MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON NOVEMBER 17,2015
Chairman E. Butch Ehrke called the meeting to order at 5:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the
following members were present: Chairman E. Butch Ehrke, Secretary Michael Kontek and
Commissioner Dion Zinnel. Guests present: Chief Schmidt, Attorney John Kelly.
Secretary Kontek moved that the minutes of the October 20, 2015 meeting be approved as
submitted and that the Board dispense with the reading thereof. Commissioner Zinnel
seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
I. Invoice SA29711 dated 10/29/2015 in the amount of$10,289.53 frotn Stanard &
Associates for fire lieutenant promotional process.
2. Invoice SA29780 dated 10/30/2015 in the amount of$395.00 from Stanard &
Associates for personality evaluation of Police Officer candidate (Hendrickson).
3. Invoice dated 10/31/15 from Illinois State Police (10105) for fingerprint processing for
firefighter applicant (Klekamp) in the amount of$29.75.
Commissioner Zinnel moved that the Board authorize the disbursement of funds for payment.
Secretary Kontek seconded the motion. It was voted upon by acclamation whereupon
Chainnan Ehrke declared the motion carried.
CORRESPONDENCE
1. Memo from Chief Schmidt requesting that the Commission appoint PO Casey
Kowalczyk to the rank of Sergeant.
2. Appointment letter dated 11/2/15 to PO Casey Kowalczyk promoting him to the rank
of Police Sergeant effective 11/23/2015.
3. Appointment letter dated 11/2/2015 to Roger Hendrickson. PO Hendrickson will
report for duty on December 28, 2015.
d. Memo from Chief Mikel dated 10/29/15 to Local 2340 addressing a couple of
concerns brought forth regarding the promotional process.

5. Letter from Fire Union Local 2340 regarding their contention that the Fire Lieutenant
Eligibility List that expired on November 7, 2015 be extended an additional 101 days
(or until February 15, 2016). At this time they will not be exploring any legal action
to remedy the situation; however, they reserve the right to pursue all legal remedies
should a Fire Lieutenant vacancy occur between now and February 15, 2016.
OLD BUSINESS
1. Meeting with Chief Schmidt to discuss police officer hiring process.
NEW BUSINESS
1. Meeting with Attorney John Kelly to discuss Fire Union's request to extend the
previous Fire Lieutenant Eligibility List.
2. Conducted four individual oral interviews for firefighter candidates (01, 02, 04, 05).
ELIGIBILITY LIST
1. Police Sergeant—There are six names on the list scheduled to expire on July 7, 2018.
2. Firefighter—Eligibility list containing 125 names will expire on September 14, 2017.
3. Fire Lieutenant—New promotional process in progress. Three names remain on the
eligibility list which is scheduled to expire on November 6, 2015,
4. Police Officer - Ten names remain on the final eligibility list scheduled to expire on
June 27, 2016; 75 names remain on the preliminary eligibility list.
ADJOURNMENT
It was moved by Commissioner Zinnel and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried. Meeting adjourned 7:05 p.m.
