MINUTES
REGULAR VILLAGE BOARD MEETING
March 8, 2016
1. CALL TO ORDER- 7:10 p.m.
Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.

2. PLEDGE OF ALLEGIANCE
3.APPROVAL OF MINUTES OF FEBRUARY 23, 2016 - Motion to approve the Minutes
of the Regular Village Board Meeting held on February 23, 2016 as submitted and
dispense with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson attended the following
meeting and events:
February 25 - Tollway Board Meeting- 1-90 will be completed before the end of the year.
March 3 - Elevator Safety Review Board - the Mayor was appointed to the Board by
Governor Rauner. The Elevator Safety Review Board is a non-compensated Board that
meets four times per year. Mayor Johnson provided some information about elevators in
wind turbines.
March 3 - Met with representatives from Senator Kirk's office.
March 3 - Elk Grove Chamber wine and beer tasting event.
March 8 - Mayor Johnson went to Salt Creek School and met with second grade students.
Mayor Johnson made note of an item on the Consent Agenda for the approval of a one
hundred-thousand-dollar budget limit to join with neighboring communities in efforts to
find ways to make ComEd lines that are proposed for installation along the Elgin-O'Hare
more compatible with the area.
On March 7, 2016 Mayor Johnson, Trustee Lissner, Police Chief Schmidt and Fire Chief
Mikel attended a Neighborhood Watch meeting at Stevenson School. There have been a
number of burglaries taking place on the west side of the Village. The meeting was held to
update residents in the area about what is going on. There are multiple communities
being affected by the same group of offenders. The Elk Grove Police Department have
taken the lead on the investigation with the assistance of other departments. Any
suspicious activity should be reported immediately to the Police Department. Over 325
people attended the meeting.
Mayor Johnson stated the following statistics about the amount of burglaries within the
Village, most of which occurred in the Industrial Park: 2012 - 113, 2013 - 91, 2014- 49
and 2015 - 42. The amount of burglaries in the community have dropped dramatically
due to the efforts of the Police Department and implemented security precautions.
Trustee Lissner advised that the Village website and EGTV Channel 6 are both good
resources for finding updated information about things occurring in the Village.
Mayor Johnson stated that to date, the Village has had thirty inches of snow this winter,
which is below average. There have been fewer snowplow operations and salt
distribution is down approximately 800 tons from last year. Mayor Johnson thanked the
Public Works Department for doing a great job.

Proclamation - Beth Thompson, American Cancer Society and Rita Sayer, Relay for Life
Elk Grove Village, presented Mayor Johnson with a Certificate of Appreciation and a sign
designating the Village as a Relay for Life Community. The 2016 Relay for Life event will
be taking place at Elk Grove High School on June 11, 2016 from 11:00 a.m. to 11:00 p.m.
Mayor Johnson presented Beth and Rita with a proclamation acknowledging the
twentieth annual Relay for Life event in Elk Grove Village.
Trustee Feichter exited the Village Board meeting at 7:34 p.m.
Trustee Lissner stated he early voted today and that the Cook County Clerk's website
shows that 796 people have early voted to date at the Elk Grove Village Hall.
Trustee Petri welcomed Village Attorney George Knickerbocker back and acknowledged
Paul Petzold in the audience.
Trustee Czarnik also voted early and commented it's great to see so many people taking
advantage of early voting. Applications for the Frank Czarnik Scholarships are available
at Conant High School and Elk Grove High School. There are six one thousand dollar
scholarships available for Elk Grove residents. Applications are due by April 22, 2016.
Trustee Prochno reminded everyone that raffle tickets are still available for the 60th
Anniversary raffle. Castle Chevrolet has donated a 2016 Camaro for the raffle. Proceeds
from the raffle benefit community organizations that serve the residents of Elk Grove
Village.
The Elk Grove Lioness Club is sponsoring the Betty Erickson Memorial Scholarship. There
are two one thousand dollar scholarships available for high school seniors living in Elk
Grove Village. Applications are available at Conant High School, St. Viator High School and
Elk Grove High School. Applications are due by April 1, 2016.
S.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 29, 2016 Accounts Payable Warrant in the amount of
$1,775,041.60.

6. CONSENT AGENDA
a. Authorization to award a professional service contract to Ayers Associates Inc. of
Madison, WI for aerial orthophotography and planimetric mapping updates as part of the
GIS Consortium purchasing agreement in an amount not to exceed $63,211 from the
Water/Sewer Fund.
b. Authorization to award a professional service contract with Suburban Concrete of
Mundelein, IL for the 2016 Village-Wide Concrete Replacement Program in an amount
not to exceed $348,919.
c. Authorization to award a professional service contract with Civiltech Engineering of
Itasca, IL to provide the necessary construction engineering services for the Arthur
Avenue Culvert Project in the amount of$519,352 from the Water/Sewer Fund.
d. Authorization to award a professional service contract with Arrow Road Construction
Company of Mount Prospect, IL for the 2016 MFT Hot-Mix Asphalt Resurfacing

