Mayor Craig B. Johnson called the meeting to order at 8 : 13 p.m.

A quorum was present.
2 . INVOCATION
Mayor Johnson led the members of the Board and audience in the
Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on
March 23, 2004 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Community in Mourning - Mayor Johnson expressed his sorrow at the
death of Marine Lance Corporal Phillip Frank of Elk Grove Village
who was killed in the line of duty on April 8, 2004 in Iraq.
There was a moment of silence in memory of Lance Corporal Frank
and in honor of sacrificing his life for his country. Mayor
Johnson conveyed his sympathy to the members of the Frank family.
Biesterfield Road - The Mayor reported the road work has begun on
the widening of Biesterfield Road west of Rohlwing Road and asked
for patience and understanding during the construction.
Fire Works - Donations are ahead of past years and thanked the
community for their donations .
Proclamation - Mayor Johnson proclaimed May 6, 2004 as "NATIONAL
DAY OF PRAYER".
Vehicle Sticker - The Mayor noted the amnesty program would run
until April 15, 2004 . Almost $80, 000 . 00 has been collected and
over 2, 000 vehicles have gotten vehicle stickers since the
amnesty program went into effect.
Belvedere Banquet Facility - Mayor Johnson reported ESPN would be
hosting a live professional boxing match on Friday, May 21, 2004
at 8 : 00 p.m. with televising beginning at 9:00 p.m. The program
not only will be aired nationally but also will be broadcasted to
forty countries around the world. Ticket prices will range from
$35. 00 to $100. 00 .
Elk Grove Times Newspaper - The Mayor commended the Times
Newspaper for an article written on Elk Grove Village being named
as one of the top 100 places to live in the United States .
Relocate-America.com is a national relocation website that

realtors support and use. They nominated Elk Grove for the
honor. This is the third national award Elk Grove Village has
won in the past several years . Last year Chicago Magazine voted
Elk Grove Village as "Best Hometown" and also Elk Grove has been
named as one of the top 50 places to live in America.
Trustee Czarnik reported that the Community Blood Drive will be
held Saturday, April 24, 2004, from 8 : 00 a.m. to noon at the
lower level of the Charles J. Zettek Municipal Building.
The new Spring Banners have been placed on the light poles .
Trustee Czarnik hopes everyone is enjoying them.
Trustee Feichter attended the Community Character Coalition
meeting on April 6, 2004 at the Advantage Bank. On the
suggestion of Deputy Chief Michael Lebert the Village water bill
now has a Character Counts slogan printed on them. The Coalition
has filed for and been accepted as a not-for-profit corporation
in the State of Illinois . The Community Character Coalition now
has a brochure and a website ccceg. org.
The members of the coalition would like to make a suggestion to
Trustee Czarnik that "Character Counts in Elk Grove Village" be
the theme for the 2005 Village Parade . Trustee Czarnik said it
would be taken into consideration.
Trustee Prochno read a press release from the Salt Creek
Watershed Network regarding numerous Salt Creek and Forest
Preserve cleanups, which will be held on Saturday, April 24, 2004
from 9: 00 am until noon. Specific areas will be targeted along
the creek in Brookfield, Elk Grove Village, La Grange Park, Wood
Dale and the Cricket Creek Forest Preserve . To participate in
Elk Grove' s cleanup please call Nick Nikola at 847-593-5410 .
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the March 31,
2004 Accounts Payable Warrant in the amount of $111,709. 86.

6. CONSENT AGENDA
Item R. - Mayor Johnson pointed out Item R. , awarding a new
liquor license to the new Belvedere banquet facility located at
Rohlwing and Devon, will be opening April 23, 2004 for the
Village' s Annual Recognition Dinner.
A. School District 214/Waive Fees - Grant a request to waive
the Village' s vehicle sticker fee for the period May 1,
2003 through April 30, 2004 in the amount of $32 . 50.
B. Church of St. Nicholas, 1072 Ridge Avenue - Grant a request
to waive all permit fees for their Mayfest event on
Saturday, May 22, 2004 .
C. Plan Commission Public Hearing/2626 Delta - Concur with the
recommendation of the Village Manager to hold a public

