Viner, Attorney representing Gerber Collision and Glass Acting Chairman Geinosky called the meeting to order at 7:03 p.m. Commissioner Rettberg moved to appoint Commissioner Fred Geinosky as Acting Chairman of the Plan Commission. Commissioner Morrill seconded the motion. Upon voting (DeFrenza, Carlson, Geinosky, Rettberg, Schumm, Thompson, Weiner, Morrill) AYES, the motion passed unanimously. Commissioner Weiner moved to appoint Scott Carlson as Acting Secretary of the Plan Commission. Commissioner Morrill seconded the motion. Upon voting (DeFrenza, Carlson, Geinosky, Rettberg, Schumm, Thompson, Weiner, Morrill) AYES, the motion passed unanimously. Item 1: January 14, 2019 Meeting Minutes Commissioner Weiner moved to approve the meeting minutes of January 14, 2019. Commissioner DeFrenza seconded the motion. Upon voting (DeFrenza, Geinosky, Rettberg, Thompson, Weiner, Morrill AYES, Schumm, Carlson ABSTAIN), the motion passed. Item 2: PC Docket # 19-3: Special Use Permit for the operation of an automotive repair center in an 1-2 Industrial Zoning District at 2450 S. Elmhurst Road. 1 Chairman Geinosky read the legal notice into the record and asked the Petitioner to explain his purpose before the Plan Commission. P. DiCianni stated that Gerber Collision and Glass wishes to obtain a Special Use Permit to operate an auto body and glass repair shop for vehicles. Services will include: body repair, glass repair, windshield replacement, detailing, and paint refinishing. This site was previously inhabited by O'Hare International Auto, and has been an auto site for many years, before closing down. He stated that Gerber purchased the property last year. He went on to state that Gerber plans to bring on six (6) full time employees operating on a single shift. Gerber is very anxious to open and begin to generate revenue for both parties. Chairman Geinosky stated that Village staff had not approved the site plan prior to this meeting because the Petitioner was working with staff to meet parking code requirements, but there had been some minor difficulties that had to be resolved. The Petitioner submitted a revised parking plan the day of the hearing for review. R. DeFrenza inquired whether there were any concerns about the parking layout. Chairman Geinosky stated Village Code requires 10 parking stalls, one for each employee, and stall for each working bay. He went on to say that Village Staff explained that a preliminary review of the revised parking plan, which shows twenty (20) parking stalls, appeared to be substantially in compliance with Village Code, with some minor adjustments required. The Petitioner stated that they would meet all parking requirements and restripe the lot in accordance with a site plan approved by Village Staff. J. Morrill inquired whether employees will be transferred from other locations or sites that Gerber currently operates at, or will new employees be hired from Elk Grove Village. P. DiCianni stated that they would first try to hire employees from Elk Grove, otherwise, they would look elsewhere. J. Morrill inquired whether twenty (20) parking stalls would be enough for their operation and if the site would be secure enough to leave vehicles outside over night or during non -business hours R. Spizzirri stated that normally Gerber works on five (5) to six (6) vehicles a week, and most of those will stay indoors over the duration of repair. The gates to the parking lot behind the building would be locked during non -business hours, but remain open during business hours to provide one-way traffic flow around the building. G. Schumm asked who owns the land/property and who controls the business. M. Viner stated that the property is owned in a land trust and Christy Fuchs is the sole trustee of the trust and controls the business. P. Rettberg stated that there was a Special Use permit being utilized here before by the previous business and inquired whether Gerber plans on using the same operations. P. DiCianni stated that they will be running similar operations that the previous company did before. The previous company did not work with glass work, but Gerber will be conducting such business and will be in guidelines of the Special Use permit. P. Rettberg asked Village Staff whether they have reviewed the updated parking plan and if it is compliant. M. Jablonski stated that staff has not yet conducted a full review, but is requesting this as one of the conditions of the special use permit. R. Raphael stated that there are two concerns being the utility poles on the south side and the guide wires cannot obstruct the parking stall. Other than that, everything appears to be compliant. S. Carlson asked staff if there was any history of complaints with the previous occupants. M. Jablonski stated that staff were not aware of any complaints. Chairman Geinosky inquired about the hours of operation and how many employees Gerber plans to have. P. DiCianni stated that hours of operation would be Monday through Friday, 7:30 a.m. to 5:30 p.m., Saturday 8:00 a.m. to 12:00 p.m., and closed on Sundays. R. Sasky stated that those hours will be the hours of operation. Staff may come in earlier than that and possibly work until 6:00 p.m. There are going to be six (6) employees including the manager. Acting Chairman Geinosky inquired whether the parking lot is in good shape and if it were restriped and resurfaced. P. DiCianni showed photos to Acting Chairman Geinosky showing that the parking lot has been repaved. P. DiCianni also stated that they would meet all parking requirements and restripe the lot in accordance with a site plan approved by Village Staff. Chairman Geinosky inquired about the process of a tow truck delivery and if it were possible to get in and out through the parking lot. R. Sasky explained that there was sufficient space to allow for access by trucks in a one-way traffic pattern around the building, and that they had brought trucks on site to test the turning movements. RECOMMENDATION Commissioner Rettberg moved to recommend approval of the Special Use Permit to operate an automotive repair center in an 1-2 Industrial Zoning District at 2450 S. Elmhurst Road subject to the following conditions: 3 1. The Petitioner must provide a scalable site plan with dimensions for review and approval by Village staff 2. The Petitioner must provide a code compliant parking plan for review and approval by Village staff. 3. Prior to occupancy, the facility must be inspected by the Fire Departments and Department of Community Development to verify compliance with all applicable codes associated with an automotive repair facility. Commissioner Schumm seconded the motion. Upon voting (Carlson, Schumm, Geinosky, DeFrenza, Thompson, Morrill, Weiner, Rettberg AYES) the motion carried unanimously. Item 3: Adjournment Commissioner Weiner motioned to adjourn the meeting and Commissioner Carlson seconded the motion. Upon voting (Carlson, Geinosky, DeFrenza, Rettberg, Morrill, Schumm, Thompson, Weiner) AYES, the motion carried unanimously.
