6. CONSENT AGENDA
a. Consideration of a request from the Elk Grove Village Public Library to waive 2016
Alarm License Fees in the amount of$25.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval.)
b. Consideration of a request from Prince of Peace United Methodist Church, 1400 Arlington
Heights Road, to waive engineering permit fees in the amount of$179 for parking lot
maintenance.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
c. Consideration of a request from the Elk Grove Park District to waive permit fees in the
amount of$2,247 for the following:
• Replacement of water heaters at the Pavilion, located at 1000 Wellington Avenue,
in the amount of$1,175;
• Replacement of sidewalk at Mead Park, located at 1769 Gibson Drive, in the
amount of$231;
• Replacement of sidewalk at Johnson Park, located at 974 David Lane, in the

amount of$350;
• Sealcoat and stripe the parking lot at Pirates Cove, located at 901 Leicester Road,
in the amount of$122;
• Sealcoat and stripe the parking lot at St. Julian Eymard Catholic Church, located at
601 Biesterfield Road, in the amount of$194;
• Sealcoat and stripe the parking lot at Lions Park, located at 180 Lions Drive, in the
amount of$175.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
d. Consideration of a request from Queen of the Rosary located at 750 Elk Grove Boulevard,
to waive fees for a temporary Class A Liquor License in the amount of$2,900 for the
Parents Club Painting and Wine Event on January 16, 2016.
(The fee for a Class A Liquor License is $2,900.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.)
e. Consideration to award a professional service contract with C.C. Cartage, Inc. of Lake
Zurich, IL to provide hauling and disposal of excavated materials in the amount of
$126,400.
(The Village of Arlington Heights conducted a competitive public bid for these services.
The low bidder was awarded a contract for these services. The Village of Elk Grove has
contacted the contractor and they have agreed to extend the same bid pricing for these
services to the Village of Elk Grove.
(C. C. Cartage, Inc. satisfactorily performed these services during a trial period for the
Village.
(The contract period is from August 5, 2015 through July 3l, 2016.
(The Director of Public Works recommends approval.)
f. Consideration to award a professional service contract to Entertainment Management
Group of Elk Grove Village, IL to manage and operate the 2016 Mid-Summer Classics
Concert Series in an amount not to exceed $380,000, of which $50,000 will be reimbursed
back to the Village by the Elk Grove Park District.
(As in years past, the Elk Grove Park District will be co-sponsoring the event, "Unity
Within The Community," and sharing in the overall contract expenses with the Village. As
such, the Park District will be reimbursing the Village $50,000.
(The concert series is funded by the 1% Hotel/Motel Tax, Video Gaming revenue,
Tobacco License fees, a $50,000 donation by the Elk Grove Park District, and sponsorship
donations.
(The eighth annual Mid-Summer Classics Concert Series will be held during the month of
July, with concerts taking place on Monday, July 4, Tuesday, July 12, Sunday, July 17,
and Tuesday, July 26.)
g. Consideration to award a construction contract to the lowest responsive and responsible

