REGULAR VILLAGE BOARD MEETING
November 17, 2015
1. CALL TO ORDER- 7:19 p.m.
Present: Mayor Craig B. Johnson, Trustees Patton L. Feichter, Jeffrey C. Franke, Samuel L.
Lissner, James P. Petri, Christine K. Prochno
Absent: Trustee Nancy J. Czarnik

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF OCTOBER 27, 2015 - Motion to approve the Minutes of
the Regular Village Board Meeting held on October 27, 2015 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
events and meetings:
October 29 - Interview with Trustee Franke about the Tree Lighting Ceremony for EGTV
program "In the Grove."
November 3 - Spoke to 2nd grade students at Ridge Family Center for Learning.
November 5 - Mayor Johnson and Village Manager Rummel met with John Werbach, CEO of
Alexian Brothers Medical Center.
November 5 - Meeting with ComEd about smart meters.
November 7 - Coffee with the Village Board - Mayor Johnson stated there have been
rumors about the Village posted on the internet. The Mayor asked that residents please call
him, a Trustee or Village Hall prior to posting rumors. Mayor Johnson advised the Village
website is going to have a new FAQ Check Page that will list rumors that have been heard
about the Village and state the actual facts pertaining to the rumor.
November 17 - SOC meeting in Itasca. JDA's report will be released at 4:00 p.m. tomorrow.
November 12 - Tollway Meeting.
November 11 - Veterans Day Ceremony at the VFW Post.
Mayor Johnson invited Summer Kelly to the podium to introduce her new business in Elk
Grove Village. Summer is a nurse at Lutheran General Hospital. The business is a non-
profit organization called Milkbank WGL (Mothers Milk Bank of the Western Great Lakes).
Milkbank is a food processing facility that makes children's nutritional products.
Mayor Johnson stated the summer concert series line-up isn't quite ready to be announced
but should be ready by the December Village Board meeting.
The 18th Annual Tree Lighting Ceremony will take place on Friday, November 27, 2015.
Lee DeWyze will be performing at 4:30 followed by the Tree Lighting, fireworks and Santa
at 5:30 p.m.
Proclamations - Mayor Johnson presented a Proclamation honoring the 30th Anniversary of
EGTV to Ross Rowe, Cable Coordinator.
The Mayor presented a Proclamation to Georgette Frank honoring the 10th Anniversary of
the Heart of A Marine Foundation.

Mayor Johnson asked Nat Caputo to join him at the podium. It was announced that Joe
Caputo &Son's Fruit Market will be opening on Friday, November 20, 2015 at 7:00 a.m. Mr.
Caputo stated he was happy to be a part of the community and complimented Village staff
for their professionalism and help through the process of opening the store. Mayor
Johnson will be out of town and cannot attend the ribbon cutting but will stop in the store
on Thursday.
Trustee Feichter attended the DARE graduation at Queen of the Rosary School today. On
Veterans Day Trustee Feichter attended a special event held at Elk Grove High School
honoring Veterans. The school provided breakfast for the Veterans and students were
assigned to interact and assist each Veteran. The Veterans marched into the gym and were
greeted by a standing ovation from the students. The Principal spoke about his
Grandfather that served in the Navy, several students spoke about the importance of what
the Veterans had done for their country, a Major General spoke about his service and the
Veterans sat in panels to discuss and answer any questions that the students had. It was a
wonderful event. Trustee Feichter then attended the Veterans Day event at the VFW.
Trustee Lissner complimented Trustee Feichter on a very nice report. Trustee Lissner was
at the Veterans Day Observation at the VFW. Trustee Lissner advised that pictures of the
Solicitors that are licensed to solicit in the Village are now available on the Village website
and also on Channel 6 during the 2:00 p.m. and 6:00 p.m. viewing of"Village News."
Trustee Petri complimented Vito Sammarco Director of Public Works and h
p the Public
Works Department for all the work they have been doing the past several weeks.
Mayor Johnson gave an overview of the emergency watermain replacement project taking
place on Love Street. The twelve inch, fifty-five year old watermain is being completely
replaced due to several breaks. The whole project should be completed shortly after
Thanksgiving.
Mayor Johnson stated the Busse Dam project is behind schedule. The gates of the dam
work through a hydraulic pump which requires five pounds of pressure to activate the
gates. It is a five hundred foot run from the pumping location and only two to three pounds
of pressure is getting to the gates. An error was made by either the engineer or the
contractor. The gates will be arriving next week and if a larger pump is required, the
Village will only pay for the difference in the cost of the pump, no other expenses. The
project should hopefully be completed by the end of the year.
Trustee Prochno also attended the Veterans Day Ceremony at VFW Post 9284. At the end
of the Ceremony they announced the names of every Veteran that had passed away in the
previous year and rang the service bell for each. It was a very touching ceremony.
Tomorrow sixteen students from Termini Imerese will be arriving in Elk Grove Village as
part of the Sister City Student Exchange Program.
In celebration of the Village's 60th Anniversary next year there will be a car raffle. A 2016
Chevy Camaro, donated by Castle Chevrolet,will be raffled off. The Rotary Club is
facilitating the sale of the raffle tickets. All proceeds from the raffle will be given to
community organizations that serve the residents of Elk Grove Village. Tickets can be
purchased in person or on-line. On July 4, 2016, six finalists will receive six hundred
dollars and a car key. On July 17, 2016 at the 601h Anniversary concert, one of the keys will
start the Camaro to determine the winner.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the October 31, 2015 Accounts Payable Warrant in the amount of
$2,023,342.08.

