Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri and Christine K. Prochno ABSENT: None A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Acting Village Attorney William J. Payne, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE INVOCATION – Pastor Mike Gates, Living Hope Church 3. APPROVAL OF MINUTES OF MARCH 12, 2019 – Motion to approve the Minutes of the Regular Village Board Meeting held on March 12, 2019 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR AND BOARD OF TRUSTEES’ REPORT Mayor Johnson – Attended the following meetings:  Thursday, March 14 – Japanese Exchange Student Visit and Tour of the Village Hall;  Thursday, March 14 – Meeting with Mikerphone Brewery to discuss the “Smells Like a Beer Fest” fundraiser in April;  Tuesday, March 19 – Realtor Open House at Elk Grove Technology Park;  Tuesday, March 19 – Budget Workshop. Budget - The overall budget went down 35% as the Public Works facility and the Fire Stations are almost finished. The General Fund went down by 7⅓% which is very good. This allows us to not raise property tax for the 12th consecutive year on the General Fund side, and this year we are fortunate to not raise any property tax for pension, debt or the General Fund. The Village is managing finances very well and continues to deliver excellent service to the community. There will be a surplus again this fiscal year as in the past 5-6 years even without vehicle stickers. Committee of the Whole - There were two presentations tonight before the board meeting: 1) The Forest Preserve District provided an update to the Village; and 2) John Dallas from Enclave provided an update. School Awards – Last year we had the Illinois Principal of the Year Award at Elk Grove High School, the year before we had the Illinois Teacher of the Year Award at Elk Grove High School, the National Superintendent of the Year and this year we have the Principal of the Year for North Cook County Award to Principal John Harrington from Grove Junior High. We are excited about the recognition that everyone is receiving. Elk Grove Cares Program Update – The program started 9 months ago and was created to help people with the disease of addictions such as heroine, opioids or alcohol. There have been 16 people that have asked for treatment and 11 are still going through the process. The success rate is unbelievable and although it sometimes takes a few attempts, we have to have the stamina to help them beat the disease. 2025 Project Update – There will be an Open House for the Fire Stations on Fargo and Meacham, along with the remodeled Public Works facility on Biesterfield Road on Saturday, May 18. The buildings will be open for residents to walk through between the hours of 9:00 A.M. to 1:00 P.M. Park District Retirement – Congratulations to Tom Busby on his retirement as Executive Director with the Park District. The Village has a strong partnership with the Park District and the Library. Video Gaming – The video gaming license for Brittany’s Bistro in the Town Center was approved almost two years ago. It took some time for them to finish everything to get it ready to open. The Village Board talked about Video Gaming in the Village and this year it will bring in $400,000-$425,000 into the Village. The Page 2 of 5 funds from Video Gaming goes toward many things. The first $100,000 goes to the road fund that was formerly collected through vehicle stickers. Funds are also contributed for many community events such as the summer concerts, the July picnic celebration, Memorial Day, Oktoberfest, and the Tree Lighting Ceremony. Those funds support the free events that the community enjoys together. The Village Board has not approved another license since Brittany’s Bistro over a year and a half ago. The Village feels that we have reached our saturation point for now. The good thing about the gaming places is that there has not been any issues with a patron at any of our locations in the Village. They fill up vacant space at many of the shopping centers and keep property tax going there. They bring money to the Village so that we can bring money back to the community. Early Voting - There is one week left of Early Voting. The Village is doing well. The Business Park is full and we have not raised taxes again this year. This Village Board works well together and works hard for the betterment of the community. Please vote. Local government affects you more than any other form of government. Pernik Presentation – Trustee Feichter and Police Chief Walsh gave a presentation on their cultural experience from their visit to Pernik, Bulgaria. The Consulate General of Bulgaria asked the Village to sign a Friendship Agreement with one of the larger cities in Bulgaria, Pernik, since many Bulgarians live in the area. A delegation from the City of Pernik visited Elk Grove Village a year ago and invited the Village Board to visit their city to experience the culture at an annual event held in January called Surva Festival. Trustee Feichter and Police Chief Walsh attended the Festival and shared photos from their visit with the community. Mayor Johnson asked Emil and Diana Milanov to join him at the podium. Mayor Johnson read a proclamation to thank the City of Pernik for their kindness and hospitality during the recent visit. Public Hearing – There was a public hearing tonight to discuss the annexation agreement with Commonwealth Edison for a new substation. The agreement will be voted on later tonight. At 7:50 P.M. Trustee Prochno left the meeting. Trustee Feichter – No Report. Trustee Czarnik – There are six $1,000 scholarships available from the Frank J. Czarnik Scholarship Program for high school seniors