CALL TO ORDER- 7:34 p.m. Present: Mayor Craig B. Johnson,Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was present Also Present: Village Manager Raymond R. Rummel,Attorney William J. Payne,Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - PASTOR CURT HANSEN, ELK GROVE BAPTIST CHURCH Pastor Hansen invited everyone to attend the Community Character Coalition Carnival of Exceptional Character on Saturday, January 30, 2016 from 5:30 p.m. to 7:30 p.m. at the Pavilion. 3.APPROVAL OF MINUTES OF JANUARY 12, 2016- Motion to approve the Minutes of the Regular Village Board Meeting held on January 12, 2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following meetings and events: January 14- Cub Scout Troop 190 visited Village Hall to learn about local government January 21 and 25 - Tollway Board Meetings - The first meeting was a Customer Service Planning meeting and the second was the full Board meeting. Mayor Johnson stated there are 610,749 bridges in the country and 24% of them are deemed structurally deficient or functionally obsolete. The Illinois Tollway has 630 bridges, none of which are considered structurally deficient or functionally obsolete. In the country 14x/0 of the roads pavement conditions are rated very poor. None of the Illinois Tollway roads are rated very poor. January 26 - Meeting with the DuPage County Board to discuss the SOC and JDA program for a fly quiet rotation plan. The ONCC presented options for flight paths at night time to spread out the impact on communities. No decisions will be made by ONCC until May. They are allowing JDA to go forward with modeling. Modeling is the review of actual data of the flight paths. The City of Chicago has provided the necessary data for the modeling. One worry is that they are looking into expanding the time of flights to start earlier in the morning and continue later into the night. Mayor Johnson stated ComEd contacted him after the last Village Board meeting to apologize for not having the power to the sensor on Golf Road for the operation of the Busse Dam. They promised the power will be provided before the end of March, if not sooner. Mayor Johnson referenced recent articles in the local newspaper about red light cameras. The Mayor commended towns that have had success when they have removed the cameras but the Village statistics have proven that the total number of accidents have decreased at the intersections with red light cameras. The newspaper keeps trying to undermine the use of red light cameras but the statistics show that they work. Oaths of Office- Fire Chief Mikel gave an education and employment background and Page 1 of 4 Mayor Johnson administered Oaths of Office to newly hired Firefighters Clark Jensen and Zachary Milburn. Trustee Lissner stated he received an email from Consumer Reports stating they are trying to get phone providers to offer software to their customers that can block unwanted robocalls from telemarketers. Time Warner offers the software and they are working with other providers to do the same. Nomorobo offers free software on the internet that blocks unwanted calls. There was an article about Nomorobo in the November 2015 Village Newsletter. Trustee Feichter reported Meet Chicago Northwest has received State funding, The funding is about five thousand dollars less than in the past. They are still cutting back on staff and are going to move to a smaller office location. The third annual Meet Chicago Northwest Restaurant Week is going to take place February 18, 2016 to February 28, 2016. So far thirty-five restaurants have signed up to participate. Elk Grove restaurants participating are Shelby Campbell's, Sweet Baby Rays, and Jimmy's Charhouse. Trustee Feichter invited the Mayor and Board to attend the Community Character Coalition Carnival of Exceptional Character. The Elk Grove Lions Club is hosting their 101h Annual Trivia night on February 27, 2016 at the Garden Terrace. Trustee Czarnik announced applications for the Frank J. Czarnik Memorial Scholarship are available at Conant High School and Elk Grove High School. There will be six one thousand dollar scholarships awarded to Elk Grove residents. The due date is April 22, 2016. Trustee Petri reported the 60th Anniversary Committee met on Monday, January 18, 2016. Representatives from the Library and the Park District attended the meeting. They also have events planned for the 601h Anniversary celebration on July 17, 2016. Events will be taking place at Village Hall, the Library and Park District. Later in the evening, a concert followed by fireworks, will take place at Park LGK by the high school. A Septemberfest will be taking place on September 23 and 24, 2016. This morning Trustee Petri hosted ninety second grade students from Salt Creek School. Jim Derma, Dave Johnson and Ed Thomas from the Fire and Police Departments also met with the students and took them on a tour of both the Fire Department and the Police Department. Trustee Franke stated that although the event is being held on September 23rd and 24th it is an Oktoberfest. The event will