Contract in the amount of$1,040,479.66 from the Motor Fuel Tax Fund (MFT) and
BLF.
e. Authorization to award a contract for furnishing Hot-Mix Asphalt Materials with Arrow
Road Construction Company of Mount Prospect, IL for the 2016 MFT Hot-Mix Asphalt
Material Purchase Contract in the amount of$94,040 from the Motor Fuel Tax Fund
(MFT) and the Water & Sewer Fund.
f Authorization to award a construction contract to the lowest responsive and responsible
bidder Swallow Construction Corporation of Downers Grove, IL for the Culvert
Improvements - Arthur Avenue project in the amount of$5,555,555.55 from the
Water/Sewer Fund.
g. Authorize Elk Grove Village to participate with the municipalities of Hanover Park,
Itasca, Roselle, and Schaumburg regarding the Commonwealth Edison plan to install
high tension power lines along the Elgin-O'Hare Expressway on an equal share basis
with the establishment of an Elk Grove budget amount of up to $100,000 for this
participation.
h. Adopt Resolution No. 6-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 1251-53 PAGNI
DRIVE, ELK GROVE VILLAGE, ILLINOIS"
i. Adopt Resolution No. 7-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE AN ADVANCED DEPOSIT AGREEMENT
BETWEEN COMMONWEALTH EDISON COMPANY AND THE VILLAGE OF
ELK GROVE VILLAGE"
j. Adopt Ordinance No. 3447 entitled, "AN ORDINANCE AUTHORIZING THE
ACCEPTANCE OF THE CONTRACT AND BY-LAWS DOCUMENT OF THE
INTERGOVERNMENTAL PERSONNEL BENEFIT COOPERATIVE AND
AUTHORIZING MEMBERSHIP IN THE IPBC BY A MUNICIPALITY"
Mayor Johnson asked if there were any questions or comments about the Consent
Agenda. There were none.

Trustee Petri noted that an additional forty-five thousand dollars was made available for
item b. because the project bids came in low. Some additional concrete repair will be
done throughout the Village.
Trustee Prochno asked if the Residential Concrete Program is still available. There was
no program last year because of the concrete shortage. There is no program this year but
it will possibly be offered again next year.
7. REGULAR AGENDA- No items on the Regular Agenda.
8. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - Due to the nice weather
there is progress being made on several projects in the Village.
9.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner- The JPZ
Committee met this afternoon to discuss the consolidation of four separate lots and a
vacated alley into one lot to build a Dunkin Donuts at 2750 Touhy Avenue. The plans
were previously approved by the Plan Commission and Village Staff. The JPZ Committee
recommends unanimous approval and would like the item to appear on the next Agenda
for full Board consideration.

10. PERSONNEL COMMITTEE -Trustee Franke -There are still openings available for
summer seasonal positions. Applicants must be high school graduates and continuing
their education in the fall. Elk Grove residents are preferred.
11. RECYCLING &WASTE COMMITTEE -Trustee Feichter - Trustee Prochno reported
Village Hall is still accepting unwanted holiday lights through the end of March for
recycling.
12. INFORMATION COMMITTEE - Trustee Prochno - No Report
13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri -AT&T U-verse will be
providing EGTV to their customers on Channel 99 by the end of March.
14. BUSINESS LEADER FORUMS - Trustees Lissner/Petri - There is a meeting on
Thursday, March 17, 2016 at 11:00 a.m. at Village Hall in Room E.
Trustee Lissner announced the Golden Corridor Advanced Manufacturing Partnership
(GCAMP) will be hosting an Internship and Career Fair on Wednesday,April 13, 2016 at
Amada in Schaumburg from 3:00 p.m. to 6:00 p.m. High School Juniors and Seniors
should consider attending. Several Manufacturers have commented that they have open
positions that do not require a college degree but have difficulty finding skilled labor.
15.YOUTH COMMITTEE - Trustee Franke- The Youth Committee and the Parks
Foundation are offering three one thousand dollar scholarships. Applicants must be Elk
Grove Village residents graduating from high school and continuing their education in the
fall. Applications are available at the high schools and on the Village and Park District
websites. Applications are due by May 6, 2016.
16. PARADE COMMITTEE - Trustee Czarnik- The 60th Anniversary Parade is taking
place on Saturday, June 18, 2016 at 5:00 p.m. The parade theme is "Celebrating
Yesterday, Today and Tomorrow." There are six couples who will be celebrating their
60th Anniversaries by participating as Grand Marshals. Trustee Czarnik will be
announcing a couple at each of the next six Village Board meetings. The first couple is
Donald and Rosemary Kauth, married on October 13, 1956. They moved into their first
home on Lilac Lane in 1959 and are now living in their third home in Elk Grove Village.
They raised four sons, one of which has chosen Elk Grove Village to raise his three sons
and it continues with one of his sons getting married and buying a house in Elk Grove.
The next Parade Committee meeting is Monday, April 4, 2016 at 5:30 p.m.
17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- The Caring Place is a
socialization program for adults that is organized and supervised by trained and caring
staff. The program is available Monday, Wednesday and Thursday from 9:30 a.m. to 3:30
p.m. at Christus Victor Church.
18. LIQUOR COMMISSION - Mayor Johnson- No Report
19. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the
Memorial Day Ceremony. The Ceremony will be held at 10:45 a.m. inside at the Pavilion.
20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - the 2016
concert line-up is Peter Cetera, LeAnn Rimes, Foreigner and Michael McDonald. The
Buckinghams will be performing at the 2016 Tree Lighting Ceremony.
21.AIRPORT UPDATE - The ONCC has a meeting on Friday. The hope is that they will
continue to work with SOC and allow the FAA and the City of Chicago to come up with
different flight paths to compare over the summer for a Fly quiet program. JDA is working
very closely with the City of Chicago and the FAA.

Mayor Johnson acknowledged and questioned members of Boy Scout Troop 495 in the
audience. The Scouts were in attendance to earn their Citizenship Badges.

Trustee Prochno reminded everyone to mark their calendars for July 17 201 .

Village will be celebrating their 60th Anniversary and the Park District will be celebrating
their 50th Anniversary that day. There will be a celebration from Noon to 5:00 p.m. at the
Village Green and at the Park District. The Park District is going to host fifty events. The
Village will be hosting a picnic with food offered at reduced prizes, there will be a DJ, lots
of games and prizes, a performance by the Hat Guys, followed by the big concert at 7:30
p.m. at Park LGK.
