REGULAR VILLAGE BOARD MEETING
December 15, 2015
1. CALL TO ORDER- 7:26 p.m.

3.APPROVAL OF MINUTES OF NOVEMBER 17, 2015 - Motion to approve the Minutes
of the Regular Village Board Meeting held on November 17, 2015 as submitted and
dispense with the reading

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson reported the Busse Dam
gates are up and operational. Work is being done to complete the hydraulic and computer
systems. That work should be completed by the end of the year. The dam should provide
relief from future flooding issues. Mayor Johnson commended everyone involved in the
planning and completion of the project.
Mayor Johnson explained that Elk Grove Village has different duly elected Government
Boards. There is a Library Board, School Board, Park District Board and Village Board.
Each Board has its own jurisdictional control. The Village Board does not govern the other
Boards. There were some recent decisions made by the Park District Board that the Village
Board does not have any control over,whether right or wrong, they were their decisions.
The Park District Board was elected by the community and they make decisions that they
feel are right for the community.
Mayor Johnson attended the following meetings and events:
November 19 - Tollway Board meeting
December 9 - Tollway Board Committee meeting where authorization was given to
conduct an Environmental Impact Study about continuing Route 53 into Lake County. This
will be a two to three year process. The costs and pros and cons of the project will be
reviewed.
November 27 - 18th Annual Tree Lighting Ceremony
December 2 - DARE Graduation at Link School
December 4- Elk Grove Chamber of Commerce holiday luncheon
December 2 - 2nd Grade students from Admiral Byrd School visited Village Hall,the Police
Station and the Fire Department
December 15 - SOC meeting- SOC is working with JDA and ONCC to try and make the Fly
Quiet Program actually work. They are working to make sure that night time Flights are
evenly distributed throughout the region.
Mayor Johnson advised one of the items on the Consent Agenda is for approval of the July
Summer Concert Series. A presentation was shown announcing the 2016 concert line-up.
The following bands will be performing in July:
July 4 - Peter Cetera
July 12 - LeAnn Rimes
July 17 - Foreigner
July 26 - Michael McDonald

The July 4t' Concert will take place by the high school, followed by the 41h of July fireworks.
The concert on July 121h featuring LeAnn Rimes will take place at Town Center. The
Foreigner concert is taking place on the Village's 60th Anniversary, Sunday,July 171h, by the
high school, followed by the car raffle and fireworks. The final concert featuring Michael
McDonald on July 261h will take place at Town Center.
Mayor Johnson thanked Public Works Director, Vito Sammarco, and the Public Works
employees for a job well done snow plowing after the storm in November.
Oath of Office- Police Chief Schmidt gave a brief employment background and Mayor
Johnson administered the Oath of Office to Sergeant Casey Kowalczyk.
Presentation - Police Officer Eric Perkins was present to introduce his new K-9 partner
Sem. Officer Perkins and Sem completed training in March of 2015. Police Officer Steve
O'Neill was present with his K-9 partner Kim. Police Chief Schmidt presented Officer
O'Neill and Kim a plaque in recognition of Kim's retirement after seven and one half years
of service. Kim's official retirement date is December 31, 2015. Kim will continue to live
with Officer O'Neill and his family.
Several Officers and their K-9 partners from different communities were present in the
audience. Sergeant Matt Fiorito stated in 1998 three handler Officers formed a local
training group. The Officers and their K-9 partners present in the audience were a small
representation of that training group which is now called "Northern Impact Canine Group."
Sergeant Fiorito presented Officer O'Neill and Kim a plaque from the Northern Impact
Canine Group.
Dr. Greg Stram was asked to come to the podium. Dr. Stram and his staff from Elk Grove
Pet Clinic were recognized for caring for police canines since 1996 at no cost to the Village.
Dr. Stram was presented with a plaque listing the names of all the canines and their service
dates.
Trustee Franke announced applications are being accepted for a Citizen Police Academy
which will be taking place on Wednesday nights from January 27, 2016 to March 16, 2016.
Trustee Lissner and Trustee Petri attended a ribbon cutting at Hitachi Industrial
Equipment Marking Solutions. Trustee Petri participated in a customary Japanese
ceremony by putting on a kimono, breaking a barrel with a hammer and drinking a glass of
sake. Trustee Lissner attended the Joint Action Water Agency meeting on December 2,
2015. It was a routine meeting and there is still no report available on alternative water
supply options.
Trustee Petri attended the Solid Waste Agency meeting with Village Manager, Ray Rummel.
The Agency is reducing staffing. They will be down to three people by the end of the fiscal
year in May. Trustee Petri stated he would like to see a third K-9 Officer in the Village, one
on each shift. There will be a meeting on Friday morning at 9:00 a.m. with Elk Grove
Cinema to discuss a line-up of appropriate movie offerings that can be shown during the
weeks leading up to the Village's 601h Anniversary.
Trustee Czarrnik reported she represented the Mayor and Board in honoring Elizabeth
Brenner on her 100th Birthday. On Sunday, December 13, 2015, Trustee Czarnik attended
the Elk Grove Sister City Christmas luncheon. The luncheon is a fundraiser for the student
exchange program.
Trustee Feichter submitted an application to the federal government for funding for a
teacher education program in Illinois. The funding was approved in the amount of
$330,000.00 over a three year period. The teacher education program will prepare
teachers to teach students in Illinois attending disadvantaged schools about the
Constitution. The definition of disadvantaged schools is very broad and most schools in
Illinois fall within that category. Most teachers have some disadvantaged students.
Trustee Feichter met with the principal at Elk Grove High School about getting the high
school teachers involved in the program. Elk Grove High School will be participating in the

