Village Manager Mary Jo Pye, Director of CD Steve Trudan, Deputy Director of CD GROUND FEEDING Chairman Lissner called the meeting to order at 4:30 p.m. The Committee discussed the memo prepared by staff recommending changes to our existing ordinance. The Committee discussed the benefits of including the word “ground” in the new ordinance and whether the word “ground” would hinder staff in preventing residents from placing food on tables to feed wild animals. The Committee also discussed the Northbrook Ordinance which specifically addresses allowing bird feeders. Trustee Prochno stated that she believed the existing ordinance was adequate and that no revisions to the code should be made. It was the consensus of the Committee to remove the word “ground” from the recommended text amendment and to add text similar to Northbrook’s ordinance regarding above-ground bird feeders. The proposed text amendment would read as follows: “Feeding of Wildlife: It shall be unlawful for any person to knowingly or intentionally place or leave food of any kind outdoors or in a container placed outdoors in such a manner as to create offensive odors or for the purpose of feeding wildlife or to become an attractant to rodents, nuisance birds, wild animals, vermin or insects. Above-ground bird feeders are allowed as long as all feed is placed in a container or feeder designed for the specific purpose of feeding birds.” The meeting adjourned at 4:45 p.m. C: Mayor and Board of Trustees, Village Clerk, Village Manager, Deputy Village Manager, Assistant to the Village Manager, Director of Community Development, Village Attorney, Police Chief.
