MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON DECEMBER 15, 2015
Chairman E. Butch Ehrke called the meeting to order at 5:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the
following members were present: Chairnnan E. Butch Ehrke, Secretary Michael Kontek and
Commissioner Dion Zinnel. Guests present: Chief Steve Schmidt and Chief Richard Mikel.
Secretary Kontek moved that the minutes of the November 17, 2015 meeting be approved as
submitted and that the Board dispense with the reading thereof. Commissioner Zinnel
seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Invoice 83887 dated 11/30/2015 in the amount of$80.00 from Ottosen Britz for
review of legal documents associated with Police Officer Suspension Appeal.
Commissioner Zinnel moved that the Board authorize the disbursement of funds for payment.
Secretary Kontek seconded the motion. It was voted upon by acclamation whereupon
Chairman Ehrke declared the motion carried.
CORRESPONDENCE
I. Email from Village Manager authorizing the Commission to fill two vacant firefighter
positions.
2. Notice of Suspension from Chief Schmidt to Police Officer dated 12/01/2015 for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.LIA, Rules of Conduct, Rule 49 (Failure to Appear in Court when Required). One
day suspension to be served on December 21, 2015.
3. Notice of Suspension from Chief Schmidt to Police Officer dated 11/23/2015 for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1 A, Rules of Conduct, Rule 06 (Disobedience of an order, written or oral), and
Rule 07 (Insubordination or disrespect toward a supervisory member). Three day
suspension to be served on January 18, 19 and 20, 2016.
4. Notice of Suspension from Chief Schmidt to Police Officer dated 11/23/2015 for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1 A, Rules of Conduct, Rule 49 (Failure to Appear in Court when Required). One
day suspension to be served on December 4, 2015.
5. Notice of Appeal dated 11/24/2015 from Police Officer (suspension scheduled to be
served on January 18, 19 and 20, 2016).

6. Memo from Chief Mikel regarding the performance of Probationary Firefighter Brian
McConville. Chief Mikel recommends that FF McConville be granted permanent
employee status.
7. Memo from Chief Schmidt regarding the six month performance of Probationary
Police Officer Thomas Kure. Chief Schmidt recommends that PO Kure continue his
probationary status.
S. Memo from Chief Schmidt regarding the performance of Probationary Police Officers
Thomas Molloy, Mark Johnson, Steven Guther, and Michael Machnik. Chief Schmidt
advises that all four have met the requirements of their probationary period and should
be granted permanent employee status.
OLD BUSINESS
1. Meeting with Chief Schmidt to discuss police officer hiring process.
2. Meeting with Chief Mikel to discuss firefighter hiring process.
NEW BUSINESS
None
ELIGIBILITY LIST
1. Police Sergeant—There are six names on the list scheduled to expire on July 7, 2018.
2. Firefighter— Eligibility list containing 125 names will expire on September 14, 2017.
3. Fire Lieutenant—Ten names appear on the eligibility list scheduled to expire on
November 9, 2017.
4. Police Officer - Ten names remain on the final eligibility list scheduled to expire on
June 27, 2016; 75 names remain on the preliminary eligibility list.
ADJOURNMENT
It was moved by Commissioner Zinnel and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried. Meeting adjourned 6:15 p.m.