he held at Park LGK. More details will be announced when the event planning is finalized. Trustee Prochno stated in conjunction with the Village celebrating its 60th Anniversary, the Park District and Elk Grove High School are both celebrating their 50th Anniversary. On July 17th events will be taking place from noon to 5:00 p.m. at the Park District,the Library and Village Hall. The Library will be hosting an ice cream social. The Village will be providing a DJ and entertainment and there will be a concert featuring The Hat Guys at 3:00 p.m. The Park District will be hosting fifty different events. It will be a full day of activities followed by the evening concert. The Sister City organization met last week to discuss the itinerary and travel arrangements with the sixteen exchange students that will be traveling to Termini Imerese the last week of March. Mayor Johnson stated the Police Department recently conducted checks of all liquor establishments and everyone passed. Mayor Johnson announced that his Father-in-Law, Bob Beaupre, recently passed away. With his passing, it made Mayor Johnson think about the community and all the people who have volunteered and contributed to make Elk Grove Village what it is today. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization of a request from Schaumburg School District 54 to waive 2016 Alarm License Fees in the amount of$75. b. Authorization to award a professional services contract to Tyler Technologies of Yarmouth, ME for support and maintenance of our business software applications in the amount of$54,902. c. Authorization to award a professional service contract with Gary R. Weber Associates, Inc. of Wheaton, 1L for the design of the Village's proposed gateway sign at Devon Avenue/ I-290 and conceptual design for the Meacham Road Gateway site in the amount of$56,208 from the BLF fund. d. Authorization to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various drainage improvements throughout the Business Park for the 2016 construction season in the amount of$268,847 from the Water/Sewer Fund. e. Adopt Resolution No. 1-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE COUNTY OF COOK ON BEHALF OF THE COOK COUNTY SHERIFF AND THE VILLAGE OF ELK GROVE VILLAGE" f Adopt Resolution No. 2-16 entitled, "A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE" g. Adopt Ordinance No. 3446 entitled, "AN ORDINANNCE AMENDING CHAPTER 5 ANIMALS AND ANIMAL CONTROL OF TITLE 6 OF THE VILLAGE CODE BY ELIMINATING THE LICENSE REQUIREMENTS FOR DOGS AND CATS" Mayor Johnson asked if there were any questions or comments about the Consent Agenda. There were none. Motion to approve Consent Agenda items"a through g." Moved by Trustee Czarnik Seconded by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 7. REGULAR AGENDA- No items on the Regular Agenda. Trustee Petri made note that item g. on the Consent Agenda eliminates the requirement to purchase a pet license. Pets are still required to be vaccinated. 8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - Item 6. f. approves the 2016 Street Program which was discussed at the last Board Meeting. 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report 10. PERSONNEL COMMITTEE- Trustee Franke -Applications are now being accepted for the summer seasonal positions. 11. RECYCLING &WASTE COMMITTEE- Trustee Feichter- The first two weeks in January are designated for Christmas tree pick up. Trees should have all decorations removed and should not be in a plastic bag. The trees disposed of during that two week time period will be recycled by Waste Management. Trees disposed of after the two week time period will still be picked up by Waste Management but will be thrown into the Dump and not recycled. It would be too expensive to extend the two week timeframe with Waste Management for recycling the trees. 12. INFORMATION COMMITTEE - Trustee Prochno - No Report Page 3 of 4 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report 14. BUSINESS LEADER FORUMS - Trustees Lissner/Petri - No Report 15. YOUTH COMMITTEE - Trustee Franke- Scholarship applications are available on the Village website and at the high schools. Applications are due by May 6, 2016. Three one thousand dollar scholarships will be awarded. 16. PARADE COMMITTEE - Trustee Czarnik- The 601h Anniversary Parade will take place on Saturday, June 18, 2016 at 5:00 p.m. The theme is "Celebrating Yesterday,Today and Tomorrow." Any couples currently living in Elk Grove, who were married in 1956, are invited to ride in the parade as Grand Marshals. The next Parade Committee meeting is Monday, February 1, 2016 at 5:30 p.m. 17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place" is a socialization program for adults. The program is available Monday, Wednesday and Thursday from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Memorial Day Ceremony. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The 2016 concert series lineup is as follows: July 4 - Peter Cetera July 12 - LeAnn Rimes July 17 - Foreigner July 26 - Michael McDonald 21.AIRPORT UPDATE- No Report 22.
