HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 12/16/2014 - F&P COMMISSION c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON DECEMBER 16, 2014 Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, Commissioner Michael Kontek, Police Chief Stephen Schmidt and Fire Chief Richard Mikel. Commissioner Kontek moved that the minutes of November 18, 2014 meeting be approved as submitted and that the Board dispense with the reading thereof. Commissioner Ehrke seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Ottosen Britz Kelly Cooper Gilbert& DiNolfo Ltd. invoice dated 11/30/2014 in the amount of$290.00 for communications associated with the Medina hearing. 2. Advocate Occupational Health invoice 550669 dated 11/13/2014 in the amount of $200.00 for police candidate stress test. 3. Theodore Polygraph Service invoice 4613 dated 11/25/2014 in the amount of$135.00 for polygraph examination for firefighter candidate. 4. Theodore Polygraph Service invoice 4632 dated 12/3/2014 in the amount of$135.00 for polygraph examination for firefighter candidate. 5. Advocate Occupational Health invoice 549136 dated 12/16/2014 in the amount of $2868.00 for six medical evaluations for police officer candidates. Commissioner Ehrke moved that the Board authorize the disbursement of funds for payment. Commissioner Kontek seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. CORRESPONDENCE 1. Written Reprimand dated 12/1/2014 to Police Officer for violating Rules and Regulations of the Elk Grove Village Police Department, Section 26.I.IA, Rules of Conduct, Rule 46 (Failure to operate Village vehicle in a safe and prudent manner or obey related traffic laws). Appointment letters to new police officers effective 12/29/2014: Christopher Palmese, Michael Machnik, David Irving, Eric Moore and Joshua Swoboda. 3. Notice of Retirement from Fire Lieutenant Michael Turner effective 11/28/2014. Lt. Turner served the Village of Elk Grove for 43 years. 4. Memo from Chief Mikel announcing the promotion of Firefighter Clinton Cunz to the rank of Fire Lieutenant effective 12/8/2014. 5. Memo from Chief Mikel announcing the promotion of Batallion Chief Lance Harris to the rank of Deputy Fire Chief effective 12/8/2014. 6. Memo to Human Resources Director dated 12/16/2014 advising that Police Officers Timothy Hain and Ryan Abad have satisfactorily completed their one-year probationary period and are to be permanently appointed to the position of Police Officer effective 12/20/2014. 7. Email from Stanard & Associates promoting their online employment application service for police officer candidates and firefighter candidates. 8. Memo from Fire Chief dated 11/26/14 advising that Village Manager has authorized the hiring of one firefighter effective 1/1/2015. OLD BUSINESS 1. Discussed Firefighter hiring process with Chief Mikel. 2. Discussed Police Offficer hiring process with Chief Schmidt. NEW BUSINESS 1. None ELIGIBILITY LIST /HIRING STATUS 1, Police Officer: Twenty-seven names remain on the final eligibility list scheduled to expire on June 27, 2016. Seventy-five names remain on the Preliminary List. 2, Firefighter: Twelve names remain on the eligibility list scheduled to expire on September 20, 2015. 3, Police Sergeant: Two names remain on the eligibility list which will expire on April 20, 2015. 4, Fire Lieutenant: Five names remain on the eligibility list which will expire on May 6, 2015. EXECUTIVE SESSION Commissioner Ehrke moved that the Commission adjourn to Executive Session to discuss personnel matters. Commissioner Kontek seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. 1. Conducted final probationary reviews for two police officers. Minutes of the Regular Meeting December 16,2014 Page 2 of 3 ADJOURNMENT Commissioner Ehrke moved that the Executive Session and Regular Meeting be adjourned. Commissioner Komek seconded the motion. It was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried.
