Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L.,Lissner,James P. Petri, Christine K. Prochno A Quorum was present Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - PASTOR STEFAN POTUZNIK, CHRISTUS VICTOR LUTHERAN CHURCH 3.APPROVAL OF MINUTES OF DECEMBER 15, 2015 - Motion to approve the Minutes of the Regular Village Board Meeting held on December 15, 2015 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - On December 17, 2015 Mayor Johnson attended the last Tollway Board meeting for 2015. The budget was approved in the amount of 1.3 billion dollars. There was a SOC meeting today, January 12, 2016. The contract with JDA was finalized for work on the By quiet rotation plan. Several positive conversations have taken place with Ginger Evans, head of the Chicago Aviation Department. Everyone will be working together to make O'Hare Airport a better neighbor to the region. Mayor Johnson thanked everyone for the holiday letters received by him and the Village Board. Several letters were received from both residents and people outside the community complimenting the concert series. The Mayor stated the concerts and the related manpower expenses are funded one hundred percent by the Village's hotel tax, tobacco tax,video gaming, sponsorships and monies from the Park District. The 2016 concert lineup is as follows: July 4- Peter Cetera,July 12 - LeAnn Rimes, July 17 - Foreigner, and July 26 - Michael McDonald. Mayor Johnson stated Busse Dam is fully operational. The hydraulic and computer systems have been completed. There are several sensors placed along the creek. One of the key sensors is located by Golf Road and the creek. The sensor requires electricity to work. The utility company is still working on the engineering to provide the sensor with electricity. Once a power source is provided for the sensor, the dam can be utilized. Oaths of Office - Police Chief Schmidt gave educational and employment backgrounds and Mayor Johnson administered Oaths of Office to Police Officer Eric Guzik, Police Officer Anatoli Mironov, Police Officer Amy Petrouski, Commander Michael Garrison and Sergeant Sheara Garrison. Trustee Prochno wished Paul Petzold a Happy Birthday. Trustee Prochno announced the VFW will be hosting a Polish dinner night on January 23, 2016 from 5:00 p.m. to 8:30 p.m. The Village's new electronic sign is up and running at Biesterfield Road and Wellington Avenue. The second electronic sign on the west side of the Village should be installed in the next couple of weeks. Pagel of 4 The Village will be celebrating its 6011, Anniversary in 2016. As part of the celebration, a 2016 Chevy Camaro, donated by Castle Chevrolet,will be raffled off. The proceeds from the raffle will benefit "A Caring Place" community respite care program, Community Character Coalition of Elk Grove, Elk Grove Youth Committee, the Lions Club of Elk Grove, the Rotary Club of Elk Grove and the Sheila Ray Center Advisory Council. The Camaro will be awarded at the July 17, 2016 concert. Trustee Prochno welcomed Tom Sizopoulos, the new owner of Jimmy's Charhouse, to the Elk Grove community. Trustee Prochno asked that everyone please shovel their sidewalks and to consider helping their neighbor if they are unable to shovel themselves. Trustee Franke announced the Citizen Police Academy which is starting on January 27, 2016 is completely full and no more applications are being accepted. Trustee Czarnik and Trustee Lissner represented the Village Board at the Stevenson School DARE culmination ceremony on January 8, 2016. The Police Department and the Lions Club do a fine job instilling the importance of DARE and to resist drugs and violence to the youth of the community. Trustee Czarnik thanked Officer Dave Johnson for doing a great job instructing the program. Applications for the Frank 1. Czarnik Memorial Scholarship will be available next week. There will be six$1,000.00 scholarships available for Elk Grove residents. Trustee Feichter stated the Community Character Coalition is sponsoring a Carnival of Exceptional Character on Saturday, January 30, 2016 from 5:30 p.m. to 7:30 p.m. at the Pavilion. It is a free event. Several community organizations will be participating in the event. The Elk Grove Lions Club will be hosting their 10th annual Trivia Night on February 27, 2016.. The event is being held at the Garden Terrace and begins at 7:00 p.m. Trustee Lissner asked that businesses also shovel their sidewalks and to assist with shoveling sidewalks of any surrounding vacant properties. Many people use public transportation and Trustee Lissner has observed people walking in the street in the business park where sidewalks have not been cleared. Trustee Lissner has also observed that several condominium buildings clear their parking lots but do not shovel the sidewalks. There are areas behind the homes on Arlington Heights Road that also remain unshoveled. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the December 31, 2015 Accounts Payable Warrant in the amount of $1,985,287.24. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the January 12, 2016 Accounts Payable Warrant in the amount of$1,666,387.19. