ACCOUNTS PAYABLE WARRANT: APRIL 23, 2019 $1,946,731.03 6. CONSENT AGENDA a. Consideration of a request from the Rotary Club of Elk Grove Village for the following: • To authorize a $22,000 contribution to the 2019 RotaryFest event that takes place from June 12, 2019 through June 16, 2019; • To authorize the Rotary Club to host a fireworks display on Saturday, June 15, 2019; • To waive the fee for a temporary Class A liquor license ($2,900), a carnival license ($500), and a food caterer's license fee ($100) for a total amount of $3,500; and • To waive the permit fee for the use of a fire hydrant for non -firefighting purposes in the amount of $75. (The fees requested to be waived are for the Class A liquor license ($2,900), a carnival license ($500), a food caterer's license ($100), and fire hydrant deposit and connection ($75). (It has been past practice of the Village Board to approve these requests for the annual RotaryFest event. The Village provides street sweeping services for the parking lots utilized by the Rotary Club at the conclusion of the RotaryFest. (Adequate funds have been budgeted and are available for this purpose.) Page 1 of 10 b. Consideration to award a professional service contract to Granicus of Denver, CO for website redesign and implementation services for the Village website (elkgrove.org) in the amount of $31,000. (The Village website (www.elkgrove.org) was last redesigned in 2009 by Vision Internet, which also provides the Village with web hosting and content management services. (Vision Internet was recently purchased by Granicus, which is the largest provider of cloud -based software solutions to government, supporting over 2,500 local government customers. (Granicus will design, build and launch a new website to upgrade and replace the existing Village website (elkgrove.org). (The website redesign will include a fully customizable homepage wireframe, advanced user analytics, functionality reports, and on -site implementation consultation/training. (The Assistant Village Manager recommends approval.) c. Consideration of a request to renew a professional services contract with C.C. Carthage, Inc. of Lake Zurich, IL to Furnish and Deliver Sand and Gravel in the amount of $38,389.50 from the Water -Sewer Fund. (On May 24, 2016, the Village Board awarded a contract with C.C. Carthage, Inc. of Lake Zurich, IL to Furnish and Deliver Sand and Gravel. (The contract provided for an option of four (4) additional renewals through April 30, 2021. (C.C. Carthage performed satisfactorily throughout the first three years of the contract. (The contract period is from May 1, 2019 through April 30, 2020. (The contract amount reflects a 1.7% increase over the previous year's contract. (The Director of Public Works recommends approval.) d. Consideration of a request to renew a maintenance contract to Americana Landscape Group, Inc. of Elgin, IL for the 2019 Parkway Restoration contract in the amount of $44,327.30 from the General and Water & Sewer Funds. (On March 27, 2018, the Village Board awarded a contract to Americana Landscape Group, Inc. of Elgin, IL for the Parkway Restoration contract. (The contract provided for an option of four (4) additional renewals through March 31, 2023. (Americana Landscape Group, Inc. has performed satisfactorily throughout the first year of the contract. (The contract period is from May 1, 2019 through March 31, 2020. (The contract amount reflects a 1.1 % increase over the previous year's contract. (The Director of Public Works recommends approval.) e. Consideration to execute a professional service contract with Hampton, Lenzini and Renwick, Inc. of Elgin, IL to provide construction engineering services for the Busse Woods Bike Path Extension project in the amount of $48,916 from the CPF and BLF Funds. Page 2 of 10 (Hampton, Lenzini and Renwick, Inc. submitted a proposal to provide construction engineering services for the Busse Woods Bike Path Extension project. (These services include construction supervision, documentation and material testing for the Busse Woods Bike Path Extensions across Arlington Heights Road at Oakton Street and Northwest Point Bouldevard. (Adequate funds are available in the CPF and BLF Funds. (The Director of Community Development recommends approval.) f. Consideration of a request to renew a professional service contract to Temple Display, LTD of Oswego, IL for the Holiday Lighting and Decoration Services contract in the amount of $56,405,23. (On September 12, 2017, the Village Board awarded a contract to Temple Display, Ltd. of Oswego, IL for the Holiday Lighting and Decoration Services contract. (The contract provided for an option of four (4) additional renewals through January 31, 2022. (Temple Display, Ltd. has performed satisfactorily throughout the first two years of the contract. (The contract period is from October 1, 2019 through January 31, 2020. (The contract amount reflects 1.1 % increase over the previous year's contract. (The Director of Public Works recommends approval.) g. Consideration to award a purchase contract through the National Joint Powers Alliance (NJPA) Joint Purchasing Cooperative to Atlas Bobcat of Elk Grove Village, IL for the purchase of one (1) Toolcat 5600 G-Series with accessories in the amount of $65,998 from the Capital Replacement Fund. (The Toolcat will be utilized by the Public Works Department's Building Maintenance staff to improve the efficiency of maintenance operations and