a separate contract. (The Director of Finance recommends approval.) c. Consideration of a request to renew a landscape services contract to Fleck's Landscaping of Wheeling, IL for the 2019 Turf and Landscape Bed Maintenance - Business Park contract in the amount of $99,497.85 from the Business Leaders Fund. (On February 24, 2015, the Village Board awarded a contract to Fleck's Landscaping of Wheeling, IL for the Turf and Landscape Bed Maintenance - Business Park contract. (The contract provided for an option of four (4) additional renewals through February 28, 2020. (Fleck's Landscaping performed satisfactorily throughout the first four years of the contract. (The contract period is from March 1, 2019 through February 28, 2020. (The contract amount reflects a 1.1% increase over the previous year's contract. (The Director of Public Works recommends approval.) d. Consideration to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the remaining 2019 Fiscal Year in the amount of $118,666 from the Water/Sewer and BLF Fund. (Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the remaining 2019 Fiscal Year. (These improvements include early field coordination work for Business Park Resurfacing Program, 2019 Ditch Clearing and Tanglewood Water Main Improvement. (Adequate funds are available in the Water/Sewer and BLF Funds. (The Director of Public Works has recommended approval.) e. Consideration of a request to renew a landscape services contract to Sebert Landscaping of Elk Grove Village, IL for the 2019 Turf and Landscape Bed Maintenance - Residential contract in the amount of $175,491.48. (On February 24, 2015, the Village Board awarded a contract to Sebert Landscaping of Elk Grove Village, IL for the Turf and Landscape Bed Maintenance - Residential. (The contract provided for an option of four (4) additional renewals through February 28, 2020. (Sebert Landscaping performed satisfactorily throughout the first four years of the contract. (The contract period is from March 1, 2019 through February 28, 2020. (The contract amount reflects 1.1% increase over the previous year's contract. (The Director of Public Works recommends approval.) f. Consideration of a request to hold a Public Hearing for the Plan Commission to consider Page 2 of 5 the petition submitted by CA Industrial to resubdivide the property at 552-586 E Devon from one lot to two lots, to rezone the new Lot 1 from B-1 to 1-1, and associated variations. (CA Industrial is petitioning the Village for the purpose of redeveloping the subject properties. (The Petitioner intends to retain a portion of the existing retail building on the new Lot 2 adjacent to Tonne Road and to construct a new industrial building on the new Lot 1. (Date for a Public Hearing has not been established.) g. Consideration to adopt Ordinance No. 3591 granting a Special Use permit to Gerber Collision and Glass to operate an automotive repair center in an I-2 Industrial Zoned District (2450 S. Elmhurst Road). (This item was discussed at the February 12, 2019 Village Board Meeting and currently appears under Unfinished Business.) h. Consideration to adopt Ordinance No. 3592 granting a variation of Section 3-7:1)(2) of the Zoning Ordinance as it pertains to size requirements for detached accessory structures to permit the construction of a thirty feet (30') by twenty-five feet (25') detached garage totaling seven hundred and fifty square feet (750) on property located at 932 Victoria Lane (Bohlman). (This item was discussed at the February 12, 2019 Village Board Meeting and currently appears under Unfinished Business.) Consideration to adopt Ordinance No. 3593 granting a variation of Section 7E-9(A) of the Zoning Ordinance to permit the construction of a four feet (T) high, open black fence to extend approximately forty-nine feet (49') beyond the front corner of the principal structure and which is located approximately two feet (2') from the drive aisle to the North, four feet (T) from the drive aisle to the East, and four feet (T) from the sidewalk to the North-East for property located at 106 Garlisch Drive, Elk Grove Village (OHI LLC). (This item was discussed at the February 12, 2019 Village Board Meeting and currently appears under Unfinished Business.) j. Consideration to adopt Ordinance No. 3594 amending Sections 5-3-1 and 5-3-2 of the Elk Grove Village Code as they pertain to adopting the 2012 Edition of the International Fire Code and providing for any amendments thereto by amending Section 901.6.2 of the International Fire Code relating to records of inspections. (This Ordinance amends the Village Code to modify the reporting system on how inspections are submitted electronically to the Village. (The Fire Chief recommends approval.) k. Consideration to adopt Ordinance No. 3595 amending Section 4-2-2: Specific Nuisances Enumerated and Section 4-4-6: Composting of the Village Code of the Village of Elk Grove Village. (The Recycling and Waste Committee held a public meeting on January 18, 2019 to consider existing Composting regulations in the Village. Page 3 of 5 (The Recycling and Waste Committee recommended that the Village amend the provisions for Composting in the Village to allow additional materials, including fruits and vegetables, breads and grains, coffee grounds and egg shells, to be placed in a compost pile. (This item was discussed at the January 22, 2019 Village Board Meeting and currently appears under Unfinished Business.) 7. REGULAR AGENDA a. Consideration to hold a second reading to adopt Ordinance No. 3588 annexing certain property to the Village of Elk Grove Village and rezoning same in accordance with the Village's Comprehensive Plan and Zoning Map (Property along Higgins Road). (The Village Board held a first reading of this ordinance at the February 12, 2019 Village Board Meeting. (The Village of Elk Grove Village has the authority to annex property that is wholly bounded and less than sixty (60) acres in size. (Proper notice was sent to each taxpayer of record and published in the newspaper on January 24, 2019 and January 28, 2019. (It is in the best interest of the Village that said territory be annexed to and become part of the Village. (The territory described in Section 2 of the Ordinance contains less than sixty (60) acres in size and is wholly bounded. (Such territory is not within the corporate limits of any municipality, but is contiguous to the Village of Elk Grove Village.) 8. PLAN COMMISSION - Village Manager Rummel 9. Village Attorney - Direct the Village Attorney to prepare the necessary documents to permit a detached garage structure for property located at 932 Victoria Lane. b. Village Attorney - Direct the Village Attorney to prepare the necessary documents for an amendment to the Composting Ordinance. c. Village Attorney - Direct the Village Attorney to prepare the necessary documents to permit the construction of a fence for property located at 106 Garlisch Drive. d. Village Attorney - Direct the Village Attorney to prepare the necessary documents to permit the operation of an automotive repair center in an I-2 Industrial Zoning District at 2450 S. Consideration to renew contract option with ESPN for sponsorship of the 2019 Makers Wanted Bahamas Bowl in the amount of $300,000. (Following the sponsorship of the 2018 Makers Wanted Bahamas Bowl, Elk Grove Village has the option to renew the sponsorship contract for one additional year. (The option must be exercised prior to March 1. (The 2018 sponsorship resulted in a 40 to 1 return on investment.)