bidder Swallow Construction Corporation of Downers Grove, IL for the Culvert
Improvements - Estes Avenue project in the amount of$579,155.93 from the Water/Sewer
Fund.
(On Tuesday, December 1, 2015 the Village opened sealed bids for the Culvert
Improvements - Estes Avenue project. A total of ten (10) contractors obtained contract
documents, with five (5) submitting bids on the project.
(The project includes the removal of the existing CMP culverts that convey the drainage
ditch beneath Estes Avenue and replacement with precast concrete box culverts. In
addition,.the drainage ditch between Touhy Avenue and Elmhurst Road will be cleared of
excess vegetation and ditch bottom cleared of sediment and regarded.
(The lowest responsive and responsible bid was received from Swallow Construction
Corporation of Downers Grove, IL.
(Adequate funds are available in the Business Park Infrastructure Bond Program Account.
(The Director of Public Works recommends approval.)
h. Consideration to award a construction contract to the lowest responsive and responsible
bidder Swallow Construction Corporation of Downers Grove, IL for the Culvert
Improvements - Pratt& Rail Crossing project in the amount of$948,624.11 from the
Water/Sewer Fund.
(On Tuesday, December 1, 2015 the Village opened sealed bids for the Culvert
Improvements - Pratt& Rail Crossing project. A total of ten (10) contractors obtained
contract documents, with six (6) submitting bids on the project.
(The project includes the removal of the existing CMP culverts that convey the drainage
ditch beneath Pratt Boulevard, the railroad crossing north of Lunt Avenue, and the railroad
crossing north of Pratt Boulevard and replacement with precast concrete box culverts.
(The lowest responsive and responsible bid was received from Swallow Construction
Corporation of Downers Grove, IL.
(Adequate funds are available in the Business Park Infrastructure Bond Program Account.
(The Director of Public Works recommends approval.)
i. Consideration to award a construction contract to the lowest responsive and responsible
bidder Earthwerks, Inc. of Batavia, IL for the Ditch Improvements - Touhy Avenue to
Arthur Avenue in the amount of$1,055,806.80 from the Water/Sewer Fund.
(On Tuesday, December 1, 2015, the Village opened sealed bids for the Ditch
Improvement - Touhy Avenue to Arthur Avenue project. A total of twelve (12)
contractors obtained contract documents, with eight(8) submitting bids on the project.
(The project includes the removal of the existing CMP culverts that convey flow through
for the drainage ditch beneath the railroad tracks and replacing them with either reinforced
concrete pipes or regrading the ditch without a culvert pipe.
(The lowest responsive and responsible bid was received from Earthwerks, Inc. of
Batavia, IL.
(The Director of Public Works recommends approval.)
j. Consideration to adopt Ordinance No. 3439 granting a variation of the Zoning Ordinance
to permit the construction of a six (6) foot high fence extending approximately twenty-
two (22') feet beyond a line extended from the nearest front corner of the principal

building located on an adjacent single family residential lot for property located at 1646
Hampshire Drive, Elk Grove Village.
(This item was discussed at the November 17, 2015 Village Board meeting and currently
appears under Unfinished Business.)
k. Consideration to adopt Ordinance No. 3440 granting a Special Use Permit to Black Horse
Enterprises, LLC to permit an automotive repair shop in an I-I Industrial Zoning District
on property located at 660 Fargo Avenue, Elk Grove Village.
(This item was discussed at the November 17, 2015 Village Board meeting and currently
appears under Unfinished Business.)
I. Consideration of the following:
• To adopt Ordinance 3441 (attached) authorizing the Levy and Collection of Taxes
for the Corporate Public Safety and Municipal purposes of the Village of Elk
Grove Village for the Fiscal Year beginning May 1, 2016 and ending April 30,
2017;
• To adopt Ordinance 3442 (attached) abating a portion of the 2015 Property Taxes
Levied for certain taxable General Obligation Bonds, Series 2010, of the Village of
Elk Grove Village; and
• To adopt Ordinance 3443 (attached) abating a portion of the 2015 Property Taxes
Levied for certain taxable General Obligation Bonds, Series 2013, of the Village of
Elk Grove Village.
(This will be the ninth consecutive year that the Village Board is holding the line on
property taxes.
(The Library request is up $146,143 or 3%from last year.
(The 2015 Property Tax Ordinance in the amount of$24,732,263 includes the Library.
Ordinances abating$2,448,970 are included, thus reducing the net levy to $22,283,293.
(The Tax Levy Ordinance must be approved by the Mayor& Board of Trustees and filed
by the Village Clerk with the County Clerks of Cook and DuPage Counties on or before
the last Tuesday in December in accordance with State Statutes.
(The Director of Finance recommends approval.)
in. Consideration to adopt Ordinance No. 3444 (attached) amending the Position
Classification & Salary Plan of the Village Code of the Village of Elk Grove Village.
(The Ordinance deletes six (6) Police Officer positions (most temporary due to
retirements) and adds one (1)Full-Time Police Commander position.)
n. Consideration to adopt Resolution No. 50-15 (attached)authorizing the Mayor and Village
Clerk to execute an agreement between the Village of Elk Grove Village and the Suburban
Bus Division (PACE) of the Regional Transportation Authority (Dial-a-Ride).
(Estimated expenses for the Dial-a-Ride program have increased by 10% compared to
2015 for a total estimated cost of$317,825 in 2016.
(This year's Local Share Agreement includes a $18,000 reduction in the maximum Pace