special event preparations. (The Toolcat and attachments are available with base pricing established by the NJPA Purchasing Cooperative and extended through the local Bobcat dealer, Atlas Bobcat of Elk Grove Village, IL. (Adequate funds are budgeted in the Capital Replacement Fund. (The Director of Public Works recommends approval.) h. Consideration to award a professional service contract with Advanced Automation & Controls, Inc. of McHenry, IL to provide the necessary professional services for an audit of the Village's Supervisory Control and Data Acquisition (SCADA) system and upgrade the Master Programmable Logics Controller (PLC) in an amount not to exceed $68,220 from the Water & Sewer Fund. (Advanced Automation & Controls, Inc. of McHenry, IL, submitted a proposal to provide the necessary professional services for an audit of the Village's Supervisory Control and Data Acquisition (SCADA) system and upgrade the Master Programmable Logics Controller (PLC). (Advanced Automation & Controls, Inc. has successfully completed SCADA system audits and master PLC upgrades for other Chicago area municipalities, including Page 3 of 10 Naperville, IL. (Adequate funds are available in the Water & Sewer Fund. (The Director of Public Works recommends approval.) i. Consideration of a request to renew a contract with Dynamic Heating & Piping Company of Crestwood, IL for the annual HVAC Maintenance Services contract in the amount of $78,569.07. (On May 27, 2014, the Village Board awarded a contract to Dynamic Heating & Piping Company of Crestwood, IL for the HVAC Maintenance Services contract. (Dynamic Heating & Piping has performed satisfactorily throughout the contract. (The contract period is from May 1, 2019 through April 30, 2020. (The contract amount reflects 1.1 % increase over the previous year's contract. (The Director of Public Works recommends approval.) j. Consideration to award a professional service contract with Lyons Electric Company, Inc. of LaGrange, IL for the Residential Street Light Maintenance contract in the amount of $98,669.60. (On Thursday, April 4, 2019 the Village opened sealed bids for the Residential Street Light Maintenance contract. (The contract provides for the routine maintenance, non -routine work, emergency work, locating underground streetlight cables and group re-lamping of streetlights along roadways throughout the residential area. (The initial term of the contract is from May 1, 2019 through April 30, 2020, with the option of four (4) annual renewals in one-year increments through April 30, 2024. (The lowest responsive and responsible bid was received from Lyons Electric Company, Inc. of LaGrange, IL in the amount of $98,669.60. (Funds for the contract have been allocated in the General Fund. (The Director of Public Works recommends approval.) k. Consideration of a request to renew a maintenance contract with Davis Tree Care and Landscape Inc. of Forest Park, IL for the 2019 Parkway Tree Maintenance Program contract in the amount of $113,086.42. (On April 24, 2018, the Village Board awarded a contract with Davis Tree Care and Landscaping Inc, of Forest Park, IL for the Parkway Tree Maintenance Program contract. (The contract provided for an option of four (4) additional renewals through April 30, 2023. (Davis Tree Care and Landscaping Inc has performed satisfactorily throughout the first year of the contract. (The contract period is from May 1, 2019 through April 30, 2020. (The contract amount reflects a 1.1 % increase over the previous year's contract. (The Director of Public Works recommends approval.) Page 4 of 10 1. Consideration of a request to renew a maintenance contract with Lyons Electric Company, Inc. of LaGrange, IL for the annual Arterial & Business Park Street Light Maintenance Contract in the amount of $147,605.75 from the Business Leaders Fund. (On April 11, 2017 the Village Board awarded a contract to Lyons Electric Company, Inc. of LaGrange, IL for the Arterial & Business Park Street Light Maintenance contract. (The contract provided the option of four (4) annual renewals through April 30, 2022. (Lyons Electric Company has performed satisfactorily throughout the contract. (The contract period is from May 1, 2019 through April 30, 2020. (The contract amount reflects a 1.1 % increase over the previous year's contract. (The Director of Public Works recommends approval.) m. Consideration to award a contract to the lowest responsive and responsible bidder Builders Paving of Hillside, IL for the University Lane Rehabilitation Project (Plum Grove Road to Vermont Drive) in the amount of $698,000 from the Capital Projects Fund. (On Thursday, April 11, 2019, the Village opened sealed bids for the University Lane Rehabilitation Project (Plum Grove Road to Vermont Drive). (The project includes full depth pavement removal and replacement, partial curb and sidewalk, and driveway apron removal and replacement, repairs to the existing storm sewer system and landscaping restoration. (The lowest responsive and responsible bid was received from Builders Paving, LLC of Hillside, IL. (It is recommended to award the University Lane Rehabilitation Project (Plum Grove Road to Vermont Drive) in the amount not to exceed $698,000.00 to Builders Paving, LLC. (Funds for the project have been budgeted in the Capital Projects Fund. (The Director of Public Works recommends approval.) n. Consideration to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the 2019 construction