Shust, JTS Architects (Item 2) Chairman Glass called the meeting to order at 7:02 p.m. Item 1: April 1, 2019 Meeting Minutes Commissioner Rettberg moved to approve the meeting minutes of April 1, 2019. Commissioner Weiner seconded the motion. Upon voting (Schumm, Geinosky, Rettberg, Thompson, Weiner, Morrill, Carlson, Glass AYES), the motion carried. Item 2: PC Docket # 19-5: Petition for Rezoning from R-3 to B-3 for 228 E. Devon, with Associated Variations and Text Amendment to Allow Automotive Sales Chairman Glass read the legal notice into the record and asked the Petitioner to explain his purpose before the Plan Commission. David Nosek, owner of CN Group, requested a change to the present zoning of subject property from R-3 to B-3 for the proposed construction of a new 13,600 square foot sprinter van dealership that includes a showroom in the front with an office and a service area in back for mechanical repairs. The front of the lot will have parking stalls to display sprinter vans and parking for customers. A gated fence will be used for employee parking and delivery drop-offs near the back. 1 Chairman Glass asked if the van business is an existing business or a new one. D. Nosek stated the van business is an existing business currently located in Addison, and the owner is a good friend of his. J. Morrill expressed concerns of flooding issues in the area and asked if this development will cause further issues. D. Nosek stated there will be stormwater detention provided underground to accommodate flooding concerns. G. Schumm inquired if there is another owner of the land. D. Nosek stated that he and his friend are joint owners of the land and bought the property in cash a few years ago. P. Rettberg asked what kind of consumers the van business expects. D. Nosek stated it will be mostly business owners purchasing the sprinter vans with some walk-ins. P. Rettberg asked why the building needs to be so large despite the small lot. D. Nosek stated a building larger than 10,000 square feet is more suitable for the market. P. Rettberg asked if the business will have an adequate amount of parking stalls for customers. D. Nosek stated most of customers will be from online sales with a few walk in sales. K. Weiner asked how many employees will work there and what the hours of operation are going to be. D. Nosek stated there will be 10 employees operating 8:00 a.m. to 5:00 p.m., Monday through Friday with some Saturdays. K. Weiner asked why the fence variation is necessary and what material will it be made of. S. Shust stated the fence height was recommended per Village staff for additional screening, and will be a wooden board -on -board fence. K. Weiner asked what lift station the Petitioner will be connecting to. M. Jablonski stated that the Petitioner will be constructing their own private lift station with the possibility to connect to a future lift station depending how the properties to the west develop and that they will follow MWRD guidelines. K. Weiner asked if the building will abide to code requirements on lighting. S. Shust stated they will meet the City's requirements. F. Geinosky stated a vehicle dealership is unheard of on the Devon corridor and asked why the business could not locate somewhere else. D. Nosek stated that they will be bringing a revitalized building to the corridor, tax dollars, and job opportunities. F. Geinosky asked if the site will have enough parking stalls. J. Polony stated the Petitioner meets the requirements based on staff analysis. F. Geinosky askedy what type of service will be done in the bacl: of tl�e bu+ld.ng. D. Nosek stated he will get to work as soon as he receives permits and approval of IDOT. D. Nosek stated he completed a 35,000 square foot building in Romeoville in 7 months. 2 F. Geinosky asked what kind of sign will be placed in the front of the property and if it will obstruct a driver's view. D. Nosek stated there will be a small sign placed in the front that will not obstruct the view of a driver. K. Weiner asked if the Petitioner will be displaying vans for sale in the front of the property. D. Nosek stated there would not be sprinter vans on display in front of the building. M. Jablonski clarified that the site plan shows there will be vans for display in front. K. Weiner asked if the Petitioner needs to adjust the parking stalls in front to display the sprinter vans. J. Polony stated the first 8 stalls in front are noted as display stalls and were not factored into the required amount of parking for employees, service bays, and general use. K Weiner asked if there will be a security gate up front near Devon. S. Shust stated there would not be a gate up front per Village code requirements. K. Weiner asked if there were security concerns with having the vans outside the gated area. The Petitioner stated it would not be an issue and the vans could be moved to the gated area overnight if needed. Chairman Glass invited the public to provide comment. J. Snyder of 872 Cass Lane stated he is excited to see this plan happen. J Snyder stated sprinter vans are the premier van for contractors and perfect for the Elk Grove Village business community. He went on to say that most sprinter vans will not be sitting out front as they are very expensive. RECOMMENDATION Commissioner Weiner moved to recommend approval for the following: • To rezone the property at 228 E Devon from R-3 to B-3. • Variation from Section 7-1 of the Zoning Code, which requires a minimum lot width of 150' to permit a lot width of 124'. • Variation from Section 7-1 of the Zoning Code, which requires a 75' setback for property adjacent to a residential district to permit a 37' building setback. • Variation from Section 7B-3-4 of the Zoning Code, which limits a fence to a maximum height of six feet (6') to allow a seven foot (7') fence along the west property line and a ten foot (10') tall fence along the north property line. • Text amendment to Section 7B-3-2 (E): Special Uses of the Zoning Code to add as the following: New auto sales, rental, and maintenance facilities located east of I-290 and west of Tonne Road along Devon Avenue. Commissioner Schumm seconded the motion. upon voting (Carlson, Geinosky, Glass, Thompson, Morrill, Weiner, Rettberg, Schumm AYES) the motion carries unanimously. Item 3: Adjournment Commissioner Rettberg moved to adjourn the meeting, Commissioner Schumm seconded the motion. Upon voting (Carlson, Geinosky, Schumm, Rettberg, Morrill, Glass, Thompson, Weiner AYES), the motion carried unanimously.