hearing to consider the petition of Vic Zychla, of Vicmar,
Inc. DBA Bill's Truck Service, for a Special Use permit to
operate a diesel truck repair shop in an I-2 Industrial
District.
D. Plan Commission Public Hearing/2380 American Lane
Authorize a public hearing to consider the petition of Mr.
Gilbert Schumm, who is representing Quality Mobile Truck
Repair Inc. , for a Special Use permit to operate a diesel
truck repair shop in an I-2 Industrial District.
E. Alexian Brothers Medical Center, 800 Biesterfield
Road/Waive Fees - Grant a request to waive permit fees in
the amount of $8,203.00 for the chiller replacement
project.
F. HTE, Inc. , Lake Mary, FL - Award a contract for technical
support and maintenance of the Village' s HTE financial
software applications for the period May 1, 2004, through
April 30, 2005 in a total contract amount not to exceed
$28, 922 . 00 .
G. Kale Uniforms, Chicago, IL - Award a blanket purchase
contract for the purchase of Police Department uniforms in
an amount not to exceed $45, 000 .
H. Eugene A. De St. Aubin & Brothers, Inc. , Kirkland, IL
Increase an existing contract (approved 3/23/04) to furnish
and plant seventy trees and sixteen bushes in the amount of
$19, 404 to be paid from the ICRC fund, for a total contract
amount not to exceed $62, 004 .
I . Just Networks, Inc. , Schaumburg, IL - Award a professional
services contract to provide advanced technical support of
the Village' s local and wide area networks for the period
May 1, 2004 through April 30, 2005 in a total contract

contract for the purchase of one (1) 2004 Ford E-450 Med-

S. Compensation Plan - Authorize the following items with an
effective date of May 1, 2004 :
• Authorize a 3.25% value increase to non-union step-pay-
plan positions;
• Authorize a 3.25% value increase to specific rate-pay-
plan positions;
• Authorize a 0% to 4.0% merit increase range for non-union
merit pay personnel based on individual performance;
• Authorize a range movement pool of $37,666 ($35,893 for
General Fund and $1 ,773 for Water & Sewer Fund for merit
salary personnel) with range movements of 0% to 2%,
funded at a rate of 0.75% of merit salaries;

7 . REGULAR AGENDA
A. Signage/Town Center - The Board' s final review and approval
is required by Ordinance for all signage in the Town Center
Shopping Center.
The petitioner' s presence was not required, as this request was
not for a variation.
Motion to approve an illuminated sign "Nextel" on the north side
of their unit as well as over the entrance door on the south side
of the building located in the Town Center.

BOARDS AND COMMISSIONS
S. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI
Mayor Johnson requested that the Water Meter Reader Study be
added to the Capital Improvements agenda as item c.
Chairman Petri noted Items 6.K) and 6.T) regarding the Salt Creek
Improvements were approved this evening under the Consent Agenda.
An Open House regarding the Salt Creek Stabilization Improvement
Project Phase II will be held Wednesday, April 14, 2004 between
4 : 00 p.m. and 7 : 00 p.m. in meeting Room E of the Municipal
Complex.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL
Meeting Schedule - A meeting of the JPZ Committee has been
scheduled on Tuesday, April 20, 2004 at 7 : 00 p.m. in Room E of

the Charles J. Zettek Municipal Building to discuss item a. ,
Parking Regulations for recreational vehicles and boats .
An invitation has been sent to a resident who wants to address
the Committee to discuss open pit fireplaces .
A date will be scheduled to discuss item b. , Review of ground
floor area ration requirements, at the next JPZ meeting.
10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER
Chairman Lissner reported receiving a letter from the Fire and
Police Commission last month recommending changes in the pre
hiring qualifications of licensed paramedics and to propose a
twenty-dollar application process fee for any candidate for the
Fire and Police Departments .
Motion to direct the Attorney to prepare an Ordinance to amend
the Rules and Regulations of the Board of Fire and Police
Commissioners thereby permitting the adoption of a pre-hiring
qualification of licensed paramedic for candidates for the Elk
Grove Fire Department as an alternative to the current
requirement for sixty college credit hours and the establishment
of a twenty dollar application processing fee for candidates for
the fire and police departments.

11 . RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO
Household Hazardous Waste Collection Day - Saturday, April 17,
2004 at the Itasca Public Works Department located on Prospect
Road between Thorndale and Irving Park Roads from 8 : 00 a.m. to
3 : 00 p.m. Items that can be dropped off include solvents,
pesticides, mercury, gas, oil based paint, batteries and
fluorescent lighting. Any questions, please call the Elk Grove
Village Health Department.
12 . INFORMATION COMMITTEE - TRUSTEE FEICHTER
Trustee Feichter noted a Towne Meeting will be held May 4, 2004
at 8 : 00 p.m. to 9: 00 p.m. in the Council Chambers featuring the
Village Board. Anyone may personally attend, phone in or email
their comments that evening.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Trustee Petri noted that Consent Agenda Item 6.H) regarding
replacement of 70 trees and 16 bushes that have died in the
Industrial Park and 6.L) and 6.M) replacing and repairing the
culverts under Greenleaf, Lunt and Pratt Avenues east of Busse
Road were all approved this evening.
Meeting Schedule - next meeting will be held June 3, 2004 .
14 . YOUTH COMMISSION - TRUSTEE PROCHNO
Jr. High Dance - On Saturday, May 1, 2004 a dance for 6`h, 7th and
8th graders will be held at the Park District Pavilion. The event
is called the "Last Dance". Admission will be $5. 00 at the door,
$4 . 00 with a food donation.
Scholarship - The Youth Commission, in partnership with the Park
District, is sponsoring four $500 . 00 scholarships available to
any Elk Grove Village resident who is a senior in high school .