program. The Constitution Competition was held last Friday. Teachers from Elk Grove
High School attended to watch and learn about the program. There is a new requirement
that all Illinois high school teachers must teach civic education.
Trustee Prochno attended the Sister City luncheon this past Sunday. The luncheon is a
fundraiser for the student exchange program. This year sixteen students are participating
in the exchange.
The Village will be celebrating its 601h Anniversary in 2016. In celebration of the
Anniversary, Castle Chevrolet has donated a 2016 Chevy Camaro to be raffled off. The
proceeds from the raffle will benefit"A Caring Place" community respite care program,
Community Character Coalition of Elk Grove, Elk Grove Youth Committee, the Lions Club of
Elk Grove, the Rotary Club of Elk Grove and the Sheila Ray Center. Trustee Prochno
thanked the Rotary Club for facilitating the sale of raffle tickets.
Trustee Prochno announced that after fifty-eight years of serving the Elk Grove Village
community, the Elk Grove Jaycee Club is dissolving at the end of December. The Jaycee
Club facilitated many wonderful events in the community. Trustee Prochno thanked them
on behalf of the community for everything they have done and wished the members good
luck in all their future endeavors. As a result of the Jaycee Club dissolving, there will be no
house decorating contest this year. Hopefully another organization will take over the
house decorating contest for future years.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the November 30,2015 Accounts Payable Warrant in the amount of
$1,830,259.71.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Village Public Library to waive 2016
Alarm License Fees in the amount of$25.
b. Authorization of a request from Prince of Peace United Methodist Church, 1400
Arlington Heights Road, to waive engineering permit fees in the amount of$179 for
parking lot maintenance.
c. Authorization of a request from the Elk Grove Park District to waive permit fees in the
amount of$2,247 for the following:
• Replacement of water heaters at the Pavilion, located at 1000 Wellington Avenue,
in the amount of$1,175;
• Replacement of sidewalk at Mead Park, located at 1769 Gibson Drive, in the
amount of$231;
• Replacement of sidewalk at Johnson Park, located at 974 David Lane, in the
amount of$350;
• Sealcoat and stripe the parking lot at Pirates Cove, located at 901 Leicester Road,
in the amount of$122;
• Sealcoat and stripe the parking lot at St. Julian Eymard Catholic Church, located
at 601 Biesterfield Road, in the amount of$194;
• Sealcoat and stripe the parking lot at Lions Park, located at 180 Lions Drive, in
the amount of$175.

