REGULAR VILLAGE BOARD MEETING
April 9, 2019

4. MAYOR AND BOARD OF TRUSTEES' REPORT
Mayor Johnson - The Suburban O'Hare Commission met on Friday, March 29, with the experts from JDA to
discuss the rotation plan coming up. We are not quite ready to propose a formal rotation plan until we hear
back from the FAA responses to our questions and inquiries. At that time, we will then start working
together with Landrum and Brown, the Chicago airport, and the City of Chicago on the rotation plan. The
bottom line is that come 2021 when that new runway opens up, the planes will be going right down Devon
Avenue. We will try to get as much relief as possible.
Attended the ground breaking at the VFW for the new elevator on Monday, April 8. Thank you to Keeley
Construction for stepping up to assist with the construction. They are anticipating the work to be completed
by mid -summer.
Presentation on Class 6B Tax Incentives - Mayor Johnson explained the process of the Cook County Class 6B
tax incentive program. It was created to provide relief for buildings that are vacant or in dire need of repair.
A Class 6B will lower the property tax rates on the building from 25% to 10% for a period of 12 years. In
order for the Village to grant a Class 613, several requirements need to be met: 1) the property must be
vacant for a certain amount of time, 2) the building must be in need of significant repair and an estimate of
the cost is required; and 3) the improvements need to bring in more job opportunities in the Village.
Combined Property Tax Rates - The Village has done a comparison of the numbers of neighboring towns (Elk
Grove, Arlington Heights, Des Plaines, Schaumburg, Mount Prospect, Palatine, Hoffman Estates and Rolling
Meadows) for the past several years. We take, for example, a $300,000 house value and compare property
taxes, garbage rates, yard waste sticker rates, animal licenses, home rule sales tax, food and beverage tax,
amusement tax, telecommunication tax, natural gas tax, electric tax, cable television fee, etc. We have
compared these fees for years to show the true cost of living in a community. Since we have started tracking
this information, we have been what we call the most affordable town every year. A Cost of Living Analysis
for 2018 was displayed to show that Elk Grove Village is the most cost-efficient town again. This information
will be in an upcoming newsletter.
Election Topics - Mayor Johnson discussed many topics that surfaced during the election. Elk Grove Village
has never been in better shape than it is right now. We are doing very well financially and have been
running a surplus for the past number of years. That money will be reinvested back into the community as
part of our 2025 Plan for the Fire Stations, Public Works Facility, roadways, infrastructure, sewer, water
lines, drainage issues, etc. There are more miles of roadways being repaired this year than in previous
years. The winter does a number on the streets but we will try to stay ahead of the damage the best that we
can. We know that some areas need more work than others but we are staying on top of it.

There has been a rash of cars being spray painted in the Village. There are some things going on that cannot
be discussed publicly but the Police Department is working on it. All Village vehicles have GPS on them so
we know where the vehicles are at any given time. We do our best to stay on top of the issues but a squad
car cannot be on every street at the same time. Please remember to lock your cars on the driveway.
We also know that there are good times and bad times. We have not raised the general property taxes even
during the big recession. The only thing that affected our property taxes was the state mandated pensions.
This year we did not have to raise the pension because we are doing so well. We want to make sure that we
are prepared when the tough times come. We have record length contracts with all of the unions. A big
issue during this election was the Bahamas Bowl. We didn't do the Bahama's Bowl advertising for today
because our business park is doing great. We want to be on solid ground for the future so when tough times
come and businesses shop around, they will remember Elk Grove Village. This was a hot topic for this
election and ironically the top four candidates with the most votes all supported our efforts on with the
Bahama's Bowl. The public spoke very loud and clear their view on what we are doing to promote this
community and promote where we are going with this.
This was the first time in twenty-two years that there was an open seat on the board for an election. We
thank Jim for all the years of service and for what he has done for the community. Times are changing. It's
good that we have people willing to step up and run for office. Congratulations to Trustees Czarnik, Lissner
and Trustee -elect Schmidt on their victory. Scott Saxe should be congratulated for working so hard during
this election campaigning door-to-door. The residents spoke loud and clear that they liked the direction that
this Village is going. This Board works very well together and we get things done. We may disagree on some
things but we move forward and unite with one voice, one team, one vision. I truly believe that is why we
are such a successful community and we want to make sure that it continues in the future.
The residents made it clear that they do not like outside influence or outsiders trying to run the town. A
candidate that was pretty much an outsider spent over $100,000 to get elected as a Trustee in Elk Grove
Village. They were not successful. People like to know who is running their government. The people want
to be able to trust their elected leaders. Thank you to everyone that came out to vote and let their voices be
heard. You voted for those that you trusted and you can count on us doing the job that you elected us to do,
working together as a team, and making sure that we do what is right for this community. Thank you also to
the people on facebook. Their comments were well received for this election.
The May 14 Village Board Meeting will be the last meeting for Trustee Petri with over forty years of service.
We will swear in the Trustees and Library Board members at the May 28 Village Board Meeting.
Trustee Prochno - The Sister City exchange students are back from Termini Imerese. This was the 91h
exchange and we will continue the program next year. Interviewing of students will begin in the spring for
next year's trip.
The Winter Farmers Market is on the 1st and 3rd Saturday of the month from 8:00 A.M. to 1:00 P.M. at
Christus Victor Church on Arlington Heights Road across from the theater. The next one will be on Saturday,
April 20.
Trustee Franke - No Report.
Trustee Feichter - Last Friday, traveled downtown with Chief Walsh to meet with the Consulate General of
Bulgaria and present him with a proclamation from the Village along with a copy of a DVD that was made for
Channel 6 about their trip to Bulgaria. They are looking to set up a display on Bulgarian culture somewhere
in Elk Grove Village and a group will be participating in the Hometown Parade showcasing their annual
Surva Festival.
Trustee Lissner - No Report.
Trustee Czarnik - On March 27, visited Industrial Modern Pattern and Mold at 970 Nicholas Boulevard.
On April 1, attended a ribbon cutting at Organic Vit, 670 Meacham Road, for their one year anniversary.
On April 7, attended the launch of the new name for Village Point Church on Beisner.
There are six $1,000 scholarships available from the Frank J. Czarnik Scholarship Program. The scholarship
can assist you in your endeavors for college next year. Applications are on czarnikgolf.com or the Village
website and the deadline is May 3, 2019. Please save the date for the Frank J. Czarnik Golf Outing on Friday,
August 9, at 1:00 P.M. at the Fox Run Golf Club to help fund the scholarships.
Trustee Petri - Trustee Petri asked Mayor Johnson to join him at the podium. As senior Trustee of the
Village, Trustee Petri presented a proclamation to Mayor Craig Johnson congratulating him on surpassing
the length of service of Charles J. Zettek on April 3, 2019 and now being the longest serving Mayor in Elk
Grove Village. Mayor Johnson thanked Trustee Petri and the rest of the Village Board as it is truly a team
effort to achieve the accomplishments and graciously accepted the award on behalf of the Village.