Applications are available at the Village Hall or at Elk Grove or
Conant High School career centers . The deadline for the
application is Friday, May 14, 2004 .
15. PARADE COMMISSION - TRUSTEE CZARNIK
2004 Twilight Parade - "Showcase the World" is Saturday, June 19,
2004 .
Meeting Schedule - The Parade Commission will meet Monday, May 3,
2004 at 5: 45 p.m. in the Chernick Conference Room.
Applications are still being accepted. The deadline is April 15,
2004 .
16. PLAN COMMISSION - VILLAGE MANAGER
No Report
17 . ZONING BOARD OF APPEALS - VILLAGE MANAGER
ZBA Docket 04-2 - The Village Manager presented a variation
request to allow the construction of a two car garage addition
that would encroach approximately 9 . 3 feet into the twenty five
foot side yard at 43 Evergreen Street. The Zoning Board of
Appeals unanimously recommended, "Do Grant" .
Mayor Johnson thanked the petitioner for his patience in working
with the Village to make sure it worked cohesively with the
entire community.
Steve Schrager, 43 Evergreen Street - Trustee Czarnik questioned
the petitioner on the newly installed storm sewer at the rear of
the property. The petitioner stated the Village had installed
the storm sewer to help with drainage.
Motion to concur with the recommendation of the Zoning Board of
Appeals to direct the attorney to prepare an Ordinance granting a
variation to the Zoning Ordinance for the construction of a two
car garage addition that would encroach approximately 9.3 feet
into the twenty five foot side yard at 43 Evergreen Street.

The Mayor again thanked the petitioner for working with the
Village and advised him the formal approval would take place at
the April 27, 2004 Village Board meeting but the petitioner could
contact the Director of Engineering prior to that date to
initiate work on the project.
ZBA Docket 04-3 - The petitioner requested to construct a 240
square foot structure that will join two existing buildings
located at 1555 Louis Avenue and 1625 Louis Avenue. The Zoning
Board of Appeals recommended by a vote of 5 (AYES) to 0 (NAYS) a
"Do Grant".
Motion to concur with the recommendation of the Zoning Board of
Appeals to direct the attorney to prepare an Ordinance granting a
variation to the Zoning Ordinance for the construction of a 240
square foot structure that would join two existing buildings at
1555 Louis Avenue and 1625 Louis Avenue.

18. REPORTS OF OTHER BOARDS, COMMISSIONS . & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Meeting Schedule - Trustee Petri and the Assistant Village
Manager will be attending a meeting on Friday, April 16, 2004 at
12 : 00 p.m.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK
Easter Baskets - A total of 29 holiday baskets were distributed
on April 9, 2004 . Trustee Czarnik thanked all who donated.
Farmers Market - The next meeting will be held on Wednesday,
April 14, 2004 at 6: 30 p.m. in the Chernick Conference Room.
Community Spirit Award - Dorothy Winnan has been honored to
receive this month' s award. Ms . Winnan always goes out of her
way to help others. The current Community Spirit Award winner
can be seen on Channel 6.
Residents were reminded to nominate someone they think deserves a
thank you or recognition for a good deed. Nomination forms are
available in the Village Hall, Library, Pavilion and Jarosch
Bakery.
Meeting Schedule - The next meeting of the Community Service
Board is Thursday, April 21, 2004 at 7 : 00 p.m. in the lower level
of the Charles J. Zettek Municipal Building.

d. SPECIAL EVENTS COMMITTEE - MAYOR JOHNSON
Meeting Schedule - The next meeting will be held Monday,
September 27, 2004 .
e. O'HARE UPDATE - MAYOR JOHNSON
South Suburban Coalition has decided to name the South
Suburban airport the "Abraham Lincoln National Airport".
Developers of the project are SNC-Lavalin and LCOR, two of
the world' s largest airport developers . Twenty-seven new
communities have joined the South Suburban Airport
Commission to work together to build the airport.
Construction will begin in 2006 and will be up and running
by 2008 . Once the airport is opened, Elk Grove Village
will end its involvement in the project and all the money
invested .plus interest will be reimbursed back to the
Village.
19. ORDINANCE, RESOLUTIONS AND COMMUNICATIONS - VILLAGE CLERK

Trustee Czarnik made a correction to the Community Service Board
meeting. The meeting will be held on Thursday April 15, 2004 .

21. REPORT FROM THE VILLAGE MANAGER
The Manager reported the Fire Department Public Education
Division has been taking the Fire Safety House to the schools in
the Village . Children are being taught how to recognize fire
hazards and how to escape fires in the home . Starting in April,
thirty five hundred students will be going through the fire
safety house . The program will go through May 2004 .