d. Authorization of a request from Queen of the Rosary located at 750 Elk Grove
Boulevard, to waive fees for a temporary Class A Liquor License in the amount of
$2,900 for the Parents Club Painting and Wine Event on January 16, 2016.
e. Authorization to award a professional service contract with C.C. Cartage, Inc. of Lake
Zurich, IL to provide hauling and disposal of excavated materials in the amount of
$126,400.
f. Authorization to award a professional service contract to Entertainment Management
Group of Elk Grove Village, IL to manage and operate the 2016 Mid-Summer Classics
Concert Series in an amount not to exceed $380,000, of which $50,000 will be
reimbursed back to the Village by the Elk Grove Park District.
g. Authorization to award a construction contract to the lowest responsive and responsible
bidder Swallow Construction Corporation of Downers Grove, IL for the Culvert
Improvements - Estes Avenue project in the amount of$579,155.93 from the
Water/Sewer Fund.
h. Authorization to award a construction contract to the lowest responsive and responsible
bidder Swallow Construction Corporation of Downers Grove, IL for the Culvert
Improvements - Pratt & Rail Crossing project in the amount of$948,624.11 from the
Water/Sewer Fund.
i. Authorization to award a construction contract to the lowest responsive and responsible
bidder Earthwerks, Inc. of Batavia, IL for the Ditch Improvements - Touhy Avenue to
Arthur Avenue in the amount of$1,055,806.80 from the Water/Sewer Fund.
j. Adopt Ordinance No. 3439 entitled, "AN ORDINANCE GRANTING A VARIATION
OF SECTION 3-7:1)(3) OF THE ZONING ORDINANNCE TO PERMIT THE

B. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - The Capital Improvements
Committee will be meeting on December 18, 2015 at 10:00 a.m. in the Chernick Conference
Room to discuss the 2016 MFT Street Program.
9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The Committee
met prior to the Village Board meeting to discuss the Self-storage Facility Moratorium. The
Committee recommendation is to not place a Moratorium on Self-storage Facility
companies. The Committee decided it would be better to create a text amendment to
create a special use for Self-storage Facilities. The same goal will be achieved through
special use as a Moratorium.
10. PERSONNEL COMMITTEE - Trustee Franke - No Report
11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Holiday lights can be recycled
at the Community Development Department in Village Hall. Garbage and recyclables
should be placed at the curb prior to 7:00 a.m. on your pick up day. Yard waste pick up
ended today, December 15, 2015. Pick up will resume on April 1, 2016. Holiday trees will
be picked up during the first two weeks in January.
12. INFORMATION COMMITTEE -Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report
14. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - A meeting is scheduled for
tomorrow, December 16, 2015 at 11:30 a.m. in Room E of Village Hall. Trustee Lissner
stated Josh Grodzin has put together a great Agenda for the meeting. There will be several
speakers talking about workforce development. Several businesses that Trustees Petri and
Lissner and Josh Grodzin have met with have been experiencing issues with trying to get
help, especially in manufacturing. The Business Leaders Forum is doing very well and has

been very productive.
15.YOUTH COMMITTEE -Trustee Franke-Applications for the Youth Committee
scholarships will be available after the first of the year.
16. PARADE COMMITTEE - Trustee Czarnik- The annual parade will be taking place on
Saturday,June 18, 2016 at 5:00 p.m. The parade theme, in honor of the Village's 60th
Anniversary, is "Celebrating Yesterday, Today and Tomorrow." Couples currently living in
Elk Grove Village who were married in 1956 are being asked to celebrate by riding in the
parade as grand marshals. The next Parade Committee meeting is Monday, February 1,
2016 at 5:30 p.m.
17. HEALTH &COMMUNITY SERVICES ADVISORY COMMITTEE - Trustee Czarnik-Any
caregivers needing respite during the holiday season should remember The Caring Place.
The Caring Place is a great socialization program for adults. It is organized and supervised
by trained and caring staff. The program is available on Monday,Wednesday and Thursday
from 9:30 a.m. to 3:30 p.m. at Christus Victor Church.
The next community blood drive will take place on Saturday,January 9, 2016 from 8:00
a.m. to 12:00 p.m. in the lower level of the Zettek Municipal Building.
18. LIQUOR COMMISSION - Mayor Johnson - No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson -The next special event will be the
Memorial Day Observation.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Concerts for
2016 were announced during the Mayor's Report.
21.AIRPORT UPDATE -An airport update was given during the Mayor's Report.
22. PLAN COMMISSION - Village Manager Rummel - No Report
23. ZONING BOARD OF APPEALS -Village Manager Rummel

Consent Agenda.
27. NEW BUSINESS - No items of New Business.
28. PUBLIC COMMENT- 8:26 p.m. - Don Lucki,Jr. of 1585 Oregon Trail addressed the
Mayor and Village Board about his interest in opening a cultural center named "One Road
Many Paths" in Elk Grove Village. He was looking for Village assistance in providing a
location to house the center. Mayor Johnson advised Mr. Lucki to submit materials and a
written explanation of what he is proposing for staff to review.
