CALL TO ORDER- 7:14 p.m. Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno Absent: Trustee Feichter A Quorum was Present Also Present: Village Manager Raymond R. Rummel, Attorney William J. Payne,Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Ed McCutchan, Prince of Peace United Methodist Church 3.APPROVAL OF MINUTES OF FEBRUARY 9, 2016 - Motion to approve the Minutes of the Regular Village Board Meeting held on February 9, 2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Czarnik Franke, Lissner, Petri, Prochno NAYS: None ABSENT: Trustee Feichter MOTION CARRIED 4. MAYOR &BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following meeting and events: February 16 - Meeting with John Werrbach, CEO of Alexian Brothers Medical Center about hospital updates. February 18 - Meeting with Chris Nelson, Government Outreach Director for Comcast about changes and improved services. February 18 - Marketing update meeting to discuss future marketing ideas for the Makers Wanted campaign. February 23 - Suburban O'Hare Commission (SOC) meeting-The City of Chicago has been very cooperative about working together to come up with a fly quiet program. This summer there may be a six month trial of different flight rotations and then residents from the communities surrounding the airport will be asked for feedback. Based on that feedback, a plan will be developed. Another plan will have to be researched in four years when the final runway is completed. Mayor Johnson announced The Buckinghams are confirmed to perform at the 2016 Tree Lighting Ceremony. Mayor Johnson stated the Village was very disappointed that Caputo's closed. Nat Caputo invested a lot of money and time into getting the store open, it is too bad things did not work out. Mayor Johnson expressed well wishes to Nat Caputo. The Village hopes that a new grocery store will move into the space. A new tenant may not be able to occupy the space until all court proceedings are completed with Caputo's. Trustee Czarnik and Trustee Prochno attended the Eagle Scout Court of Honor ceremony for Scott Grgurich and William Wright on Saturday, February 13, 2016. Troop 495 must be very proud to have two more Eagle Scouts. Applications for the Frank J. Czarnik Scholarships are available at Conant High School, Elk Grove High School and on-line. There will be six one thousand dollar scholarships available for Elk Grove residents. Applications are due by April 22, 2016. Trustee Prochno reported the following on behalf of Trustee Feichter: The Elk Grove Lions Club is hosting their annual Trivia Night on February 27, 2016 at the Garden Terrace. Meet Page 1 of 4 Chicago Northwest Restaurant Week will be taking place from February 18, 2016 to February 28, 2016. There are three Elk Grove Village restaurants participating. Trustee Prochno stated the Elk Grove Lioness Club is sponsoring the Betty Erickson Memorial Scholarship. There will be two one thousand dollar scholarships awarded to high school seniors living in Elk Grove Village. Applications are available at Conant High School, Elk Grove High School and St. Viator High School. Applications are due by April 1, 2016. As part of the Village's 60u'Anniversary, Castle Chevrolet has donated a 2016 Chevy Camaro for a raffle. The Elk Grove Rotary Club is facilitating the raffle. All proceeds from the raffle will go to community organizations that serve the residents of Elk Grove Village. On July 4, 2016, six finalists will be awarded six hundred dollars each and a key. On July 17, 2016, at the evening Anniversary concert, one of the keys will start the Camaro to determine the winner. Trustee Prochno thanked the Village's Finance Department for contacting her about an increase in water usage at her business. The increase was caused by a small leak in the restroom. She would not have known about the leak if she did not receive the call. The Finance Department gives great customer service to the residents and businesses of the community. Trustee Lissner will be attending the Suburban.Joint Action Water Agency meeting in Schaumburg tomorrow evening. A public hearing is going to be held for the new budget. The budget will be going up .3%from $60,418,759.00 to $60,575,997.00. That includes another 3% water rate increase from the City of Chicago. Over the past nine months, several communities water usage has declined except for two, Elk Grove and Hanover Park. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the February 23, 2016 Accounts Payable Warrant in the amount of $571,767.58. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik NAYS:None ABSENT: Trustee Feichter MOTION CARRIED 6. CONSENT AGENDA a. Authorization to renew a professional service contract to Lauterbach & Amen, LLP of Warrenville, IL to perform the Village's annual audit of financial statements in a total contract amount not to exceed $34,100: b. Authorization of a request to award a purchase contract as part of the Suburban Purchasing Cooperative to Currie Motors of Frankfort, IL in an amount not to exceed $61,793 for the purchase of two (2) Ford Utility Police Interceptors from the General Fund. c. Authorization of a request to renew a landscape services contract to Sebert Landscaping of Elk Grove Village, IL for the 2016 Turf and Landscape Bed Maintenance - Residential contract in the amount of$156,376. d. Adopt Resolution No. 5-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO SIGN A MEMORANDUM OF UNDERSTANDING FOR CITIZEN SERVICE REQUEST SYSTEM STUDY GROUP BETWEEN MUNICIPAL GIS PARTNERS INCORPORATED AND THE VILLAGE OF ELK GROVE VILLAGE" Mayor Johnson asked if there were any questions or comments about the Consent Agenda. There were none. Motion to approve Consent Agenda items "a through d." REGULAR AGENDA- No items on the Regular Agenda. B. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- No Report 10. PERSONNEL COMMITTEE - Trustee Franke -Applications are still being accepted for the summer seasonal positions. 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Trustee Prochno reported unwanted Christmas lights will be accepted at Village Hall for recycling until the end of March. 12. INFORMATION COMMITTEE - Trustee Prochno - No Report 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report 14. BUSINESS LEADER FORUMS -Trustees.Lissner/Petri - Progress has been made on the Busse Road median. Preliminary work is being done and the planters are being prepared. There is a Business Leaders Forum meeting scheduled for March 17, 2016 from 11:00 a.m. to 1:00 p.m. in Room E. Mayor Johnson stated ComEd advised they should be starting work on the power for the Busse Dam sensor on Golf Road the second week in March and should be completed by the end of March. 15. YOUTH COMMITTEE - Trustee Franke -,The Youth Committee is offering three one thousand dollar scholarships to Elk Grove residents. Applications are available at Elk Grove High School, Conant High School, St. Viator High School and on the Village website. Applications are due by May 6, 2016. 16. PARADE COMMITTEE - Trustee Czarnik - The 60th Anniversary Parade will take place on Saturday, June 18, 2016 at 5:00 p.m. The theme is "Celebrating Yesterday,Today and Tomorrow." So far five or six couples married in 1956 and currently living in Elk Grove, have signed up to ride in the parade as Grand Marshals. The next Parade Committee meeting is Monday, March 7, 2016 at 5:30 p.m. 17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- "The Caring Place" is a socialization program for adults. It is organized and supervised by trained and caring staff. The program is available on Monday, Wednesday and Thursday from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Memorial Day Ceremony. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The 2016 concert line-up is Peter Cetera, LeAnn Rimes, Foreigner and Michael McDonald. 21.AIRPORT UPDATE- An update was given under the Mayor's report. 22. PLAN COMMISSION - Village Manager Rummel - No Report 23. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report 24. REPORT FROM VILLAGE MANAGER- No Report 25. REPORT FROM VILLAGE CLERK- Early Voting for the Presidential Primary will be taking place at Village Hall from February 29, 2016 thru March 14, 2016. Hours are Monday thru Saturday from 9:00 a.m. to 5:00 p.m. 26. UNFINISHED BUSINESS - No items of Unfinished Business. 27. NEW BUSINESS - No items of New Business. 28.