that live in Elk Grove. The scholarship can assist you in your endeavors for college next year. Applications can be found at czarnikgolf.com or the Village website and the deadline is May 3, 2019. The Frank J. Czarnik Golf Outing will be on Friday, August 9, at 1:00 P.M. at the Fox Run Golf Club. At 7:52 P.M. Trustee Prochno returned to the meeting. Trustee Petri – No Report. Trustee Lissner – No Report. Trustee Prochno – The next Winter Farmers Market is on Saturday, March 30, from 8:00 A.M. to 1:00 P.M. at the Christus Victor Church located across from the movie theater. The Sister City exchange students left last Wednesday for Termini Imerese and will be there until the end of the week. They are having a wonderful time and are receiving an excellent educational opportunity. Berkshire Hathaway at 1010 Rohlwing Road will be hosting a free Shred Event in their parking lot on Saturday, April 6 from 8:30 A.M. to 11:30 A.M. Trustee Franke – No Report. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 26, 2019 Accounts Payable Warrant in the amount of $2,135,068.66. Authorization of a request from the Prairie Lake School to waive fees for a food dealer license for the resale of food to families of the school in the pro-rated amount of $50. b. Authorization of a request from Elk Grove Park District to waive permit fees in the amount of $750.00 for partial storm sewer remediation at Hampshire Park, 1632-1635 Gibson Drive. c. Authorization to award a professional service contract to Ayers Associates Inc. of Madison, WI for aerial orthophotography and planimetric mapping updates as part of the GIS Consortium purchasing agreement in the amount of $26,740 from the Water/Sewer Fund. d. Authorization to award a purchase contract to Sentinel Technologies, Inc. of Downers Grove, IL to provide forty (40) replacement Cisco access points for an amount not to exceed $27,653. Page 3 of 5 e. Authorization to award a contract with Emeric Facilities Services of Waukegan, IL for the Cleaning and Custodial Services contract in the amount of $38,741.76 from the General Fund. f. Authorization to award a purchase contract to Sentinel Technologies, Inc. of Downers Grove, IL to provide five (5) 48-port Cisco 9300 switches and associated licenses for an amount not to exceed $41,619. g. Authorization to award a service contract through the U.S. Communities Government Purchasing Alliance with Cintas Corporation of Schaumburg, IL for the Uniform, Linen, and Floor Mat Services Contract in an amount not to exceed $85,000. h. Authorization to approve the third quarter financial report ending January 31, 2019. i. Authorization to commit to the purchase of Bulk Rock Salt through the State of Illinois Joint Purchasing Contract in the amount of 4,000 tons for the FY 2019-2020 winter season. j. Authorization to adopt Ordinance No. 3598 entitled, “AN ORDINANCE AMENDING TITLE 8, CHAPTER 3, OF THE VILLAGE CODE BY ADDING THERETO A NEW SECTION 8-3K-1: PENALTIES OF THE BUILDING ACTIVITY CODE OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE”. k. Authorization to adopt Resolution No. 16-19 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018 FOR CERTAIN REAL ESTATE LOCATED AT 901 CHASE AVE, ELK GROVE VILLAGE, ILLINOIS.” l. REGULAR AGENDA There are three items under the Regular Agenda that pertain to the annexation of property on Midway Court currently owned by Commonwealth Edison. The property had two office buildings and ComEd is planning to tear down those buildings and develop an electrical substation. There have been meetings with staff, the Plan Commission, and a Public Hearing this evening on the Annexation Agreement. Three separate items will need to be approved in order allow the substation. The first item is the Annexation Agreement that requires a vote from the Mayor to ensure that there is a super majority. Authorization to adopt Resolution No. 18-19 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN ANNEXATION AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND COMMONWEALTH EDISON COMPANY OF PROPERTY TO BE ANNEXED TO THE VILLAGE.” Mayor asked if there were any questions, comments or concerns on this item. MOTION CARRIED The second item pertains to the Ordinance that annexes the property and rezones it to provide a special use permit in accordance with the zoning code to allow the operation of a substation along Midway Court. Authorization to adopt Ordinance No. 3599 entitled, “AN ORDINANCE ANNEXING, REZONING AND GRANTING A SPECIAL USE PERMIT FOR CERTAIN TERRITORY TO THE VILLAGE OF ELK GROVE VILLAGE AND THE GRANTING OF VARIATIONS OF THE ZONING ORDINANCE AND VILLAGE CODE (COMMONWEALTH EDISON).” Motion to approve Ordinance No. 3599. MOTION CARRIED The final item pertains to the Final Plat of Subdivision on the property that has been officially annexed into Elk Grove Village for a one lot subdivision. Authorization to adopt Resolution No. 19-19 entitled, “A RESOLUTION APPROVING THE FINAL PLAT OF SUBDIVISION IDENTIFIED AS 1500 MIDWAY SUBDIVISION.” Motion to approve Resolution No. 19-19. PLAN COMMISSION - Village Manager Rummel – No Report. 9. ZONING BOARD OF APPEALS - Village Manager Rummel – No Report. 10. YOUTH COMMITTEE – Trustee Franke – There are seven (7) $1,000 scholarships available to high school seniors that are Elk Grove residents. The deadline is May 3, 2019 and the winners will be notified by May 31st. Special thanks to Mikerphone Brewery for coordinating a fundraiser that provided additional funds for this scholarship program. 11. BUSINESS LEADERS FORUM - Trustee Lissner – An Ambassador visit is scheduled for tomorrow at Industrial Modern Pattern and Mold located at 970 Nicholas Boulevard. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner – The Cable Television Committee will be meeting in Palatine on April 3 to discuss the renewal of the franchise agreement with Comcast. This is extremely important to protect Channel 6. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik – The Joe McEnery Replenishment Elk Grove Community Blood Drive will be held on Saturday, April 6, from 8:00 A.M. to noon in the lower level conference rooms of the Charles J. Zettek Municipal Building. The drive is named after one of our firefighter’s father who received 27 units and was a lifetime donor. He requested that we replenish the blood that was needed and encourages all to donate. Please come in honor of Joe and help to save lives. 14. INFORMATION COMMITTEE - Trustee Lissner – The Village is working with Scientific Wildlife Management to gather information on coyotes that are in the area. We are hoping to get information on our Elk Grove App for residents to report sightings of a coyote. The Village is now part of a social media site called Next Door that gives residents a place to post general information such as homes for sale, etc. On Monday, April 1, the Village will have a special leaf pickup. Residents can put the leaves out at the curb by 7:00 A.M. on Monday, and if the weather is inclement, they will pick them up one week later. 15. RECYCLING & WASTE COMMITTEE – Trustee Feichter – The Elk Grove Recycling Event will be on Saturday, June 1, from 9:00 A.M. to 12:00 P.M. for Document Destruction and Electronics Recycling. There will be a Paint and Motor Oil Recycling Event on Saturday, June 8, from 9:00 A.M. to 12:00 P.M. Both events will be at the new James Paul Petri Public Works Facility on Devon Avenue. The leaf bag pickup on garbage day will begin on April 1. The large branch pickup will begin on the East side of Route 53 the week of April 15th and the West side of Route 53 the week of April 22nd. Please call Public Works to notify them of the pick-up. 16. PARADE COMMITTEE - Trustee Czarnik – The next meeting will be on April 1 at 5:30 P.M. in Room E of the Charles J. Zettek Municipal Building. The Parade will be on Saturday, September 21, in conjunction with Elk Grove’s Oktoberfest. 17. PERSONNEL COMMITTEE – Trustee Franke – No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – The JPZ Committee will be meeting on Monday, April 1, at 9:00 A.M. in the Chernick Conference Room to discuss Parking Restrictions in the Industrial Park. Although this is a committee meeting, the public is always welcome to attend if they have questions or concerns that they would like to discuss. All of the Village informational meetings are open to the public if anyone would like to attend. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik – The Village’s Private Participation Concrete Replacement Program will be open to property owners in the Village. Information will be in the next newsletter along with information on the 2019 Street Maintenance Program. The Village is required to obtain an annual National Pollutant Discharge Elimination System permit. As part of this process we complete and submit a report to the Illinois Environmental Protection Agency which Page 5 of 5 outlines our efforts across 6 areas to help reduce and eliminate storm water pollutants. Those areas include: Public Education and Outreach, Public Participation/Involvement, Illicit Discharge Detection and Elimination, Construction Site Runoff Control, Post-Construction Runoff Control, and Pollution Prevention/Good Housekeeping for Municipal Operations. The Village intends to file its next annual report in May. 20. AIRPORT UPDATE – Mayor Johnson – There is a Suburban O’Hare Commission meeting scheduled Friday, March 29, at noon. SOC is taking a preliminary look at runway rotation plans for when the last runway gets done. This is a critical time for all of the communities around O’Hare to minimize the impact. We all enjoy the benefits of the airport but we also have to take some of the negatives of the airport. We have heard nothing but praises on our headings that was unanimously supported by SOC. Right now the ONCC has been very favorable. We have worked hard to set up the headings plan to minimize the impact and spread the noise impact as evenly as possible. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson – The lineup for the summer concerts are as follows:  July 4 – Melissa Etheridge (Rotary Green)  July 9 – Boz Scaggs (Town Center)  July 16 – The Commodores (Town Center)  July 23 – Wynona and The Big Noise (Town Center)  July 30 – Night Ranger (Town Center) 22. SPECIAL EVENTS – Trustee Prochno – Memorial Day is the next special event that will be held indoors at the Park District Pavilion. 23. LIQUOR COMMISSION - Mayor Johnson – No Report. 24. REPORT FROM VILLAGE MANAGER – No Report. 25. REPORT FROM VILLAGE CLERK – Early Voting is open all week long from 9:00 A.M. to 7:00 P.M., Saturday, 9:00 A.M. to 5:00 P.M., Sunday, 10:00 A.M. to 4:00 PM, and the final day will be Monday, April 1, from 9:00 A.M. to 5:00 P.M. Election Day is on Tuesday, April 2, from 6:00 A.M. to 7:00 P.M. Please contact the Village Clerk’s Office if you have any questions. 26. UNFINISHED BUSINESS – No items for discussion. 27. NEW BUSINESS – No Report. 28. PUBLIC COMMENT – 8:14 P.M. – Helen Leski reminded the Mayor that the next visit to the Senior Center is on April 23. Mayor will announce for the first time in 22 years at least one seat that will be new on the Village Board. On April 3, Mayor Johnson will be the longest serving Mayor in the history of the Village which will be 22 years. 29. ADJOURNMENT - Motion to adjourn the Village Board meeting at 8:19 P.M.