6. CONSENT AGENDA
a. Authorization to award a purchase contract through the Houston-Galveston Area Council
(HGAC)joint purchasing cooperative to Equipment Management Company of
Channahon, IL for the purchase of one (1) set of three (3) Genesis Rescue Systems
battery-operated extrication tools in an amount not to exceed $24,500 from the Foreign
Fire Tax Fund.
b. Award a purchasing contract to Currie Motors of Frankfort, IL for One (1) 2016 Ford
Transit in the amount of$26,834 from the Cable Television Fund.
c. Concur with prior authorization by the Village Board to waive the formal bidding
procedures and award a professional service contract to the lowest responsive and
responsible bidder Swallow Construction, Inc. of Downers Grove, IL for the emergency
replacement of the Love Street Water Main in the amount of$829,925 from the Water
and Sewer Fund.
d. Award a professional services contract retainer to Entertainment Management Group of
Elk Grove Village, IL for the management and operation of the 2016 Mid-Summer
Classics Concert Series in an amount of$42,500.
e. Concur with the 2015 combined Village and Library property tax levy determination of
$24,732,263 less the proposed abatement of$2,448,970 for a net levy of$22,283,293.
f. Adopt Ordinance No. 3438 entitled, "AN ORDINANCE AMENDING TITLE 3,
CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE
OF THE VILLAGE OF ELK GROVE VILLAGE BY INCREASING THE NUMBER
OF CLASS "D" LIQUOR LICENSES"
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.
There were none.

7. REGULAR AGENDA - Consideration to approve a sign permit for Joe Caputo &Sons Fruit
Market located at 980 Elk Grove Town Center. Village Manager Rummel stated they would
also like approval for a temporary 150 inch by 425 inch banner on the south face of the
building and six temporary signs on the Biesterfield Road frontage property and six
temporary signs on the Arlington Heights Road frontage property for a four week period.
The signs would be placed on private property on the governmental right-of-way.
Motion to approve a sign permit for Joe Caputo &Sons Fruit Market.

8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - The Committee will be
scheduling a meeting soon to discuss the street resurfacing program for 2016.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner - The JPZ
Committee will be meeting on December 15, 2015 at 4:30 p.m. in the Chernick Conference
Room to discuss Self-storage Facility Moratorium.
10. PERSONNEL COMMITTEE - Trustee Franke - The Personnel Committee will be
meeting in Executive Session to conduct an exit interview on Friday, November 20, 2015 at
10:00 a.m. in the Trustee's Conference Room.

11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- The final leaf pickup will take
place on November 25, 2015. After that date leaves can be bagged in yard waste bags and
brought to dumpsters at the James P. Petri Public Works facility on Landmeier Road and
the Fleet Services facility on Biesterfield Road. Mayor Johnson asked that people wait until
the night before pick up to put the leaves in the street.

13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - Trustee Petri announced the
following railroad crossings will be closed to all traffic for ten days, beginning Monday,
November 23, 2015:
Chase Avenue - between Tonne Road and Lively Boulevard
Arthur Avenue- between Devon Avenue and Lively Boulevard

20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- The Concert
line up should be announced at the December 15, 2015 Village Board meeting.
21.AIRPORT UPDATE - An update was given under the Mayor's Report.
22. PLAN COMMISSION - Village Manager Rummel
a. PC Docket 15-5 - Public Hearing to consider a petition for a Special Use Permit
for the operation of an automotive repair center in an I-1 Industrial Zoning District
for the property located at 660 Fargo Avenue.
Black Horse Enterprises, LLC is seeking a Special Use Permit to maintain their own trucks.
The trucks will leave the facility in the morning to go to different job sites and then return
in the evening to be maintained. The Plan Commission recommended approving the
Special Use Permit by a vote of eight to one. The Petitioner was present in the audience.
Mayor Johnson asked if the Trustees had any questions or comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents.

23. ZONING BOARD OF APPEALS -Village Manager Rummel
a. ZBA Docket 15-7 - Public Hearing to consider a petition for a variation from the
provisions of Zoning Ordinance No. 2410 as it pertains to permitted locations for
fences in residential zoning districts on property located at 1646 Hampshire Drive.
The Petitioner is seeking to replace an existing fence which extends approximately twenty
two feet beyond the corner lot line. The Zoning Board of Appeals recommended approval
by a vote of eight to zero. The Petitioner was present in the audience. Mayor Johnson
asked if the Trustees had any questions or comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents.

27. NEW BUSINESS -Trustee Franke stated he would like to discuss the format for the
Coffee with the Mayor and Board. There are several people who come with a whole list of
questions and other people attending never get a chance to speak. Trustee Franke
suggested there be an initial five minute limit per person and then go back to people that
have additional questions or comments. Everyone should have a chance to speak. Trustee
Prochno stated in the past when people signed in she would request that they keep their
comments to ten minutes or less. But it was never enforced. Mayor Johnson recommended
that everyone think of some ideas to make things more efficient and they can be discussed
before the next Coffee in February. The Mayor suggested having the Coffees more often.