contribution compared to 2015, for a maximum Pace contribution of$79,500 in 2016.
(Aside from the decrease in the Pace Contribution,the terms of this year's Agreement
have not been significantly modified in comparison to previous years.)
o. Consideration to adopt Resolution No. 51-15 authorizing the Mayor and Village Clerk to
execute a recapture agreement between the Village of Elk Grove Village, MC Machinery
Systems, Inc. and BK Elk Grove LLC for reimbursement for the construction of a left turn
bay and walking path.
(MC Machinery Systems, Inc. is developing the site at 85 Northwest Point Boulevard for
the purpose of locating a corporate headquarters.
(As part of this development, MC Machinery Systems, Inc. is constructing a left turn bay
on Northwest Point Boulevard and an extension of the Northwest Point walking path.
(These improvements will also benefit the adjacent, undeveloped lot to the West.
(This agreement provides for the reimbursement for the cost to construct these
improvements, proportional to the size of the future development on the adjacent lot.
(The recapture payment will be collected by the Village when the adjacent lot is
developed.)
p. Consideration to adopt Resolution No. 52-15 authorizing Release/Retention of Executive
Session Minutes of the Village of Elk Grove Village from January 2013 through
December 2013.
(As required by the Illinois Open Meetings Act, the Village has kept written Minutes of all
Executive Sessions.
(This Resolution allows the release of Minutes from January 2013 through December
2013.
(The Village Clerk recommends approval.)
q. Consideration to adopt Resolution No. 53-15 authorizing the destruction of audio
recordings of closed meeting sessions (January 2013 through May 2014).
(As required by the Illinois Open Meetings Act, the Village has kept audio recordings of
all closed meetings and gives permission to destroy those recordings after 18 months of
the meeting date.
(This resolution allows the destruction of twenty-nine (29) recordings of meetings dated
January 2013 through May 2014 for which written minutes of those closed meetings had
been approved.
(The Village Clerk recommends approval.)
r. Consideration to adopt Resolution No. 54-15 (attached) authorizing the Mayor to execute
a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook
County Class 6B Property Tax Exemption status pursuant to the Cook County Real
Property Classification Ordinance as amended February 15, 2006 for certain real estate
located at 1251-53 Pagni Drive.
(The Law Offices of Sarnof£& Baccash, on behalf of 1251 Pagni LLC (Applicant) doing
business as Snak King, is seeking a Cook County Class 6B Property Tax Exemption for
1251-53 Pagni Drive.

(The Applicant intends on purchasing the building and using it for their business of
warehousing and distribution of Vitner's Chicago style snacks. The facility will also be
used for light assembly of in store display racks.
(The Applicant is currently located in three sites around Chicago land. These include an
approximately 220,000 square foot facility in Freeport, an approximately 80,000 square
foot facility in Chicago, and an approximately 8,000 square foot facility at 2969 American
Drive in Elk Grove Village.
(Due to business expansion, Snak King wishes to relocate from the leased building in Elk
Grove Village and purchase the building at 1251 Pagni Drive.
(Snak King will relocate all eight employees and hire an additional three to four
employees within the first few years of operation.
(The subject property consists of an approximately 20,000 square foot building that has
been 100% vacant since May 31, 2015.
(The Applicant intends on spending$126,000 to refurbish both the interior and exterior of
the building. Items to be refurbished include the fayade with installation of metal paneling,
new molding, new fagade sign, and new LED accent lighting; demolish and replace all
landscaping per application packet; replace concrete apron and drive on east side of the
building to conform to ICRC standards; redesign west apron to conform to ICRC
standards; and refurbish guard rail on east side of building.
(The goal of Class 6B is to attract new industry, stimulate expansion and retention of
existing industry and increase employment opportunities. The eligibility requirements for
6B status are new construction, substantial renovation or buildings that have been vacant
for a period of time.
(This site qualifies as it involves occupation of an abandoned building for less than
twenty-four(24) months continuous vacancy with a purchase for value, special
circumstances and significant rehabilitation.
(Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10%of
fair market value for ten years, then 15% in the eleventh year, and 20% in the twelfth
year. Industrial property is currently assessed at 25% of fair market value in Cook
County.
(The Director of Business Development and Marketing recommends issuing a Letter of
Receipt.)