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization of a request from the Elk Grove Village Public Library, 1001 Wellington Avenue, to waive building permit fees in the amount of$50 for the installation of a wireless fire alarm monitoring system. Page 2 of 4 b. Authorization of a request from Community Consolidated School District 59 to waive 2016 Alarm License Fees in the amount of$175. c. Authorization of a request from the Elk Grove Village Public Library, 1001 Wellington Avenue, to waive engineering permit fees in the amount of$225 for curb replacement. d. Authorization to award a professional service contract to Red Caffeine Inc. of Lombard, IL to continue the implementation of the Makers Wanted Advertising Program in total contract amount not to exceed $463,760.00 through the Busse / Elmhurst Tax Increment Financing fund. e. Adopt Ordinance No. 3445 entitled, "AN ORDINANCE AUTHORIZING AND GRANTING A FRANCHISE TO NORTHERN ILLINOIS GAS COMPANY (d/b/a NICOR GAS COMPANY) ITS SUCCESSORS AND ASSIGNS, TO CONSTRUCT, OPERATE AND MAINTAIN A NATURAL GAS DISTRIBUTING SYSTEM IN AND THROUGH THE VILLAGE OF ELK GROVE, ILLINOIS" Mayor Johnson asked if there were any questions or comments about the Consent Agenda. There were none. Motion to approve Consent Agenda items "a through e." CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - The Committee met to discuss the 2016 Street Program. Six streets on the west side, seven streets on the east side and four in the business park are going to be worked on. These are in addition to those named in the STP (Surface Transportation Program). Included in the STP are Biesterfield Road from Meacham to Rohlwing, Oakton from Shadywood to Higgins, and Greenleaf from Tonne to Busse. The work on Greenleaf will include two railroad crossings. 9.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner-Trustee Lissner asked that item a. Self-storage Facility Moratorium be removed from the Agenda. The Community Development Department will be preparing a Text Amendment instead of using a Moratorium. 10. PERSONNEL COMMITTEE - Trustee Franke - No Report 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Holiday lights and extension cords can be recycled at the Community Development Department through March 31, 2016. This is the last official week for holiday tree pickup. All decorations should be removed from the trees and they should not be put in a plastic bag. Trustee Prochno asked if tree pickup could be extended another week for those that celebrate Orthodox Christmas. A time extension for future years will be discussed with Waste Management. 12. INFORMATION COMMITTEE - Trustee Prochno - No Report 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - Trustee Lissner received an email from Comcast about changes to the channel lineup. Three channels are being eliminated from certain packages to keep pricing down. The three channels are POP, Spike and CMT. There will be an additional fee to keep those channels depending on the package you subscribe to. The change will take effect on January 7, 2016. Trustee Lissner asked if staff could provide an update on the status of AT&T in the near future. 14. BUSINESS LEADER FORUMS - Trustees Lissner/Petri - No Report 15.YOUTH COMMITTEE -Trustee Franke -The Youth Committee and the Park District will be offering three $1,000.00 scholarships. Applicants must be an Elk Grove Village resident and attend one of the local high schools. Applications will be available at the high schools and on the Village website. Applications are due by May 6, 2016. 16. PARADE COMMITTEE - Trustee Czarnik- The 601h Anniversary Parade will take place on Saturday,June 18, 2016 at 5:00 p.m. The theme is "Celebrating Yesterday, Today and Tomorrow." Any couples currently living in Elk Grove,who were married in 1956, are invited to celebrate by riding in the parade as Grand Marshals. The next meeting of the Parade Committee is Monday, February 1, 2016 at 5:30 p.m. Page 3 of 4 17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- No Report 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19. SPECIAL EVENTS COMMITTEE- Mayor Johnson- The next special event will be the Memorial Day Celebration. Trustee Petri reported the 601h Anniversary Committee will be meeting on Monday at 6:00 p.m. in Room E. All the events will be discussed and a representative from Tasty Catering will be attending to discuss their participation in the events. Trustee Petri and Maggie Jablonski met with Elk Grove Classic Cinemas to discuss programming they can run in conjunction with the Anniversary. Trustee Petri stated the theater would like to look into installing a digital sign for display of their programming. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The concert line up was given during the Mayor's Report. 21.AIRPORT UPDATE -An airport update was given during the Mayor's Report. 22. PLAN COMMISSION - Village Manager Rummel - No Report 23. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report 24. REPORT FROM VILLAGE MANAGER- No Report 25. REPORT FROM VILLAGE CLERK- The Cook County Clerk's Office confirmed that Elk Grove Village Hall will be an early voting site. Early voting will take place from February 29, 2016 through March14, 2016. Hours are Monday through Saturday from 9:00 a.m. to 5:00 P.M. 26. UNFINISHED BUSINESS- No Unfinished Business 27. NEW BUSINESS - No items of New Business 28. PUBLIC COMMENT - 8:21 p.m. - Donald Lucki, Jr., 1585 Oregon Trail addressed the Mayor and Board about assistance with opening a non-profit cultural center named "One Road Many Paths' in Elk Grove Village. Mr. Lucki thanked,Maggie Jablonski for meeting with him to discuss his plans. Mayor Johnson advised Mr. Lucki that the Village cannot be involved with opening his cultural center. The Village can offer guidance but cannot give advice, letters of recommendation or support. Mayor Johnson stated that Ms. Jablonski can provide Mr. Lucki with information on applying for grant funds.