season in the amount of $738,329 from the Water & Sewer, Business Leader and Capital Projects Funds. (Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the upcoming 2019 construction season. (These improvements include the Business Park and Residential Resurfacing Programs, various watermain improvements, and the University Lane Reconstruction Project. (Adequate funds are available in the Water & Sewer, Business Leader Forum and Capital Improvement Funds. (The Director of Public Works has recommended approval.) Page 5 of 10 o. Consideration to approve the Liability Insurance Premiums for Fiscal Year 2019-20 submitted by Arthur J. Gallagher Risk Management Services at a premium level as determined for the following coverage: Environmental Liability $ 18,916 Work Comp Excess $ 94,221 Fiduciary $ 7,492 Total $120,629 (This year's total premium renewal represents coverage for remaining insurance policies not covered by the Suburban Liability Insurance Pool. (The proposed coverages are an extension of existing policies through December 31, 2019. The Worker's Compensation Excess coverage is an extension through April 30, 2020. (The Director of Finance recommends approval.) p. Consideration to adopt Ordinance 3604 designating the representative to the Northwest Suburban Municipal Joint Action Water Agency (JAWA) for the Village of Elk Grove Village. (This Ordinance designates and appoints Craig B. Johnson as Director of the Agency and Jeffrey C. Franke and Samuel L. Lissner as its Alternate Directors for a two-year term expiring on April 30, 2021.) q. Consideration to adopt Ordinance No. 3605 approving the Final Plat of Subdivision identified as Devon and Tonne Resubdivision and granting a variation of the schedule of bulk yard requirements and regulations of the zoning ordinance to reduce the required minimum lot area within a B-1 Zoning District from five acres to 1.36 acres. (This item was discuss at the Village Board Meeting on April 9, 2019 and currently appears under Unfinished Business.) r. Consideration to adopt Ordinance No. 3606 rezoning property substantially identified as the Devon Avenue Market from B-1 Business District to the I-1 Restricted Industrial District subject to certain conditions and granting certain variations from the Zoning Ordinance and the Village Code (CA Industrial Holdings). (This item was discussed at the Village Board Meeting on April 9, 2019 and currently appears under Unfinished Business.) s. Consideration of the following items for Fiscal Year 2019-2020: • To authorize a 2.5% market adjustment to non -union step and specific rate plan positions; • To authorize a 2.5% market adjustment to the merit pay plan positions; • To continue the additional open merit pay eligibility features of 0% to 2% merit Page 6 of 10 based adjustment for open merit employees; • To adopt Ordinance No. 3607 amending wages by 2.5% for part-time positions of Custodian, Porter, Health Code Enforcement Officer, Fire Inspector, and Water Meter Reader; Temporary Part -Time Administrative Interns and Summer Seasonal Employees third year; and School Crossing Guards of the Village of Elk Grove Village; and • To adopt Ordinance No. 3608 amending the Position Classification and Salary Plans: the Classification Plans: and Salary Range for Merit Pay Plan Positions, Step Pay Plan Positions, and Specific Pay Plan Positions of the Village Code of the Village of Elk Grove Village. Consideration to adopt Resolution No. 22-19 approving and authorizing the appointment of a Director and Alternate Directors to the Solid Waste Agency of Northern Cook County, a Municipal Joint Action Agency (SWANCC). (This Resolution designates Craig B. Johnson as the Director on the Board of Directors of the Agency; and appoints Raymond R. Rummel as Alternate Director, for a two-year term expiring April 30, 2021 or until his or her successor is appointed.) v. Consideration to adopt Resolution 23-19 designating a Director and Alternate Directors to the Northwest Municipal Conference for the Village of Elk Grove Village. (This Resolution designates and appoints Craig B. Johnson as Director to the Northwest Municipal Conference; and Raymond R. Rummel, Matthew J. Roan, and Maggie A. Jablonski as Alternate Directors to the Northwest Municipal Conference.) w. Consideration to adopt Resolution No. 24-19 approving the Plat of Resubdivision identified as GPL Subdivision (2710 United). Consideration to approve the installation of a sign for VanFossen Family Chiropractic at 1020 Elk Grove Town Center. (Section 7B-5-8 of the Elk Grove Zoning Ordinance requires all applications for sign permits in the B-5 Town Center Shopping District be reviewed and approved by the Mayor and Board of Trustees. (The building signage will total approximately seventeen (17) square feet in area, which meets the allowable area permitted by the Village's sign regulations. Consideration to adopt Resolution No. 25-19 authorizing the Mayor and Village Clerk to execute a Real Estate Sale Contract between the Village of Elk Grove Village and CH Global Holding LLC (1655 Greenleaf Avenue). (This Resolution authorizes the Real Estate Sale Contract for the sale of Fire Station 9, located at 1655 Greenleaf Avenue. (Personnel and equipment at the existing Fire Station 9 will be moved to the new consolidated Fire Station 8 at 700 Fargo Ave upon completion of construction. (This contract provides for a closing date following the relocation of personnel and equipment.)
