HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 03/17/2015 - F&P COMMISSION � c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON MARCH 17, 2015 Chairman Shapiro called the meeting to order at 5:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke. Guests present: Chief Stephen Schmidt, Chief Richard Mikel and Loty Newcomb of Stanard and Associates. Commissioner Kontek moved that the minutes of the February 17, 2015 meeting be approved as submitted and that the Board dispense with the reading thereof. Commissioner Ehrke seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Invoice 4722 dated 2/16/2015 from Theodore Polygraph Service in the amount of $300.00 for polygraph evaluation of 2 Police Officer candidates. 2. Invoice 4725 dated 2/17/2015 from Theodore Polygraph Service in the amount of $150.00 for polygraph evaluation of police officer candidate. . 3. Invoice 557446 dated 03/05/2015 in the amount of$1041.00 for medical evaluations for two police officer candidates. 4. Invoice SA000027676 dated 02/27/2015 in the amount of$595.00 from Stanard & Associates for personality evaluation of police officer candidate. Commissioner Ehrke moved that the Board authorize the disbursement of funds for payment. Commissioner Kontek seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. CORRESPONDENCE I. Appointment Letters to Police Officers Brandon L. Neuman and Thomas P. Kure. Hire date will be 3/23/2015. 2. Memo dated 2/18/2015 to HR Director advising that FF Bell, FF Derouin and FF Gedutis have successfully completed their probationary period and are hereby appointed to the permanent position of Firefighter in the Elk Grove Village Fire Department effective March 3, 2015. 3. Memo to Fire Union Local 2340 dated 2/18/2015 advising that the Fire Lieutenant Eligibility List has been extended 180 days. The list will expire on November 6, 2015. 4. Memo from Chief Schmidt dated 2/26/2015 advising that Police Officer Richard Gigante has submitted his Letter of Retirement effective 10/26/2015. 5. Email from Greg Hyde of Ergometrics promoting their entry level police officer and firefighter examinations. Minutes of the Regular Meeting March 17.2015 Page 1 of 2 e ' OLD BUSINESS 1. None NEW BUSINESS 1. Meeting with Chief Schmidt and Lory Newcomb of Stanard and Associates to discuss Police Sergeant Promotional Process. The Commission reviewed the Study Guide produced by Stanard and authorized its release. Testing schedule was devised and will be distributed via Fact Sheet. 2. Meeting with Chief Mikel to discuss firefighter eligibility list, fire lieutenant promotional process and the suspension issued to a Fire Lieutenant. ELIGIBILITY LIST /HIRING STATUS 1. Police Officer: Twenty-two names remain on the final eligibility list scheduled to expire on June 27, 2016. Seventy-five names remain on the Preliminary List. 2. Firefighter: Five names remain on the eligibility list scheduled to expire on September 20, 2015. 3. Police Sergeant: Two names remain on the eligibility list which will expire on April 20, 2015. 4. Fire Lieutenant: Five names remain on the eligibility list which will expire on November 6, 2015. EXECUTIVE SESSION It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the Commission adjourn to Executive Session to discuss personnel matters. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. 1. Conducted final probationary reviews for two police officers (Garza and Morales). 2. Conducted six-month probationary review for one firefighter (Polich). ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the executive session and regular meeting be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. Meeting adjourned 8:00 p.m. Respectfully submitted, E.