6. CONSENT AGENDA
a. Authorization of a request from Mikerphone Brewery located at 121 Garlisch Drive to waive the fees associated
for a temporary Class D liquor license ($2,100) and any additional fees required for the Smells Like a Beer Fest
on April 27, 2019.
b. Authorization of a request to award a purchase contract to Physio-Control, Inc. of Redmond, WA for two (2)
Lucas 3 Chest Compression Systems in the amount of $28,892.90.
c. Authorization of a request to award a purchase contract to Physio-Control, Inc. of Redmond, WA for a Lifepak
15 cardiac monitor/defibrillator in the amount of $30,845.28.
d. Authorization to waive the formal bidding process and award a service contract to JG Uniforms of Chicago, IL

engineering and permitting of ADA Improvements along Meacham Road to the existing LED Street Name Signs

7. REGULAR AGENDA
a. Authorization of a request from CNC Graphics, on behalf of Jones Lang LaSalle, to install a temporary real
estate banner promoting vacant tenant space at 980 Elk Grove Town Center.
Mayor asked if there were any questions, comments, or concerns on the temporary signage at 980 Elk Grove
Town Center.

b. Authorization to approve a sign package for Village Point Church at 801 Beisner Road. The variation
request is for 69 square feet of signage as opposed to our Ordinance which is 45 square feet to replace the
existing signage at the location.
Mayor asked if there were any questions, comments, or concerns on the signage for Village Point Church.
Trustee Prochno stated that it is important to note that they are not replacing the church, just changing the name.

8. PLAN COMMISSION - Village Manager Rummel - There are two items for consideration this evening.

a. CA Industrial for resubdivision and rezoning from 13-1 Business District to I-1 Industrial District for the
construction of a Light Industrial/Warehouse with associated variations for property located at 552-586 E.
Devon Avenue.
The Plan Commission had a public hearing on April 1 to consider the resubdivision of a shopping center located at
Devon and Tonne. CA Industrial is looking to redevelop this space into a 146,000 square foot light industrial
facility and maintain most of the existing food restaurant businesses on that site. Mayor discussed the many
changes that took place in that area over the years. There will be a sound barrier wall to protect the homes on
Walnut, there will be more parking available for the use of the nearby park, and they will continue the bike path.
The height will be similar to the Public Works facility. We appreciate the work that the developer is doing for the
area. The Plan Commission provided feedback to the Board. There are a number of conditions that need to take
place in order to allow the development. One is to have the utility companies sign off on the twelve foot wall. The
extension of the bicycle/pedestrian path from Walnut to the public property over at the park area, and a shared
parking agreement with the park district for those accessing the park area. Mr. Rummel asked for a motion to have
the Village Board authorize the Village Attorney to prepare the necessary documents for the next board meeting.
Mayor Johnson thanked the Plan Commission for their work with the petitioner.

b. A Plan Commission Meeting took place on April 1 to consider GPL Investment Group LLC for property
located at 2710 United Lane and 2401 Pan Am Boulevard from two existing lots to two reconfigured lots for
the operation of a small distribution warehouse at 2710 United Lane.
The petitioner bought a vacant lot next to their existing business that wasn't large enough to build. GPL took a
portion of the property for their existing business and gave it to the vacant lot with plans to build another building
on the vacant lot. To do that they need a resubdivision of the two lots and the plan was unanimously recommended
by the Plan Commission for Village Board approval.
Motion to direct the Village Attorney to prepare the necessary documents.

9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report.
10. YOUTH COMMITTEE - Trustee Franke - There are seven (7) $1,000 scholarships available. The
deadline is May 3 and the winners will be selected by May 31. The students will be notified soon thereafter.
Special thanks to Mikerphone Brewery for donating $17,000 to help pay for these scholarships. Mikerphone
will have another fundraiser on April 27 with the benefits going to the Community Character Coalition.
11. BUSINESS LEADERS FORUM - Trustee Lissner - Had an Ambassador visit at Industrial Modern Pattern
and Molding and tomorrow we will visit Doumak located at 2201 Touhy Avenue that specializes in
marshmallows.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - The Cable Television Committee met on April 3 to
review the renewal of the franchise agreement with Comcast. There are new Federal Regulations from the
FCC across the State of Illinois with laws on franchises. The meetings will be continued further but the main
goals are to keep Channel 6, providing an HD channel for Channel 6, and a few other items. The next meeting
is scheduled for May 1 in Palatine to hear the committee report and then a consultant may need to be
brought in for advice.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Blood Drive on April 6, brought in 6 donors.
Eight of those donors were firefighters who signed up in honor of the Fire Department's Lieutenant Joe
McEnery, whose father passed away several years ago after receiving a lot of donated blood. The next
scheduled Blood Drive is July 27.
14. INFORMATION COMMITTEE - Trustee Lissner - The large branch pickup will begin the week of April
15th for those residents that live east of Route 53 and the week of April 22nd for those that live west of Route
53. Please call Public Works at 847-734-8800 to schedule a pickup.
The Village is working with Scientific Wildlife Management to gather information on coyotes that are in the
area. The Elk Grove App is now up and running for residents to report sightings of a coyote.
A meeting will be scheduled to discuss having a Citizens Administrative Academy to draw attention to the
Plan Commission, Zoning Board of Appeals, and other functions in Elk Grove.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Elk Grove Recycling Event will be on
Saturday, June 1, from 9:00 A.M. to 12:00 P.M. for Document Destruction and Electronics Recycling. There
will be a Paint and Motor Oil Recycling Event on Saturday, June 8, from 9:00 A.M. to 12:00 P.M. and both
events will be held at the new James Paul Petri Public Works Facility on Devon Avenue.

16. PARADE COMMITTEE - Trustee Czarnik - Applications are coming in for the Hometown Parade that will
take place on Saturday, September 21, in conjunction with Elk Grove's Oktoberfest. Please get your
application in so we make sure to include everyone in the lineup. The Elk Grove Food Pantry will be
collecting food items along the parade route. Please consider bringing an item or two to place in their
shopping carts along the parade route.
The Grand Marshal will be Kitty Weiner this year who was instrumental in starting the VFW elevator project.
We are happy to acknowledge our sponsors for the parade to make the event so successful. A & H Plumbing
and Heating Company, Inc., Atlas Holding, Chicago Offset, Crosstown Electric, Inc., DARS Holding Group, Ltd.,
Elk Grove Chamber of Commerce, Grove Memorial Chapel, Jerry Castle & Son Hi -Lift, Inc., and The Sign
Center. The next meeting will be on Monday, May 6, at 5:30 P.M. in Room E of the Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - The JPZ Committee met on
Monday, April 1, at 9:00 A.M. to discuss Parking Restrictions in the Industrial Park. The parking restrictions
have been the same for several years which is 7:00 A.M. to 7:00 P.M. on the street. A resident that happens
to also be a business owner inquired about the parking in the industrial park and questioned why we had
such early hours. As businesses have evolved in the park and some are staying open later, we had a meeting
to discuss this concern with staff and Police representation present. There were more questions than
anticipated and staff will investigate four separate items. 1) Identify retail operations in the business park
that may operate after 7:00 P.M.; 2) Provide a cost estimate to replace the signage throughout the business
park if the Board should choose to change those hours; 3) Identify how many overnight parking violations
have occurred in the business park between the hours of 7:00 P.M. and 10:00 P.M.; and 4) Conduct a street
light study to identify whether evening parking on the street would present a possible hazard in the business
park. We will review this information at a follow-up meeting in 3-4 weeks.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Construction season is beginning and the
construction on residential roads will begin in June with an estimated completion by the end of August.
Construction for the business streets will begin in April with an estimated completion by the end of May.
The Villager Newsletter and the website has information on the 2019 Street Maintenance Program and the
Village's Private Participation Concrete Replacement Program.
